Este artículo intenta explorar las razones estratégicas y éticas de la preocupación de Canadá en el proceso de construcción de paz y el mejoramiento de la seguridad en los países del Tercer Mundo, especialmente en Colombia. La investigación sugiere que no solo la relación estratégica con los Estados Unidos sino también la necesidad de consolidar su liderazgo internacional, junto con sus preocupaciones liberales, sustentan la naturaleza de la agenda de seguridad de Canadá en estos países. Al explicar estas razones, el artículo esboza una estructura de análisis para construir una agenda bilateral de seguridad entre Canadá y Colombia.La investigación se enmarca en una perspectiva analítica y teórico-política particular. Aquella reconoce la importancia significativa de las “ideas” en los procesos de toma de decisión, así como la necesidad de paliar el enorme desconocimiento sobre las relaciones entre Colombia y Canadá a través de un sustento teórico. La influencia de las ideas en la construcción de la agenda de seguridad es explorada por medio de tres mapas de ruta, que pueden ayudar a coordinar los propósitos de ambos países en relación con la construcción de paz y de seguridad en Colombia. En primer lugar, los mapas de ruta más emblemáticos para explicar y prescribir la actuación internacional de los países del Primer Mundo, el realismo y el liberalismo, son evocados para entender las preocupaciones centrales de la seguridad nacional canadiense y su posición ética en el ámbito internacional. En segundo lugar, el mapa de ruta, que ha sido articulado por la literatura sobre la seguridad del Tercer Mundo, es planteado como una guía para organizar las principales preocupaciones en materia de seguridad en Colombia. Al reconocer que las amenazas que deben ser enfrentadas por el Estado colombiano, sus instituciones y su sociedad son típicas de un país en construcción, es posible entender la pertinencia de ciertas estrategias canadienses, sustentadas en concepciones amplias de seguridad, tales como la seguridad humana, que ha sido concebida justamente para tratar la naturaleza compleja de la seguridad del Tercer Mundo.-----This article attempts to explore the strategic and ethic reasons of Canada’s concern about the peace-building process and the security improvement in the Third World countries and, especially, in Colombia. Our research suggests that not only the strategic relation with the United States but also the necessity of strengthening its international leadership, along with its liberal concerns, support the nature of the Canada’s security agenda in these countries. By explaining these reasons, this document draws a potential framework for building a bilateral security agenda between Canada and Colombia.Our research is framed on a singular analytical, political and theoretical perspective. It recognizes the significant importance of the “ideas” for the decision-making process, as well as the necessity of reducing the huge ignorance on security relations between Colombia and Canada through a theoretical framework. The influence of the ideas in the building of the security agenda is explored taking into account three road maps, which could help to coordinate both countries’ purposes related to peace-building process and security improvement in Colombia. In the first place, the most emblematic road maps to explain and to prescribe the First World countries’ international behavior, realism and liberalism, are evocated to understand the main concerns of Canadian national security and its ethics stand in the international realm. In the second place, the road map, which has been articulated by the literature on Third World security, is shown as a guide for organizing the main security concerns in Colombia. By recognizing that the threats that must be faced by Colombian state, institutions and society are typical of a Third World country, it is possible to understand the appropriateness of certain Canadian strategies, which are supported on a broader security approach, such as human security, and that has fairly been considered for facing the complex nature of the Third World security.

The phenomenon of paramilitarism in Colombia has received an ambiguous treatment, balancing between political and criminal issues; an oscillation that has been intimately linked to the evolution of the Colombian internal conflict. This contribution analyzes the recent negotiations held with paramilitary groups by the administration of Alvaro Uribe Vélez (2002-2010). After a brief account of the dependency path that has determined this historical episode, I propose an assessment of the use of judicial categories by the various actors of the negotiations. The main argument is that those categories –war criminal, political criminal, drug smuggler, etc.– do not depend on the intrinsic nature of an armed actor, but are socially constructed by a conflictive process of material and symbolic struggles. The capacity to categorize private violence, as legitimate or illegitimate, political or criminal, appears as one of the basic manifestations of the state’s action, as well as one of the main conflicts presiding at the rocess of state formation.

With a growing number of threats to governance in the international system that result from globalization and technological innovation, it is no surprise that states have come to rely more heavily on each other and the global community for support. While the EU is partially constrained by the ultimate outcome of its own integration process, limited knowledge on this issue, and the national interests of its Member States, other governments are also experiencing difficulty in domestic implementation of international resolutions. To better understand the impact of the most recent sanctioning efforts, this paper will explore the development of the non-proliferation regime, examine implementation mechanisms of non-proliferation agreements, and analyze the impact of increased cooperation among states to thwart the spread of WMD technology and material. Case studies of unilateral measures undertaken by the US and EU against Iran will provide insight into the political and economic implications of economic sanctions from individual governments. New and emerging methods for limiting rogue states and non-state actors from acquiring the means to develop WMD will also be discussed in an effort to further discussion for future policy debates on this critical topic.

Tropical deforestation is the major contemporary threat to global biodiversity, because a diminishing extent of tropical forests supports the majority of the Earth's biodiversity. Forest clearing is often spatially concentrated in regions where human land use pressures, either planned or unplanned, increase the likelihood of deforestation. However, it is not a random process, but often moves in waves originating from settled areas. We investigate the spatial dynamics of land cover change in a tropical deforestation hotspot in the Colombian Amazon. We apply a forest cover zoning approach which permitted: calculation of colonization speed; comparative spatial analysis of patterns of deforestation and regeneration; analysis of spatial patterns of mature and recently regenerated forests; and the identification of local-level hotspots experiencing the fastest deforestation or regeneration. The colonization frontline moved at an average of 0.84 km yr(-1) from 1989 to 2002, resulting in the clearing of 3400 ha yr(-1) of forests beyond the 90% forest cover line. The dynamics of forest clearing varied across the colonization front according to the amount of forest in the landscape, but was spatially concentrated in well-defined 'local hotspots' of deforestation and forest regeneration. Behind the deforestation front, the transformed landscape mosaic is composed of cropping and grazing lands interspersed with mature forest fragments and patches of recently regenerated forests. We discuss the implications of the patterns of forest loss and fragmentation for biodiversity conservation within a framework of dynamic conservation planning.

In biologically mega-diverse countries that are undergoing rapid human landscape transformation, it is important to understand and model the patterns of land cover change. This problem is particularly acute in Colombia, where lowland forests are being rapidly cleared for cropping and ranching. We apply a conceptual model with a nested set of a priori predictions to analyse the spatial and temporal patterns of land cover change for six 50-100 km(2) case study areas in lowland ecosystems of Colombia. Our analysis included soil fertility, a cost-distance function, and neighbourhood of forest and secondary vegetation cover as independent variables. Deforestation and forest regrowth are tested using logistic regression analysis and an information criterion approach to rank the models and predictor variables. The results show that: (a) overall the process of deforestation is better predicted by the full model containing all variables, while for regrowth the model containing only the auto-correlated neighbourhood terms is a better predictor; (b) overall consistent patterns emerge, although there are variations across regions and time; and (c) during the transformation process, both the order of importance and significance of the drivers change. Forest cover follows a consistent logistic decline pattern across regions, with introduced pastures being the major replacement land cover type. Forest stabilizes at 2-10% of the original cover, with an average patch size of 15.4 (+/- 9.2) ha. We discuss the implications of the observed patterns and rates of land cover change for conservation planning in countries with high rates of deforestation. (c) 2005 Elsevier Ltd. The International Cooperation Agency (identified in this article as IDEA) working in Colombia is one of the most important in Colombian society with programs that support gender rights, human rights, justice and peace, scholarships, aboriginal population, youth, afro descendants population, economic development in communities, and environmental development. The identified problem is based on the diversified offer of services, collaboration and social intervention which requires diverse groups of people with multiple agendas, ways to support their mandates, disciplines, and professional competences. Knowledge creation and the growth and sustainability of the organization can be in danger because of a silo culture and the resulting reduced leverage of the separate group capabilities. Organizational memory is generally formed by the tacit knowledge of the organization members, given the value of accumulated experience that this kind of social work implies. Its loss is therefore a strategic and operational risk when most problem interventions rely on direct work in the socio-economic field and living real experiences with communities. The knowledge management solution presented in this article starts first, with the identification of the people and groups concerned and the creation of a knowledge map as a means to strengthen the ties between organizational members; second, by introducing a content management system designed to support the documentation process and knowledge sharing process; and third, introducing a methodology for the adaptation of a Balanced Scorecard based on the knowledge management processes. These three main steps lead to a knowledge management “solution” that has been implemented in the organization, comprising three components: a knowledge management system, training support and promotion of cultural change.

This research studies the issue of using strategic information technology for improving organisational effectiveness. It analyses different academic approaches explaining the nature of information systems and the need organisations feel of developing strategic information systems planning processes, to improve organisational effectiveness. It chooses Managerial Cybernetics as the theoretical foundation supporting development of a "Strategic Information Systems Planning" Framework, and uses it for supporting the analysis of a documented story about the process lived by the Colombian President's Office, in 1990-1992. It argues that by analysing the situation through this new analysis framework we may enlighten some previously unclear situations lived, and not yet properly explained through other approaches to strategic information systems planning. The documented history explains the organisational context and strategic postures of the Colombian President's Office and the Colombian Public Sector, at that time, as well as some of the strategic information systems defined and developed. In particular it analyses a system developed jointly by the President's Office and the National Planning Department, for measuring results of the main national development programmes. Then, it reviews these situations, in the light of the new framework and presents the main findings of the exercise. Finally, it analyses the whole research exercise, the perceived usefulness of the chosen frameworks and tools to enlighten the real situations analysed that were not clear enough, and some open research paths to follow for future researchers interested in the issue.

During the nineties, Colombia experienced a two-fold process of restructuring. First, the political system underwent a process of constitutional reform in order to strengthen the state and increase its legitimacy, surpass the exclusionary character of the political regime, and achieve greater equity in the distribution of social resources. Second, the economy made the transition from a Keynesian development strategy to a strategy of “opening” or liberalization and internationalization of the economy, in order to increase the economic efficiency by reducing the “size” of the state and its regulatory role. The purpose of this dissertation is to analyze the interplay and contradictions of economic and political factors in the restructuring of the Colombian politico-economic system. ^ The main finding of this dissertation is that the simultaneous adoption of a neoliberal economic strategy and of the Political Constitution of 1991, have had a contradictory relationship: while the “political opening” has produced favorable conditions for fostering programs of democratization and social integration, the “economic opening” has counteracted that possibility given that it implies a social exclusionary process. This tension has aggravated the problems of political and social integration that have traditionally characterized Colombian society. ^ This crucial tension has also been characteristic of Latin America in the nineties. However, it has been neglected and undertheorized in most of the democratization studies of American comparative politics. Most of them lack consideration of structural aspects. According to those studies, the cause of regime change is determined by the strategic elections of actors. Contrary to these approaches, I develop a structural perspective. I consider that social phenomena are partly determined by structural factors, and scientific research should assign them decisive importance, since a fundamental basis for social action and transformation is to be found in the dynamics of relationships between individuals and structures and the development of contradictions within structures. ^

The subject of this dissertation is the nature of the environmental transformations, both symbolic and physical, that took place in Colombia between 1850 and 1930. This period begins with the attempt by the Colombian elite to leave behind colonial ties, overcome economic disorganization, and link Colombia to the international market. These efforts were part of a general project to “civilize” this tropical country. The period closes with the transition toward an industrialization and urbanization process led by the Colombian state during the 1930s. ^ Frequently, environmental studies as an academic field are dominated by biological concerns. However, most environmental thinking accepts their interdisciplinary nature. Under this framework not only spatial but also symbolic concerns are key elements in understanding environmental transformations. ^ This study finds that despite several attempts to transform the Colombian landscape physically, most of the substantive changes were localized and circumscribed to the Andean region. Other changes were mainly symbolic. This dissertation thus uses the Amazon as one of several regions that did not experience significant changes in the forest canopy. While highlanders originally dreamed of the Amazon as an untapped El Dorado, their failed attempts to exploit the region caused them to imagine it as a nightmarish “green hell”. ^ This dissertation concentrates on three pairs of concepts: tropicality/civilization, landscape/territory, and symbolic/material changes. It presents both a general vision of Colombia and case studies of three regions: Cundinamarca, and Cauca Valley are used to compare with the Amazon region that is developed at length. Whereas mainstream Colombian histories have either fixated on the Andean highlands or, in a relegated second place, on the Caribbean region, this dissertation attempts to significantly contribute to the historiography of Colombia by focusing on the largely neglected Amazonian region. ^ To understand imageries about Colombia's landscape, the dissertation relies on travel writings, chorographic descriptions and maps. It also makes uses legal documents and other published primary sources, including literary pieces and memoirs. ^

El artículo aborda el dilema de la justicia transicional desde la perspectiva del derecho constitucional vigente en Colombia. El propósito es presentar cómo dicho marco constitucional puede responder a la aplicación de la justicia transicional, en especial en relación con el problema de la responsabilidad penal de quienes cometieron atrocidades durante el conflicto armado, dentro de un proceso de diálogo y negociación. En otras palabras, el presente escrito está enfocado en presentar cuáles son los mecanismos previstos en la Constitución colombiana para resolver la tensión generada entre el derecho a la paz y a la justicia en un proceso transicional, cómo deben ser interpretados y cuáles son las implicaciones de sus usos.
