El interés de esta monografía es analizar el diseño y la formulación de la Política Pública de Restitución de Tierras del Gobierno de Juan Manuel Santos. En particular, se busca establecer los aciertos y los desaciertos de dicho proceso para evidenciar que si bien la Restitución de Tierras propuesta por el Gobierno fue creada con el propósito de superar las desigualdades asociadas a la tenencia de tierras en Colombia, su formulación ha sido insuficiente para responder a las demandas de las víctimas del conflicto armado. Para tal fin se utilizan los dos modelos para el análisis de políticas públicas propuestos por la Universidad de Rosario como la herramienta teórica principal que permite entender cómo se llevo a cabo la formulación de esta política pública.

We have performed a screen combining subtractive hybridization with PCR to isolate genes that are regulated when neuroepithelial (NE) cells differentiate into neurons. From this screen, we have isolated a number of known genes that have not previously been associated with neurogenesis, together with several novel genes. Here we report that one of these genes, encoding a guanine nucleotide exchange factor (GEF), is regulated during the differentiation of distinct neuronal populations. We have cloned both rat and mouse GEF genes and shown that they are orthologs of the human gene, MR-GEF, which encodes a GEF that specifically activates the small GTPase, Rap1. We have therefore named the rat gene rat mr-gef (rmr-gef) and the mouse gene mouse mr-gef (mmr-gef). Here, we will collectively refer to these two rodent genes as mr-gef. Expression studies show that mr-gef is expressed by young neurons of the developing rodent CNS but not by progenitor cells in the ventricular zone (VZ). The expression pattern of mr-gef during early telencephalic neurogenesis is strikingly similar to that of GABA and the LIM homeobox gene Lhx6, a transcription factor expressed by GABAergic interneurons generated in the ventral telencephalon, some of which migrate into the cortex during development. These observations suggest that mr-gef encodes a protein that is part of a signaling pathway involved in telencephalic neurogenesis; particularly in the development of GABAergic interneurons.

Phylogenetic analyses of chloroplast DNA sequences, morphology, and combined data have provided consistent support for many of the major branches within the angiosperm, clade Dipsacales. Here we use sequences from three mitochondrial loci to test the existing broad scale phylogeny and in an attempt to resolve several relationships that have remained uncertain. Parsimony, maximum likelihood, and Bayesian analyses of a combined mitochondrial data set recover trees broadly consistent with previous studies, although resolution and support are lower than in the largest chloroplast analyses. Combining chloroplast and mitochondrial data results in a generally well-resolved and very strongly supported topology but the previously recognized problem areas remain. To investigate why these relationships have been difficult to resolve we conducted a series of experiments using different data partitions and heterogeneous substitution models. Usually more complex modeling schemes are favored regardless of the partitions recognized but model choice had little effect on topology or support values. In contrast there are consistent but weakly supported differences in the topologies recovered from coding and non-coding matrices. These conflicts directly correspond to relationships that were poorly resolved in analyses of the full combined chloroplast-mitochondrial data set. We suggest incongruent signal has contributed to our inability to confidently resolve these problem areas. (c) 2007 Elsevier Inc. All rights reserved.

Cientistas do comportamento humano se preocupam cada vez mais com a relação entre as variáveis ansiedade e rendimento pessoal, nas diversas etapas de trabalho do homem moderno. Alguns acham que há uma relação inversa entre as referidas variáveis. Nesta pesquisa procura-se verificar se a variável ansiedade pode apresentar implicações na escolha da profissão de psicólogo ou se a escolha inadequada da profissão pode aumentar o nível de ansiedade de uma pessoa. São focalizadas algumas teorias da ansiedade e suas abordagens clássicas - com definições e modelos, na visão de renomados autores, entre os quais se destacam Kierjeggard, Freud, Rollo May, Clark Hull, Spielberger e outros -, incluindo-se também várias teorias na área de influência do rendimento escolar. Um estudo de campo foi realizado em diversas Universidades do Rio de Janeiro e Faculdades Isoladas de Psicologia, sendo o Inventário de Ansiedade de Spielberger, na sua tradução para o Português, efetuada por Ângela Biaggio, com a finalidade de responder às seguintes questões: o alto índice da ansiedade levaria os alunos a procurarem os cursos de Psicologia ou, ainda, os cursos tornariam os alunos mais ansiosos. Os instrumentos utilizados para medir a variável independente foram os questionários de Charles D. Spielberger , o IDATE (Inventário de Ansiedade Traço e Estudo) e os procedimentos estatísticos, usados, através do t-teste e da análise de variância. O estudo baseia-se, entre outros pontos, nas diferenças de escores apresentados entre alunos do primeiro semestre do curso de Psicologia, semestres intermediários, o último semestre do mesmo curso, e, ainda, uma comparação entre os escores de alunos do primeiro semestre do curso de Psicologia e do curso de Administração de Empresas. Os resultados obtidos não apresentaram diferenças significativas nos estados de ansiedade dos grupos submetidos ao experimento. O estudo mostrou que o aluno de Psicologia não é mais ansioso que o de Administração e o nível de ansiedade não aumenta durante o curso, concluindo-se que a procura pelo curso não implica em situações ansiosas.

Extensive research conducted over the past several decades has indicated that semipermeable membrane behavior (i.e., the ability of a porous medium to restrict the passage of solutes) may have a significant influence on solute migration through a wide variety of clay-rich soils, including both natural clay formations (aquitards, aquicludes) and engineered clay barriers (e.g., landfill liners and vertical cutoff walls). Restricted solute migration through clay membranes generally has been described using coupled flux formulations based on nonequilibrium (irreversible) thermodynamics. However, these formulations have differed depending on the assumptions inherent in the theoretical development, resulting in some confusion regarding the applicability of the formulations. Accordingly, a critical review of coupled flux formulations for liquid, current, and solutes through a semipermeable clay membrane under isothermal conditions is undertaken with the goals of explicitly resolving differences among the formulations and illustrating the significance of the differences from theoretical and practical perspectives. Formulations based on single-solute systems (i.e., uncharged solute), single-salt systems, and general systems containing multiple cations or anions are presented. Also, expressions relating the phenomenological coefficients in the coupled flux equations to relevant soil properties (e.g., hydraulic conductivity and effective diffusion coefficient) are summarized for each system. A major difference in the formulations is shown to exist depending on whether counter diffusion or salt diffusion is assumed. This difference between counter and salt diffusion is shown to affect the interpretation of values for the effective diffusion coefficient in a clay membrane based on previously published experimental data. Solute transport theories based on both counter and salt diffusion then are used to re-evaluate previously published column test data for the same clay membrane. The results indicate that, despite the theoretical inconsistency between the counter-diffusion assumption and the salt-diffusion conditions of the experiments, the predictive ability of solute transport theory based on the assumption of counter diffusion is not significantly different from that based on the assumption of salt diffusion, provided that the input parameters used in each theory are derived under the same assumption inherent in the theory. Nonetheless, salt-diffusion theory is fundamentally correct and, therefore, is more appropriate for problems involving salt diffusion in clay membranes. Finally, the fact that solute diffusion cannot occur in an ideal or perfect membrane is not explicitly captured in any of the theoretical expressions for total solute flux in clay membranes, but rather is generally accounted for via inclusion of an effective porosity, n(e), or a restrictive tortuosity factor, tau(r), in the formulation of Fick's first law for diffusion. Both n(e) and tau(r) have been correlated as a linear function of membrane efficiency. This linear correlation is supported theoretically by pore-scale modeling of solid-liquid interactions, but experimental support is limited. The effect of zeolite amendment for enhanced sorption capacity on the consolidation behavior and hydraulic conductivity, k, of a typical soil-bentonite (SB) backfill for vertical cutoff walls was evaluated via laboratory testing. The consolidation behavior and k of test specimens containing fine sand, 5.8 % (dry wt.) sodium bentonite, and 0, 2, 5, or 10 % (dry wt.) of one of three types of zeolite (clinoptilolite, chabazite-lower bed, or chabazite-upper bed) were measured using fixed-ring oedometers, and k also was measured on separate specimens using a flexible-wall permeameter. The results indicated that addition of a zeolite had little impact on either the consolidation behavior or the k of the backfill, regardless of the amount or type of zeolite. For example, the compression index, Cc, for the unamended backfill specimen was 0.24, whereas values of Cc for the zeolite amended specimens were in the range 0.19 ≤ Cc ≤ 0.23. Similarly, the k for the unamended specimen based on flexible-wall tests was 2.4 x 10-10 m/s, whereas values of k for zeolite amended specimens were in the range 1.2 x 10-10 ≤ k ≤ 3.9 x 10-10 m/s. The results of the study suggest that enhancing the sorption capacity of typical SB backfills via zeolite amendment is not likely to have a significant effect on the consolidation behavior or k of the backfill, provided that the amount of zeolite added is small (≤ 10 %).

OBJECTIVE: The primary objective of this trial was to evaluate the response rate for trimetrexate in conjunction with 5-FU and leucovorin (LV) (= TFL) in the treatment of advanced gastric cancer in a phase II, cooperative group setting. METHODS: Patients with locally advanced, unresectable, or metastatic adenocarcinoma of the stomach received trimetrexate 110 mg/m IV over 60 minutes day 1, followed by 5-FU 500 mg/m IV bolus and LV 200 mg/m IV over 60 minutes day 2, followed by oral LV 15 mg every 6 hours x 7 doses, all weekly for 6 weeks followed by 2 weeks of rest, continued until progression. RESULTS: Characteristics for 37 eligible patients: median age 63 (range: 23-83); male/female: 69% of 31%; performance status 0/1/2 15/20/1. The confirmed response rate was 19%, and median overall survival was 6 months. Two patients died as a result of therapy, 1 because of infection without significant neutropenia, and 1 due to perforation of a responding gastric lesion. Seventy-two percent experienced grades 3 and 4 toxicity, most commonly diarrhea, fatigue, and lymphopenia. CONCLUSIONS: This regimen achieves response rates comparable to other 5-FU-based regimens, when used in treatment of incurable gastric cancer. Toxicity appears manageable.

Century-long observed gridded land precipitation datasets are a cornerstone of hydrometeorological research. But recent work has suggested that observed Northern Hemisphere midlatitude (NHML) land mean precipitation does not show evidence of an expected negative response to mid-twentieth-century aerosol forcing. Utilizing observed river discharges, the observed runoff is calculated and compared with observed land precipitation. The results show a near-zero twentieth-century trendinobserved NHML landmean runoff,in contrast to the significant positive trend in observed NHML land mean precipitation. However, precipitation and runoff share common interannual and decadal variability. An obvious split, or breakpoint, is found in the NHML land mean runoff–precipitation relationship in the 1930s. Using runoff simulated by six land surface models (LSMs), which are driven by the observed precipitation dataset, such breakpoints are absent. These findings support previous hypotheses that inhomogeneities exist in the early-twentieth-century NHML land mean precipitation record. Adjusting the observed precipitation record according to the observed runoff record largely accounts for the departure of the observed precipitation response from that predicted given the real-world aerosol forcing estimate, more than halving the discrepancy from about 6 to around 2 W m 22. Consideration of complementary observed runoff adds support to the suggestion that NHML-wide early-twentieth-century precipitation observations are unsuitable for climate change studies. The agreement between precipitation and runoff over Europe, however, is excellent, supporting the use of whole-twentieth-century observed precipitation datasets here.
