Cosmic ray fluxes in the atmosphere were recorded during balloon flights in October 2014 in northern Murmansk region, Apatity (Russia; 67o33’N, 33o24’E), in Antarctica (observatory Mirny; 66o33’S, 93o00’E), in Moscow (Russia; 55o45’N, 37o37’E), in Reading (United King-dom; 51o27’N, 0o 58’W), in Mitzpe-Ramon (Israel; 30o36’N, 34o48’E) and in Zaragoza (Spain; 41o9’N, 0o54’W). Two type of cosmic ray detectors were used, namely, (1) the standard ra-diosonde and its modification constructed at the Lebedev Physical Institute (Moscow, Russia) and (2) the device manufactured at the Reading University (Reading, United Kingdom). We compare and analyze obtained data and focus on the estimation of the cosmic ray latitudinal effect in the atmosphere.

In the context of the Semantic Web, natural language descriptions associated with ontologies have proven to be of major importance not only to support ontology developers and adopters, but also to assist in tasks such as ontology mapping, information extraction, or natural language generation. In the state-of-the-art we find some attempts to provide guidelines for URI local names in English, and also some disagreement on the use of URIs for describing ontology elements. When trying to extrapolate these ideas to a multilingual scenario, some of these approaches fail to provide a valid solution. On the basis of some real experiences in the translation of ontologies from English into Spanish, we provide a preliminary set of guidelines for naming and labeling ontologies in a multilingual scenario.

On 23 January 2014, a group of 73 member states’ officials and representatives from the European institutions and academia gathered at Clingendael Park in The Hague for a day-long seminar co-organised by the Netherlands Institute of International Relations and CEPS for the Ministry of Foreign Affairs of the Netherlands. The seminar’s aim was to discuss whether subsidiarity can offer a way forward that reconciles the need for better EU governance with concerns about legitimacy. This paper is based on subsidiarity literature, on preparatory talks with officials from member states and EU institutions and on the discussions in the seminar in The Hague. In particular, the paper explores the political and practical relevance of some of the ideas currently being considered to solidify the principle of subsidiarity in day-to-day decision-making. It maps the current political contours of subsidiarity as they appear in speeches and policy papers and presents some of the main ideas in the current debate on deepening subsidiarity.
