The Information Access law, sanctioned in November 18, 2011, regulates the constitutional right of access to public information by Brazilian citizens. Although this law requires the provision of information of public interest, it does not define how such information should be made available. Ideally, information should be in an open format, allowing its use in an efficient and fast way. In the official sites of the federal government the way information is currently available does not allow its reuse as they are presented in dynamic pages from the selection parameters and filters. The objective aim of this paper is to present the system called MDDIR Tool, which proposes ways to persist, represent and retrieve digital information resources generated by the Federal Government official sites. Although this system had been designed for a specific purpose, it may be applied to other fields with similar characteristics. The purpose is to facilitate the access to open data, allowing such data to be consolidated and organized , generating new knowledge and information easy to be interpreted by the general population.

In the contemporary world, the Internet enables the development of a Collaborative Web where the decentralization and sharing of information and knowledge generate new cultural configurations of increasing representation in informational flows. In this environment, collaboration and remix practices are covered by a legislation established for another context, and an imbalance is created between what is provided by the technology and what is established by Copyright. Therefore, it is necessary to address, under the perspective of the third time in Information Science, contemporary issues concerning creation, recreation, use, reuse, sharing and dissemination of intellectual content under the legislation which regulates them. This article seeks to highlight the dilemma that contemporaneity is experiencing and how important is for both society as a whole and specially the professional of Information Science to know the legal conditions for the processes of generating, processing, using, recovering and, especially, re-using information on the Web at a larger scale. The Creative Commons licenses are emerging alternatives that offer individuals options to become not only users but also holders and creators of intellectual content under legal conditions.

In order to enable the reuse of the large surplus volume of petroleum produced water for irrigation of crops inedible, the quality evaluation of this water is very important. This work aimed to evaluate the effectiveness of the diffusive gradient in thin films technique (DGT) for the determination of labile Cu (II), Mn (II) and Zn (II) in petroleum produced water destined to reuse in agriculture. Samples were collected at the exit of the wastewater treatment plant (WWTP) (after separation oil/water and flotation) of a Petrobrás onshore production region. Basically, the laboratory experiments with DGT devices involved the evaluation of the behavior of the main variables of the technique for determination of analytes in the samples (diffusion coefficients, immersion time, fractionation of organic and inorganic species, and performance of diffusion gels with different porosities, among others). Also, experiments were conducted based on the solid phase extraction (SPE) protocol with Chelex- 100 resin using previously established protocols to support the study. During the project the possibility of in situ immersions in water treatment plants was evaluated. The DGT technique presented satisfactory results for determination of Mn in produced water, and can be used for in situ determinations. However, the results obtained for Cu and Zn show the need of additional studies

In the district of Belém, at São Paulo’s city, the economic transformations have ended up destabilizing the economy industrial leaving marks that can be found today. Idle sheds, abandoned or undefined uses structures are found throughout the neighborhood, creating a scene of decay and abandonment. Despite the problems caused by brownfields, they may be seen as an area of possibilities. The reuse of these areas allows the reutilization of abandoned space in locations where the infrastructure is already available, stopping the expansion of urban spot in places not yet degraded. In the case of disabled older industries, there is a great possibility of site’s contamination that may also pose risks to people and unforeseen during refuncionalization. Therefore, the proper management of these sites is needed before any intervention in the area, where stages of study and research must be conducted in order to prove their actual situation. The survey and study of these areas in the district of Belém in São Paulo provides an overview about the brownfields in Brazil at the same time that contributes to the development of intervention plans and proposes a scenery for the refuncionalization of these sites in the neighborhood.

The steady increase in the price of oil and its derivatives, carbon credits, the concern with the environment combined with the precipitation of rain water and lack of water resources that Brazil has suffered in 2014 caused a migration of participation sources of energy in the Brazilian energy matrix. The hydropower sector suffered big drop at 2013 and is suffering so far, contributing thus to the generation and cogeneration of thermal energy using renewable energy sources such as: sugarcane bagasse, wood chips, rice husks, among others. The selling price of the electricity market reached the level of R$ 807, 00 MWh in January 2014 (Source: ANEEL), heating the Brazilian thermoelectric sector. Although thermoelectric use in bulk water as vaporizing fluid to produce electricity and use in various processes, water reuse plans have become an important factor in these industries. The increased use of biomass has been the bagasse which is allied to the sugarcane sector, strong market in Brazil, and consists basically use the rest of sugar cane, sugarcane industries that would play out. The sugar and ethanol industry is very unstable and only lasts for 6-8 months a year, and the remaining time in the period known as between crop that corresponds to the planting and harvesting of sugarcane and then enter the period of vintage which is the constant cane harvesting and crushing it. This instability of the market and the thermoelectric idle period leads the thermoelectric industries to seek other sources of renewable energy, such as wood chips (pine, Eucalyptus, Orange), rice husk, sorghum among others, to not be dependent on alcohol sector. The present work aims to study the use of wood chips as an alternative biomass for burning a fuel that essentially uses bagasse, the thermoelectric in question consists of two boilers that produce together 350 t / h ... The management of solid waste originated from the treatment of domestic and industrial sewage in wastewater treatment plants is a current challenge in the Brazilian reality. However, the planning and the final destination of sludge end up being overlooked, causing serious damage to human health and the environment. The use of sewage sludge in the agriculture is growing in Brazil and is regulated by the Resolução CONAMA Nº 375/2006 which establishes the criteria and parameters so that the sludge can be disposed on the ground safely to the environment and the population. This study aims to define the effects of using sewage sludge in soil according to the results of the bibliographic survey of theoretical and practical studies using this waste in the recovery and conditioning of soil for agriculture and recuperation of degraded areas, and to define whether such type of sludge recycling is environmentally and socially feasible and safe. It can be said that the reuse of sewage sludge in soil meets the search requirements for an alternative that brings agronomic, environmental and economic benefits, as well as being an environmental and social healthy alternative if properly attended the laws that deal with the subject, anyway those should be reviewed and updated taking into account Brazilian soil and climate conditions, thus justifying need for more studies in the area

This paper deals with the homologation process for obtaining carbon credits through the Clean Development Mechanism (CDM), that regulates the greenhouse gases reductions under the rules of the Kyoto Protocol. The CDM evaluates projects through a project cycle, which begins with the preparation of the Project Design Document (PDD) until the project certification to receive Certified Emission Reductions (CERs), popularly known as carbon credits. This study analyzed the implementation of the system Burner Recorder System for Low Flows of Biogas (QRBBV), developed by Marcelino Junior & Godoy (2009), in an eco-friendly wastewater treatment mini-plant (miniEETERA), built at the site of UNESP - Guaratinguetá SP. The QRBBV system is low cost and high reliability, developed to burn the methane generated at sites of low and variable production of biogas, which is not economically justified their energy recovery. Currently, almost all wastewater generated at the site of the campus is being treated by miniEETERA and, as a result, the biogas originated by this activity is being released into the atmosphere. Therefore, the project activity aims to capture and burn the biogas generated by miniEETERA, reducing the negative effects caused by the methane emissions into the atmosphere and, thus, claim to receive carbon credits. This work aimed to demonstrate the project applicability under CDM through the study and preparation of the PDD, as well as an analysis of the entire project cycle required for homologation. The result of the work obtained an estimate of only 20 CERs per year and proved to be economically unviable for approval through the CDM, since the spending with the approval process would not be compensated with the sale of CERs, mainly due the low carbon price in the world market. From an environmental standpoint, the project is perfectly... (Complete abstract click electronic access below)

The construction industry is a large consumer of natural resources and one of the largest generators of residues with significant impacts on the environment. Because of the large production of Construction Industry Residues (RCC), it is essential reliable and updated information about generation, composition and classification sources of these residues, especially for management, recycling and final disposal. RCC represent the most part of solid residues generated in a city. In this way, the management of these residues is an issue that is gaining increasing importance in the Brazilian scenario, since the legal and society requirements to internalize the sustainability in the construction process - since the extraction, use, wastage savings, reutilization until the appropriate discard has been increasing in the last years. The present work objective is updating the quantities produced and collected in Guaratinguetá-SP, based on data collected with the municipal administrative entities that act direct or indirectly in the RCC management, elaborate a detailed bibliographic review, with special attention to the graduate works that were realized in FEG about this theme. With this material, scenarios to a better adequacy of the administrative structure to managements RCC activities, as well as was suggested actions to achieve these scenarios
