Les facteurs climatiques ainsi bien que les facteurs non-climatiques doivent être pris en considération dans le processus d'adaptation de l'agriculture aux changements et à la variabilité climatiques (CVC). Ce changement de paradigme met l'agent humain au centre du processus d'adaptation, ce qui peut conduire à une maladaptation. Suite aux débats sur les changements climatiques qui ont attiré l'attention scientifique et publique dans les années 1980 et 1990, l'agriculture canadienne est devenue un des points focaux de plusieurs études pionnières sur les CVC, un phénomène principalement dû à l’effet anthropique. Pour faire face aux CVC, ce n’est pas seulement la mitigation qui est importante mais aussi l’adaptation. Quand il s'agit de l'adaptation, c'est plutôt la variabilité climatique qui nous intéresse que simplement les augmentations moyennes des températures. L'objectif général de ce mémoire de maîtrise est d'améliorer la compréhension des processus d'adaptation et de construction de la capacité d'adaptation ai niveau de la ferme et de la communauté agricole à travers un processus ascendant, c’est-à-dire en utilisant l'approche de co-construction (qui peut également être considéré comme une stratégie d'adaptation en soi), pour développer une gestion et des outils de planification appropriés aux parties prenantes pour accroître ainsi la capacité d'adaptation de la communauté agricole. Pour y arriver, l'approche grounded theory est utilisée. Les résultats consistent de cinq catégories interdépendantes de codes élargis, conceptuellement distinctes et avec un plus grand niveau d'abstraction. La MRC du Haut-Richelieu a été choisie comme étude de cas en raison de plusieurs de ses dimensions agricoles, à part de ses conditions biophysiques favorables. 15 entrevues ont été menées avec les agriculteurs. Les résultats montrent que si certains agriculteurs ont reconnu les côtés positifs et négatifs des CVC, d’autres sont très optimistes à ce sujet comme se ils ne voient que le côté positif; d'où la nécessité de voir les deux côtés des CVC. Aussi, il y a encore une certaine incertitude liée aux CVC, qui vient de la désinformation et la désensibilisation des agriculteurs principalement en ce qui concerne les causes des CVC ainsi que la nature des événements climatiques. En outre, et compte tenu du fait que l'adaptation a plusieurs caractéristiques et types, il existe de nombreux types d'adaptation qui impliquent à la fois l'acteur privé et le gouvernement. De plus, les stratégies d'adaptation doivent être élaborées conjointement par les agriculteurs en concert avec d'autres acteurs, à commencer par les agronomes, car ils servent en tant que relais important entre les agriculteurs et d'autres parties prenantes telles que les institutions publiques et les entreprises privées.

Frequent shifts in policy on fertiliser markets have occurred in Ethiopia with the aim of facilitating both physical and economic access of farmers to fertiliser. The last shift was the introduction of a monopoly on each stage of the supply chain in 2008. Furthermore, government control of prices and margins as well as stockholding programmes are also present on the markets. This paper evaluates the effect of these policies on the integration of domestic with world markets of fertiliser, using cointegration methods. Time series data of diammonium phosphate (DAP) and urea prices on world, import and retail markets between 1971 and 2012 are used. The findings show high transmission of price signals from world markets to import prices for both DAP and urea. However, between import and retail prices there is no evidence of cointegration for urea, while for DAP full price transmission is concluded. In the retail market, domestic transaction costs associated with storing large volumes of fertiliser act as a buffer between import and retail prices, especially for urea. Therefore, economic benefits could be achieved by reducing the size of stocks and revising the demand estimation process.

This article aims to present an approach to the issue of farm or rural zone workers, including a labour law study of agrarian legal decisions, so as to demonstrate their importance in respect to social, economic and cultural rights in Colombia. The study will serve to illustrate through the history, the applicable law and the jurisprudence, the different ways in which farmers have been treated from the time of the origin until the arrival of modern systems of industrialization. It calls into question the effectiveness of existing laws and the role of the courts, in spite of globalization, to maintain the minimum rights and guarantees of farm workers who are considered to be a vulnerable population. In conclusion, this study seeks to illustrate the current role of the Labor law and the National Health Service in the area of demonstrating of the existence or absence of mechanisms to protect workers in rural areas and the need to create some mechanisms that involve social justice given its prime importance in the Constitution of 1991.

This article presents the results and conclusions obtained from an investigation into the possibilities of qualifying urban outskirts of Bogota with regard to the construction of public areas. The discussion presents the results obtained in previous investigations which give reason to conclude that the city’s outskirts are currently equipped with insuffi cient basic urban services and equipment. Questions are raised in regards to the proposals of the Plan for Territorial Organization (POT as abbreviated in Spanish) according to now known facts. From analysis both of currently known facts as well as the proposals of the Plan for Territorial Organization advancement is made in the analysis of the existing possibilities in the latter scenario to improve the condition of the admittedly unarticulated and defi cient urban outskirts, especially for the development of low cost housing.

BACKGROUND: Snakebite represents a significant health issue worldwide, affecting several million people each year with as many as 95,000 deaths. India is considered to be the country most affected, but much remains unknown about snakebite incidence in this country, its socio-economic impact and how snakebite management could be improved. METHODS/PRINCIPAL FINDINGS: We conducted a study within rural villages in Tamil Nadu, India, which combines a household survey (28,494 people) of snakebite incidence with a more detailed survey of victims in order to understand the health and socio-economic effects of the bite, the treatments obtained and their views about future improvements. Our survey suggests that snakebite incidence is higher than previously reported. 3.9% of those surveyed had suffered from snakebite and the number of deaths corresponds to 0.45% of the population. The socio-economic impact of this is very considerable in terms of the treatment costs and the long-term effects on the health and ability of survivors to work. To reduce this, the victims recommended improvements to the accessibility and affordability of antivenom treatment. CONCLUSIONS: Snakebite has a considerable and disproportionate impact on rural populations, particularly in South Asia. This study provides an incentive for researchers and the public to work together to reduce the incidence and improve the outcomes for snake bite victims and their families.

Research has shown that microenterprises have ability to survive and grow with the support of portals that include eCcommerce. However, almost no research has demonstrated how it’s done and what support microenterprises want. Results of our study shows that the portals have to be improved to support the use of advanced ICT applications, make it usable to use, and give more time for core business for the participating microenterprises. We have seen that portals have to solve problem with the technical solution and the process of payment. The network building activities in the portals do not happen in such extent that we have expected based on previous research. If portals will get businesses to grow in microenterprises, we propose that in addition to providing access to advanced ICT applications need to climbs one step higher in the DTI ladder and create more of eCommerce to increase sales in a greater market. We also propose that portals which support cooperation between microenterprises in rural areas from different branches have the best chances to succeed in the future.

One of the Main Subjects to Be Discussed, in Order to Adjust Latin American Economies to a Regional Integration Network, as Imposed By Mercosul or Other Economic Common Markets, is Related to the Employment and Other Labor Markets Public Policies. the Question to Be Posed Is: Having in Mind the Characteristics of Different Labor Markets and Labor Forces, What are the Impacts of Governmental Measures Presented in the Diverse Economic Conditions of Those Countries. Having in Mind These Impacts, This Paper Aims to Examine the Requisites to Adjust the Labor Structure Standards of Latin American Countries and What Would Be the Reforms to Be Performed By These Countries in Order to Prepare These Markets and Labor Forces to Adapt to Regional Integration Networks Represented By Mercosul, Alca or Other Common Markets. Research that seeks to estimate the effects of fiscal policies on economic growth has ignored the role of public debt in this relationship. This study proposes a theoretical model of endogenous growth, which demonstrates that the level of the public debt-to-gross domestic product (GDP) ratio should negatively impact the effect of fiscal policy on growth. This occurs because government indebtedness extracts part of the savings of the young to pay interest on the debts of the older generation, who are no longer saving. Therefore, the payment of debt interest assumes an allocation exchange role between generations that is similar to a pay-as-you-go pension system, which results in changes in the savings rate of the economy. The major conclusions of the theoretical model were tested using an econometric model to provide evidence for the validity of this conclusion. Our empirical analysis controls for timeinvariant, country-specific heterogeneity in the growth rates. We also address endogeneity issues and allow for heterogeneity across countries in the model parameters and for cross-sectional dependence.

A mandioca (Manihot esculenta Crantz) é uma planta cultivada predominantemente para a subsistência dos trabalhadores rurais sendo uma das principais fontes de carboidratos disponíveis aos estratos sociais de baixa renda e tem importante participação na geração de emprego e renda. O Estado do Pará destaca-se pelo volume de produção de mandioca, mas o cultivo ainda está voltado essencialmente para a subsistência sendo pouco explorado como matéria prima em derivados industriais e insumo para enfrentar problemas globais como a fome, a degradação ambiental e a produção de energia, gerando emprego e renda para comunidades locais e rurais. Este estudo tem como objetivo avaliar como está se desenvolvendo a organização de produtores rurais de mandioca da Associação de Desenvolvimento Comunitário e Rural Bom Jesus, através do modelo de gestão de cadeia produtiva e compreender em que medida se justifica economicamente o cultivo de mandioca. A pesquisa é de natureza exploratória e descritiva e por meio do questionário e entrevista aplicado a 17 produtores rurais juntamente com a fundamentação teórica sobre o entendimento contemporâneo de cadeia produtiva foram percebidos evidências que justificam economicamente, em parte, o cultivo da mandioca. A geração de postos de trabalhos para as mulheres, a utilização de resíduos como incremento no arranjo produtivo, a apoio da extensão e do crédito rural, e as vantagens advindas da organização dos produtores rurais proporcionando renda e produção constantes no campo, foram os fatores considerados. Porém, a necessidade de inovações tecnológicas, parcerias com os setores industriais, arranjos produtivos mais rentáveis, mecanização do plantio e da colheita, os problemas ambientais (resíduos tóxicos e desmatamento) e de acesso à pesquisa, o nível de escolaridade, e a cooperação entre os agricultores, são desafios reais a serem enfrentados e o fator decisivo é o apoio governamental. Este estudo demonstra a realidade de uma sociedade quase sempre marginalizada e esquecida pelas políticas públicas. Além da variável econômica, a avaliação das culturas produtivas deve passar pelos filtros de análise social e ambiental, pois assim, nos permite com maior exatidão compreender os problemas reais da nossa sociedade, em especial da vida na Amazônia.

It is well documented the positive impact of the Private Equity and Venture Capital (PE/VC) industry on the creation and development of highly successful innovative companies in a few countries, mainly in the United States. PE/VC firms provide not only capital to startups and small and medium enterprises (SMEs) that usually have financing gap, especially in emerging markets, but also strategic resources that enable these enterprises to commercialize innovation. As consequence, government incentive and nurture of local PE/VC industries would be expected in emerging economies due to innovation‟s importance to economic growth. This paper aims to identify if the Brazilian government has supported local PE/VC industry throughout the years in order to foster favorable conditions to creating and developing successful innovative businesses. It also analyzes Brazil‟s main public policies towards PE/VC and if they encompass all the three stages of its cycle – fundraising, investing and exiting. I conducted an empirical research which collected primary data from a sample of 127 PE/VC firms (90% of the population) operating in Brazil as of June, 2008. All firms answered a webbased questionnaire that collected quantitative data regarding their investment vehicles, portfolio companies, investments and exits. I compared the data obtained from the survey with the main local governmental PE/VC support programs. First, I confirmed the hypothesis that the Brazilian government has been using the PE/VC industry as a public policy towards entrepreneurship and innovation. Second, I identified that although PE/VC public policies in Brazil are mostly concentrated in fundraising phase, they have been able to positively impact the whole cycle. Third, it became clear that the Brazilian government became more concerned about Seed and Venture Capital (VC) Early stages due to their importance to the entire PE/VC value chain. As consequence, I conclude that those public policies have been very important to build a dynamic and strong local PE/VC industry, whose committed capital grew 50% per year between 2005 and 2008 to achieve US$27 billion, which invested US$ 11 billion, which employs 1,400 professionals (75% with postgraduate degrees) and maintains 482 portfolio companies, mostly SMEs. In addition, PE/VCbacked companies represented one third of the Initial Public Offerings (IPOs) that occurred in Brazil between 2004 and 2008 (approximately US$15 billion).

The objective of the present work is to verify the effects of Rural Social welfare in the family agriculture of the microrregião Serra de São Miguel-RN. The study based on available bibliography on the theme, in secondary data and in a rising amostral accomplished in three municipal districts (Encanto, São Miguel and Riacho de Santana) of the microrregião. The universe of the study was the establishments of the family agriculture appeared in the Agricultural Census of 2006, in those municipal districts. The unit of considered analysis was the rural family, with the interviews being applied close to the farmers' families with and without retired rural. The sample was of 94 present families in the family establishments. The results demonstrate that the Rural Precaution reaches a significant covering degree in the rural area of the researched municipal districts, with an average of 1,57 beneficiaries for home in the families with retired. The data of the research attest that the family agriculture in the microrregião Serra de São Miguel-RN it has few favorable conditions for his/her development, once, besides the shortage of lands and of the climatic factor of the area, the returned public politics the family farmers' totality - like PRONAF and PAA -, it has been unable to give effective answers for the improvement of the life conditions in the rural way, have seen the minimum amount of families reached by those politics, be in function of the drawing or of the atmosphere where they are done. In this context, he/she stands out the importance of the Rural Precaution that, in function of the application of the constitutional devices that you/they guaranteed his/her universalization, it has been the only relevant public politics that, in fact, it has been reaching her/it all their beneficiary potentials. Given the general situation of the family agriculture of the microrregião and of the specific characteristics of the researched family establishments, the hypothesis was corroborated that the rural retirement doesn't contribute directly to the increase / making possible of the family agriculture. In spite of 57,4% of the families with retired have declared to use resources of the retirement in the costing of the rural activity carried out by the family, the annual medium value of the expense just located around 7,02% of the annual value of the retirements gained by the families in the year of 2010. Data the low levels in that the social reproduction of the great majority of the family establishments of the microrregião, the maintenance of the families is operated represents the main destiny of the resources precautions. It was also confirmed the hypothesis that the Rural Precaution constitutes the main monetary contribution of the families with retired. For more than 93% of the families with retired, the retirements doing 50% or more of the total of the family monetary income, and in the composition of the rural income of the families with retired and pensioners, the originating from income the rural retirements are equal to 65,24% of the total of the annual income obtained by the families. It is ended, because, that the rural precaution, given to the adversities for the development of the family agriculture, of the operational inefficacy of the public politics and of the few opportunities of generation of existent income in the local savings, it is the main responsible for the reduction of the poverty and, consequently, for the improvements of the conditions of life of the families of and with seniors in the rural way of the microrregião Serra de São Miguel-RN

This is study about the Project Vazantes, as a case of stay policy on access to land upstream of the weir humid New World, in Caicó-RN. It includes social and economic aspects of vazanteiros, that in their experiences with the land, recreate structures, forms and functions. Theoretically, the work is based on the ideas miltonianas (1986, 1988, 1996, 1997) on the production and reproduction of space, as seen this system of actions that is articulated to the public policies and the achievements solidarity, to the extent that production, in vazantes there is virtually no technology investment, technical assistance and rural credit. Regarding the search procedures, we conducted interviews and questionnaires with vazanteiros applied but did photographic records and research into documentary sources Agricultural Research Company's Rio Grande do Norte S / A (EMPARN), the Union of Rural Workers of Caicó (STRC ), In newspapers and magazines, as well as other sources of information related to the object of study.Such procedures, coupled with theoretical and methodological benchmarks, helped in the understanding of the relationship that takes place in the New World Farm, in order that space produced by actors (EMPARN and vazanteiros) comprises a structure of power that involves multiple interests in extent that land and labor are appropriate mechanisms as dialetizantes
