This article studies the interplay between fiscal rules, public investment and growth in Brazil. It is investigated if it would make sense to raise public investment and, if so, under which fiscal rule it is best to do it — whether through tax financing, debt financing, or a reduction of public consumption. We construct and simulate a competitive general equilibrium model, calibrated to Brazilian economy, in which public capital is a component of the production function and public consumption directly affects individuals’ well-being. After assessing the impacts of alternative fiscal rules, the paper concludes that the most desirable financing scheme is the reduction of public consumption, which dominates the others in terms of output and welfare gains. The model replicates the observed growth slowdown of the Brazilian economy when we increase taxes and reduce public capital formation to the levels observed after 1980 and shows that the growth impact of the expansion of tax collection in Brazil was much larger than that of public investment compression.

Este trabalho tem como objectivo compreender de que forma os investidores veem as energias renováveis: se as veem como parte do sector tecnológico, à espera de novos desenvolvimentos, ou como uma alternativa aos métodos existentes de produção de energia. Para responder a esta questão, foi desenvolvido um modelo de vectores autoregressivos com quatro variáveis de forma a se poder aplicar um Granger causality test e Impulse Response function. Os resultados sugerem que para o período de 2002-2007 à escala global ambas as hipóteses se confirmam, porém de 2009-2014 os resultados sugerem que os investidores não reconhecem as energias renováveis como um ramo do sector tecnológico, neste período. Para além disso, durante o período de 2009-2014, e quando comparados investidores Americanos com Europeus, os resultados sugerem que apenas o último identifica as energias renováveis como uma fonte viável para a produção energética.

The objective of this study was to evaluate the methodology to establish the hemolytic activity of alternative complement pathway as an indicator of the innate immunity in Brazilian fish pacu (Piaractus mesopotamicus), in addition to verifying the influence of β-glucan as an immunostimulant. Fish were fed with diets containing 0, 0.1 and 1% β-glucan, during seven days, and then inoculated with Aeromonas hydrophila. Seven days after the challenge, they were bled for serum extraction. The methodology consisted of a kinetic assay that allows calculating the required time for serum proteins of the complement to promote 50% lysis of a rabbit red blood cell suspension. The method developed in mammals was successfully applied for pacu and determined that the hemolytic activity of the proteins of the complement system (alternative pathway) increased after the pathogen challenge, but was not influenced by the β-glucan treatment.

Os ensaios de largura de trabalho e uniformidade de distribuição são de difícil execução para o agricultor por exigirem equipamentos, recursos e métodos complexos. Portanto, este trabalho teve como objetivo avaliar coletores alternativos para tornar mais acessível a regulagem e a avaliação de distribuidores de fertilizantes sólidos a lanço. Foram utilizados quatro diferentes conjuntos de coletores: i) coletores construídos segundo a norma ISO 5690/1; ii) coletores de polietileno (bandejas plásticas) com tela de sombreamento para evitar o ricochete de material; iii) coletores formados por caixas de leite longa vida, e iv) coletores formados por vasos de polietileno (número 3,5). Também foram utilizados três diferentes distribuidores para as avaliações. Os coletores alternativos apresentaram maior retenção de partículas que os coletores normatizados. A largura efetiva de trabalho obtida para os coeficientes de variação de 12,5; 15; 17,5 e 20% variou entre os coletores nos diferentes percursos. O coletor que mais se assemelhou à norma foram os vasos de polietileno. Constatou-se que a altura dos coletores foi mais importante para sua eficiência do que a sua área de coleta.

Objective: To evaluate the influence of alternative erasing times of DenOptix (R) (Dentsply/Gendex, Chicargo, IL) digital plates oil subjective image quality and the probability of double exposure image not Occurring.Methods: Human teeth were X-rayed with phosphor plates using tell different erasing times. Two observers evaluated the images for subjective Image quality (sharpness, brightness, contrast, enamel definition, dentin definition and dentin-enamal Junction definition) and for the presence or absence of double exposure image. Spearman's correlation analysis and ANOVA was performed to verify the existence ora linear association between the subjective image quality parameters and the alternative erasing times. A contingency table was constructed to evaluate the agreement among the observers, and a binominal logistic regression was performed to verify the correlation between the erasing time and the probability of double exposure image not occurring.Results: All 6 parameters or image quality were rated high by the examiners for the erasing times between 25 s and 130 s. The same erasing time range, from 25 to 130 s, was considered a safe erasing time interval, with no probability of a double exposure image Occurring.Conclusions: The alternative erasing times from 25 s to 130 s showed high quality and no probability of double image Occurrence. The conventional power flow method is considered to be inadequate to obtain the maximum loading point because of the singularity of Jacobian matrix. Continuation methods are efficient tools for solving this kind of problem since different parameterization schemes can be used to avoid such ill-conditioning problems. This paper presents the details of new schemes for the parameterization step of the continuation power flow method. The new parameterization options are based on physical parameters, namely, the total power losses (real and reactive), the power at the slack bus (real or reactive), the reactive power at generation buses, and transmission line power losses (real and reactive). The simulation results obtained with the new approach for the IEEE test systems (14, 30, 57, and 118 buses) are presented and discussed in the companion paper. The results show that the characteristics of the conventional method are not only preserved but also improved.

New parameterization schemes have been proposed by the authors in Part I of this paper. In this part these new options for the parameterization of power flow equations are tested, namely, the total power losses (real and reactive), the power at the slack bus (real or reactive), the reactive power at generation buses, and the transmission line power losses (real and reactive). These different parameterization schemes can be used to obtain the maximum loading point without ill-conditioning problems, once the singularity of Jacobian matrix is avoided. The results obtained with the new approach for the IEEE test systems (14, 30, 57, and 118 buses) show that the characteristics of the conventional method are not only preserved but also improved. In addition, it is shown that the proposed method and the conventional one can be switched during the tracing of PV curves to determine, with few iterations, all points of the PV curve. Several tests were also carried out to compare the performance of the proposed parameterization schemes for the continuation power flow method with the use of both the secant and tangent predictors.

We study the possible impact of the neutrino oscillation which could be induced by a tiny violation of equivalence principle (VEP) on the observation of neutrinos emitted from supernova driven by gravitational collapse. We show that using supernova neutrinos, one can probe very small values of VEP parameters, delta(tau) less than or similar to O(10(-31)) for massless or degenerated neutrinos and delta(tau) less than or similar to O(10(-16)) x (Deltam(2)/10(-5) eV(2)) for massive neutrinos. The δ-expansion is a nonperturbative approach for field theoretic models which combines the techniques of perturbation theory and the variational principle. Different ways of implementing the principle of minimal sensitivity to the δ-expansion produce in general different results for observables. For illustration we use the Nambu-Jona-Lasinio model for chiral symmetry restoration at finite density and compare results with those obtained with the Hartree-Fock approximation.

The aim of this study was to evaluate alternative methods for the disinfection of toothbrushes considering that most of the previously proposed methods are expensive and cannot be easily implemented. Two-hundred toothbrushes with standardized dimensions and bristles were included in the study. The toothbrushes were divided into 20 experimental groups (n=10), according to microorganism considered and chemical agent used. The toothbrushes were contaminated in vitro by standardized suspensions of Streptococcus mutans, Streptococcus pyogenes, Staphylococcus aureus or Candida albicans. The following disinfectants were tested: 0.12% chlorhexidine digluconate, 50% white vinegar, a triclosan-containing dentifrice solution, and a perborate-based tablet solution. The disinfection method was immersion in the disinfectant for 10min. After the disinfection procedure, the number of remaining microbial cells was evaluated. The values of cfu/toothbrush of each group of microorganism after disinfection were compared by Kruskal-Wallis ANOVA and Dunn's test for multiple comparisons (5%). The chlorhexidine digluconate solution was the most effective disinfectant. The triclosan-based dentifrice solution promoted a significant reduction of all microorganisms' counts in relation to the control group. As to the disinfection with 50% vinegar, a significant reduction was observed for all the microorganisms, except for C. albicans. The sodium perborate solution was the less effective against the tested microorganisms. Solutions based on triclosan-containing dentifrice may be considered effective, nontoxic, cost-effective, and an easily applicable alternative for the disinfection of toothbrushes. The vinegar solution reduced the presence of S. aureus, S. mutans and S. pyogenes on toothbrushes.

This study aimed to analyze the electromyographic (EMG) activity of iliocostalis lumborum (IL), internal oblique (IO) and multifidus (MU) and the antagonist cocontraction (IO/MU and IO/IL) during the performance of Centering Principle of Pilates Method. Participating in this study were eighteen young and physically fit volunteers, without experience in Pilates Method, divided in two groups: low back pain group (LBPG, n = 8) and control group (CG, n = 10). Two isometric contractions of IO muscles (Centering Principle) were performed in upright sitting posture. EMG signal amplitude was calculated by Root Mean Square (RMS), which was normalized by RMS maximum value. The common area method to calculate the antagonist cocontraction index was used. MU and IO activation and IO/MU cocontraction (. p < 0.05) were higher in CG. The CG therefore showed a higher stabilizer muscles recruitment than LBPG during the performance of Centering Principle of Pilates Method. © 2012 Elsevier Ltd.

Ticks are hematophagous ectoparasites which can transmit several diseases to the host during their feeding process. When ticks mechanically damage the tissue, they eventually induce inflammatory responses on the skin spot where they are fixed. One of the alternatives to control these ectoparasites is the use of chemical substances like selamectin - the active principle of Pfizer's antiparasitic Revolution® - a macrocyclic lactone capable of doing neurotoxic damage to the tick and eventually eliminating infestation in dogs and cats. The purpose of this study was to analyze, using histological and histochemical techniques, the occurrence of morphophysiological alterations in the skin of the host rabbits exposed to selamectin and infested with Rhipicephalus sanguineus (Acari: Ixodidae). Histologically, the exposed and infested rabbits showed a partial and/or total decrease in the stratum corneum and the epithelium decreased in the number of cell layers, consequently reducing the stratification (thinning) and quite pronounced formations of sub-epidermal edemas with consequent disorganization of collagen fibers in the dermal layer's connective tissue. Histochemical tests showed strong periodic acid-Schiff-positive reaction in the hair follicle and some regions of the dermis, besides resynthesis of collagen fibers detected by Mallory's trichrome technique. The obtained results showed that selamectin acts like a toxicant agent when in contact with the skin of the rabbit infested with ticks, inducing morphophysiological alterations in the acute inflammatory process in the animal's tegument. Selamectin is a chemical substance which has a dose-dependent action since higher concentrations cause greater morphophysiological damage in the skin of rabbits. © 2013 Springer-Verlag Berlin Heidelberg.
