An image retrieval system based on fractal dimension

This paper presents a new kind of image retrieval system which obtains the feature vectors of images by estimating their fractal dimension; and at the same time establishes a tree-structure image database. After preprocessing and feature extracting, a given image is matched with the standard images in the image database using a hierarchical method of image indexing.

Village citizenship in China : a case study of Zhejiang

This paper aims to examine the idea and practice, as well as the implications, of village citizenship in China. It spells out the context and content of village citizenship, describes struggles for village status, and addresses the puzzling questions of why and how villagers seek to retain this status. It further examines the logic of how such struggles are leading to the establishment and improvement of village democratic institutions. The paradoxes and problems associated with village citizenship, and the significance of village citizenship for achieving meaningful citizenship are also explored.

With the granting of the franchise to white men and women in 1902, Australia became one of the first mass electoral democracies. When the early federal governments passed innovative social and economic legislation, Australia also laid claim to being, or at least becoming, a social democracy. Nonetheless, these achievements built upon an earlier record of political, social, and economic reform in the Australian colonies. This paper offers a brief history of the evolution of Australian democracy that takes account of the interactions between institutional change and political struggles for citizenship rights. The process of democratisation has not been uniform, either in its evolution or scope, and the outcomes for citizens have been uneven. Where liberal and social democratic principles generally predominate, these remain in constant tension with more authoritarian tendencies, which then become a focus for resistance from individual citizens, organised labour, and social movements. Democratisation in Australia, as in many countries, is a process that inevitably involves conflict, not only over the character of its political and legal institutions, but also over who is to be included or excluded as citizens, and the rights and responsibilities of citizenship.

Development of land rental market and its effect on household farming in rural China : an empirical study in Zhejiang Province

This paper investigates the impact of land rental market development on the efficiency of labor allocation and land utilization in rural China. To test the hypothesis that the shadow wage of a rent-in household with limited off-farm opportunities will increase with the development of a land rental market for households, a statistical comparison between the shadow wage and the estimated market wage was conducted. The results showed that the shadow wage for both rent-in households and non-rent-in households was significantly lower than the market wage, but that the wage for the rent-in households was statistically higher than that for non-rent-in households in Fenghua and Deqing, the two counties surveyed in this study. In addition, the estimated marginal product of farmland for rent-in households was statistically higher than the actual land rent that those households paid, while a null hypothesis that the actual rental fee accepted by rent-out households is equivalent to the marginal product of farmland for those households was not rejected in Fenghua county where land transactions by mutual agreement were more prevalent. These results indicate that the development of the land rental market facilitates the efficiency of labor allocation and farmland utilization in rural China.
