Address sustainability in all efforts. Sustainability should be at the core of all levels of homeland security and emergency management effort in Iowa. Capabilities need to be built for the long term, and without a sustainability plan in place, projects can quickly deplete uncertain levels of funding. Utilize an all-hazards methodology. Developing capabilities that are effective during a variety of disaster and emergency scenarios represents sound planning and resource management. Enhance capabilities through joint planning, training and exercise. Effective capabilities developed through coordinated planning efforts and an ongoing joint training and exercising program to ensure substantiate of prepared response. Utilize a collaborative approach to build capability. We will utilize whatever partnerships are necessary to build capability in the most effective manner possible. Regional partnerships have been, and will continue to be, in the forefront of the State of Iowa’s efforts to build and enhance capability. Enhance statewide capabilities. Whenever possible, we will identify and augment existing resources to provide statewide capability during a disaster or terrorist attack. Awareness, outreach and education. Open communication is critical to the success of any initiative. All projects implemented will have awareness, education and outreach components to ensure that all stakeholders are informed as to their responsibilities, capabilities and access. Information sharing and a common operating picture. The timely exchange of critical/actionable information is imperative to the success of every operation. The identification of a common operating picture allows decision makers to make informed decisions based on a unified understanding of the events around them.

IDSS Iowa Diseases Surveillance System: Security and Confidentiality Policy, May 2010

The Iowa Disease Surveillance System (IDSS) was developed by the Iowa Department of Public Health (IDPH) to streamline and enhance communication and collaboration between laboratory, hospital, and public health (local and state) personnel related to infectious disease surveillance and reporting (as required by Iowa Code 139A) throughout Iowa. IDSS is a tool that speeds communication regarding cases of reportable infectious disease to allow public health to respond sooner and reduce costs associated with disease reporting and surveillance.

Wireless Technologies in e-Business; Services, Security and Management

Uusien mobiilien laitteiden ja palveluiden kehitys ovat herättäneet yritysten mielenkiinnon soveltaa langattomia sovelluksia omassa liiketoiminnassaan. Erilaisten tekniikoiden myötä myös mahdollisuuksien kirjo on laajentumassa, mikä johtaa erilaisten verkkojen ja laitteiden yhtenäiselle hallinnalle asetettavien vaatimusten kasvuun. Yritysten siirtyessä soveltamaan uusia langattomia palveluita ja sovelluksia on myös huomioon otettavaa sovellusten sekä palveluiden vaatima tietoturva ja sen hallittavuus. Tutkimuksessa esitetään langattoman sähköisen liiketoiminnan määritelmä sekä kyseisien teknologioiden käyttöä edistävät tekijät. Tutkimus luo viitekehyksen yrityksen langattomien teknologioiden käytölle ja siihen olennaisesti vaikuttavista tekijöistä. Viitekehystä on käytetty todelliseen esimerkkiin, liikkuva myyntihenkilö, kyseisten teknologioiden, palveluiden, tietoturvan ja hallittavuuden näkökulmasta. Johtopäätöksinä on arvioitu mobiilien ja langattomien teknologioiden sekä palveluiden, tietoturvan ja hallittavuuden tilaa ja analysoimalla niitä tulevaa ajatellen.

Elaborated Literary Violence: Genre and Ideology of the Two Stories I Sam 22,6-23 and II Sam 21,1-14

The present article focuses on two stories dealing with acts of big blood shed. I Sam 22,6-23 relates the massacre of the priests of Nob; II Sam 21,1-14 is about the execution of seven descendents of Saul, as atonement for Saul's attempt to exterminate the Gibeonites. Most researchers consider both stories or at least certain parts of them old.1 For both stories few verses are regarded as secondary. In this paper I try to reassess the analysis of these stories and will point to indices favoring a late date of origin for both of them. They concern the language in use, intertextual connections and particular motifs. A further indication consists in the fact that the reported events of the stories lack significant resonance in the corpus of the Hebrew Bible. There are only two texts, I Sam 2,33 and Ps 52,2, which allude or refer to I Sam 22,6-23.With regard to the importance of the related events and acts this silence in the Biblical context is astonishing. Interestingly, also in the Book of Chronicles one does not find any allusions to these stories. This raises the question whether the latter were composed after the formation of the book of Chronicles.
