Objectives:  To increase a review's relevance to practitioners and service users and identify the implications for systematic review methodology. Methods:  A systematic review of the effects of smoking cessation programmes implemented during pregnancy integrated process indicators and the views of maternity service users and health promotion specialists. Additional qualitative data were extracted systematically from included randomised control trials (RCTs) to determine whether the design of interventions and conclusions arising from their evaluation related to the views of service users. On completing the review we reflected on the types of observational and qualitative research it drew on, where this research was incorporated into the review, and its added value. Results:   Incorporating process indicators into the review revealed: 1) problems with implementation and transplantation of some interventions and 2) studies with more stringent quality criteria and process evaluations demonstrated greater impact (weighted mean difference in smoking). Pregnant smokers were rarely involved in the design or evaluation of the interventions. Prior observational and qualitative studies and small scale consultations influenced the criteria by which the effectiveness of the interventions were judged, and revealed to what extent these criteria are adopted in practice.
Conclusions:   Systematically abstracting data about the development and delivery of interventions revealed gaps that might be filled by the active involvement of service users.

Adolescent substance abuse is a prevalent problem and both individual and group family interventions are increasingly being used to assist families to cope. A literature review was conducted to identify whether individual and group family interventions for adolescent substance abuse enhance the mental health of parents and other family members. The review also sought to identify direct and indirect effects of family intervention processes on depressive symptoms and general distress. Based on quality criteria a total of nine studies were included. Of these, six quantitatively examined family intervention outcomes on family member mental health, with all six reporting positive effects. Four of the nine studies measured levels of depressive symptoms and three of these four studies reported significant direct effects of family intervention on parental depression. The positive effects were also found in the three qualitative studies included in the review. Indirect therapeutic mechanisms that contributed to mental health improvements included: reduction of stress symptoms, improved coping, improved family functioning, more effective parenting behaviours, attitude changes, perceived changes in relative’s substance use, and improved social support. The available literature suggests that a number of determinants of family mental health may potentially be impacted through family intervention for adolescent substance abuse. However, definitive conclusions cannot be made at this point as the literature is mostly descriptive and there have been few longitudinal studies or randomised controlled trials.

The objective of this research is to examine how Victorian local government annual reports disclose information on intellectual capital. The idea of intellectual capital has become part of the working organisational vocabulary, and is widely held in management literature to be the pre-eminent economic resource and a key driver of efficiency, effectiveness and continual improvement in the private and public sectors. Under the recent Best Value Victoria policy, local governments are under increasing pressure to acquire and apply intellectual capital to improve responsiveness to community needs and meet cost and quality criteria. Annual reports exist as vehicles for communication, accountability and decision making. This study examines how the internal, external and human categories of intellectual capital are represented in the annual reports for the 2000 year for 77 of the 78 Victorian local
governments.

Using a matrix approach derived from Petty and Guthrie's (2000) framework, content analysis is employed to examine the incidence and intensity with which specific elements of intellectual capital are reported. This research indicates that generally the content of annual reports have not provided clear and coherent representations of how local government in Victoria are developing, applying and measuring intellectual capital. The nature and extent of intellectual capital reporting varies considerably between councils, and the disclosure of the human elements of intellectual capital is particularly underdeveloped. The findings suggest that more research in this area is needed to determine the extent to which intellectual capital should be disclosed and whether the current paucity of disclosure stems from disinterest or technical problems. There is also the need for further research into the need to identify and describe elements of intellectual capital, and into effective
reporting strategies and techniques. This may lead to the development of a 'best practice' reporting model for intellectual capital. Furthermore, the preliminary investigations indicate a perceived need to raise the consciousness of public sector
managers as to the existence of intellectual capital within their organisations, and ultimately lead to more informed and effective management of this asset.

The successful use of a targeted therapy is intrinsically linked to the ability of a companion diagnostic to correctly identify patients most likely to benefit from treatment. The aim of this study was to review the characteristics of companion diagnostics that are of importance for inclusion in an economic evaluation. Approaches for including these characteristics in model-based economic evaluations are compared with the intent to describe best practice methods. Five databases and government agency websites were searched to identify model-based economic evaluations comparing a companion diagnostic and subsequent treatment strategy to another alternative treatment strategy with model parameters for the sensitivity and specificity of the companion diagnostic (primary synthesis). Economic evaluations that limited model parameters for the companion diagnostic to only its cost were also identified (secondary synthesis). Quality was assessed using the Quality of Health Economic Studies instrument. 30 studies were included in the review (primary synthesis n = 12; secondary synthesis n = 18). Incremental cost-effectiveness ratios may be lower when the only parameter for the companion diagnostic included in a model is the cost of testing. Incorporating the test's accuracy in addition to its cost may be a more appropriate methodological approach. Altering the prevalence of the genetic biomarker, specific population tested, type of test, test accuracy and timing/sequence of multiple tests can all impact overall model results. The impact of altering a test's threshold for positivity is unknown as it was not addressed in any of the included studies. Additional quality criteria as outlined in our methodological checklist should be considered due to the shortcomings of standard quality assessment tools in differentiating studies that incorporate important test-related characteristics and those that do not. There is a need to refine methods for incorporating the characteristics of companion diagnostics into model-based economic evaluations to ensure consistent and transparent reimbursement decisions are made.

° objetivo deste estudo exploratório foi o de investigar a percepção da qualidade no serviço de advocacia empresarial. Para tanto foi realizado um estudo de caso, envolvendo uma organização de grande porte e uma sociedade de advogados que lhe presta serviços de assessoria jurídica, ambos com sede no estado do Rio de Janeiro. Os dados foram obtidos a partir de entrevistas em profundidade com profissionais de ambos os lados, tendo em vista o forte caráter de interação inerente ao serviço estudado e, também, buscando-se identificar eventuais discrepâncias relativas aos critérios de julgamento quanto à sua qualidade. Os resultados indicam que o processo de avaliação da qualidade de serviços tende a apresentar traços distintos na sociedade brasileira devido às peculiaridades de seu sistema cultural. Especificamente quanto ao serviço de advocacia empresarial, restou claro que as expectativas do cliente desempenham um papel relevante para a percepção de sua qualidade, e que fatores não técnicos, ou de natureza funcional, também possuem grande influência no processo.

A Constituição Federal do Brasil determina que os Municípios e Estados apliquem não menos que 25% do somatório das suas receitas tributárias e transferências constitucionais nas ações relacionadas ao ensino público. Para demonstrar o atendimento desta regra constitucional cada Ente deve publicar um demonstrativo contábil constante no Relatório Resumido da Execução Orçamentária, instituído pela Secretaria do Tesouro Nacional – STN desde 2000, após a vigência da Lei de Responsabilidade Fiscal – LC 101/2000. A Portaria STN nº 560, de 14 de dezembro de 2001, instituiu o Manual de Elaboração do Relatório Resumido da Execução Orçamentária, composto de vários quadros contábeis, onde tem no seu Anexo X o Demonstrativo das Receitas e Despesas com Manutenção e Desenvolvimento do Ensino – MDE, para evidenciar os valores destinados à educação. Não obstante a comprovação da aplicação se dar por meio de um demonstrativo contábil, isto não garante que os recursos destinados às ações do ensino obedeçam a critérios de qualidade. Não se apresenta neste demonstrativo indicadores sociais que permitam verificar a evolução no nível de ensino da rede pública, o que levou à instituição de novos indicadores para avaliar os resultados destes investimentos públicos. O Índice de Desenvolvimento da Educação Brasileira, Ideb, veio estabelecer metas de critérios sociais por meio de uma pontuação que classifica os entes federativos de acordo com resultados sociais apresentados, como a taxa de aprovação e abandono escolar, por exemplo. O ranking divulgado em 2009 demonstra que os municípios que obtiveram os últimos lugares comprovaram o atendimento do art. 212 da Constituição Federal, ou seja, não há como ter uma relação entre a regra constitucional e a eficácia da administração da educação pelos municípios brasileiros, este é justamente o propósito deste trabalho.

Foram submetidas às contagens de colifagos, coliformes totais, coliformes fecais e de estreptococos fecais, 104 amostras de água colhidas de 8 poços rasos localizados na área urbana do Município de Jaboticabal, SP, Brasil, com a finalidade de avaliar as condições higiênico-sanitárias e de verificar as correlações existentes entre o número de colifagos e o de bactérias indicadoras de poluição fecal. Os resultados obtidos evidenciaram a ocorrência de 96 (92,3%) amostras fora dos padrões bacteriológicos de potabilidade estabelecidos pelo Ministério da Saúde, monstrando ser precárias as condições higiênico-sanitárias das águas analisadas. Os achados evidenciaram a inexistência de correlação entre o número de colifagos e os números de bactérias indicadoras de poluição fecal.

As políticas públicas relacionadas ao ensino superior brasileiro atual vêm estabelecendo seus parâmetros nos moldes da globalização econômica, visando sua inserção no mundo moderno, a partir de um modelo econômico neoliberal assumido como inevitável. As novas formas de organização do trabalho deles decorrentes impuseram um novo tipo de formação, onde o domínio do conhecimento e o tempo de escolarização passaram a ser estratégicos. Porém, a aplicação das recomendações dos órgãos internacionais no Brasil neoliberal privilegia a formação de nível superior fora do sistema universitário público, apontado como atrasado devido aos seus custos, preferindo-se uma outra, onde os critérios de qualidade são os empresariais. As conseqüências são evidentes, acentuando-se o atraso econômico e tecnológico, distanciando-se cada vez mais o país da modernidade.

Quantitative variations in heterotrophic plate count (HPC) and in the presence of indicator microorganisms in 0.5, 1.5 and 20-L bottles of different brands of Brazilian mineral water were analyzed during their shelf life. No variations were identified in the presence of indicator microorganisms, but quantitative variations in HPC were observed in some brands, which suggests that changes may be occurring in the water quality during storage. The aim of this study was also to evaluate the quality of the bottled mineral waters and the presence of enterococci and Pseudomonas aeruginosa were verified in six and two bottles, respectively, which is in disagreement with the microbiological quality criteria established in the current legislation. Although no limit is set for HPC in mineral water, this study relies on the limit of 500 colony-forming units per mL of sample (CFU/mL). Seventy-two bottles presented levels above 500 CFU/mL and up to 560,000 CFU/mL. This study showed that the control of HPC (<500 CFU/mL) for non-returnable packaging seems to be adequate to ensure the quality of mineral water during storage. The high values of HPC and its variations detected during storage seem to fully justify the need for a reevaluation of the use of HPC in bottled mineral water quality management. More detailed studies on the potential health risk of HPC and its variations in mineral water are also needed. © 2012 Elsevier Ltd.

The flight quality describes the skills of the pilot realize a given task and its difficulty to perform it. Flight quality criteria provide a valuable reference for the designers during the requirements definitions phase and to develop them during the phase of flight testing. These criteria were taken important for the development of a fly-by-wire system. There are several flight quality criteria and this work analyzes the bandwidth criteria, this is evaluated according to a model an aircraft using the SIMULINK/MATLAB. In addition, the paper also describes in detail what is a flight quality criteria and shows an overview of the bandwidth criteria

Creating high-quality quad meshes from triangulated surfaces is a highly nontrivial task that necessitates consideration of various application specific metrics of quality. In our work, we follow the premise that automatic reconstruction techniques may not generate outputs meeting all the subjective quality expectations of the user. Instead, we put the user at the center of the process by providing a flexible, interactive approach to quadrangulation design. By combining scalar field topology and combinatorial connectivity techniques, we present a new framework, following a coarse to fine design philosophy, which allows for explicit control of the subjective quality criteria on the output quad mesh, at interactive rates. Our quadrangulation framework uses the new notion of Reeb atlas editing, to define with a small amount of interactions a coarse quadrangulation of the model, capturing the main features of the shape, with user prescribed extraordinary vertices and alignment. Fine grain tuning is easily achieved with the notion of connectivity texturing, which allows for additional extraordinary vertices specification and explicit feature alignment, to capture the high-frequency geometries. Experiments demonstrate the interactivity and flexibility of our approach, as well as its ability to generate quad meshes of arbitrary resolution with high-quality statistics, while meeting the user's own subjective requirements.
