A temática da inclusão envolve muitas dúvidas e ambiguidades. Embora os alunos com NEE tenham o direito a uma educação de qualidade, muitas hesitações emergem, podendo acarretar uma educação mais pobre e desestruturada. Ao longo desta dissertação pretendemos investigar de que forma esta inclusão se dá ao nível do ensino superior, envolvendo uma componente mais teórica e outra mais metodológica. Na componente teórica abordamos os diferentes movimentos de inclusão que nos conduziram à situação que se vive atualmente. Focamos as políticas educativas nos diferentes níveis de ensino: básico, secundário e superior, aprofundando este último nível ao continente europeu e americano, com o propósito de nos inteirarmos da situação da educação inclusiva noutros países. Destacamos a inclusão superior em Portugal, analisando o papel da escola e do professor, enquanto agentes educativos e de socialização. Na componente metodológica, de acordo com o nosso principal objetivo, começamos por definir a amostra, identificamos os instrumentos utilizados para análise e descrevemos todo o procedimento inerente à realização do estudo. Desta forma, tomámos um grupo constituído por 13 alunos, com uma idade média de 22,5 anos, no momento de ingresso, numa universidade pública portuguesa. As idades atuais dos participantes oscilam entre os 19 e os 44 anos, apresentando uma média de idades de 23,9. Este grupo de alunos, participantes, resulta dos requisitos definidos aquando da seleção, ou seja, alunos que tivessem ingressado no ensino superior nos últimos 5 anos, abrangidos pelo contingente especial para portadores de deficiência. As técnicas utilizadas na recolha de dados adquiriram um caráter misto, constituídas por uma entrevista semiestruturada e pelo Questionário de Vivências Académicas - reduzido, QVA-r (Almeida, Ferreira, & Soares, 2001). Os dados foram, posteriormente, cruzados e analisados. Terminamos com algumas conclusões, algumas limitações encontradas durante a realização da investigação, e indicando algumas linhas mentoras para investigações vindouras.

O número de estudantes com necessidades educativas especiais no ensino superior tem aumentado gradualmente nas últimas duas décadas, devido à implementação de medidas políticas e sociais de acesso e democratização que promovem a inclusão educativa nesse nível de ensino. Este panorama exige que a universidade e, consequentemente, os docentes do ensino superior reflitam sobre o papel que desempenham na adaptação do sistema educativo às necessidades dos estudantes, visando a sua progressão académica. Com esta investigação pretende-se conhecer as perceções que os docentes do ensino superior têm a respeito da inclusão de estudantes com necessidades educativas especiais, uma vez que, essas perceções exercem uma influência importante sobre as medidas educativas e estratégias pedagógicas adotadas pelos docentes e, em consequência, sobre a progressão destes estudantes neste nível de ensino. Para a concretização da investigação, recorreu-se a uma entrevista semiestruturada e a uma análise qualitativa denominada grounded theory com o objetivo de encontrar os temas e as categorias principais a respeito do tema em estudo, nomeadamente das perceções dos docentes acerca da inclusão de estudantes com necessidades educativas especiais no ensino superior. O estudo conta com a participação de 10 docentes com habilitações académicas nas várias áreas do conhecimento e que exercem funções como diretores de curso do 1º ciclo de estudos universitários. Da análise realizada podemos concluir que alguns docentes parecem associar a inclusão no ensino superior a processos de estigmatização, o que poderá ser reflexo da atitude social. Ao lecionar a turmas com estudantes com necessidades educativas especiais, alguns docentes mostram-se inseguros em relação ao futuro profissional do estudante, questionando, se após a formação, ele será capaz de desempenhar eficazmente as suas funções profissionais. Por outro lado, alguns docentes consideram o processo de inclusão como um desafio pedagógico, pois é necessário aprender a gerir as práticas pedagógicas e as características individuais de cada estudante de forma a responder de forma eficaz. Por fim, em relação ao aspeto comportamental das atitudes dos docentes, os docentes que lecionam a turmas com estudantes com necessidades educativas especiais parecem adotar dois comportamentos distintos: adequar medidas educativas e estratégias pedagógicas de acordo com a necessidade do estudante ou não realizar quaisquer adequações. A adequação está associada à implementação das medidas previstas no regulamento interno da instituição e de outras que advêm da pesquisa autodidata dos docentes e pode traduzir-se também na articulação ou encaminhamento para outros técnicos. Esta atitude inclusiva manifestada pela maioria dos docentes denota alguma sensibilidade em relação a esta temática manifestada através do investimento pessoal em tempo e recursos. No que se refere aos docentes que não realizam qualquer adequação das medidas educativas, estes podem ser motivados por fatores como o desconhecimento da existência de um estudante com necessidades educativas especiais, a perceção de inexistência de recursos de apoio disponíveis na instituição e a ideologia educativa partilhada pelo docente. Assim, uma mudança de atitude a partir de um modelo de integração ou até de segregação para um paradigma mais inclusivo implica a mobilização dos vários agentes educativos, nomeadamente a instituição na disponibilização de recursos, o estudante na sinalização da sua necessidade educativa especial e o docente na realização de formação pedagógica visando uma mudança de ideologia educativa.

Quando nasce um indivíduo com uma incapacidade ou a adquire ao longo do percurso de vida, a família lida de uma determinada forma com essa nova e indesejada notícia. O presente estudo teve como intuito verificar que impacto tem a presença de filhos portadores de incapacidade no ciclo vital da família. Pretende-se compreender a perda e o processo de luto inerente a estas famílias, nomeadamente os sentimentos e reações face à incapacidade dos filhos, mudanças na vida dos pais, momentos mais difíceis e relacionamento que os pais têm com os filhos com necessidades educativas especiais. Para a realização da investigação, recorreu-se às entrevistas semiestruturadas a 13 pais, 12 do género feminino e 1 do género masculino com idades compreendidas entre os 30 e 63 anos, com escolaridade desde a 4ª classe até o Doutoramento. Recorreu-se à Grounded Theory com o intuito de encontrar as categorias principais relacionadas com o impacto da presença de necessidades educativas especiais na família. As quatro categorias identificadas demonstram que o diagnóstico é um fator importante para o processo de aceitação do indivíduo com NEE. Os pais relatam sentimentos negativos perante a incapacidade do filho, falta de informação, falta de diversos apoios, nomeadamente o social, monetário, terapêutico, médico e psicológico. Falam também dos preconceitos existentes na sociedade e a falta de recursos para a inclusão do indivíduo com NEE. Os pais demonstram preocupação em relação às transições intrínsecas ao próprio ciclo de vida dos indivíduos com NEE, à inclusão na sociedade e à incerteza do futuro. Estas preocupações podem afetar a funcionalidade da família, constituindo as causas para diversas mudanças e reajustes no seio familiar, manifestando-se maioritariamente na mudança de rotinas. Podendo também ocorrer mudanças estruturais na família, como sendo o divórcio. A relação dos pais com os filhos pode ser considerada como boa, caracterizada por sentimentos positivos e amor incondicional.

A presente investigação tem como objetivo principal contribuir para a reflexão e sensibilização das NEE no Ensino Superior, através da sistematização da investigação científica realizada em Portugal, nos últimos anos. Pretende-se, assim, contribuir para um maior conhecimento desta realidade no nosso país. Para o efeito, procedeu-se a um levantamento bibliográfico dos documentos disponíveis na área das NEE no ES em três bases de dados: RCAAP (Repositório Científico de Acesso Aberto em Portugal); B-On (Biblioteca de Conhecimento Online) e o motor de busca Google. Após a consulta das bases de dados, foram encontrados trinta e cinco documentos, distribuídos em oito Teses (seis Teses de Mestrado e duas Teses de Doutoramento), onze artigos em Revista (dez artigos em Revista Nacional e um artigo em Revista Internacional), quinze Documentos em Conferência e um Capítulo de Livro. Os dados recolhidos permitem perceber que, paulatinamente, a questão das NEE no Ensino Superior tem despertado o interesse dos investigadores, sendo uma área onde a possibilidade e necessidade de mais estudos é uma realidade.

This work aims at analyzing how Adam Smith, one of the founders of the liberal regime was seen by Roberto Campos, one of the patriarchs of Brazilian liberalism. In this sense, it will be shown how and why the legacy of Scotland was used to legitimize the new pattern of accumulation necessary to capitalism from the second half of the twentieth century on. So, it is the intention to make explicit that the changes in Campos discursive form are consistent with the requirements of capitalism in crisis and were fundamental in the creation of another common sense. To achieve these goals it will be assessed in what way the liberal rhetoric of the Brazilian, harmonized with foreign authors with the same vision, has become an important weapon to transform Smith into a myth in contrast to the political and economic criteria advocated by the same, but valuable to what Roberto Campos intended

This article is about a study about the training needs for teachers of elementary school in the field of Geography. It is our objective to grasp their conceptions of training needs and reflect about their formative needs to teach geography. We consider the training as reflective process that involves the movement of changes and improvement beyond of formal learning, considering its numerous dimensions. We reflected about formative needs in light of the readings of Rodrigues Esteves (1993), Silva (2000), Roberts (2006), Vieira (2010). The discussions about conceptions were based on Ferreira (2007). The empirical reference constitutes to a private school in the city of Ceará-Mirim/RN, SECAT Centro de Ensino. The social subjects of our research are five teachers who work in the initial years of elementary school. We resorted a survey (auto) biographical, based on the studies of Passeggi (2011), Delory (2008), Bertaux (2010) e Josso (2010), since it is our intention to turn to the historicity of the subject and the learning, recognizing the links between him and the world and the experiences based on for learning and adult training. As technical and methodological procedure we will use the Training Narratives, whose application allows the understanding of memories and stories of schooling teachers, since are reported events occurred during the development of the individual through seminars Biographical. We observed on the narratives constructed by the teachers the absence assignments of meanings to a reworking of the theoretical formative needs and questions of its organizing principles. However, we notice the teachers were able to develop senses and means to conceive the phenomenon in study, in a descriptive way, through articulated enunciations, including aspects and opportunities linked to their teaching practices and future formative prospects. Regarding School Geography, we based our studies in the reflections of Smith Junior (1994, 2000), Tonini (2003), Vesentini (2004) and Vlach (1991), among others. We verified that the needs evidenced by the teachers to teach geography were constructed from the contexts of their teaching practices present in their school and professional trajectories. Therefore, we noticed the need for formal pedagogical qualification so that we can conceive the phenomenon in study beyond its descriptive character, understanding that it is necessary to point out reflections and questions about the dynamics of production of global capital, which conveys its interests in the contexts that often emerge formative needs of the educational system

The purpose of this dissertation is whether the demand for manpower trained in technical school for the sector of Oil and Gas (O&G) is in balance with the offer of that training in the Brazilian education system. The methodology used to obtain such information was based on School Census 2000 and 2008 where data were worked out in order to clarify the numbers of enrollments in secondary technical level demanded by the sector of O&G. The demand for manpower with that qualification as a data source was the 2010-2014 Business Plan Program for Mobilization of the National Oil and Natural Gas (PROMINP). This Program identified the future demand for manpower for the Sector of the O&G until 2014 where the occupational categories are mapped prerequisite training and experience. In order to better understand the object of this study was dome a review of the literature with regard to technical education in Brazil but also the importance of the education to economic growth and the peculiarities of the oil economy in different countries possessors of those mines, or that is, developed and underdeveloped countries. Analysis showed that enrollment in technical education in Brazil had a significant increase between the dates 2000 and 2008. It also don´t bring balance with the characteristic of the dynamics of the productive sectors of the economy mainly due to heating of the economy before the global growth especially in the Construction Industry as well as in the Oil and Natural Gas Engineering and a Naval account of the discovery of oil in the Pre-Salt. Another important aspect is that one of the major problems of qualification of manpower in Brazil is due to a bad quality of the student´s school and high school which makes difficult a good performance in office work and also this ability to learn new functions. The rapprochement between the supply of the education system and the demand for manpower with training mid-level technical support for the sector O&G showed that most technical courses demanded or had no enrollment in 2008, had few enrollment in 15 states with demand expect to occur and those enrollment were unevenly distributed among states. The analysis therefore signalize the needed of a public policy that enables the adequacy of the education system (Secondary Technical Education) to Sector of O&G in terms of enrollment and its distribution between the oil producing states and in relation to technical expertise offered

O objetivo desta dissertação de mestrado é verificar se a demanda de mão-de-obra com formação no ensino médio técnico para o setor de Petróleo e Gás (P&G) está em consonância com a oferta daquela formação no sistema educacional brasileiro. A metodologia aplicada para obter tal informação foi baseada no Censo Escolar 2000 e 2008, em que os dados foram trabalhados de maneira a explicitar o número de matrículas nos cursos de nível médio técnico, demandados pelo setor de P&G. A demanda de mão-de-obra com aquela qualificação teve como fonte de dados o Plano de Negócios 2010-2014 do Programa de Mobilização da Indústria Nacional de Petróleo e Gás Natural (PROMINP). Este Programa identificou a demanda futura de mão-de-obra para o setor de P&G até 2014, onde as categorias ocupacionais mapeadas possuem pré-requisitos de formação e experiência. Com o intuito de entender melhor o objeto deste estudo foi feita uma revisão de literatura no que diz respeito ao ensino técnico no Brasil, como também a importância da educação para o crescimento econômico e as peculiaridades da economia do petróleo nos diferentes países possuidores daquelas jazidas, ou seja, países subdesenvolvidos e desenvolvidos. As análises demonstraram que as matrículas no ensino técnico no Brasil apresentaram um significativo aumento entre as datas de 2000 a 2008. Traz também como característica a desarmonia com a dinâmica dos setores produtivos da economia, devido principalmente ao aquecimento da economia antes da crise mundial de 2008, e a retomada recente do crescimento notadamente no Setor de Construção Civil, bem como no setor de Petróleo e Gás Natural e Engenharia Naval por conta da descoberta de petróleo na camada Pré-sal. Outro aspecto relevante é que um dos grandes problemas da qualificação de mão-de-obra no Brasil se deve a má qualidade do ensino fundamental e médio, que dificulta para o futuro profissional um bom desempenho nas suas funções laborais e na capacidade de aprender novas funções. A aproximação entre a oferta no sistema educacional e a demanda de mão-de-obra com a formação de nível médio técnico para o setor de P&G, demonstraram que a maioria dos cursos técnicos demandados não apresentava matrículas em 2008, ou possuíam poucas matrículas nos 15 estados com demanda prevista, e aquelas matrículas estavam mal distribuídas entre os estados. A análise aponta para a necessidade de uma política pública que possibilite a adequação do sistema educacional (Ensino Médio Técnico) ao setor de P&G, tanto no que se refere ao número de matrículas e a sua distribuição entre os estados produtores de petróleo quanto no que se refere à especialidade técnica oferecida

The accomplished researches in the education field focus on the importance of the accomplishment of actions involved in the analysis of the needs to graduate teachers as a way to adequate to socialcultural changing that require more and more a creative activity to prepare teachers in their graduation perspective. The worry with a fail at school linked to public school students lead us to make this thesis which goals are: investigate the needs of the graduation of teachers at public Elementary Schools concerning to the subjacent knowledge to the development of a pedagogic practice of alphabetizing with literacy and (re)create, with some teachers as active participants in the researches, knowledge regarding the process of alphabetization with literacy , based on the graduation of teachers. The study was accomplished in a municipal Elementary School in the Ceará-Mirim city, located in the state of Rio Grande do Norte, which offers both I and II levels of the Elementary School, 7 teachers and the principal of the school were subjects of our researches. The starting point was the needs of the graduation as subject phenomena, socially created and that allow people to be aware of the goals of a graduation. The investigative broach is qualitative, whose fundamental purpose is the understanding of the meanings, symbols, values and intentions of the mankind actions, as regards to other humanbeing and the contexts in which they interact. Within this context, we chose the investigation-action for we consider this kind of research a place for investigation and professional graduation, in which teachers and the researcher herself assume responsibility of problematizing, build the needs of graduation and think about their practices. As proceedings to create and analyze data, we developed participant observations during the activities in classroom; semi-structured interviews (individual and in groups) with teachers and the principal; analysis of documents and meetings at school for reflexive studies that enabled us to gather data in a pyramidal panoramic view and analyze the contents. The research revealed that the analysis of necessities to graduate teachers is a resource able to contribute to the planning of projects of keeping on graduating more properly, and thus create a critical and reflexive identity for teachers. This way, it was possible the graduation necessities could be revealed and also the knowledge of teachers as regards to alphabetization inserted in a perspective of literacy. Nowadays, conceptualized needs upon difficulties of teachers, there is a tendency to translate them into theorization of problems, without application to these knowledge of teachers, as well as their wishes for changing, especially when those needs are built to analyze and consider concrete practices. Therefore, the graduation experiences have enabled the abandon of a mechanical broach for teaching reading and writing. It has also lead teachers to assume a posture of providing their students the understanding about the reading and writing processes and their functions as social instruments. The graduation theme contents allowed the knowledge to conceive reading and writing in new perspectives, according to their social functions, so that they can improve the education with literacy quality. This theoretical construction has enabled us to understand and consider the necessities of the graduation as progressive process, and has given us the possibility of re-think our own learning processes at the university and review the pedagogical practices of public school teachers. Our conclusion is that once teachers consider their own graduation needs, it contributes to change their concepts and practices in education and literacy, even though there used to be many difficulties in their graduation and organization of the pedagogical work

This paper presents a research realized with Physics, Chemistry and Biology teachers, and it aimed to evaluate: 1) the development level of those teachers regarding the abilities that make possible to teach high school students about how to measure in practical and experimental work; 2) the formatives necessities regarding those abilities; and 3) the order of priority for teacher´s formation regarding those abilities. The study is based on the activity theory, from A. N. Leontiev (1983), since we considerer the teacher´s formation a kind of activity for which the category necessity is source of motivation and in which is a necessary condition for professionality and for the professional development. A questionnaire with open and closed questions was applied to 116 teachers during three pedagogic workshops realized to dynamize the science laboratory. The instrument allowed us to obtain the personal and professional profile of the participants, as well as their development level, their formative necessities and their order of priority about the teaching of the abilities related to the work of testing measuring hypothesis, regarding: a) to operationalize variables of a hypothesis in experimental work; b) to measure in practical and experimental work; c) to estimate possible measuring mistakes and use proper procedures to minimize them; d) to estimate the validity of a measuring; and e) to estimate the confiability of a measuring. The research results indicated some limitations of the teachers about their development level in all the analyzed abilities. More than 90% of the teachers considered those deficiencies as necessities of the continuing formation. Most of them (about 54%) expressed immediate priority for formation in each one of the abilities. From a correlation, using the statistic chi-square test, between the development level and the formative necessities for the five abilities, the obtained results allow us to assure that, for all those teaching abilities, there is a strong correlation between the development level and the formative necessity. This situation is symptomatic of the importance of approaching more the science teaching and the teacher´s formation on practical and experimental work in high school as key-component of scientific education in basic education. The obtained results can contribute, as subsidy, for continuing formation courses, having as base the necessities that constitute motivation elements of the teachers for professional development

In recent years, in Brazil, researches in the area of education have been focused on the study of the necessities of formation, by the practice of necessity analysis, to subside the continued teacher formation programs. This research on the necessity of the formation of literacy teachers in the initial years of primary education originated in our discussions in academia, regarding the issues of retention and evasion related to basic literacy teaching in Brazilian public schools. We defined as a goal: to know the necessities of the formation of literacy teachers from Odila Leite Municipal Elementary School, Natal/RN, which focuses on the literacy teaching on that level of education and in Adult and Youth Education. The object is the necessities in these teachers formation. The thesis is that the literacy teacher reveals/constructs formation necessities when speaking of her practice, when exerting said practice or even when producing teaching materials which subside that practice; in other words, when making the theoretical/practical relation related to literacy teaching. The approach is qualitative, according to which the natural environment is the source for data collection; the focus of interest is the process of knowledge construction, and fundamental importance is given to the meanings constructed by the subjects. We comprehended that necessity is a socially constructed subjective phenomenon, and that necessity analysis allows the revelation of formation objectives. We used the case study as a methodological strategy which permits: studying a well-defined entity, [ ] as well as an academic institution; the global comprehension of the phenomenon of interest; discovering what is most essential and characteristic in the object. We counted with 17 teachers, 3 of which had their teaching practices observed. We observed the school routine, analyzed the main class documents and plans and interviewed the 17 teachers. We triangulated the data obtained by the routine observation, the observation of the three teachers practices and by the document analysis, next, we triangulated this data with the data from the analyzing the interviews with the 17 teachers. Such procedures reveal formation necessities in those teachers , such as: studying child cognitive development; reviewing the concepts of literacy teaching; reviewing fundaments of written language psychogenesis; reflecting on reading practices and literature; reflecting on the practice of daily planning; reflecting on the school s material conditions and the family/school relation. We concluded that researches of this nature contribute to the orientation of teacher formation programs

This work arose from our concerns with the issues of teacher training for early childhood education. From the difficulties encountered as a novice teacher in elementary, we deem important to research training needs of these professionals. Thus, we define the objective of this research to investigate the training needs of novice teachers teaching Early Childhood Education/Elementary school. Our work fits in Educational Research Qualitative Approach, and its construction procedures of the semistructured interview data and document analysis. Our empirical field was made up of schools in the metropolitan region of Natal / RN, offering kindergarten / elementary school. The subjects are five teachers who act as holder of the elementary school class and have 0-3 years of teaching practice, characterizing the second Huberman (2007) as novice teachers. Data analysis, based on principles of content analysis, three themes emerged: Beginner Teaching Professor in Early Childhood Education / Preschool; Reasons explaining the difficulties Faculty / Formative Needs Teaching and Training in Early Childhood Education / Elementary school, from the Training Needs Analysis, with their respective categories, subcategories, contributing to our understanding of the subject matter. The entry into the profession is marked by mixed feelings of euphoria and fear, where there seems to be a "clash" with reality. The difficulties are related to the planning / execution of activities, meet the individual needs of learning and assessment of children. As a strategy to overcome the difficulties the teachers exercise the action-reflection-action in their practices and seek continuous updates in the theoretical and methodological framework of early childhood education. The reasons that define these difficulties may be related to the teacher, school, family, and students of these institutions. In experiencing these difficulties has outlined the need for teacher training, among which stand out studies on ethics in teaching with children, the concept of children and their childhoods, peculiarities of teaching / learning in preschool, toys and legal determinations on early childhood education, multi-language and expressions in early childhood education, specific content areas of knowledge, among others. Furthermore, studies on the theoretical as Piaget, Vigotsky, Maria Carmen Barbosa and Emily Smith. For these professionals to be a professional early childhood education is: like children, be patient and careful, have specific theoretical and practical training for teachers in kindergarten, being able to improvise with seriousness and competence and get updates on continuing education. The surveys, together with the authors and teachers, to confirm our understanding that the training needs of beginners may be related to shortcomings in the initial and continuing education

We resorted a survey (auto) biographical, based on the studies of Passeggi (2011), Delory (2008), Bertaux (2010) e Josso (2010), since it is our intention to turn to the historicity of the subject and the learning, recognizing the links between him and the world and the experiences based on for learning and adult training. As technical and methodological procedure we will use the Training Narratives, whose application allows the understanding of memories and stories of schooling teachers, since are reported events occurred during the development of the individual through seminars Biographical. We observed on the narratives constructed by the teachers the absence assignments of meanings to a reworking of the theoretical formative needs and questions of its organizing principles. However, we notice the teachers were able to develop senses and means to conceive the phenomenon in study, in a descriptive way, through articulated enunciations, including aspects and opportunities linked to their teaching practices and future formative prospects. Regarding School Geography, we based our studies in the reflections of Smith Junior (1994, 2000), Tonini (2003), Vesentini (2004) and Vlach (1991), among others. We verified that the needs evidenced by the teachers to teach geography were constructed from the contexts of their teaching practices present in their school and professional trajectories. Therefore, we noticed the need for formal pedagogical qualification so that we can conceive the phenomenon in study beyond its descriptive character, understanding that it is necessary to point out reflections and questions about the dynamics of production of global capital, which conveys its interests in the contexts that often emerge formative needs of the educational system.
