The spectacular advances computer science applied to geographic information systems (GIS) in recent times has favored the emergence of several technological solutions. These developments have given rise to enormous opportunities for digital management of the territory. Among the technological solutions, the most famous Google Maps offers free online mapping dynamic exhaustive of the Maps. In addition to meet the enormous needs of urban indicators geotagged information, we did work on this project “Integration of an urban observatory on Google Maps.” The problem of geolocation in the urban observatory is particularly relevant in the sense that there is currently no data (descriptive and geographical) reliable on the urban sector; we must stick to extrapolate from data old and obsolete. This helps to curb the effectiveness of urban management to make difficult investment programming and to prevent the acquisition of knowledge to make cities engines of growth. The use of a geolocation tool coupled to the data would allow better monitoring of indicators Our project's objective is to develop an interactive map server (WebMapping) which map layer is formed from the resources of the Google Maps servers and match information from the field to produce maps of urban equipment and infrastructure of a city data to the client's request To achieve this goal, we will participate in a study of a GPS location of strategic sites in our core sector (health facilities), on the other hand, using information from the field, we will build a postgresql database that will link the information from the field to map from Google Maps via KML scripts and PHP appropriate. We will limit ourselves in our work to the city of Douala Cameroon with the sectors of health facilities with the possibility of extension to other areas and other cities. The long-awaited verdict by the German Federal Court of Justice towards Google image search has drawn much attention to the problem of copyright infringement by search engines on the Internet. In the past years the question has arose whether the listing itself in a search engine like Google can be an infringement of copyright. The decision is widely seen as one of the most important of the last years. With significant amount of effort, the German Fede- ral Court tried to balance the interests of the right holders and those of the digital reality.

Internet Service Providers’ liability for copyright infringement is a debated issue in France and Belgium, particularly with respect to intermediaries such as providers of hyperlinks and location tool services for which the e-commerce directive does not set explicitly any exemption from liability. Thus, the question arises among other things whether the safe harbour provisions provided for in respect of caching and hosting also could apply to search engines. French and Belgian Courts had recently to decide on this issue in several cases concerning Google’s complementary tools such as Google Videos, Google Images, Google Suggest and Google News. This article seeks to give a summary of and to assess this recent case law.

Objetivo de esta comunicación es presentar los resultados sobre un análisis realizado en torno a lo que podemos denominar el «paisaje lingüístico hispano virtual» en Washington D.F. Los estudios sobre paisaje lingüístico han experimentado en el último tiempo un verdadero boom, sobre todo como reflejo de la convivencia de diferentes culturas con sus respectivas lenguas y variedades en las urbes del siglo XXI. En efecto: el paisaje lingüístico multilingüe es uno de los aspectos más explotados en trabajos en esta línea teórica. En este estudio el centro de atención no es el paisaje "real", documentado in situ y captado motu propio en instantáneas por nuestros aparatos fotográficos, sino el paisaje lingüístico mediatizado por el ordenador y difundido mediante la World Wide Web. En este sentido, lo que nos interesa es si se ve reflejada y qué manera la hispanidad en Washington D.F. a través del paisaje urbano que nos ofrecen programas especializados como Google Earth y Google Street View. Con este objetivo proponemos un paseo virtual por Washington D.F. y sus diferentes barrios para analizar mediante un estudio de naturaleza cuantitativa y cualitativa, apoyándonos en las herramientas teóricas y metodológicas que ofrecen los estudios de paisaje lingüístico y de la Comunicación Mediada por Ordenadores, de qué manera lo hispano constituye un engranaje del paisaje lingüístico de esta ciudad.

In this paper, we present a revolutionary vision of 5G networks, in which SDN programs wireless network functions, and where Mobile Network Operators (MNO), Enterprises, and Over-The-Top (OTT) third parties are provided with NFV-ready Network Store. The proposed Network Store serves as a digital distribution platform of programmable Virtualized Network Functions (VNFs) that enable 5G application use-cases. Currently existing application stores, such as Apple's App Store for iOS applications, Google's Play Store for Android, or Ubuntu's Software Center, deliver applications to user specific software platforms. Our vision is to provide a digital marketplace, gathering 5G enabling Network Applications and Network Functions, written to run on top of commodity cloud infrastructures, connected to remote radio heads (RRH). The 5G Network Store will be the same to the cloud as the application store is currently to a software platform.

En los últimos años, la cantidad de información que se ha generado en la web ha sido enorme. El tráfico que se está generando en la actualidad es de unos 16144 Gigabytes/s, pero se estima que para el 2019 será tres veces mayor, de unos 51794 Gigabytes/s (Cisco Systems, Inc, 2015). Esta ingente cantidad de tráfico viene sobre todo de vídeo, audio e imágenes, ya que estos son los contenidos que requieren más almacenamiento. En esta era de la información, si nos paramos a pensar por un segundo, nos podemos dar cuenta que donde realmente está esa información es en el texto. En la web hay muchísimo texto, pero no supone una gran cantidad de almacenamiento. Esto no quiere decir que lo podamos despreciar. Lo que tenemos que hacer es darle relevancia a todo ese texto, y hacer énfasis en lo importante. Esto es lo que podríamos hacer con herramientas de argumentación. La argumentación se refiere al estudio de las disconformidades, de los diálogos y los textos que usamos para intentar convencer a alguien de nuestro punto de vista. Por tanto, estas herramientas deberían de ser capaces de organizar un diálogo o discusión y obtener un resultado de esa conversación. Esto es muy normal en las discusiones habladas: discutimos para llegar a un acuerdo (o no), pero no es tan común en las discusiones online. En las discusiones online suele haber muchísimos comentarios, sin orden alguno, y sin conocer cuál es el acuerdo al que se ha llegado. Este trabajo hará una presentación de la argumentación y los modelos de argumentación: esquemas o estructuras a los cuales responde una discusión o un texto argumentativo. Así pues, nos centramos en las herramientas disponibles, ya que queremos conocer en qué estado se encuentran: si realmente ya hay herramientas que solucionen el problema organizativo o no. Por tanto, se presentan varias herramientas y se comparan en base al problema que existe utilizando ciertas características necesarias para el correcto funcionamiento de una de estas herramientas. Es ahí donde conoceremos si la herramienta que buscamos existe.---ABSTRACT---In recent years, the amount of Information generated on the web has been quite great. The traffic generated currently is approximately 16144 Gigabytes/s, but it is estimated that it will be three times larger by 2019, approximately 51794 Gigabytes/s (Cisco Systems, Inc, 2015). This huge amount of traffic comes mostly from multimedia (video, audio and images), as these kind of contents require more storage. This is the information era. If we think a bit about it, we can realize that this information is actually in the text. The web contains so much text, but it represents a small part of the whole storage. This does not mean that we can underestimate it. What we have to do is to give it relevance and emphasize what is important. This could be done by using argumentation tools. Argumentation refers to the study of agreement, disagreement, and of the dialogues and writing through which we convince others of our points of view. Therefore, these tools should be able to organize a dialogue or discussion and obtain from it an outcome or answer. It is common to obtain this outcome in spoken discussions: we discuss to reach an agreement (or not), however it is not really common in online discussions. In online discussions, they tend to have a huge amount of comments, with no order, and without knowing the outcome that has been reached. This thesis will explain the argumentation and the argumentation models: schemes or structures which a discussion or argumentative text respond to. Knowing this, we will focus on the available tools, because we want to know their state: whether there already are tools which can solve the organizational problem or not. Therefore, several tools are presented and compared based on this problem using some features that are needed for the proper functioning of these tools. This is where we will know whether the tool we are looking for exists or not.

En la actualidad, es ampliamente conocido que uno de los principales desafíos que enfrentan las organizaciones es el crecimiento de Internet, tanto en número de clientes como en tráfico multimedia. Una red de entrega de contenidos (CDN, Content Delivery Network) es una opción para mejorar la experiencia de los usuarios finales, es decir, hacer más eficiente y fiable la distribución de contenidos. Sin embargo, con los nuevos requisitos de negocio y tecnologías, los operadores de CDN tienen que mejorar la arquitectura de la red. La Red definida por software (SDN, Software Defined Networking) es una nueva arquitectura de la red con un gran potencial, y el aspecto principal es la separación de los planos de datos y de control. El objetivo de este trabajo fin de grado es proporcionar una arquitectura basada en la tecnología SDN para poder sustituir la parte de la redirección DNS en una red CDN

The past few weeks have marked a shift of gear in EU antitrust enforcement. First, the new European Commissioner for Competition Margarethe Vestager announced on April 15th that the Commission had sent a Statement of Objections to Google, arguing that the giant IT company abused its dominant position in the “general Internet search” market and also in the market for mobile operating systems, apps and services. Exactly one week later, she also sent a Statement of Objections to Gazprom for having created artificial barriers to trade between certain EU countries, preventing gas flows and competition across national borders and charging unfair prices in five Central and Eastern European countries. It is indeed hard to recall any other time in which two investigations of this size – both potentially leading to billions of euros of fines – have been launched almost simultaneously.

As the European Commission’s antitrust investigation against Google approaches its final stages, its contours and likely outcome remain obscure and blurred by a plethora of nonantitrust-related arguments. At the same time, the initial focus on search neutrality as an antitrust principle seems to have been abandoned by the European Commission, in favour of a more standard allegation of ‘exclusionary abuse’, likely to generate anticompetitive foreclosure of Google’s rivals. This paper discusses search neutrality as an antitrust principle, and then comments on the current investigation based on publicly available information. The paper provides a critical assessment of the likely tests that will be used for the definition of the relevant product market, the criteria for the finding of dominance, the anticompetitive foreclosure test and the possible remedies that the European Commission might choose. Overall, and regardless of the outcome of the Google case, the paper argues that the current treatment of exclusionary abuses in Internet markets is in urgent need of a number of important clarifications, and has been in this condition for more than a decade. The hope is that the European Commission will resist the temptation to imbue the antitrust case with an emphasis and meaning that have nothing to do with antitrust (from industrial policy motives to privacy, copyright or media law arguments) and that, on the contrary, the Commission will devote its efforts to sharpening its understanding of dynamic competition in cyberspace, and the tools that should be applied in the analysis of these peculiar, fast-changing and often elusive settings.
