Depuis 2006, le Programme Hors Normes (PHN) dicte une nouvelle marche à suivre que doivent privilégier les équipes de santé au travail (SAT) lorsque des travailleurs sont exposés à des concentrations environnementales de produits chimiques supérieures aux valeurs d’exposition admissibles, c’est-à-dire à des « hors normes ». Le PHN encadre les activités de signalements des hors normes aux instances concernées et demande des suivis plus rigoureux en établissements. Ce faisant, il redéfinit les rôles des infirmières et des membres des équipes SAT. Dans le but de mieux comprendre l’implication des infirmières dans le cadre du PHN, sept entretiens individuels semi-dirigés ont été réalisés afin d’explorer et de décrire leurs représentations. L’analyse qualitative de ces représentations, par catégorisation et comparaisons constantes des discours, révèle que les infirmières se représentent de diverses façons leur pratique dans le cadre du PHN. En effet, les résultats de l’étude montrent qu’afin de comprendre l’implication des infirmières dans ce programme d’intervention, il importe de considérer les quatre éléments suivants : l’organisation du travail, les aspects relationnels (dynamique de relations), les cibles d’intervention et l’utilité du travail des infirmières (sens donné au travail). Afin de faciliter leur participation dans les programmes d’intervention et d’encourager la collaboration, tant intersectorielle qu’interprofessionnelle, il est suggéré en premier lieu de favoriser l’implication des infirmières dans les processus d’élaboration et d’implantation de programmes d’intervention. En second lieu, il est proposé de mettre en place une formation continue interprofessionnelle permettant une meilleure harmonisation des pratiques professionnelles.

This article presents the results and conclusions obtained from an investigation into the possibilities of qualifying urban outskirts of Bogota with regard to the construction of public areas. The discussion presents the results obtained in previous investigations which give reason to conclude that the city’s outskirts are currently equipped with insuffi cient basic urban services and equipment. Questions are raised in regards to the proposals of the Plan for Territorial Organization (POT as abbreviated in Spanish) according to now known facts. From analysis both of currently known facts as well as the proposals of the Plan for Territorial Organization advancement is made in the analysis of the existing possibilities in the latter scenario to improve the condition of the admittedly unarticulated and defi cient urban outskirts, especially for the development of low cost housing.

The management of a public sector project is analysed using a model developed from systems theory. Linear responsibility analysis is used to identify the primary and key decision structure of the project and to generate quantitative data regarding differentiation and integration of the operating system, the managing system and the client/project team. The environmental context of the project is identified. Conclusions are drawn regarding the project organization structure's ability to cope with the prevailing environmental conditions. It is found that the complexity of the managing system imposed on the project was unable to achieve this and created serious deficiencies in the outcome of the project.

Procurement is one of major business operations in public service sector. The advance of information and communication technology (ICT) pushes this business operation to increase its efficiency and foster collaborations between the organization and its suppliers. This leads to a shift from the traditional procurement transactions to an e-procurement paradigm. Such change impacts on business process, information management and decision making. E-procurement involves various stakeholders who engage in activities based on different social and cultural practices. Therefore, a design of e-procurement system may involve complex situations analysis. This paper describes an approach of using the problem articulation method to support such analysis. This approach is applied to a case study from UAE.

University systems rely on organizational and governance structures to balance the interest, missions, and needs of constituent campuses. This report examines organizational and governance structures of four public university systems. It explores the organizational structures of governing boards and administrative offices, as well as the role of system offices in coordinating across constituent campuses and protecting mission differentiation.

According to the World Health Organization (WHO) estimates for the year 2020, approximately 1.5 million people will commit suicide, and at least 10 times that many will make an attempt. This paper offers a brief overview of the current state of the epidemiology of suicide, a burgeoning public health problem. The information provided is based in large measure on reports of suicide mortality from 130/193 countries. In order to contextualize these data, this paper explores the contribution of both individual and sociocultural factors that influence suicidal behavior, from which much has been learned. Outlining the history of attempts by international and national organizations like WHO, United Nations, member states in the European community and other countries to regularize identification and suicide reporting procedures, this paper also demonstrates that serious knowledge gaps remain. Minimal requirements for successful evidence-based interventions are presented. (C) 2010 Published by Elsevier Masson SAS.

Parasite virulence genes are usually associated with telomeres. The clustering of the telomeres, together with their particular spatial distribution in the nucleus of human parasites such as Plasmodium falciparum and Trypanosoma brucei, has been suggested to play a role in facilitating ectopic recombination and in the emergence of new antigenic variants. Leishmania parasites, as well as other trypanosomes, have unusual gene expression characteristics, such as polycistronic and constitutive transcription of protein-coding genes. Leishmania subtelomeric regions are even more unique because unlike these regions in other trypanosomes they are devoid of virulence genes. Given these peculiarities of Leishmania, we sought to investigate how telomeres are organized in the nucleus of Leishmania major parasites at both the human and insect stages of their life cycle. We developed a new automated and precise method for identifying telomere position in the three-dimensional space of the nucleus, and we found that the telomeres are organized in clusters present in similar numbers in both the human and insect stages. While the number of clusters remained the same, their distribution differed between the two stages. The telomeric clusters were found more concentrated near the center of the nucleus in the human stage than in the insect stage suggesting reorganization during the parasite's differentiation process between the two hosts. These data provide the first 3D analysis of Leishmania telomere organization. The possible biological implications of these findings are discussed.

The Centre for the Facilitation of Procedures and Practices in Administration, Commerce and Transport (CEFACT) constitutes a partnership between the public and private sectors for their mutual benefit. For the private sector, working with governments to improve commerce is critical to improving international competitiveness. For governments, working with the private sector to reduce procedural barriers to trade is critical to improving both their own administrative effectiveness and the economic well-being of their countries. This issue of the Bulletin presents an exposition by the Chairman of the CEFACT, Mr. Henri Martre, at the Trade Facilitation Seminar, carried out between 9 and 10 March of 1998, at the Headquarters of the World Trade Organization, Geneva, Switzerland. Its main purpose is to explain the importance of CEFACT's partnership between the public and private sectors; how this partnership works, and the trade facilitation instruments it has created.
