Este trabalho parte da compreensão de que o envelhecimento deve ser reconhecido enquanto processo social contínuo de transformação do ser humano, e construção social que depende da estrutura social, cultural e econômica de cada povo, considerando a realidade da Política Nacional do Idoso e do Estatuto do Idoso no Brasil, e a diretriz da participação nas políticas sociais. Como a participação se desenvolve no espaço público do conselho do idoso, o lócus da pesquisa foi o Conselho Municipal do Idoso de Belém. Para verificar como os membros do Conselho exercitam a participação voltada para o controle social, foi realizada uma análise documental do Conselho no período de 2006 a 2010. Nela pôde ser constatada uma fragilidade na documentação existente do Conselho, particularmente no registro das atas que informam acerca das deliberações e da ausência de registros das ações sobre visitas às entidades e da organização da Conferência Municipal. A análise documental revela que as ações desenvolvidas pelo Conselho Municipal do Idoso divergem do previsto na política pública quanto ao papel do Conselho. Logo, não podem ser consideradas como exercício de controle social, uma vez que a participação dos membros do Conselho é restrita, e não influencia na política municipal de stinada ao idoso.

O presente trabalho tem como objetivo geral analisar a atuação do Conselho Municipal de Habitação de Interesse Social (CMHIS) enquanto gestão da política de Habitação de Interesse Social no Município de Belém a partir de 2005 até 2012. Os objetivos específicos visam identificar e analisar a composição do CMHIS, assim como analisar a sua dinâmica e estrutura, observando se o Conselho consegue manter autonomia nos processos de tomada de decisão e participação da sociedade civil, assim como observar o processo de elaboração do Plano Municipal de Habitação de Interesse Social de 2012, de competência deste conselho. O percurso metodológico foi orientado através da pesquisa qualitativa, e utilizou como instrumentos a pesquisa bibliográfica e documental, além de pesquisa de campo com a aplicação de entrevistas semi-estruturadas aos membros do Conselho Municipal de Habitação de Interesse Social. Os resultados da pesquisa indicaram que o CMHIS, como instrumento de mediação entre o governo e a sociedade civil na Política de Habitação de Interesse Social, não esteve (na maior parte de sua história) e não está em consonância com os objetivos propostos na sua criação, que era a garantia da participação social na gestão da Política de HIS em Belém. Somente no período de 2011 a 2012, quando da elaboração do Plano Municipal de Habitação de Interesse Social, o CMHIS exerceu efetivamente suas funções.

This paper presents a method for transforming the information of an engineering geological map into useful information for non-specialists involved in land-use planning. The method consists of classifying the engineering geological units in terms of land use capability and identifying the legal and the geologic restrictions that apply in the study area. Both informations are then superimposed over the land use and a conflict areas map is created. The analysis of these data leads to the identification of existing and forthcoming land use conflicts and enables the proposal of planning measures on a regional and local scale. The map for the regional planning was compiled at a 1:50,000 scale and encompasses the whole municipal land area where uses are mainly rural. The map for the local planning was compiled at a 1:10,000 scale and encompasses the urban area. Most of the classification and operations on maps used spatial analyst tools available in the Geographical Information System. The regional studies showed that the greater part of Analandia's territory presents appropriate land uses. The local-scale studies indicate that the majority of the densely occupied urban areas are in suitable land. Although the situation is in general positive, municipal policies should address the identified and expected land use conflicts, so that it can be further improved.

Objective This study analyzed the internal functioning, organization and political participation of the local food and nutrition security council and possible implications of their participation on the creation of a municipal food and nutrition security policy in the city of Sao Paulo. Methods This qualitative study was done in three stages: document analysis; observation of meetings and semi-structured interviews with board members considered key informants. The axis of analysis was the political participation of the council, considering its internal aspects, like board members, operating dynamics of political participation of its members and the relationship between these topics and the council's actions for the definition and creation of a food and nutrition security policy. Results The intellectual profile of the board members does not represent the majority of the population, thereby facilitating the omission of actual issues in council discussions. Its strict internal dynamics and the asymmetry of its members generally prevent the active participation of board members and, specifically, discussions about a food and nutrition security policy. The so-called "militant members" have a differentiated, more aggressive participation, with greater mastery of the subject and its topics. Conclusion The board member profiles, internal organization of the council, complexity of the subject and its low insertion in the society distance the council from social needs and lead them to act incipiently with regard to the municipal policies of food and nutrition security.

A integração dos aspectos ambientais pode ser potencializada por meio da inserçãoem políticas de outras áreas é a busca de objetivos ambientais em políticas setorias, tais como de habitação, saúde, desenvolvimento urbano, entro outras. Dessa forma, o objetivo do presente estudo foi verificar se a integração dos aspectos ambientais ocorre nas decisões do Conselho Municipal de Política Urbana de Santo André, São Paulo. Para isso, foram feitas a análise da legislação relativa ao Conselho e entrevistas com conselheiros. Foi usada técnica da análise de conteúdo temática para tratamento dos dados. Os resultados mostraram que na legislação ocorre a integração dos aspectos ambientais. Nas entrevistas foram verificados diferentes entendimentos de integração e encontradas dificuldades similares àquelas encontradas na literatura internacional. Concluiu-se que o processo de integração dos aspectos ambientais ainda é incipiente e que o Conselho pode contribuir para seu avanço.
