The 17th Biennial Conference of the International Institute of Fisheries Economics and Trade (IIFET) was held in Brisbane in July 2014. IIFET is the principal international association for fisheries economics, and the biennial conference is an opportunity for the best fisheries economists in the world to meet and share their ideas. The conference was organised by CSIRO, QUT, UTAS, University of Adelaide and KG Kailis Ltd. This is the first time the conference has been held in Australia. The conferences covered a wide range of topics of relevance to Australia. These included studies of fishery management systems around the world, identified key issues in aquaculture and marine biodiversity conservation, and provided a forum for new modelling and theoretical approaches to analysing fisheries problems to be presented. The theme of the conference was Towards Ecosystem Based Management of Fisheries: What Role can Economics Play? Several sessions were dedicated to modelling socio-ecological systems, and two keynote speakers were invited to present the latest thinking in the area. In this report, the key features of the conference are outlined.

Located in the Central and West African, Chad, which is not well geological explored, is characterized by Mesozoic- Cenozoic intra-continental rift basins. The boreholes exposed that, during Mesozoic-Cenozoic times, volcanic activities were intense in these basins, but study on volcanic rocks is very weak, especially on those embedded in rift basins, and so far systematic and detailed work has still no carried out. Based on the project of China National Oil and Gas Exploration and Development Corporation, “The analysis of reservoir condition and the evaluation of exploration targets of seven basins in block H in Chad”, and the cooperative project between Institute of Geology and Geophysics, CAS and CNPC International (Chad) Co. Ltd., “Chronology and geochemistry studies on Mesozoic-Cenozoic volcanic rocks from southwestern Chad Basins”, systematic geochronology, geochemistry and Sr-Nd-Pb isotopic geochemistry studies on volcanic rocks from southwestern Chad basins have been done in the thesis for the first time. Detailed geochronological study using whole-rock K-Ar and Ar-Ar methods shows the mainly eruption ages of these volcanic rocks are Late Cretaceous- Paleogene. Volcanic rocks in the well Nere-1 and Figuier-1 from Doba basin are products of the Late Cretaceous which majority of the K-Ar (Ar-Ar) ages fall in the interval 95-75 Ma, whereas volcanic rocks in the well Ronier-1 from Bongor Basin and the Well Acacia-1 from Lake Chad Basin formed in the Paleogene which the ages concentrated in 66-52Ma. Two main periods of volcanic activity can be recognized in the study area, namely, the Late Cretaceous period and the Paleogene period. Volcanic activities have a general trend of south to north migration, but this may be only a local expression, and farther future studies should be carried on. Petrology study exhibits these volcanic rocks from southwestern Chad basins are mainly tholeiitic basalt. Major- and trace elements as well as Sr-Nd-Pb isotopic geochemistry studies show that the late Cretaceous and the Paleogene basalts have a definitely genetic relationship, and magmas which the basalts in southwestern Chad basins derived from were produced by fractional crystallization of olivine and clinopyroxene and had not do suffered from crustal contamination. These basalts are prominently enriched light rare earth elements (LREE), large-ion lithophile elements (LILE) and high field strength elements (HFSE) and depleted compatible elements. They have positive Ba, Pb, Sr, Nb, Ta, Zr, Hf anomalies and negative Th, U, P,Y anomalies. It is possible that the basalts from southwestern Chad basins mainly formed by mixing of depleted mantle (DM) and enriched mantle (EMⅡ) sources. The late Cretaceous basalts have higher (87Sr/86Sr)i ratios than the Paleogene basalts’, whereas have lower (143Nd/144Nd)i ratios than the latter, showing a significant temporal evolution. The mantle sources of the Late Cretaceous basalts may have more enriched mantle(EMⅡ) compositions, whereas those of the Paleogene basalts are relatively more asthenospheric mantle (DM) components. The mantle components with temporal change observed in basalts from Chad basins were probably correlated with the asthenospheric mantle upwelling and lithospheric thinning in Central and Western Africa since Mesozoic. Mesozoic- Cenozoic Volcanism in Chad basins probably is a product of intra- plate extensional stress regime, corresponded to the tectonic setting of the whole West and Central African during Cretaceous. Volcanism is closely correlated with rifting. As time passed from early period to late, the basaltic magma of Chad basins, characterized with shallower genetic depth, higher density and smaller viscosity, probably indicates the gradual strengthening evolution of the rifting. In the initial rife stage, volcanic activities are absent in the study area. Volcanic activities are basiccally corresponded with the strong extensional period of Chad basins, and the eruption of basalts was slightly lagged behind the extensional period. In the post-rift stage (30-0Ma), these basins shifted to the thermal sag phase, volcanic activities in the study area significantly decreased and then terminated.

In 1975 two Cambridge scientists published a short article in Nature which announced the discovery of monoclonal antibodies. The article concluded ‘Such cultures could be valuable for medical and industrial use’. The interest which developed by the end of the decade in the industrial and financial possibilities of the new prospects opening up in biotechnology was to throw the apparent ‘failure’ to follow‐up the potentialities of this discovery into a public prominence rarely achieved by scientific discoveries. By the time Mrs Thatcher came to power it had become a scandal, another example of Britain's apparent inability to exploit effectively the brilliance of its scientific base. It was to explore both the process of scientific discovery and the conditions in Cambridge which nurtured it, and the issues which this particular discovery raised in the area of technology transfer (and the changes of policy that ensued), that the Wellcome Trust's History of Twentieth Century Medicine Group and the Institute of Contemporary British History organised this special witness seminar. It was held at the Wellcome Trust in London on 24 September 1993. The seminar was chaired by Sir Christopher Booth and introduced by Dr Robert Bud of the Science Museum. Those participating included the two authors of the Nature article, Dr César Milstein and Dr Georges Köhler, who received a Nobel Prize for their research, Dr Basil Bard (National Research Development Corporation [NRDC] 1950–74), Sir James Gowans (Secretary of the Medical Research Council [MRC] 1977–87), Sir John Gray (Secretary of the MRC 1968–77), John Newell (BBC World Service science correspondent 1969–79), Dr David Owen (MRC), and Dr David Secher (Laboratory of Molecular Biology [LMB], Cambridge). There were also contributions from Dr Ita Askonas (former head of immunology at the National Institute for Medical Research), Dr John Galloway (former member of MRC headquarters staff), Dr David Tyrrell (former Director, MRC Common Cold Unit), Professor Miles Weatherall (head of Therapeutic Research Division, Wellcome Research Laboratories 1967–75), Dr Guil Winchester (post‐doctoral fellow, Wellcome Institute for the History of Medicine), and Dr Peter Williams (former Director of the Wellcome Trust). This article reflects growing academic interest in the careers and historical significance of professional women town planners, an interest clearly registered in Planning Perspectives and other publications. Unlike other women town planners, however, the career of Monica Felton remains largely obscure. It was certainly short-lived, beginning as it did on the London County Council in 1937 and ending spectacularly while she was Chairman of Stevenage Development Corporation in 1951. Felton became an outcast from both her profession and her country when she gave up on new town development to campaign against British and American involvement in the Korean War in 1951. This article emphasizes her distinctive contribution to the evolving roles of women in British town planning during the mid-twentieth century and shows how this contribution was obscured by her fall from grace.

An Entrepreneurship Centre was established at Brock University in 1988 as a joint venture between the University and the City of St. Catharines. In Januaray 1989, a generous donation was made to the Centre by the Burgoyne family, proprietors of the St. Catharines Standard. The Centre subsequently became known as the Burgoyne Centre for Entrepreneurship (BCE). The Centre’s mission was to “promote excellence in research, education and training for entrepreneur development and new venture creation”. To achieve this objective, it was necessary for the BCE to become a community focal point and serve as a link between academic, private and government sectors in the Niagara Region that were involved in entrepreneurial activities. This was primarily done with the provision of educational programs offered through cooperating organizations. Funding for the Centre came from multiple sources, including fees for services and contract research, endowments and grants, as well as Brock University. An Advisory Council, composed of local prominent businesspeople and chaired by Henry Burgoyne, assisted the Centre with promotion and fundraising. The partnerships established by the BCE with other community bodies such as the Lincoln County Board of Education and the Niagara Region Development Corporation resulted in important collaborative community initiatives such as the Niagara Enterprise Agency and the New Enterprise Store. Such collaborations increased the Centre’s profile without duplicating or competing with services offered by existing agencies. The BCE was also instrumental in establishing an entrepreneurship curriculum for secondary school students, and collaborated with the Faculty of Education at Brock University to offer an Ontario Secondary School Entrepreneurship Specialist Teaching Certificate Program to teachers. As the BCE became more prolific in the community, and the iniatives it fostered in the community began to thrive, the Centre’s leadership required the authority to make instantaneous decisions. This was at odds with the hierarchical structure of the University, to which the BCE was accountable. Ultimately, this situation led to the demise of the Centre. The university focused its efforts on academic research and undergraduate courses, while the community partners took responsibility for any joint programs.

India is the largest producer and processor of cashew in the world. The export value of cashew is about Rupees 2600 crore during 2004-05. Kerala is the main processing and exporting center of cashew. In Kerala most of the cashew processing factories are located in Kollam district. The industry provides livelihood for about 6-7 lakhs of employees and farmers, the cashew industry has national importance. In Kollam district alone there are more than 2.5 lakhs employees directly involved in the industry, which comes about 10 per cent of the population of the district, out of which 95 per cent are women workers. It is a fact that any amount received by a woman worker will be utilized directly for the benefit of the family and hence the link relating to family welfare is quite clear. Even though the Government of Kerala has incorporated the Kerala State Cashew Development Corporation (KSCDC) and Kerala State Cashew Workers Apex Industrial Co—operative Society (CAPEX) to develop the Cashew industry, the cashew industry and ancillary industries did not grow as per the expectation. In this context, an attempt has been made to analyze the problems and potential of the industry so as to make the industry viable and sustainable for the perpetual employment and income generation as well as the overall development of the Kollam district.

El propósito de la presente monografía es determinar la relación entre la degradación y navegación en los Grandes Lagos en la noción de seguridad ambiental de Estados Unidos y Canadá en un entorno de interdependencia entre 1995 - 2000. En ese sentido, se busca determinar como los recursos de poder de Canadá y Estados Unidos en la relación degradación-navegación transforma la noción de seguridad ambiental. De este modo, se analiza el concepto de seguridad ambiental desde la navegación, elemento esencial para entender la relación bilateral dentro del sistema de los Grandes Lagos. Esta investigación de tipo cualitativo que responde a las variables de la seguridad ambiental planteadas por Barry Buzan, Thomas Homer-Nixon, y Stephan Libiszewski, y a la teoría de la Interdependencia Compleja por Robert Keohane y Joseph Nye, pretende avanzar hacia la complejización de la dimensión ambiental lejos de la tradicional definición antropocéntrica.

Se analizan las ventajas del método prospectivo aplicado a la educación. Este método se viene aplicando desde hace poco por dos causas: su tardía integración entre las técnicas de la tecnología actual, y la falta de coordinación de las diversas investigaciones prospectivas. La proposición más atractiva en torno a la metodología prospectiva parte de P. E. Rosove, que se inspira previamente en las ideas de H. D. Laswell. La propuesta se basa en el establecimiento de observatorios sociales que tengan la finalidad de resolver los problemas educativos. De esta manera a la resolución de los problemas educativos puede participar la población en general. Se mantiene que el único inventario y evaluación de los métodos prospectivos aplicados a la educación es el realizado por la System Development Corporation. Su inventario incluye veintiún métodos, que son clasificados según su grado de utilidad científica. Se incluye una tabla con la relación de estos métodos. Uno de los más importantes es el del mapa contextual. El mapa contextual consiste en una exposición gráfica de las relaciones lógicas y causales de los fenómenos que son funcionalmente interdependientes entre sí, en orden a establecer una previsión, es decir, a determinar los futuros posibles. El método conviene particularmente en la elaboración de previsiones de tipo social, en donde los períodos temporales suelen ser muy largos y estar sometidos a grandes incertidumbres. Se señalan las conclusiones principales por las que se ha aplicado este método a la educación. Se incluye un cuadro con un mapa contextual.

This report examines the flowering ecology (flowering patterns and the production of floral resources, i.e. nectar and pollen) of important Australian melliferous (honey-producing) flora. Aspects of flowering ecology that can have a negative impact on invertebrates, including honeybees, were also investigated. The research was based on information sourced by highly experienced, commercial beekeepers and, so, provides a valuable written record of long-term observations relating to flowering ecology which otherwise may be lost following the death of beekeepers. Results of this study are of far-reaching importance, not only to the beekeeping industry, but to land managers, the general public and the future of Australian flora and fauna.

An understanding of flowering ecology is vital for many reasons, including implementing appropriate management practices which ensure the sustainability and growth of natural resources and industries like the beekeeping industry. Despite the importance of such studies, very little research has considered flowering ecology in Australian flora. Furthermore, research often was based on short-term data; long-term data are widely acknowledged as being necessary in such research in order to determine ‘real’ flowering patterns. Thus, studies of flowering ecology which use long-term data are vital.

This paper presents a model for examining effective leadership for rural school community partnerships, derived from Australian research supported by the Rural Industries Research and Development Corporation. The research team investigated effective school community partnerships in five different Australian rural locations. Four government and one independent school featured in the study. Partnership effectiveness was confirmed by seeking advice from a range of experts including State, Commonwealth, independent school and Catholic education authorities, as well as rural education professionals. The particular focus of the study was on the community outcomes of such partnerships.

The model is consistent with, but further develops, earlier partnership models. It uses the leadership process, rather than the leader, as the unit of analysis. The model outlines a five-stage process of partnership development: trigger, initiation, development, maintenance and sustainability. While the stages of the process appear to be consistent across study sites, the way in which the model is implemented differs according to context, with factors such as the level of maturity of the school community partnership influencing the process. The flexibility of the model, in terms of better understanding the contextualised nature of educational leadership, suggests it has broader application beyond rural school community partnerships.

This paper reports findings from a project that examined the extent and nature of the contribution of rural schools to their communities’ development beyond traditional forms of education of young people. Case study communities in five Australian States participated in the project, funded by the Rural Industries Research and Development Corporation. Communities and schools that share the belief that education is the responsibility of the whole community and work together, drawing on skills and knowledge of the community as a whole, experience benefits that extend far beyond producing a well-educated group of young people. The level of maturity of the school– community partnership dictates how schools and communities go about developing and sustaining new linkages, or joint projects. Twelve characteristics central to the success of school–community partnerships were identified. The characteristics are largely sequential in that later characteristics build on earlier ones. Underscoring these characteristics is the importance of collective learning activities including teamwork and network building, which have been identified elsewhere as key social capital building activities. A generic model of the relationship between the indicators of effective school–community partnerships and the level of maturity of those partnerships is forwarded.
