El manual que se propone en el trabajo presentado, brinda continuidad y énfasis a la cultura organizacional de calidad que caracteriza a las empresas certificadas con Norma ISO 9001:2000, considerando la calidad como un elemento de movilidad continua, es decir, siempre requiere de monitoreo y control para brindar conformidad a la misma. Este trabajo considera la interrelación de recursos técnicos, prácticos, elementos de eficacia y de efectividad. Se pretende brindar un manual que contenga los elementos necesarios y prácticos para el desarrollo de una auditoría a los sistemas de gestión de calidad, por lo cual se incluyen los programas principales que contiene una auditoría que aplique un examen integral a los principales requisitos que exigen las ISO 9001 y que de manera continua evalúe, no solamente la conformidad con los criterios aceptados, sino también que involucre los reglamentos normativos aplicables a las empresa que brindan servicios educativos, de tal forma que se presente una razonable seguridad sobre la correcta aplicación de los mismos. Es de vital importancia considerar que el elemento calidad es un aspecto, hasta cierto punto subjetivo y no cuantitativo, pero que, sin embargo, se concretiza con los resultados al final de un proceso arduo y continuo, que brinda satisfacción tanto a los clientes de las empresas, a las empresas, así como también al personal mismo en la institución, sin el cual no se lograrían los objetivos propuestos. Para llevar a cabo el manual que se presenta, fue necesario realizar una serie de actividades, que se concretizan en cuatro capítulos que contiene este documento. En el capítulo I se presenta el marco teórico sobre auditoría, sistemas de gestión de calidad y Auditoría de calidad, los cuales resultan de suma importancia a fin de sustentar apropiadamente el manual propuesto. En cada una de éstas variables se consideran sus generalidades, la identificación de sus conceptos, su clasificación, las características, hechos históricos sobre los mismos, entre otros elementos considerados. En el capítulo II se desarrolla el contenido de la investigación de campo que sirvió de justificación para la propuesta del manual. Dicha investigación se llevó a cabo en el área metropolitana de San Salvador, y considerando una población de empresas que hasta ese momento se identificaban como certificadas por CONACYT (Consejo de Ciencia y Tecnología), ente regulador de las mismas. Este capítulo incluye generalidades de la investigación, los objetivos de la investigación, la justificación, la metodología, la tabulación de la encuesta realizada y el análisis de la información recolectada. En el capítulo III se presenta, la propuesta del “MANUAL DE TÉCNICAS Y PROCEDIMIENTOS DE AUDITORÍA Y EL SEGUIMIENTO A LAS ACCIONES CORRECTIVAS, CON BASE A LA NORMATIVA INTERNACIONAL ISO 9001 PARA LAS EMPRESAS QUE SE DEDICAN A PRESTAR SERVICIOS EDUCATIVOS”. Dicho manual constituye una herramienta que facilita la realización de la auditoría, q u e es un elemento vital para la consecución de los objetivos, pues identifica oportunidades de mejora, realiza examen oportuno y enfatiza una seguridad en la calidad de los servicios educativos brindados. En el capítulo IV se presentan las conclusiones y recomendaciones que surgieron como resultado de la investigación de campo realizada en las empresas que brindan servicios educativos y que se encuentran certificadas con la Norma ISO 9001. Para finalizar se detalla las fuentes bibliográficas que se consultaron para realizar la investigación.

The aim of this paper was to estimate the return on investment in QMS (quality management systems) certification undertaken in Portuguese firms, according to the ISO 9000 series. A total of 426 certified Portuguese firms were surveyed. The response rate was 61.03 percent. The different payback periods were validated through statistical analysis and the relationship between expected and perceived payback periods was discussed. This study suggests that a firm’s sector of activity, size and degree of internationalization are related to the length of the investment in QMS certification recovery period. Furthermore, our findings suggest, that the time taken to obtain the certification is not directly related to the economic component of the certification. The majority of Portuguese firms (58.9%) took up to three years to recoup their investment and 35.5% of companies said they had not yet recovered the initial investment made. The recoup of investment was measured by the increase in the number of customers and consequent volume of deliveries, improved profitability and productivity of the company, improvement of competitive position and performance (cost savings), reduction in the number of external complaints and internal defects/scrap, achievement of some important clientele, among others. We compared our work to similar studies undertaken in other countries. This paper provides a contribution to the research related to the return on investment for costs related to the certification QMS according to ISO 9000. This paper provides a valuable contribution to the field and is one of the first studies to undertake this type of analysis in Portugal.

The aim of the research is to analyze the different aspects associated with the motivation and benefits of certified ISO 9001 companies in Portugal. A total of 426 certified Portuguese companies were surveyed. The response rate was equal to 61.03 percent. Our results suggest that the main motivation for certification were “improvement of quality”, “improvement of company image”, “marketing advantage”, “give empowerment to workers / capturing workers knowledge” and “cost reduction”. The main benefits that Portuguese companies have gained from the referred certification have been, among others, the improvement of “procedures”, beneficial effect on the “company’s image”, the improvement of quality products/services, increase of the “customer satisfaction”, improvement of “on-time delivery”; improvement the “morale” of workers’ increase in productivity and decrease of “production costs”, among others. The surveyed firms belong only to the Minho region of the north of Portugal. This paper aims to provide a contribution to the research related to the motivation and benefits associated to the quality management systems. The selection of the motives and benefits were validated through statistical analysis and the relationship between expected and perceived benefits was discussed.

The purpose of this study is to characterise the environmental management systems (EMS) certification process (International Organization for Standardization (ISO) 14001) in Portuguese small and medium enterprises (SMEs) following quality management system (QMS) certification (ISO 9001). The study is based on a sample from Portuguese SMEs which characterise the local reality in terms of companies certified in accordance with ISO 14001 after ISO 9001 certification. Some Portuguese SMEs have the EMS implemented but not certified, mainly given the lack of investment support and because it is considered merely a form of marketing. As such, they do not feel motivated to certificate an EMS in the company since they consider that it is a form of advertising and not a way to protect the environment. Nonetheless, it is already evident form other Portuguese SMEs that gained EMS certification that gains supersede marketing benefits and allow for evermore enduring benefits such as prevention of environmental risks, environment protection, improved company image, compliance with legislation and efficient use of natural resources. This paper also presented the main difficulties in achieving an EMS certification, including high certification costs, human resources, motivation issues and difficulties in changing the company’s culture.

Nem sempre são fáceis os desafios ambientais associados ao consumo de energia. Sobretudo devido à forte dependência de combustíveis fósseis, torna-se cada vez mais evidente a inevitabilidade de agentes económicos, políticos, sociedade em geral, assumirem um compromisso focado na melhoria da eficiência energética e no uso racional da energia, decorrente das atividades económicas. Esta preocupação assume-se também como nacional. A norma NP EN ISO 50001 apresenta-se como uma solução de método transversal e de harmonia internacional. Vetores como gestão eficiente de energia, consequente minimização no impacto ambiental e relevantes reduções dos custos de energia, são os pilares desta norma que certifica atividades desde o sector terciário ao industrial.

Organizações de todos os tipos e dimensões têm desenvolvido e implementado Sistemas de Gestão Ambiental (SGA), com o objectivo de melhorar o seu desempenho ambiental, garantir o cumprimento da legislação, reduzir o consumo de recursos e melhorar a imagem nos mercados e na sociedade. A implementação de um SGA numa Instituição de Ensino Superior (IES) permite a integração das questões ambientais na gestão global da instituição, constituindo ainda uma excelente oportunidade para o desenvolvimento de trabalhos académicos. Nos últimos anos, a Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa (FCT-UNL) tem sido objecto de várias iniciativas de índole ambiental. O Projecto Campus Verde tem trabalhado no sentido de implementar e certificar um SGA no campus da FCT-UNL, de acordo com os requisitos da norma NP EN ISO 14001:2004 e do Sistema Comunitário de Ecogestão e Auditoria (EMAS). Esta dissertação pretende fornecer orientações para IES que pretendam gerir o consumo de água nos seus campi, no âmbito da implementação de um SGA. Mediante a análise do caso de estudo, pretende-se determinar em que medida a implementação de um SGA numa IES pode contribuir para uma melhoria do desempenho ambiental da instituição, nomeadamente ao nível deste aspecto ambiental. A partir da experiência obtida com o caso de estudo, pretende-se, ainda,identificar os principais obstáculos à implementação de SGA em IES. Concluiu-se que a gestão dos consumos de água de uma IES no âmbito de um SGA conduz à melhoria do seu desempenho ambiental. Concluiu-se, ainda, que existem semelhanças entre as medidas propostas para a minimização dos consumos de água no campus da FCT e as medidas já adoptadas em outras IES, tidas como referências na gestão dos seus aspectos ambientais, o que revela a possibilidade de se criarem sinergias entre instituições desta natureza que pretendam implementar um SGA. Finalmente, resumiram-se os obstáculos encontrados à implementação de SGA em IES.

The purpose of this paper is to analyse the efficiency of ISO 9001 from a holistic theoretical approach where the Contingency theory, the Institutional theory and the Resources-Based View are integrated. The study was carried out in companies of different sectors of activity in Portugal, based on a qualitative methodology (interviews). The fact of the interviews having been undertaken under an ISO 9001 structure made it easier for companies to grasp the issues under investigation. An ISO 9001 characterisation was carried out on a theoretical framework approach and findings point out efficiency gains and revealed that the absence of ISO 9001 would work as a competitive disadvantage. The contribution of this research aims to reinforce the state of art as concerns the theoretical scope of analysis of these issues enriched by the case study achievement.

The effects of ISO 9001 quality certification process inside an organization may be considered on a wide range. This article places this phenomenon under a theoretical perspective and aims to analyze the impact of ISO 9001 quality standard on business performance according to the financial information data. More specifically, the impact of ISO 9001on productivity, business value and increase on sales is viewed through an econometric model of analysis concerning a panel data of Portuguese companies from the agro-food and to the construction sector. This analysis has presented interesting different results and in brief revealed that it may not be deterministically ascertained a direct connection between ISO 9001 certification and the improvement on business performance. Many other variables are committed to its success.

Purpose – the aim of this paper is to analyse the diffusion and efficiency of ISO 9001 on different sectors of activity Design/methodology/approach – for that purpose, a holistic an integrative theoretical approach was based on the scope of the Contingency theory, the Institutional theory and the Resources-Based View (RBV). This theorethical perspective was used in a broad empirical study, using a qualitative and quantitative methodology, concerning Portuguese companies from different sectors of activity. Findings – according to the findings from both perspectives, a ranked combination of the named theoretical frame was constructed. Research limitations/implications – as to the analysis of the efficiency of ISO 9000, one of the limitations of this study lays in the consideration of just two sectors of activity, and another relates to its domestic geographical placement. Practical implications – this study used the ISO 9001 structure for the interviews and this has revealed very useful for the organizations to grasp the matters inquired. Originality/value – a relevant contribution to the state of art is achieved through the considered theoretical scope of analysis
