The mandate for policy action on ocean acidification falls under the remit of the United Nations Framework Convention on Climate change (UNFCCC) since, like climate change, ocean acidification is a result of anthropogenic CO2 emissions. The international community dealing with climate change must play a decisive role in encouraging national and local governments to scale-up efforts to mitigate CO2 emissions thereby reducing the impact of both climate change and ocean acidification. The annual UNFCCC meeting, Conference of the Parties (COP) represent pivotal opportunities for the ocean science community to provide the international community dealing with climate change with information and recommendations leading to informed solutions and policy guidelines that address ocean acidification. The objective is to develop a comprehensive message about the relevance of ocean acidification in current and future governance agendas. The target audiences include the international community dealing with climate change, climate negotiators, national leaders, UN agencies and Non-governmental Organisations, as well as the parties involved in the UNFCCC process.

The 3rd International Symposium on the Effects of Climate Change on the World's Oceans was held in Santos, Brazil, in March 2015, convened by the International Council for the Exploration of the Sea (ICES), the North Pacific Marine Science Organization (PICES), and the Intergovernmental Oceanographic Commission of UNESCO (IOC), and organized locally by the Oceanographic Institute, University of Sao Paulo (IO-USP). The symposium was designed to do two things. First, to get updates on new scientific developments that would address recognized uncertainties that remained from Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report and to contribute to building bridges between research in the natural and social sciences in respect to the human dimensions of climate change, with a focus on coastal communities, management objectives, governance and adaptation measures. The choice of the venue in Santos, Brazil, was aimed to stimulate and widen this thematic discussion in Latin America and southern Atlantic regions, where there still are important knowledge gaps and scientific, politic and societal challenges to be overcome. The meeting was attended by 280 participants from 38 countries, contributing 336 oral and poster presentations. This paper summarizes the main outcomes of the symposium and introduces a number of papers submitted to this special issue.

The fisheries sector is vital to the Philippine economy, providing substantial employment and income, contributing export earnings, and meeting local food security and nutrition requirements. To protect coastal and marine habitat and to sustain fisheries, over 1000 marine protected areas (MPAs) have been established, in the Philippines. This paper provides empirical evidence on the variance of net revenues linked with MPA establishment and the possible range of relocation costs for fishing effort displaced by an MPA. A total of 424 households were randomly selected from 18 barangays (villages) adjacent to MPAs in three regions in the Philippines. Results show that incomes decrease significantly for both fulltime and seasonal types of fishers after 1-3 years of MPA establishment. The loss occurring through MPA is higher than expected and at least on the short run (up to 4 years) the spill-over effect does not compensate. This information helped to determine the necessary conditional cash transfers for coastal communities who are highly dependent on coastal and marine resources.

Most major cities in the eastern United States have air quality deemed unhealthy by the EPA under a set of regulations known as the National Ambient Air Quality Standards (NAAQS). The worst air quality in Maryland is measured in Edgewood, MD, a small community located along the Chesapeake Bay and generally downwind of Baltimore during hot, summertime days. Direct measurements and numerical simulations were used to investigate how meteorology and chemistry conspire to create adverse levels of photochemical smog especially at this coastal location. Ozone (O3) and oxidized reactive nitrogen (NOy), a family of ozone precursors, were measured over the Chesapeake Bay during a ten day experiment in July 2011 to better understand the formation of ozone over the Bay and its impact on coastal communities such as Edgewood. Ozone over the Bay during the afternoon was 10% to 20% higher than the closest upwind ground sites. A combination of complex boundary layer dynamics, deposition rates, and unaccounted marine emissions play an integral role in the regional maximum of ozone over the Bay. The CAMx regional air quality model was assessed and enhanced through comparison with data from NASA’s 2011 DISCOVER-AQ field campaign. Comparisons show a model overestimate of NOy by +86.2% and a model underestimate of formaldehyde (HCHO) by –28.3%. I present a revised model framework that better captures these observations and the response of ozone to reductions of precursor emissions. Incremental controls on electricity generating stations will produce greater benefits for surface ozone while additional controls on mobile sources may yield less benefit because cars emit less pollution than expected. Model results also indicate that as ozone concentrations improve with decreasing anthropogenic emissions, the photochemical lifetime of tropospheric ozone increases. The lifetime of ozone lengthens because the two primary gas-phase sinks for odd oxygen (Ox ≈ NO2 + O3) – attack by hydroperoxyl radicals (HO2) on ozone and formation of nitrate – weaken with decreasing pollutant emissions. This unintended consequence of air quality regulation causes pollutants to persist longer in the atmosphere, and indicates that pollutant transport between states and countries will likely play a greater role in the future.

Os ambientes aquáticos continentais da metade sul do RS são caracterizados por uma ampla planície costeira, onde destaca-se a Lagoa Mirim, com uma área total binacional (Brasil e Uruguai) de 3.750 Km². Nesta região, a pesca é uma importante atividade sócio-econômica, porém, a economia da região baseia-se no cultivo do arroz e na criação de gado. A proposta deste trabalho foi realizar um diagnóstico preliminar desta atividade na L. Mirim. A metodologia foi baseada na aplicação de formulários aos pescadores artesanais (perfil sócio-econômico e características da pesca) e na identificação das espécies que compunham a captura proveniente do desembarque pesqueiro no entorno da L. Mirim (Jaguarão, Santa Isabel e Santa Vitória do PalmarPorto e Curral Alto). Os dados de captura total de pescado foram provenientes de fontes independentes e complementares. O estudo sugere um perfil do pescador artesanal composto por 71% de indivíduos de sexo masculino, entre 20 e 65 anos de idade que costumam ficar de uma semana a quinze dias embarcados. A maioria (71%) dos pescadores artesanais entrevistados possui somente ensino fundamental e seus familiares geralmente estão envolvidos na atividade pesqueira. Foram identificados 28 locais de pesca e as principais espécies capturadas pela pesca artesanal foram: traíra Hoplias malabaricus, jundiá Rhandia aff. quelen, pintado Pimelodus maculatus, peixerei Odontesthes spp, viola-cascuda Loricariichthys anus e tambico Oligosarcus spp. A traíra foi a espécie mais representativa em peso (> 40%). Estas espécies apresentaram flutuações na composição das capturas ao longo do ano; os menores valores foram registrados entre julho e setembro (meses frios), exceto para o peixe-rei. A análise dos dados também aponta uma variação interanual dos valores totais de pescado e alguns fatores que podem estar associados à diminuição da captura são os prolongados períodos de seca na região, o uso da água na orizicultura e a falta de fiscalização da atividade pesqueira. Estudos baseados em estimativas de pescarias e conhecimento sobre a biologia das espécies capturadas podem fornecer subsídios para o correto manejo dos recursos pesqueiros, para tanto, são necessárias pesquisas que investiguem aspectos do uso sustentado das espécies de importância econômica na região e os possíveis efeitos da atividade pesqueira sobre a estrutura e a biodiversidade do ecossistema. Assim, para garantir a sustentabilidade da Lagoa Mirim, faz-se necessário envolver os pescadores artesanais e suas estratégias de pesca, em função de seus conhecimentos ecológicos, nas pesquisas que integram a elaboração das políticas públicas.

A wide range of goals and objectives have to be taken into account in natural resources management. Defining these objectives in operational terms, including dimensions such as sustainability, productivity, and equity, is by no means easy, especially if they must capture the diversity of community and stakeholder values. This is especially true in the coastal zone where land activities affect regional marine ecosystems. In this study, the aim was firstly to identify and hierarchically organise the goals and objectives for coastal systems, as defined by local stakeholders. Two case study areas are used within the Great Barrier Reef region being Mackay and Bowen–Burdekin. Secondly, the aim was to identify similarities between the case study results and thus develop a generic set of goals to be used as a starting point in other coastal communities. Results show that overarching high-level goals have nested sub-goals that contain a set of more detailed regional objectives. The similarities in high-level environmental, governance, and socio-economic goals suggest that regionally specific objectives can be developed based on a generic set of goals. The prominence of governance objectives reflects local stakeholder perceptions that current coastal zone management is not achieving the outcomes they feel important and that there is a need for increased community engagement and co-management. More importantly, it raises the question of how to make issues relevant for the local community and entice participation in the local management of public resources to achieve sustainable environmental, social, and economic management outcomes. © 2015 Springer-Verlag Berlin Heidelberg

Global projections for climate change impacts produce a startling picture of the future for low-lying coastal communities. The United States’ Chesapeake Bay region and especially marginalized and rural communities will be severely impacted by sea level rise and other changes over the next one hundred years. The concept of resilience has been theorized as a measure of social-ecological system health and as a unifying framework under which people can work together towards climate change adaptation. But it has also been critiqued for the way in which it does not adequately take into account local perspective and experiences, bringing into question the value of this concept as a tool for local communities. We must be sure that the concerns, weaknesses, and strengths of particular local communities are part of the climate change adaptation, decision-making, and planning process in which communities participate. An example of this type of planning process is the Deal Island Marsh and Community Project (DIMCP), a grant funded initiative to build resilience within marsh ecosystems and communities of the Deal Island Peninsula area of Maryland (USA) to environmental and social impacts from climate change. I argue it is important to have well-developed understandings of vulnerabilities and resiliencies identified by local residents and others to accomplish this type of work. This dissertation explores vulnerability and resilience to climate change using an engaged and ethnographic anthropological perspective. Utilizing participant observation, semi-structured and structured interviews, text analysis, and cultural domain analysis I produce an in-depth perspective of what vulnerability and resilience means to the DIMCP stakeholder network. Findings highlight significant vulnerabilities and resiliencies inherent in the local area and how these interface with additional vulnerabilities and resiliencies seen from a nonlocal perspective. I conclude that vulnerability and resilience are highly dynamic and context-specific for the local community. Vulnerabilities relate to climate change and other social and environmental changes. Resilience is a long-standing way of life, not a new concept related specifically to climate change. This ethnographic insight into vulnerability and resilience provides a basis for stronger engagement in collaboration and planning for the future.

Whale-watching is one of the fastest growing tourism industries worldwide, often viewed as a sustainable, non-consumptive strategy for the benefits of cetacean conservation and the coastal communities, alternative to and incompatible with whaling. Yet, there is paucity of research on how things actually work out at the community-level. Drawing on the research literature and my own ethnographic fieldwork, this article bridges a knowledge gap in this field while examining an Azorean context where tourism has brought a re-commodification of the whale for the community (observing wildlife as opposed to harpooning it) in the last 20 years. The analysis is focused on four main community-level implications: governance of common maritime resources, and tourism's contribution to economic sustainability, cultural identity and social relations. It is shown that whale-watching, as any other form of community-based ecotourism, is not a panacea that always promotes biodiversity conservation and economic and sociocultural sustainability for the host communities. Moreover, expanding on the theorisation of emerging institutional fields by Lawrence and Phillips, the political, historical, economic and sociocultural context of the community involved is a key factor for understanding local agency and the local specific features of new fields.

Marine protected areas (MPAs) have been widely recognized as a tool to achieve both fisheries management and conservation goals. Simultaneously achieving these multiple goals is difficult due to conflicts between conservation (often long-term) and economic (often short-term) objectives. MPA implementation often includes additional control measures on fisheries (e.g. vessel size restrictions, gear exclusion, catch controls) that in the short-term may have impacts on local fishers' communities. Thus, monitoring fisheries catches before, during and after MPA implementation is essential to document changes in fisheries activities and to evaluate the impact of MPAs in fishers' communities. Remarkably, in contrast with standard fisheries-independent biological surveys, these data are rarely measured at appropriate spatial scales following MPA implementation. Here, the effects of MPA implementation on local fisheries are assessed in a temperate MPA (Arrabida Marine Park, Portugal), using fisheries monitoring methods combining spatial distribution of fishing effort, on-board observations and official landings statistics at scales appropriate to the Marine Park. Fisheries spatial distribution, fishing effort, on-board data collection and official landings registered for the same vessels over time were analysed between 2004 and 2010. The applicability and reliability of using landings statistics alone was tested (i.e. when no sampling data are available) and we conclude that landings data alone only allow the identification of general patterns. The combination of landings information (which is known to be unreliable in many coastal communities) with other methods, provides an effective tool to evaluate fisheries dynamics in response to MPA implementation. As resources for monitoring socio-ecological responses to MPAs are frequently scarce, the use of landings data calibrated with fisheries information (from vessels, gear distribution and on-board data) is a valuable tool applicable to many worldwide coastal small-scale fisheries. El presente artículo aborda desde una perspectiva analítica, las políticas económicas y sectoriales de gobierno, que han afectado el sector agropecuario  en los últimos 20 años, destacándose las principales características que estas  han tenido en los marcos de transformación y ajuste de las estructuras productivas, económicas y sociales; así como su incidencia en los niveles producción, en los productores y en sus comunidades Además de un esfuerzo teórico y reflexivo por explicar la coyuntura económica productiva del agro costarricense, se pretende destacar, cómo este se ha venido transformando en los últimos años, a partir de la aplicación de los Programas de Ajuste Estructural (PAE); su incidencia en el área de la producción de los granos básicos y las transformaciones que se desarrollan luego para el sector, las cuales van a depender fundamentalmente de los recursos sociales e individuales con los que cuenten estos productores.En este contexto, entonces, las políticas de gobierno, en materia económica, inciden en la dinámica productiva de los pequeños productores; de manera que las comunidades aledañas a las zonas costeras se convierten en un referente analítico para un estudio de caso, que posibilita evidenciar precisamente lo anterior, por esta razón se aborda la experiencia de las comunidades costeras del cantón de La Cruz en la provincia de Guanacaste.ABSTRACTS: This article approaches from an analytical perspective, the economic and sectorial policies of the government affecting the agriculture in the last 20 years. It highlights the main characteristics of these approaches that have transform and adjust the framework of the production within the economic and social structures; such as the outcome on the production levels of the producers and their communities. In addition to theoretically and reflectively explaining the economic situation of the Costa Rican farmers, this article also attempts to focus on how this process has been directly impacting the outcome since the restructuring of the programs, its repercussion in the area of production of the basic grains and the end results in which establishes the social and individual resources in which these producers depend upon It is within this context that the govemment policies in economic matters directly affect the profitability dynamics of small producers. In the matter of the coastal communities, as a case study, it is possible to demonstrate precisely what was previously stated. For this reason, the illustration of the coastal communities of canton La Cruz in the Province of Guanacaste is undertaken.

The Zanzibar Workshop Proceedings consists of the report and the Statement of the Workshop and provides a rich understanding of the dynamics of traditional, indigenous, small-scale and artisanal fisheries and fishing communities in the Eastern and Southern African (ESA) context. The issues covered include: the saga of rights denied to coastal lands, fishing, and threats to livelihood arising from lack of recognition of traditional rights and the livelihood needs of people in the region; the aspirations of coastal and inland communities to maintain or improve their livelihoods; and a bottom-up perspective on access rights to fishing, post-harvest rights and economic and social rights. This report will be a valuable source of information for community organizers, trade union leaders, government officials and the donor community, including multilateral organizations, researchers and for all those who are interested in the well-being of ESA fishing communities.
