The postwar development of the Intelligence Services in Japan has been based on two contrasting models: the centralized model of the USA and the collegiality of UK, neither of which has been fully developed. This has led to clashes of institutional competencies and poor anticipation of threats towards national security. This problem of opposing models has been partially overcome through two dimensions: externally through the cooperation with the US Intelligence Service under the Treaty of Mutual Cooperation and Security; and internally though the pre-eminence in the national sphere of the Department of Public Safety. However, the emergence of a new global communicative dimension requires that a communicative-viewing remodeling of this dual model is necessary due to the increasing capacity of the individual actors to determine the dynamics of international events. This article examines these challenges for the Intelligence Services of Japan and proposes a reform based on this new global communicative dimension.

The proliferation of weapons of mass destruction (WMD), nuclear, biological and chemical (NBC) is one of the main security challenges facing the international community today. However the new Global Security Strategy of 2016 raises the question of non-proliferation of WMD only as an incidental matter, not addressing directly the threat, a fundamental threat in the regional and global security. This is a clear step backwards for the European common security.

Com a crescente dependência do ciberespaço, considerado o quinto domínio, é necessário que, para garantir a segurança dos sistemas de informação, as organizações civis como o Centro Nacional de Cibersegurança ou o Gabinete Nacional de Segurança e as organizações militares como o Estado-Maior General das Forças Armadas ou o Centro de Ciberdefesa, detenham um sólido conhecimento situacional do mesmo. Para alcançar este objetivo é fundamental que estas mesmas organizações colaborem de modo a desenvolver uma capacidade de prevenir e recuperar de ataques que possam ocorrer nesse domínio através de uma observação contínua do mesmo contribuindo, assim, para a sua proteção, prevenção, mitigação, resposta e para a sua recuperação. Deste modo, uma vez que os sistemas de informação são mais vulneráveis por estarem ligados em rede, apresentam potenciais riscos para as organizações pondo em causa a sua segurança. Por conseguinte, antecipar os eventuais problemas que poderão ocorrer nesses sistemas contribui para o desenvolvimento e implementação de medidas para proteger a informação. Sendo assim, e conforme outras organizações, também a Marinha está ligado em rede, pelo que está sujeita a este tipo de ameaça. Com o presente trabalho, pretende-se abordar o tema do Conhecimento Situacional do Ciberespaço e mostrar a sua importância para o tema através da compreensão do modo como pode influenciar a condução das missões atribuídas às UN bem como as unidades em terra. Pretende-se identificar se existe uma organização a bordo das UN que, em articulação com comandos em terra, possa garantir que, num determinado teatro de operações, o que se passa no ciberespaço de interesse para a missão, tanto a nível tático como a nível operacional, é acionável. Pretende-se, ainda, em alinhamento com o conceito de capacidade caracterizar o que é que a Marinha tem desenvolvido neste contexto relativamente a doutrina, organização, estrutura, formação assim como treino.

El presente trabajo de Grado tiene como propósito examinar la incidencia de las sancionesinternacionales en el marco del régimen de no proliferación nuclear en el caso de Irán durante el periodo 2006-2015, teniendo en cuenta factores históricos de años anteriores. Se analiza y explica cómo las sanciones internacionales pueden ser una medida persuasiva por violar ciertos artículos del Tratado de no Proliferación Nuclear. Finalmente identifica y analiza los tipos de sanciones económicas, financieras y comerciales que los Estados y el Consejo de Seguridad de las Naciones Unidas le han impuesto a Irán, así como la manera en que estas han incidido en la esfera política iraní y mundial.

El presente estudio de caso tiene como objetivo analizar la influencia de la gobernación de Tokio en la formulación de la política exterior de Japón durante la disputa territorial por las islas Senkaku/Diaoyu. Para ello, se identifican los puntos más relevantes de la política exterior de seguridad de Japón después de la Segunda Guerra Mundial. Se hace un énfasis en la política bilateral de seguridad sino-japonesa, con el fin de ubicar el conflicto territorial por las islas Senkaku/Diaoyu como un punto importante en la agenda internacional de seguridad de ambos países. Se estudia y analiza el concepto de paradiplomacia; articulado, a su vez, por los conceptos de identidad y rol en política exterior de la perspectiva teórica del Constructivismo de las Relaciones Internacionales, para así analizar la influencia de Tokio en el manejo de la política exterior de Japón en el marco del conflicto territorial por las islas Senkaku/Diaoyu.

This article presents a survey of authorisation models and considers their ‘fitness-for-purpose’ in facilitating information sharing. Network-supported information sharing is an important technical capability that underpins collaboration in support of dynamic and unpredictable activities such as emergency response, national security, infrastructure protection, supply chain integration and emerging business models based on the concept of a ‘virtual organisation’. The article argues that present authorisation models are inflexible and poorly scalable in such dynamic environments due to their assumption that the future needs of the system can be predicted, which in turn justifies the use of persistent authorisation policies. The article outlines the motivation and requirement for a new flexible authorisation model that addresses the needs of information sharing. It proposes that a flexible and scalable authorisation model must allow an explicit specification of the objectives of the system and access decisions must be made based on a late trade-off analysis between these explicit objectives. A research agenda for the proposed Objective-based Access Control concept is presented.

Airports are typical examples of large and complex infrastructure systems. They serve a purpose of not only transporting people around the globe but are central to trade and commerce and, in a nation as large as Australia, an important means to connect people and regions. Reducing uncertainty and managing risk in such systems are not only critical tasks integral to effective management practice but equally important for border protection and national security outcomes. This latter issue has been emphasised on a national level in Australia with a number of recent enquiries taking place, most notably the Wheeler Review1 into aviation security in 2005 and the 2009 National Aviation Policy White Paper2 on the future of aviation in Australia.

A time-resolved inverse spatially offset Raman spectrometer was constructed for depth profiling of Raman-active substances under both the lab and the field environments. The system operating principles and performance are discussed along with its advantages relative to traditional continuous wave spatially offset Raman spectrometer. The developed spectrometer uses a combination of space- and time-resolved detection in order to obtain high-quality Raman spectra from substances hidden behind coloured opaque surface layers, such as plastic and garments, with a single measurement. The time-gated spatially offset Raman spectrometer was successfully used to detect concealed explosives and drug precursors under incandescent and fluorescent background light as well as under daylight. The average screening time was 50 s per measurement. The excitation energy requirements were relatively low (20 mW) which makes the probe safe for screening hazardous substances. The unit has been designed with nanosecond laser excitation and gated detection, making it of lower cost and complexity than previous picosecond-based systems, to provide a functional platform for in-line or in-field sensing of chemical substances.

Deep Raman spectroscopy has been utilized for the standoff detection of concealed chemical threat agents from a distance of 15 meters under real life background illumination conditions. By using combined time and space resolved measurements, various explosive precursors hidden in opaque plastic containers were identified non-invasively. Our results confirm that combined time and space resolved Raman spectroscopy leads to higher selectivity towards the sub-layer over the surface layer as well as enhanced rejection of fluorescence from the container surface when compared to standoff spatially offset Raman spectroscopy. Raman spectra that have minimal interference from the packaging material and good signal-to-noise ratio were acquired within 5 seconds of measurement time. A new combined time and space resolved Raman spectrometer has been designed with nanosecond laser excitation and gated detection, making it of lower cost and complexity than picosecond-based laboratory systems.

Current concerns regarding terrorism and international crime highlight the need for new techniques for detecting unknown and hazardous substances. A novel Raman spectroscopy-based technique, spatially offset Raman spectroscopy (SORS), was recently devised for non-invasively probing the contents of diffusely scattering and opaque containers. Here, we demonstrate a modified portable SORS sensor for detecting concealed substances in-field under different background lighting conditions. Samples including explosive precursors, drugs and an organophosphate insecticide (chemical warfare agent surrogate) were concealed inside diffusely scattering packaging including plastic, paper and cloth. Measurements were carried out under incandescent and fluorescent light as well as under daylight to assess the suitability of the probe for different real-life conditions. In each case, it was possible to identify the substances against their reference Raman spectra in less than one minute. The developed sensor has potential for rapid detection of concealed hazardous substances in airports, mail distribution centers and customs checkpoints.

This article considers the impact of the WikiLeaks organisation in relation to debates around the defence of national security and free speech, global media citizenship and the emerging dynamics of the global public sphere. Building on the author’s previous work on political communication, journalism and ‘cultural chaos’, it explores the implications of WikiLeaks for emerging conceptions and definitions of journalism, and for the changing structure of media–politics power relations at the global level, against the background of three trends: democratisation, declining deference and digitalisation.

Numerous statements and declarations have been made over recent decades in support of open access to research data. The growing recognition of the importance of open access to research data has been accompanied by calls on public research funding agencies and universities to facilitate better access to publicly funded research data so that it can be re-used and redistributed as public goods. International and inter-governmental bodies such as the ICSU/CODATA, the OECD and the European Union are strong supporters of open access to and re-use of publicly funded research data. This thesis focuses on the research data created by university researchers in Malaysian public universities whose research activities are funded by the Federal Government of Malaysia. Malaysia, like many countries, has not yet formulated a policy on open access to and re-use of publicly funded research data. Therefore, the aim of this thesis is to develop a policy to support the objective of enabling open access to and re-use of publicly funded research data in Malaysian public universities. Policy development is very important if the objective of enabling open access to and re-use of publicly funded research data is to be successfully achieved. In developing the policy, this thesis identifies a myriad of legal impediments arising from intellectual property rights, confidentiality, privacy and national security laws, novelty requirements in patent law and lack of a legal duty to ensure data quality. Legal impediments such as these have the effect of restricting, obstructing, hindering or slowing down the objective of enabling open access to and re-use of publicly funded research data. A key focus in the formulation of the policy was the need to resolve the various legal impediments that have been identified. This thesis analyses the existing policies and guidelines of Malaysian public universities to ascertain to what extent the legal impediments have been resolved. An international perspective is adopted by making a comparative analysis of the policies of public research funding agencies and universities in the United Kingdom, the United States and Australia to understand how they have dealt with the identified legal impediments. These countries have led the way in introducing policies which support open access to and re-use of publicly funded research data. As well as proposing a policy supporting open access to and re-use of publicly funded research data in Malaysian public universities, this thesis provides procedures for the implementation of the policy and guidelines for addressing the legal impediments to open access and re-use.

After the terrorist attacks in the United States on 11 September 2001, terrorism and counter-terrorism efforts moved to the front of popular consciousness and became the focus of national security for governments worldwide. With this increased attention came an urgent interest in understanding and identifying what works in fighting terrorism (Belasco 2010). For Australia, understanding the relative effectiveness of counter-terrorism efforts in nearby neighbours of Indonesia, Thailand and the Philippines is highly relevant for our country's national security.
