The reality of water resources management in semiarid regions, such as the Seridó region, has been shaped by a complex chain involving social-cultural, political, economic and environmental aspects, covering different spheres of activity - from local to federal. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Seridó? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Seridó, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst

The study presents an approach on planning, sociospatial transformations and public touristic policies implemented between 2000 and 2010 in Caicó, encompassing people from the government, private sector and the population of the municipality and informal traders who use the leisure facilities and services arranged in place. As the main goal, the research intends to analyze the performance of public and private sectors correlated to the touristic activity in Caicó city and their reflections in the process changes sociospatial. The dissertation is structured in order to carry out an investigation into the role of public policies to the development of a location with touristic potential, in this case, the municipality of Caicó; to investigate public policies implemented in the touristic industry of Rio Grande do Norte, particularly the actions of PRODETUR-Nordeste focused on the development of the tourism in the countryside, affecting particularly the region of Seridó region and the municipality of Caicó, and, finally, to check the main changes sociospatial verified in Caicó between 2000 and 2010. Cultural issues and certain natural beauties can be seen as attractions that can attract tourist demand, taking into consideration the awakening increasingly more evident quest by the tourist for knowledge of the peculiarities of the region. Several authors have worked in this view, pointing to the cultural aspects of the region as elements that are able to boost the touristic activity. The questions raised in this study was based on a literature, based mainly on authors like Beni, Dias, Cruz, Azevedo and Morais. To obtain the necessary data in the analysis, the methodological procedures used in intensive direct observation, using interviews, applied together with the public representatives who are acting as leaders of the political actions related to tourism in the municipality and members of the private sector related to tourism services such as lodging establishments, food and travel agency and, finally, the local people and informal traders benefited directly or indirectly, with the touristic resources and structure. These research agents were investigated by means of structured forms such as support for analysis. Was detected in the survey that the leisure facilities and services installed in the last decade in the city of Caico has a priority the population of the municipality, is necessary to emphasize that the residents interviewed perceive the importance of these tools for tourist activity. It was also found that the public sector is the main responsible for the observed changes. Therefore, proved to be relevant to study the role public private sector partnerships and population influences, considering that this analysis may contribute to the work of researchers, public administrators and businessmen, may serve as a norteador for planning and development of tourism in the city of Caico

Having as reference the fundamentals of regional innovation systems (RIS) and the policy guidelines defined in the regionalization program implemented by the federal government, this study focus on the analysis of the so-called "Landmark Region", northern coast of Polo Costa das Dunas-RN, in order to indicate how the historical and cultural resources can support innovation in the tourism of the region, represented here by the cities of Pedra Grande and São Miguel do Gostoso. This is a descriptive research, using qualitative methods of data collection and analysis, configuring, still, as a case study. Data were gathered from literature, documents, semi-structured interviews and mainly by participant observation methods. The results show a great diversity of cultural resources in the region, both material and immaterial, which however are disarticulated, and need to be worked in order to be included in the tourism productive chain. The main opportunity for innovation regards the return of the Landmark to the region, an invaluable monument, with the construction of a memorial. Taking in account the relevance of the monument and the growth of the region, we conclude that the return of the Landmark to its place of origin, in conjunction with other cultural resources, could attract a flow of cultural tourists. This fact could be, as the theory suggests, characterized as market or niche innovation, as the region is dominated by the sun and sea and wind sports tourism

As Reservas Extrativistas (RESEX) têm se destacado como importante alternativa estratégica de subsistência. Integradas ao marco teórico do desenvolvimento sustentável elas têm se apresentado de modo empírico como amplas possibilidades de co-existência do homem com os recursos naturais em relações sustentáveis, no sentido harmonizar os aspectos sociais, econômicos e ecológicos das populações locais. O objetivo deste trabalho foi analisar o papel da educação no âmbito da proposta do desenvolvimento subjacente à proposta das reservas extrativistas, em especial o caso da RESEX / Soure, verificando a viabilidade das reservas extrativistas como modelo de desenvolvimento. O locus da pesquisa foi a Reserva Extrativista Marinha do Soure, município de Soure, estado do Pará. Foi estudada uma população composta por 278 famílias de "tiradores de caranguejo" / ACS de Soure e os 1.475 pescadores artesanais associados à Colônia de Pesca de Soure Zona 1/CP-Z- 1. A técnica de pesquisa utilizada foi a Observação Direta. E os instrumentos de pesquisa adotados foram os diários de observação e entrevistas semi-estruturadas. Constatou-se que os recursos naturais locais são riquíssimos, embora grande parte estejam ameaçados. Verificou-se também que a atividade extrativista mais significativa nas áreas da RESEX juntamente com a pesca é a tiração de caranguejo, uma vez que são as que garantem de maneira mais imediata a renda financeira. Observou-se que não só nível de escolarização da população entrevistada constitui-se um óbice ao seu desenvolvimento como também suas estratégias socioculturais não estão sendo valorizadas no âmbito da ação do governo local, nem nos planos dos executores da política de criação dessa reserva do CNPT / IBAMA. Concluiu-se que a ausência de um processo sociopedagógico que correlaciona os interesses sociais e culturais dos extrativistas há, ainda, um aspecto político de criação da RESEX de Soure mas ainda está para ser pensado e organizado com os moradores locais e suas organizações em Soure. Trata-se de dialogar efetivamente sobre o assunto. Enfim de por em questão os verdadeiros interesses que movem a ação do estado e das populações aí residentes.

O objetivo dessa investigação centra-se na análise dos programas de assistência à saúde as pessoas que vivem com HIV/AIDS em Belém, levando em consideração sua organização, referências de atendimento e as relações estabelecidas com os usuários-jovens. Para o desenvolvimento desse estudo, recorreu-se à pesquisa bibliografia de subsídios teóricos para discussão da política de saúde, da política de AIDS no Brasil e atuação das ONGS/AIDS como sujeitos políticos fundamentais nesse processo. Também apontamos brevemente, como a política de saúde se apresenta na região Amazônica com configurações sociopolíticas, econômicas, culturais e territoriais que a particularizam e impõem singularidades que exigem respostas diferenciadas. Outro universo temático da pesquisa deu-se em torno da discussão da categoria juventude e suas demandas particulares na arena de discussão das políticas públicas. A pesquisa de campo deu-se com a inserção e observação no interior das unidades que prestam atendimento, realizando entrevistas semiestruturadas com profissionais e usuários jovens objetivando a identificação e percepção de sua dinâmica de atendimento ao público, especificamente os jovens. Para aprofundar a compreensão do funcionamento desses serviços de saúde, realizou-se entrevistas com gestores governamentais e lideranças sociais que atuaram e influenciaram na criação dos mesmos. As entrevistas foram transcritas e organizadas em núcleos temáticos de interesse da pesquisa para interpretação e análise. Os programas de assistência à saúde de pessoas vivendo com HIV/AIDS em Belém refletem, em sua materialização, os avanços e conquistas da luta por direitos no campo da política de saúde; no entanto, sua organização e dinâmica de funcionamento não particularizam os sujeitos atendidos, deixando na invisibilidade as demandas dos jovens que acessam os serviços, bem como a relação estabelecida pelo segmento jovem com as unidades de atendimento é de distanciamento e pouca participação no cotidiano dos mesmos.

Understanding the territorial transformations is important to the geographic knowledge, especially when it is related to structural questions as agrarian one. In this way, the land acquisition to agrarian reform enables us to understand some of these transformations, represented by territorialization of landless workers in rural settlements, that are concrete results of the struggle for land that boost the policies of agrarian reform in our country. The renewal of the agrarian structure is fundamental to the concept of land reform and also provides that advances social, political, cultural, economic, etc. Classified as a country with rates of the highest land concentration in the world, Brazilian government attempts to base his actions to take in the expropriation of land the main character of the land reform. However, new policies have been gradually used to obtaining the rural settlements, in a process that Fernandes (2010) called the reconceptualization of land reform. Starting in 1985, Brazil has 63% of the beneficiaries of land reform policies settled on expropriated land, the rest is a result of incorporation policies such as land regularization, of land reform and land purchase. Such policies generate changes in agrarian structure, that is the goal of land reform, but don´t concentrate to the land ownership. This attitude of the state in coping with the agrarian question is his response to the pressures of capitalist agriculture represented by landowners and agribusiness, coping catching an intense and uneven territorial dispute with peasant agriculture, in an attempt to impose its model of development for the field. The aimed of this present study is to understand better the land reform acquisition and its implications in the Brazilian territory, in order to understand it in their multiplicity.

Apontar tendências - a médio e/ou longo prazos - para uma área do conhecimento, desafio o pesquisador para o exercício da priorização e da sistematização, mas também evidencia que escolhas foram feitas. O objetivo deste trabalho foi o de reunir informações capazes de demonstrar o cenário comunicacional em duas grandes frentes: ensino e pesquisa. Sistematizar trajetórias institucionais produtivas, criar e expandir políticas públicas que articulem os múltiplos atores sociais em torno de um desenvolvimento sustentável e possibilitar a reflexão sobre os arranjos institucionais mais adequados para permitir a inclusão social etc, são alguns resultados frente ao mapeamento proposto nesse material. Reconhecer e relacionar temas, incluídas as estruturas produtivas e as políticas de CT&I, P&D, as interconexões entre as múltiplas dimensões da infraestrutura, especificamente das comunicações, possibilitaram o conhecimento sobre o amadurecimento das instituições públicas e privadas e de seus acervos informacionais. Dividido em duas partes, a primeira focalizou o Brasil e suas instituições científicas e a segunda que traçou o panorama da educação do Cone Sul. O resultado apontou tendências brasileiras da Comunicação na primeira década do novo século, além de traçar o cenário da Educação no Cone Sul, a partir da segunda década, fazendo um inventário do estado atual do conhecimento
