Em Angola, apenas cerca de 30% da população tem acesso à energia elétrica, nível que decresce para valores inferiores a 10% em zonas rurais mais remotas. Este problema é agravado pelo facto de, na maioria dos casos, as infraestruturas existentes se encontrarem danificadas ou não acompanharem o desenvolvimento da região. Em particular na capital angolana, Luanda que, sendo a menor província de Angola, é a que regista atualmente a maior densidade populacional. Com uma população de cerca de 5 milhões de habitantes, não só há frequentemente problemas relacionados com a falha do fornecimento de energia elétrica como há ainda uma percentagem considerável de municípios onde a rede elétrica ainda nem sequer chegou. O governo de Angola, no seu esforço de crescimento e aproveitamento das suas enormes potencialidades, definiu o setor energético como um dos fatores críticos para o desenvolvimento sustentável do país, tendo assumido que este é um dos eixos prioritários até 2016. Existem objetivos claros quanto à reabilitação e expansão das infraestruturas do setor elétrico, aumentando a capacidade instalada do país e criando uma rede nacional adequada, com o intuito não só de melhorar a qualidade e fiabilidade da rede já existente como de a aumentar. Este trabalho de dissertação consistiu no levantamento de dados reais relativamente à rede de distribuição de energia elétrica de Luanda, na análise e planeamento do que é mais premente fazer relativamente à sua expansão, na escolha dos locais onde é viável localizar novas subestações, na modelação adequada do problema real e na proposta de uma solução ótima para a expansão da rede existente. Depois de analisados diferentes modelos matemáticos aplicados ao problema de expansão de redes de distribuição de energia elétrica encontrados na literatura, optou-se por um modelo de programação linear inteira mista (PLIM) que se mostrou adequado. Desenvolvido o modelo do problema, o mesmo foi resolvido por recurso a software de otimização Analytic Solver e CPLEX. Como forma de validação dos resultados obtidos, foi implementada a solução de rede no simulador PowerWorld 8.0 OPF, software este que permite a simulação da operação do sistema de trânsito de potências.

Revenue management practices often include overbooking capacity to account for customerswho make reservations but do not show up. In this paper, we consider the network revenuemanagement problem with no-shows and overbooking, where the show-up probabilities are specificto each product. No-show rates differ significantly by product (for instance, each itinerary andfare combination for an airline) as sale restrictions and the demand characteristics vary byproduct. However, models that consider no-show rates by each individual product are difficultto handle as the state-space in dynamic programming formulations (or the variable space inapproximations) increases significantly. In this paper, we propose a randomized linear program tojointly make the capacity control and overbooking decisions with product-specific no-shows. Weestablish that our formulation gives an upper bound on the optimal expected total profit andour upper bound is tighter than a deterministic linear programming upper bound that appearsin the existing literature. Furthermore, we show that our upper bound is asymptotically tightin a regime where the leg capacities and the expected demand is scaled linearly with the samerate. We also describe how the randomized linear program can be used to obtain a bid price controlpolicy. Computational experiments indicate that our approach is quite fast, able to scale to industrialproblems and can provide significant improvements over standard benchmarks.

The Network Revenue Management problem can be formulated as a stochastic dynamic programming problem (DP or the\optimal" solution V *) whose exact solution is computationally intractable. Consequently, a number of heuristics have been proposed in the literature, the most popular of which are the deterministic linear programming (DLP) model, and a simulation based method, the randomized linear programming (RLP) model. Both methods give upper bounds on the optimal solution value (DLP and PHLP respectively). These bounds are used to provide control values that can be used in practice to make accept/deny decisions for booking requests. Recently Adelman [1] and Topaloglu [18] have proposed alternate upper bounds, the affine relaxation (AR) bound and the Lagrangian relaxation (LR) bound respectively, and showed that their bounds are tighter than the DLP bound. Tight bounds are of great interest as it appears from empirical studies and practical experience that models that give tighter bounds also lead to better controls (better in the sense that they lead to more revenue). In this paper we give tightened versions of three bounds, calling themsAR (strong Affine Relaxation), sLR (strong Lagrangian Relaxation) and sPHLP (strong Perfect Hindsight LP), and show relations between them. Speciffically, we show that the sPHLP bound is tighter than sLR bound and sAR bound is tighter than the LR bound. The techniques for deriving the sLR and sPHLP bounds can potentially be applied to other instances of weakly-coupled dynamic programming.

This paper presents an algorithm to solve the network transmission system expansion planning problem using the DC model which is a mixed non-linear integer programming problem. The major feature of this work is the use of a Branch-and-Bound (B&B) algorithm to directly solve mixed non-linear integer problems. An efficient interior point method is used to solve the non-linear programming problem at each node of the B&B tree. Tests with several known systems are presented to illustrate the performance of the proposed method. ©2007 IEEE.

This paper presents a methodology to solve the transmission network expansion planning problem (TNEP) considering reliability and uncertainty in the demand. The proposed methodology provides an optimal expansion plan that allows the power system to operate adequately with an acceptable level of reliability and in an enviroment with uncertainness. The reliability criterion limits the expected value of the reliability index (LOLE - Loss Of Load Expectation) of the expanded system. The reliability is evaluated for the transmission system using an analytical technique based in enumeration. The mathematical model is solved, in a efficient way, using a specialized genetic algorithm of Chu-Beasley modified. Detailed results from an illustrative example are presented and discussed. © 2009 IEEE.

An enhanced genetic algorithm (EGA) is applied to solve the long-term transmission expansion planning (LTTEP) problem. The following characteristics of the proposed EGA to solve the static and multistage LTTEP problem are presented, (1) generation of an initial population using fast, efficient heuristic algorithms, (2) better implementation of the local improvement phase and (3) efficient solution of linear programming problems (LPs). Critical comparative analysis is made between the proposed genetic algorithm and traditional genetic algorithms. Results using some known systems show that the proposed EGA presented higher efficiency in solving the static and multistage LTTEP problem, solving a smaller number of linear programming problems to find the optimal solutions and thus finding a better solution to the multistage LTTEP problem. The hydroelectric power plant Hidroltuango represents a major expansion for the Colombian electrical system (with a total capacity of 2400 MW). This paper analyzes the possible interconnections and investments involved in connecting Hidroltuango, in order to strengthen the Colombian national transmission system. A Mixed Binary Linear Programming (MBLP) model was used to solve the Multistage Transmission Network Expansion Planning (MTEP) problem of the Colombian electrical system, taking the N-1 safety criterion into account. The N-1 safety criterion indicates that the transmission system must be expanded so that the system will continue to operate properly if an outage in a system element (within a pre-defined set of contingencies) occurs. The use of a MBLP model guaranteed the convergence with existing classical optimization methods and the optimal solution for the MTEP using commercial solvers. Multiple scenarios for generation and demand were used to consider uncertainties within these parameters. The model was implemented using the algebraic modeling language AMPL and solved using the commercial solver CPLEX. Transmission expansion planning (TEP) is a classic problem in electric power systems. In current optimization models used to approach the TEP problem, new transmission lines and two-winding transformers are commonly used as the only candidate solutions. However, in practice, planners have resorted to non-conventional solutions such as network reconfiguration and/or repowering of existing network assets (lines or transformers). These types of non-conventional solutions are currently not included in the classic mathematical models of the TEP problem. This paper presents the modeling of necessary equations, using linear expressions, in order to include non-conventional candidate solutions in the disjunctive linear model of the TEP problem. The resulting model is a mixed integer linear programming problem, which guarantees convergence to the optimal solution by means of available classical optimization tools. The proposed model is implemented in the AMPL modeling language and is solved using CPLEX optimizer. The Garver test system, IEEE 24-busbar system, and a Colombian system are used to demonstrate that the utilization of non-conventional candidate solutions can reduce investment costs of the TEP problem. In this paper, we propose a duality theory for semi-infinite linear programming problems under uncertainty in the constraint functions, the objective function, or both, within the framework of robust optimization. We present robust duality by establishing strong duality between the robust counterpart of an uncertain semi-infinite linear program and the optimistic counterpart of its uncertain Lagrangian dual. We show that robust duality holds whenever a robust moment cone is closed and convex. We then establish that the closed-convex robust moment cone condition in the case of constraint-wise uncertainty is in fact necessary and sufficient for robust duality. In other words, the robust moment cone is closed and convex if and only if robust duality holds for every linear objective function of the program. In the case of uncertain problems with affinely parameterized data uncertainty, we establish that robust duality is easily satisfied under a Slater type constraint qualification. Consequently, we derive robust forms of the Farkas lemma for systems of uncertain semi-infinite linear inequalities.
