The projects are located mainly at empty sites and public spaces, in locations which are under-resourced in terms of cultural provisions and community facilities. The exhibition categorises the projects, highlighting the unique features of the work. It is accompanied by an essay and seminar.

Streets are key elements of urban space; they are in essence public spaces and connect diverse areas of the city weaving the urban fabric. Once motorways replace existing streets, they tear the fabric and transform the qualities of the urban landscape. As in many cities throughout the world, in Belfast during the 1960s the growth of private car ownership took over the development of the city. The Roads Authority developed plans (1964/1969) to build a ring road surrounding most of the city. This deeply affected the use and shape of the city until today. This plan focused on encouraging the move of population to the outskirts of the city. However, the connections between the city centre and its surrounding neighbourhoods were broken. Only the southern stretch of the motorway was not built. This allowed the connection between South Belfast and the city centre to remain seamless. The current possibility of building the southern stretch of motorway threatens this continuity. This paper will highlight the very high value of streets by analysing their physical qualities.

Desde finais da década de 50, com o aparecimento e progressiva disseminação da televisão pelas casas portuguesas (atualmente, numa parte significativa delas, existe em mais do que um compartimento); passando pelo computador, na década de 70; e, finalmente, a forma como, na década de 90, se iniciou o processo de distribuição do telemóvel, há toda uma história associada sobre a qual é importante refletir. No meio rural português, qual foi o caminho traçado pelos seus residentes até à “domesticação” (Berker, Hartmann, Punie, & Ward, 2005; Silverstone, Hirsch, & Morley, 1992) de cada um dos media – televisão, computador e telemóvel? Da utilização quase exclusiva em espaços públicos até à sua integração no espaço doméstico e nas dinâmicas familiares e sociais, houve um percurso percorrido quer pelos media, que vão sofrendo alterações constantes, quer pelos indivíduos que se vão adaptando a essas alterações, mas também exigindo que os primeiros se vão moldando às suas necessidades e exigências, fazendo, por isso, que nunca percam o epíteto de “novo”. A existência dos meios digitais tem ainda outras particularidades associadas: a sua presença diária e transversal em todos os contextos nos quais os indivíduos estão habitualmente inseridos – familiar, laboral/escolar e de lazer -, a ocorrência em todas as gerações familiares e, consequentemente, de um modo generalizado, em todas as idades. Os avós, os pais (e, ao mesmo tempo, filhos) e os filhos (e, ao mesmo tempo, netos) fazem uma utilização mais ou menos frequente, mas que não é inexistente, originando, por isso, a designação de gerações de ecrã. Interessa, pois, fazer o estudo dos usos e apropriações dos novos media pelas diferentes gerações, para uma análise intergeracional, mas, mais ainda, compreender as implicações que esses usos têm no meio rural, por ser fortemente considerado como uma zona em desvantagem quanto à proliferação dos media e das tecnologias de informação e comunicação, quando comparada com a urbana. Apresenta-se uma análise e reflexão sobre o modo como os novos media penetraram no quotidiano de três gerações familiares (avós, pais e filhos) e na forma como estas, residentes no meio rural português, transformaram a apropriação dos media num ato contínuo. Esta análise e reflexão fundamentam-se no levantamento bibliográfico sobre a problemática e os dados empíricos obtidos através da aplicação de uma metodologia triangular: focus groups, diários e inquéritos por questionário.

Much recent commentary on citizen media has focused on online platforms as means through which citizens may disseminate self-produced media content that challenges dominant discourses or makes visible hidden realities. This chapter goes beyond a concern with media content to explore the much broader range of socially situated practices that develop around citizen media. Drawing on Couldry’s proposal for a practice paradigm in media research, it suggests shifting the focus from ‘citizen media’ to ‘citizen media practices’ and demonstrates, through a case study of communication activism in the World Social Forum, how this framework can bring into view a broad range of citizen media practices (beyond those directly concerned with the production and circulation of media content), the different forms of agency that such practices make possible, and the social fabric they can help generate. I conclude by arguing that a practice framework necessitates a rethink of the way that the concept of (counter-) publics is used in the context of citizen media. Citizen media practices of the kind described here can be understood not only as practices of ‘making public’ previously unreported issues and perspectives, but as practices of public¬-making: practices that support the formation of publics.

Environmental tobacco smoke (ETS) is recognized as an occupational hazard in the hospitality industry. Although Portuguese legislation banned smoking in most indoor public spaces, it is still allowed in some restaurants/bars, representing a potential risk to the workers’ health, particularly for chronic respiratory diseases. The aims of this work were to characterize biomarkers of early genetic effects and to disclose proteomic signatures associated to occupational exposure to ETS and with potential to predict respiratory diseases development. A detailed lifestyle survey and clinical evaluation (including spirometry) were performed in 81 workers from Lisbon restaurants. ETS exposure was assessed through the level of PM 2.5 in indoor air and the urinary level of cotinine. The plasma samples were immunodepleted and analysed by 2D-SDSPAGE followed by in-gel digestion and LC-MS/MS. DNA lesions and chromosome damage were analysed innlymphocytes and in exfoliated buccal cells from 19 cigarette smokers, 29 involuntary smokers, and 33 non-smokers not exposed to tobacco smoke. Also, the DNA repair capacity was evaluated using an ex vivo challenge comet assay with an alkylating agent (EMS). All workers were considered healthy and recorded normal lung function. Interestingly, following 2D-DIGE-MS (MALDI-TOF/TOF), 61 plasma proteins were found differentially expressed in ETS-exposed subjects, including 38 involved in metabolism, acute-phase respiratory inflammation, and immune or vascular functions. On the other hand, the involuntary smokers showed neither an increased level of DNA/chromosome damage on lymphocytes nor an increased number of micronuclei in buccal cells, when compared to non-exposed non-smokers. Noteworthy, lymphocytes challenge with EMS resulted in a significantly lower level of DNA breaks in ETS-exposed as compared to non-exposed workers (P<0.0001) suggestive of an adaptive response elicited by the previous exposure to low levels of ETS. Overall, changes in proteome may be promising early biomarkers of exposure to ETS. Likewise, alterations of the DNA repair competence observed upon ETS exposure deserves to be further understood. Images have gained a never before seen importance. Technological changes have given the Information Society extraordinary means to capture, treat and transmit images, wheter your own or those of others, with or without a commercial purpose, with no boundaries of time or country, without “any kind of eraser”. From the several different ways natural persons may engage in image processing with no commercial purpose, the cases of sharing pictures through social networks and video surveillance assume particular relevance. Consequently there are growing legitimate concerns with the protection of one's image, since its processing may sometimes generate situations of privacy invasion or put at risk other fundamental rights. With this in mind, the present thesis arises from the question: what are the existent legal instruments in Portuguese Law that enable citizens to protect themselves from the abusive usage of their own pictures, whether because that image have been captured by a smartphone or some video surveillance camera, whether because it was massively shared through a blog or some social network? There is no question the one's right to not having his or her image used in an abusive way is protected by the Portuguese constitution, through the article 26th CRP, as well as personally right, under the article 79th of the Civil Code, and finally through criminal law, articles 192nd and 193rd of the Criminal Code. The question arises in the personal data protection context, considering that one's picture, given certain conditions, is personal data. Both the Directive 95/46/CE dated from 1995 as well as the LPD from 1998 are applicable to the processing of personal data, but both exclude situations of natural persons doing so in the pursuit of activities strictly personal or family-related. These laws demand complex procedures to natural persons, such as the preemptive formal authorisation request to the Data Protection National Commission. Failing to do so a natural person may result in the application of fines as high as €2.500,00 or even criminal charges. Consequently, the present thesis aims to study if the image processing with no commercial purposes by a natural person in the context of social networks or through video surveillance belongs to the domain of the existent personal data protection law. To that effect, it was made general considerations regarding the concept of video surveillance, what is its regimen, in a way that it may be distinguishable from Steve Mann's definition of sousveillance, and what are the associated obligations in order to better understand the concept's essence. The application of the existent laws on personal data protection to images processing by natural persons has been analysed taking into account the Directive 95/46/CE, the LPD and the General Regulation. From this analysis it is concluded that the regimen from 1995 to 1998 is out of touch with reality creating an absence of legal shielding in the personal data protection law, a flaw that doesn't exist because compensated by the right to image as a right to personality, that anyway reveals the inability of the Portuguese legislator to face the new technological challenges. It is urgent to legislate. A contrary interpretation will evidence the unconstitutionality of several rules on the LPD due to the obligations natural persons are bound to that violate the right to the freedom of speech and information, which would be inadequate and disproportionate. Considering the recently approved General Regulation and in the case it becomes the final version, the use for natural person of video surveillance of private spaces, Google Glass (in public and private places) and other similar gadgets used to recreational purposes, as well as social networks are subject to its regulation only if the images are shared without limits or existing commercial purposes. Video surveillance of public spaces in all situations is subject to General Regulation provisions.

A cooperação transfronteiriça é vista na União Europeia como um modelo de integração territorial e como uma alternativa para o desenvolvimento das regiões de fronteira, devido ao seu afastamento em relação aos grandes centros urbanos. No início da década de 90 foi lançado o programa do INTERREG tendo em vista a maior permeabilidade da fronteira e o desenvolvimento destes territórios, entre os quais o das regiões do Alto Alentejo e da Extremadura. A grande proximidade territorial entre Elvas e Badajoz permitiu desde sempre relações de cooperação mais ou menos intensas e consentidas, mesmo antes da abertura da fronteira, motivadas sobretudo pela diferença de valor entre as duas moedas. Contudo, com a entrada conjunta dos países ibéricos na CEE (1986), essas relações intensificaram-se ao nível do comércio, do emprego, do turismo, do lazer e da procura de serviços. Impactos territoriais como a procura e utilização conjunta de infraestruturas e de espaços públicos pelas populações das duas cidades, a promoção e realização de espetáculos culturais, a prática de cross-border shopping, a procura de uma segunda residência, em ambos os lados da fronteira, e a tendência para uma urbanização contínua no futuro, justificaram a criação da Eurocidade Elvas-Badajoz (2013). Esta iniciativa tem como principais objetivos promover a conceção, gestão e prestação conjunta de serviços, desenvolver projetos de cooperação em áreas de interesse comum, estimular a cooperação entre empresas e atrair investimentos geradores de novos postos de trabalho. No entanto os desafios para ambas as cidades prendem-se com a existência de um quadro jurídico e legal distinto que tem condicionado algumas das ações ou iniciativas e o desenvolvimento territorial conjunto ainda carece de uma proposta estratégica.

Graffiti, Memory and Contested Space: Mnemonic Initiatives Following Periods of Trauma and/or Repression in Buenos Aires, Argentina This thesis concerns the popular articulation ofmemory following periods or incidents of trauma in Argentina. I am interested in how groups lay claim to various public spaces in the city and how they convert these spaces into mnemonic battlegrounds. In considering these spaces of trauma and places of memory, I am primarily interested in how graffiti writing (stencils, spray-paint, signatures, etchings, wall-paintings, murals and installations) is used to make these spaces transmit particular memories that impugn official versions of the past. This thesis draws on literatures focused on popular/public memory. Scholars argue that memory is socially constructed and thus actively contested. Marginal initiatives such as graffiti writing challenge the memory projects of the state as well as state projects that are perceived by citizens to be 'inadequate,' 'inappropriate,' and/or as promoting the erasure of memory. Many of these initiatives are a reaction to the proreconciliation and pro-oblivion strategies of previous governments. I outline that the history of silences and impunity, and a longstanding emphasis on reconciliation at the expense of truth and justice has created an environment of vulnerable memory in Argentina. Popular memory entrepreneurs react by aggressively articulating their memories in time and in space. As a result of this intense memory work, the built landscape in Buenos Aires is dotted with mnemonic initiatives that aim to contradict or subvert officially sanctioned memories. I also suggest that memory workers in Argentina persistently and carefially use the sites of trauma as well as key public spaces to ensure official as well as popular audiences . The data for this project was collected in five spaces in Buenos Aires, the Plaza de Mayo, Plaza Congreso, La Republica Cromanon nightclub, Avellaneda Train Station and El Olimpo, a former detention centre from the military dictatorship.

Cette thèse porte sur l’appropriation de l’Internet et du multimédias dans la population universitaire d’Afrique francophone, en l’an 2001. Elle couvre six pays : le Bénin, le Burkina Faso, le Cameroun, la Côte d’Ivoire, le Mali et le Togo. La recherche porte sur le recensement des centres de recherche démographique en Afrique francophone subsaharienne et sur une enquête auprès des universités de Yaoundé II et de Douala au Cameroun. La problématique de l’accès et de l’usage est centrale dans notre démarche. Elle est traduite dans la question de recherche suivante : « Dans un contexte dominé par les représentations des NTIC comme symboles de modernité et facteurs d’intégration à l’économie mondiale, quelles sont les modalités d’appropriation de ces technologies par les universitaires des institutions de l’enseignement et de la recherche en Afrique considérées dans cette étude ? » Pour aborder le matériel empirique, nous avons opté pour deux approches théoriques : les théories du développement en lien avec les (nouveaux) médias et la sociologie des innovations techniques. Enracinées dans la pensée des Lumières, complétée et affinée par les approches évolutionnistes inspirées de Spencer, le fonctionnalisme d’inspiration parsonienne et l’économie politique axée sur la pensée de W. W. Rostow, les théories du développement ont largement mis à contribution les théories de la communication pour atteindre leur objet. Alors que la crise de la modernité occidentale menace de délégitimer ces paradigmes, les technologies émergentes leur donnent une nouvelle naissance : dans la continuité de la pensée d’Auguste Comte, le développement est désormais pensé en termes d’intégration à un nouveau type de société, la société de l’information. Cette nouvelle promesse eschatologique et cette foi dans la technique comme facteur d’intégration à la société et à l’économie en réseau habitent tous les projets menés sur le continent, que ce soit le NEPAD, le Fond de solidarité numérique, le projet d’ordinateur à 100$ pour les enfants démunis ou le projet panafricain de desserte satellitaire, le RASCOM. Le deuxième volet de notre cadre de référence théorique est axé sur la sociologie des innovations techniques. Nous mobilisons la sociopolitique des usages de Vedel et Vitalis pour ramener la raison critique dans le débat sur le développement du continent africain, dans l’optique de montrer que la prérogative politique assumée par les États a encore sa place, si l’on veut que les ressources numériques servent à satisfaire les demandes sociales et non les seules demandes solvables essentiellement localisées dans les centres urbains. En refusant le déterminisme technique si courant dans la pensée sur le développement, nous voulons montrer que le devenir de la technique n’est pas inscrit dans son essence, comme une ombre portée, mais que l’action des humains, notamment l’action politique, peut infléchir la trajectoire des innovations techniques dans l’optique de servir les aspirations des citoyens. Sur le plan méthodologique, la démarche combine les méthodes quantitatives et les méthodes qualitatives. Les premières nous permettront de mesurer la présence d’Internet et du multimédia dans l’environnement des répondants. Les secondes nous aideront à saisir les représentations développées par les usagers au contact de ces outils. Dans la perspective socioconstructiviste, ces discours sont constitutifs des technologies, dans la mesure où ils sont autant de modalités d’appropriation, de construction sociale de l’usage. Ultimement, l’intégration du langage technique propre aux outils multimédias dans le langage quotidien des usagers traduit le dernier stade de cette appropriation. À travers cette recherche, il est apparu que les usagers sont peu nombreux à utiliser les technologies audiovisuelles dans le contexte professionnel. Quand à l’Internet et aux outils multimédias, leur présence et leurs usages restent limités, l’accès physique n’étant pas encore garanti à tous les répondants de l’étude. Internet suscite de grandes espérances, mais reste, là aussi, largement inaccessible en contexte professionnel, la majorité des usagers se rabattant sur les lieux publics comme les cybercafés pour pallier l’insuffisance des ressources au sein de leurs institutions d’appartenance. Quant aux représentations, elles restent encore largement tributaires des discours politiques et institutionnels dominants, selon lesquels l’avenir sera numérique ou ne sera pas. La thèse va cependant au-delà de ces données pour dessiner la carte numérique actuelle du continent, en intégrant dans la nouvelle donne technologique la montée fulgurante de la téléphonie cellulaire mobile. Il nous est apparu que l’Internet, dont la diffusion sur le continent a été plus que modeste, pourrait largement profiter de l’émergence sur le continent de la culture mobile, que favorise notamment la convergence entre les mini-portables et la téléphonie mobile.

La présente thèse porte sur des mobilisations citoyennes qui ont court depuis quelques années à Saint-Pétersbourg, en Russie, contre la densification urbaine. La transformation de l’espace urbain en commodité a entraîné une augmentation fulgurante des constructions et ce, tant dans les périphéries qu’au centre-ville. La redéfinition de l’espace urbain, conséquence de la chute du régime communiste, a provoqué l’érosion d’espaces considérés comme publics et de nombreux espaces verts. De nombreuses voix se sont élevées pour dénoncer ce qui est souvent qualifié de catastrophe pouvant mener à la « disparition » de Saint-Pétersbourg. Je me suis intéressée à trois aspects de la mobilisation citoyenne contre la densification urbaine : 1) l’opposition de résidents à des projets de constructions qui menacent directement leur environnement immédiat; 2) les efforts de certaines organisations citoyennes pour sauver des espaces verts menacés et; 3) la mobilisation provoquée par la démolition du patrimoine historique. J’ai tenté de comprendre pourquoi la lutte contre la densification urbaine constitue la principale cause de mobilisation à Saint-Pétersbourg en ce début de 21e siècle. Je me suis questionnée sur le sens de cette mobilisation et sur les raisons qui poussent des citoyens à se transformer momentanément en activistes. J’ai examiné l’histoire singulière de cette ville et son passé de résistance qui ont contribué à donner naissance à une identité particulière qui a perduré au fil des siècles, malgré les guerres et les bouleversements politiques. L’analyse des récits et des actions des résidents a révélé que la densification urbaine met en lumière plusieurs enjeux qui touchent la société russe contemporaine, comme le fossé grandissant entre les riches et les pauvres et la perte de confiance aux autorités. La densification urbaine représente, pour ses opposants, une perte de qualité de vie. Mais les Pétersbourgeois qui s’unissent pour préserver leur ville craignent aussi que la densification urbaine mène à la disparition de la mémoire et de la culture incarnées par tous ces lieux menacés. En exprimant leur désaccord contre les divers projets qui envahissent la ville, les résidents souhaitent aussi faire entendre leur voix et participer de manière active à l’élaboration d’une vision qui prendrait en compte les intérêts non seulement de la classe dirigeante, mais de l’ensemble de la population. En ce sens, les mobilisations contre la densification urbaine constituent une tentative de (ré)appropriation de la ville, tant sur le plan matériel que symbolique.

Cette recherche s’intéresse aux espaces équivoques, soit des espaces jugés ambigus en raison des modes d’appropriation qu’on y retrouve. Par un processus heuristique et à l’aide d’une double étude de cas exploratoire, qui emprunte des méthodes de recherche ethnographiques, cette recherche a pour objectif de mieux caractériser les espaces équivoques. Les deux espaces considérés, tous deux situés dans la partie nord de l’arrondissement du Plateau-Mont-Royal à Montréal, sont un terrain vague informellement appelé le Parc sans Nom et une friche industrielle informellement appelée le Champ des Possibles. Les positions des gestionnaires municipaux et des usagers des deux sites seront analysées selon trois dimensions : les contraintes physiques, les mesures coercitives et les perceptions du risque et du potentiel de conflits. Les résultats issus de ces analyses permettent de constater que les espaces équivoques émergent par processus de co-construction. Ces résultats permettent également de soulever des pistes de réflexion sur les rapports entre les individus et l’espace urbain.

Cette recherche porte sur le changement social dans la période postsocialiste à Cluj-« Napoca », une ville transylvaine de Roumanie. En mobilisant une approche en termes de rapports sociaux à l’espace, l’étude explore les principes de différenciation tant spatialement que socialement. Les concepts d’« espace public » et de « lieu » ont permis une analyse aux multiples facettes menée selon quatre axes : matérialité et la visibilité des espaces, sphère publique-politique, vie sociale publique, investissements et appropriations individuelles. La thèse examine ainsi les activités qui se déroulent dans les places publiques centrales, les investissements spatiaux, les rituels quotidiens et les manifestations contestataires, les multiples attachements ethniques et religieux des habitants. L’ethnographie des places publiques centrales de Cluj-« Napoca » a mis en évidence une « faible classification des espaces » centraux de la ville, traduite par une grande diversité sociale. Les marques ethnicisantes parsemées à Cluj-« Napoca » renvoient aux groupes ethniques, mais aussi à d’autres enjeux qui relèvent du processus de restructuration du champ politique dans le postsocialisme. Dans le même registre, les stratégies de type ethnique sont mobilisées pour désigner de nouveaux critères de différenciation sociale et pour redéfinir d’anciennes catégories sociales. Oublis, silences et exigences d’esthétisation reflètent des demandes implicites des habitants pour redéfinir les cadres de la politique. Finalement, la thèse montre comment l’espace public à Cluj-« Napoca » pendant la période postsocialiste relève d’un processus continuel de diversification sociale et d’invention des Autres par d’incessantes mises à distance. L’espace public n’est pas la recherche de ce que pourrait constituer le vivre ensemble, mais la quête de ce qui nous menace et qu’il faut mettre à distance.
