El proyecto de integración al que aspiran los países miembros de la Comunidad Andina de Naciones (can) tiene un carácter exhaustivo, que excede el ámbito de los acuerdos comerciales. En este contexto, la integración en materia de turismo ha despertado un interés creciente entre los gobiernos de América Latina y el Caribe, por su capacidad de generar divisas y favorecer la inversión privada, la creación de empleo, la inclusión y el encadenamiento de empresas pequeñas y comunidades locales. Asimismo, la actividad turística puede contribuir a reforzar la identidad regional y subregional de los esquemas de integración. El turismo es uno de los rubros económicos más importantes para los países en desarrollo y, a su vez, se lo reconoce como un factor que contribuye a la reducción de la pobreza y al crecimiento económico. Por ello, se lo debe considerar como una oportunidad para el desarrollo de los países de la can, sobre todo porque los miembros del bloque andino cuentan con una oferta turística diversificada compuesta por recursos naturales y culturales de gran atractivo. En el presente trabajo se analiza la evolución del flujo de turistas en los países de la Comunidad Andina de Naciones y se esboza un estudio comparativo con el bloque del mercosur. Luego, se elabora una matriz que permite observar, a primera vista, la magnitud del turismo emisivo intrarregional en ambos casos, así como determinar ciertas conclusiones a partir de los datos observados y comparados. Finalmente, se presentan algunas propuestas que los cuatro países de la CAN podrían desarrollar en el ámbito de la cooperación horizontal, en relación con la promoción conjunta y con la participación de las ciudades de la región en la red de Mercociudades

Estimates show that fossil fuel subsidies average USD 400–600 billion annually worldwide while renewable energy (RE) subsidies amounted to USD 66 billion in 2010 and are predicted to rise to USD 250 billion annually by 2035. Domestic political rationales for energy subsidies include promoting innovation, job creation and economic growth, energy security, and independence. Energy subsidies may also serve social and environmental goals. Whether and to what extent subsidies are effective to achieve these goals or instead lead to market distortions is a matter of much debate and the trade effects of energy subsidies are complex. This paper offers an overview of the types of energy subsidies that are used in the conventional and renewable energy sectors, and their relationship with climate change, in particular greenhouse gas emissions. While the WTO’s Agreement on Subsidies and Countervailing Measures (ASCM) is mostly concerned with harm to competitors, this paper considers the extent to which the Agreement could also discipline subsidies that cause harm to the environment as a global common. Beyond the existing legal framework, this paper surveys a number of alternatives for improving the ability of subsidies disciplines to internalize climate change costs of energy production and consumption. One option is a new multilateral agreement on subsidies or trade remedies (with an appropriate carve-out in the WTO regime to allow for it if such an agreement is concluded outside it). Alternatively, climate change-related subsidies could be included as part of another multilateral regime or as part of regional agreements. A third approach would be to incorporate rules on energy subsidies in sectorial agreements, including a Sustainable Energy Trade Agreement such as has been proposed in other ICTSD studies.

Com as crises econômicas recorrentes que assolaram o século XX e o início do século XXI verificou-se um grande impacto no mercado de trabalho mundial, com altos níveis de desemprego e proliferação de trabalho informal. Assim, a União Europeia, com o intuito de minimizar os impactos e aumentar a competitividade dos países europeus, adotou-se o conceito de flexisegurança, oriundo da Dinamarca e da Holanda. Concomitantemente, a OIT lança o conceito de Trabalho Decente, onde se busca a convergência dos objetivos estratégicos da instituição, propondo a criação de uma agenda pelos países onde se promova o diálogo social, proteção social e criação de empregos que efetivamente consolidem o valor social do trabalho. Assim, o presente trabalho se propõe em discutir quais são os limites da flexibilização dos direitos do trabalho no Brasil contrabalanceando-se os dois conceitos, bem como verificando a possibilidade da implementação de um modelo de flexisegurança no Brasil.

As práticas agrícolas, muito além de processos estritamente ecológicos, constituem processos sociais. Simplificações na dinâmica ecológica, impostas pela artificialização dos sistemas agrícolas, tem causado desequilíbrios entre produção e diversidade de espécies. A utilização de modernas tecnologias de manejo agrícola, desenvolvidas com o intuito de restabelecer o funcionamento de agrossistemas complexos e facilitar mecanismos de autoregulação do ambiente, estão amplamente conectadas a questões socioeconômicas. Concebidas com o propósito de conservar e ampliar a biodiversidade, facilitar a ciclagem de nutrientes, assim como diminuir impactos ao solo (tais como erodibilidade e compactação) além de, entre outros efeitos, preservar a umidade dos solos e propiciar microclima mais estável e ameno, as tecnologias de integração agropecuária e florestal tem sido implementadas em diferentes regiões do mundo. Pesquisas tem sido conduzidas quanto às práticas de implementação adequadas a cada ecossistema e às especificidades locais, com a expectativa de obtenção de resultados satisfatórios a partir das perspectivas ecológica, agronômica, econômica e social. Identificar e avaliar o grau de identificação dos pequenos e médios produtores rurais do município de Ipameri, sudeste de Goiás, com formas de produção agrícola diversificadas e integradas, bem como a viabilidade de utilização destas tecnologias em seu cotidiano, são os propósitos desta pesquisa. Buscou-se compreender, a partir da perspectiva destes atores sociais, as implicações dos efeitos decorrentes de variáveis econômicas, sociais, ambientais e simbólicas inerentes às práticas agronômicas eleitas por estes produtores, para condução de suas atividades e expressão de seus valores, preceitos, tradições e estilos de organização social. Concluiu-se que os sistemas integrados constituem alternativas para recuperação de áreas de pastagens degradas e da paisagem, representam oportunidades de geração de empregos, diversificação de renda para micro, pequenos e médios produtores locais. A despeito das dificuldades elencadas pelos interagentes da pesquisa para sua implementação, constitui-se em uma estratégia compreendida como viável e de interesse para os potenciais usuários

Objetivo: Explorar las percepciones de las mujeres inmigrantes trabajadoras del servicio doméstico sobre la puesta en vigor en España del Real Decreto 1620/2011, que regula la relación laboral del servicio del hogar familiar, y su efecto en sus condiciones de empleo. Métodos: Estudio exploratorio mediante análisis de contenido cualitativo. Se realizaron tres grupos de discusión con mujeres inmigrantes (colombianas, ecuatorianas y marroquíes). Resultados: A pesar de valorar positivamente los beneficios teóricos de la nueva normativa, las mujeres inmigrantes han identificado barreras legales y económicas para conseguir un contrato, ser dadas de alta en la seguridad social y que las personas empleadoras asuman su coste, en especial en el caso de las trabajadoras contratadas por horas. Estas dificultades influyen en la posibilidad de legalizar su situación. La confluencia con la crisis económica ha emergido como un problema que dificulta su cumplimiento. Conclusiones: Aunque el nuevo régimen ha favorecido la creación de puestos de trabajo con mayores derechos laborales en el sector, las mujeres inmigrantes perciben que su puesta en marcha en el actual contexto de crisis económica no ha contribuido a mejorar sus condiciones de empleo.

This thesis investigates the design of optimal tax systems in dynamic environments. The first essay characterizes the optimal tax system where wages depend on stochastic shocks and work experience. In addition to redistributive and efficiency motives, the taxation of inexperienced workers depends on a second-best requirement that encourages work experience, a social insurance motive and incentive effects. Calibrations using U.S. data yield higher expected optimal marginal income tax rates for experienced workers for most of the inexperienced workers. They confirm that the average marginal income tax rate increases (decreases) with age when shocks and work experience are substitutes (complements). Finally, more variability in experienced workers' earnings prospects leads to increasing tax rates since income taxation acts as a social insurance mechanism. In the second essay, the properties of an optimal tax system are investigated in a dynamic private information economy where labor market frictions create unemployment that destroys workers' human capital. A two-skill type model is considered where wages and employment are endogenous. I find that the optimal tax system distorts the first-period wages of all workers below their efficient levels which leads to more employment. The standard no-distortion-at-the-top result no longer holds due to the combination of private information and the destruction of human capital. I show this result analytically under the Maximin social welfare function and confirm it numerically for a general social welfare function. I also investigate the use of a training program and job creation subsidies. The final essay analyzes the optimal linear tax system when there is a population of individuals whose perceptions of savings are linked to their disposable income and their family background through family cultural transmission. Aside from the standard equity/efficiency trade-off, taxes account for the endogeneity of perceptions through two channels. First, taxing labor decreases income, which decreases the perception of savings through time. Second, taxation on savings corrects for the misperceptions of workers and thus savings and labor decisions. Numerical simulations confirm that behavioral issues push labor income taxes upward to finance saving subsidies. Government transfers to individuals are also decreased to finance those same subsidies.

Recent economic data points to the seeds of an economic recovery in the European Union. However, significant risks remain and bold policies are still needed. There are three central risks. Competitiveness adjustment is incomplete, casting doubt on the sustainability of public debt. Banking remains unstable and fragmented along national lines, resulting in unfavorable financial conditions, which further erode growth, job creation and competitiveness. Rising unemployment, especially among the young, is inequitable, unjust and politically risky. Germany has a central role to play in addressing these risks. The new German government should work on three priorities: Domestic economic policy should be more supportive of growth and adjustment, with higher public investment, a greater role for high-value added services, and more supportive immigration policy. Germany should support a meaningful banking union with a centralised resolution mechanism requiring a transfer of sovereignty to Europe for all countries including Germany. The establishment of a private investment initiative combined with a European Youth Education Fund and labour market reforms should be promoted. Building on these priorities, a significant deepening of the euro area is needed, with a genuine transfer of sovereignty, stronger institutions and democratically legitimate decision-making structures in areas of common policy.

The Arab Spring, which took root in Tunisia and Egypt in the beginning of 2011 and gradually spread to other countries in the southern Mediterranean, highlighted the importance of private-sector development, job creation, improved governance and a fairer distribution of economic opportunities. The developments led to domestic and international calls for the region’s governments to implement the needed reforms to enhance business and investment conditions, modernise their economies and support the development of enterprises. Central to these demands are calls to enhance the growth prospects of micro-, small- and medium-sized enterprises (MSMEs), which represent an overwhelming majority of the region’s economic activity.

The European Union’s leadership spent the last five years fighting an acute and existential crisis. The next five years, under your leadership, will be no less difficult. You will have to tackle difficult economic and institutional questions while being alert to the possibility of a new crisis. You face three central challenges: (1) The feeble economic situation prevents job creation and hobbles attempts to reduce public and private debt; (2) EU institutions and the EU budget need reform and you will have to deal with pressing external matters, including neighbourhood policy and the EU’s position in the world; (3) You will have to prepare and face up to the need for treaty change to put monetary union on a more stable footing, to review the EU’s competences and to re-adjust the relationship between the euro area and the EU, and the United Kingdom in particular.

Crowdfunding is a growing phenomenon that encompasses several different models of financing for business or other ventures. Despite the hype, equity crowdfunding is still the smallest part of the crowdfunding market. Because of its legal framework, Europe has been at the forefront of equity crowdfunding market development. Equity crowdfunding is more complex than other forms of crowdfunding and requires proper checks and balances if it is to provide a viable channel for financial intermediation in the seed and early-stage market in Europe. It is important to explore this new channel of funding for young and innovative firms given the critical role these start-ups can play job creation and economic growth in Europe. We assess the potential role of equity crowdfunding in the overall seed and early-stage financing market and highlight the potential risks of equity crowdfunding. We describe the current state of play in this nascent industry, considering both the innovations introduced by market operators and existing regulation. Currently in Europe there is a patchwork of national legal frameworks related to equity crowdfunding and this should be addressed in a harmonised way.

This paper deals with the determinants of labour out-migration from agriculture across 149 EU regions over the 1990–2008 period. The central aim is to shed light on the role played by payments from the common agricultural policy (CAP) on this important adjustment process. Using static and dynamic panel data estimators, we show that standard neoclassical drivers, like relative income and the relative labour share, represent significant determinants of the intersectoral migration of agricultural labour. Overall, CAP payments contributed significantly to job creation in agriculture, although the magnitude of the economic effect was rather moderate. We also find that pillar I subsidies exerted an effect approximately two times greater than that of pillar II payments.

Summary: Overall the monetary pillar of the EMU project has worked well so that it is incorrect to speak of a 'euro' crisis though it is at the epicentre of the present crisis. The origins of the problems it is facing have more to do with the economic component, particularly because of the breach of budgetary rules which points to a failure of politics. Hence the solution must be political, namely a strong commitment by governments to achieve balanced budgets and implement structural reforms so as to lay the basis for improved competitiveness, job creation and sustainable growth.

More comprehensive cooperation in corporate taxation at European level could significantly advance the region’s socio-economic prosperity, but its potential contribution is unfortunately overlooked in the current search for growth and job creation. Lucrative tax niches established in some member states and the fear of losing fiscal autonomy prevent several countries from accepting the move towards an EU single market for taxation. If ‘Lux leaks’ and other revelations of tax avoidance and evasion can succeed in changing the dominant attitudes in the European tax debate, this commentary outlines the steps that need to be taken to allow tax policy to play a positive role in promoting economic prosperity.

Europe faces major challenges related to poverty, unemployment and polarisation between the south and the north, which impact adversely the current living conditions of many citizens, and also negatively impact medium- and long-term economic growth. Fiscal consolidation exaggerated social hardship. In vulnerable countries there was no alternative to fiscal consolidation, but in most EU countries and at aggregate EU level, consolidation was premature when the cyclical position of the economy was deteriorating. Spending on social protection was shielded relative to other spending categories, but public bank rescue costs were high. While the changes in the tax mix favoured job creation, the overall tax burden become more regressive. There is an increasing generational divide between the elderly and the young in terms of social indicators. Social spending on elderly people was favoured relative to spending on families, children and education. There is now a serious danger that a lost generation might develop in several member states. Forceful policies should include bold structural reforms, better use of the European economic governance framework, more demand promotion, and a revision of national tax/benefit systems for fair burden sharing between the wealthy and poor.
