Trends in China's energy future will have considerable consequences for both China and the global environment. Though China's carbon emissions are low on a per capita basis, China is already ranked the world's second largest producer of carbon, behind only America. China's buildings sector currently accounts for 23% of China's total energy use and is projected to increase to one-third by 2010. Energy policy plays an important role in China's sustainable development. The purpose of this study is to provide a broad overview of energy efficiency issues in the built environment in China. This paper, firstly briefly, reviews the key national policies related to the built environment and demonstrates the government's environmental concern. Secondly, the authors introduce recent energy policies in the built environment. Energy efficiency and renewable energy in the built environment, which are the key issues of the national energy policy, have been reviewed. Discussion of the implementation of energy policy has been carried out.

A Lei nº 11.343 de 23 de agosto de 2006 (Lei de Drogas) instituiu o Sistema Nacional de Políticas Públicas sobre Drogas e criou as diretrizes para a política de drogas brasileira. Dentre o conjunto de medidas trazidas pela lei em seu dispositivo criminal está a criação de um tipo penal específico de cultivo de plantas para produção de drogas para consumo pessoal (art. 28, §1º). O plantio para consumo recebe o mesmo tratamento jurídico-penal que o porte para consumo (art. 28), sendo previstas sanções alternativas à privação de liberdade. O §2º do art. 28 da Lei de Drogas estabelece os critérios que as autoridades competentes do sistema de justiça criminal deverão considerar na tipificação penal das situações de cultivo. Este trabalho se debruça sobre a tipificação penal de situações de cultivo de canábis em acórdãos do Tribunal de Justiça de São Paulo. A problemática de pesquisa aqui desenvolvida discute especificamente quais são os argumentos e como eles são apresentados nas decisões para justificar a determinação de que uma situação de cultivo é para fins de tráfico ou de consumo pessoal. O trabalho busca identificar como os critérios do §2º do art. 28 da Lei de Drogas são apresentados na fundamentação de decisões judiciais em que se discute na esfera criminal se uma situação de cultivo é para “consumo pessoal” ou “destinada a terceiros”. Uma pergunta central norteia a pesquisa realizada: quais os elementos e de que forma eles são utilizados nas decisões analisadas para tipificação do plantio para consumo pessoal (art. 28, §1º, da Lei de Drogas) e do plantio destinado a fornecer drogas a terceiros (art. 33, §1º, II)? Para enfrentar a problemática de pesquisa utilizamos a ferramenta de busca de acórdãos disponibilizada no sítio eletrônico do Tribunal de Justiça de São Paulo. Foram analisados 135 acórdãos do TJSP que enfrentam diretamente a controvérsia relativa à tipificação penal de situações de cultivo de canábis. Os acórdãos foram proferidos entre os anos de 1998 e 2014 e foram selecionados segundo os critérios especificados no capítulo metodológico da dissertação. Os resultados quantitativos da pesquisa dizem respeito às informações gerais dos processos, elementos de prova mencionados nos acórdãos, características das situações de cultivo e fundamentação da tipificação penal. A discussão qualitativa sobre os resultados da pesquisa é promovida em quatro frentes: (i) interpretação e valoração da quantidade de drogas; (ii) antecedentes criminais, circunstâncias da prisão e do agente; (iii) materiais de venda e outros elementos relevantes na tipificação penal; e (iv) características do conjunto probatório. As questões discutidas nestas frentes circunscrevem o problema de pesquisa e é a partir delas que é feita a análise apresentada neste trabalho. Esperamos conseguir contribuir para melhor compreensão (i) da determinação da finalidade do cultivo e (ii) das implicações jurídicas que decorrem da opção legislativa pela não utilização de critérios quantitativos na definição dos crimes de tráfico de drogas e plantio para consumo.

The present study aimed to evaluate the inclusion of the principles of the National Medicines Policy - PNM and the Pharmaceutical assistance - PNAF in the prosecution of lawsuits involving medicines. To fulfill this necessity , data collection was performed on the website by the Tribunal Rio Grande do Norte - TJ RN ( Rio Grande do Norte Court) , in 2012 . It was obtained 115 judgments, which were analyzed in order to generate Monitoring Indicators from lawsuits and conduct content analysis proposed by Bardin (2006). The results showed that : a) 100 % of the decisions were favorable to the author , b) 76 % of decisions were requests by the trade name of the drug , c) only one drug (eculizumabe) had not granted by ANVISA , d) 36 % of drugs were present in the list of standard medicines in SUS , 16 % of primary care block and 20 % of specialized component , e) 76 % of the decisions presented the request of at least 01 non-standard medicine. With regard to decentralization of PNM and PNAF we observed a commitment to this principle at judicial decisions, to see that municipalities and states are often forced to buy medicines of responsibility from another federal entity or other tertiary units as CACONs and UNACONS. The content analysis revealed that the argument from the judges used when you utter their decisions was that the right to health is recognized by Brazilian law as a fundamental right and should be guaranteed by the State for all its citizens. So, health is more than budgetary constraints of federal entities, which are severally liable for lawsuits , regardless the medication requested belongs or not to a particular block of a pharmaceutical assistance funding. Given these data, it is observed that there are gaps in the judgment when it comes to the insertion of the words and principles of PNM and PNAF, creating then the need for greater dialogue between the executive and judicial, so that they may consider relevant the effectiveness and application of such principles to minimize the negative consequences of the phenomenon of health judicialisation. The purpose of this paper is to introduce ideas that have emerged during the course of writing a book on Swedish welfare in the 1990s. The book is the result of many years of writing about two subjects: Swedish drug policy and the Swedish welfare state. The one very specialised, the other, more general. I first became interested in Swedish drug policy on a research visit to Örebro Län in 1986. A social worker showed me a copy of the county's drug policy programme and explained the significance of the 'restrictive line'. I have spent the years since that visit, trying to understand and explain the Swedish goal of a drug-free society (Gould 1988, 1994, 1996b). I only began to write about the welfare state in Sweden in the early 1990s, just as things were beginning to go wrong for the economy (Gould 1993a, 1993b, 1996a, 1999). For the last few years I have intended to write a book on the events covered by the period 1991-1998 - the years of a Bourgeois and a Social Democratic Government -which would bring the two halves of my work together. Material for this study has been accumulated over many years. A number of research visits have been made; large numbers of academics, politicians, civil servants, journalists, unemployed people, social workers and their clients have been interviewed; and extensive use has been made of academic, administrative and public libraries. Since September 1991 I have systematically collected articles from Dagens Nyheter about social services, social insurance, health care, employment, social issues and problems, the economy and politics. The journal Riksdag och Departement (Parliament and Ministry), which summarises a wide range of public documents, has been invaluable. Friends and informal contacts have also given me insights into the Swedish way of life. The new book is based upon all of these experiences. This paper will begin with a brief account of major global social and economic changes that have occurred in the last twenty years. This is intended to provide a background to the more recent changes that have occurred in Swedish society in the last decade. It will be suggested that the changes in Sweden, particularly in the field of welfare, have been less severe than elsewhere and that this is due to political, institutional and cultural resistance. The paper will conclude by arguing that Sweden, as an exemplar of an Apollonian modern society, has had much to fear from the Dionysian characteristics of postmodernity.

The development of the Alcohol Treatment Profile System (ATPS) was described and an evaluation of its perceived value by various States was undertaken, The ATPS is a treatment needs assessment tool based on the unification of several large national epidemiologic and treatment data sets. It was developed by the National Institute on Alcohol Abuse and Alcoholism (NIAAA) and responsibility for its creation was given to the NIAAA's Alcohol Epidemiologic Data System (AEDS). The ATPS merges county-level measures of alcohol problem prevalence (the specially constructed AEDS Alcohol Problem Indicators), indicating "need" for treatment, and treatment utilization measures (the National Drug and Alcohol Treatment Utilization Survey), indicating treatment "demand." The capabilities of the ATPS in the unique planning and policy-making settings of several States were evaluated.^

International large-scale assessments (ILSAs) and the resulting ranking of countries in key academic subjects have become increasingly significant in the development of global performance indicators and national level reforms in education. As one of the largest international surveys, the Programme for International Student Assessment (PISA) has had a considerable impact on the world of international comparisons of education. Based on the results of these assessments, claims are often made about the relative success or failure of education systems, and in some cases, such as Germany or Japan, ILSAs have sparked national level reforms (Ertl, 2006; Takayama, 2007, 2009). In this paper, I offer an analysis of how PISA is increasingly used as a key reference both for a regional2 entity like the European Union (EU) and for national level performance targets in the example of Spain (Breakspear, 2012). Specifically, the paper examines the growth of OECD and EU initiatives in defining quality education, and the use of both EU benchmarks and PISA in defining the education indicators used in Spain to measure and set goals for developing quality education. By doing so, this paper points to the role of the OECD and the EU in national education systems. It therefore adds to a body of literature pointing to the complex relationship between international, regional, and national education policy spaces (cf. Dale & Robertson, 2002; Lawn & Grek, 2012; Rizvi & Lingard, 2009).

The complexity of migration issues is clearly reflected by states diverging national migration policy interests that exists within one state. In line with the Swiss Report on International Cooperation on Migration of the Swiss Federal Council , this complexity requires close coordination and cooperation between the governmental institutions and all offices. Only through a close and coherent cooperation between all governmental actors involved in migration issues the migration-development nexus can be strength. The present paper will suggest how intergovernmental cooperation can lead to better policy coherence in migration by interlinking all actors involved.
