Avec cette thèse de doctorat nous proposons une réflexion transversale concernant les relations entre infrastructures de transport et développement territorial dans des espaces dits « intermédiaires ». Le concept d'espace intermédiaire, relativement nouveau en géographie, est conçu en fonction d'une double approche : celle des infrastructures où les espaces intermédiaires constituent des zones de transit obligées entre des pôles urbains hiérarchiquement supérieurs (par rapport une échelle horizontale) et celle des frontières où les espaces intermédiaires constituent des territoires de coopération entre différents niveaux politico-institutionnels (par rapport à une échelle verticale). Cette problématique de recherche est traitée aussi bien du point de vue théorique qu'avec des études de cas portant sur les effets des nouvelles infrastructures de transports dans la région transfrontalière insubrique (entre le Canton du Tessin et la Lombardie). L'objectif visé est de défendre un scénario d'organisation spatiale polycentrique à plusieurs niveaux comme solution pour le développement durable et cohérent de ces espaces intermédiaires. Ainsi, pour le « niveau macro », nous proposons une analyse des changements d'accessibilité spatiale et des potentiels de développement territorial pour les agglomérations concernées par la mise en service du nouveau tunnel ferroviaire de base du Monte Ceneri (TBC) et de la nouvelle ligne Lugano/Como-Mendrisio-Varese-Malpensa (FMV) à l'horizon 2020. Pour le « niveau meso », nous analysons les effets de la nouvelle ligne FMV en termes de potentiel de densification polycentrique autours des gares ferroviaires. Pour le « niveau micro », nous proposons une analyse sur les comportements de mobilité ainsi que des améliorations ciblées du système de transport pour la ville de Mendrisio visant à promouvoir le développement polycentrique de cette commune. De plus, un système d'analyse permettant de mettre en lien les divers facteurs explicatifs dans l'analyse des relations entre les nouvelles infrastructures de transport et les effets sur la mobilité et le développement territorial est également élaboré et testé dans notre recherche. -- With this Ph.D. thesis we investigate the relationship between transport infrastructures and territory development inside the so called "in-between spaces". The idea of "in-between space", relatively novel in geography, is the formal outcome of a double approach: the one of the infrastructures, saying that these spaces can be described as areas of constrained transit between urban centres of superior hierarchical level (on a horizontal scale), and the one of the borders, stating that in-between spaces are areas of cooperation between various political-institutional levels. The above mentioned research issues are deepened both at theoretical and empirical level, being the latter based on field studies of the cross-boundary Western-Lombard area (between the Swiss canton of Ticino and the Italian region of Lombardy). This research pursues the goal of defending the argument that a multi-level polycentric spatial scenario can be a possible solution fora sustainable development of the above described in- between areas. From a "macro" perspective, what we submit here is an analysis on the expected changes in spatial accessibility and on the potential territorial development for the built-up areas influenced by the construction of the new train tunnel of the Monte Ceneri (TBC) and of the new railway line Lugano/Como-Mendrisio-Varese-Malpensa (FMV). At a "meso" level we analyse the effects exerted by the new FMV line taking into account the potential densification of the areas surrounding the railway stations. Finally, at a "micro" level, we analyse the mobility behaviours in the town of Mendrisio and we propose some possible improvements to the local public transport system, with the scope to promote a polycentric development of this municipality. Academics and policy makers are increasingly shifting the debate concerning the best form of public service provision beyond the traditional dilemma between pure public and pure private delivery modes, because, among other reasons, there is a growing body of evidence that casts doubt on the existence of systematic cost savings from privatization, while any competition seems to be eroded over time. In this paper we compare the relative merits of public and private delivery within a mixed delivery system. We study the role played by ownership, transaction costs, and competition on local public service delivery within the same jurisdiction. Using a stochastic cost frontier, we analyze the public-private urban bus system in the Barcelona Metropolitan Area. Our results suggest that private firms tendering the service have higher delivery costs than those incurred by the public firm, especially when transaction costs are taken into account. Tenders, therefore, do not help to reduce delivery costs. Our results suggest that under a mixed delivery scheme, which permits the co-existence of public and private production, the metropolitan government and the regulator can use private delivery to contain costs in the public firm and, at the same time, benefit from the greater flexibility of private firms for dealing with events not provided for under contract.

Les changements économiques des dernières décennies telles que la mondialisation et la libéralisation des marchés ont modifié la structure des entreprises et les flux d’échanges, et ce en affectant l’organisation du territoire. Les services gouvernementaux, appuyés des organismes communautaires, ont réagi en développant diverses stratégies à l’échelle locale. Ainsi, ils répondent à une variété de besoins socioéconomiques et s'adaptent aux changements dans les quartiers montréalais. Sur le plan économique, diverses organisations favorisent l'entrepreneuriat local par diverses actions et stratégies. Cette recherche s'intéresse au rôle et aux effets des organismes communautaires dans le développement et la consolidation de petites entreprises via leur rôle sur la viabilité et la vitalité des entreprises dans l’un des arrondissements les plus hétérogènes de Montréal. Spécifiquement, elle s’intéresse à l’effet de ces actions sur le développement entrepreneuriale locale dans l’arrondissement de Côte-des-Neiges/ Notre-Dame-de-Grâce à cause de son caractère hétérogène sur le plan ethnique, sur le plan socio-économique et de ses particularités géographiques. Les résultats obtenus indiquent que la viabilité des entreprises est à la base de la majorité des actions et stratégies déployés par les organismes de soutien. Pour ce qui est de l’enracinement des entreprises, il y a beaucoup d’externalités liées au marché qui influencent les décisions du lieu d’établissement et de relocalisation et qui sont hors de portée des actions des organisations. Globalement, nous pouvons dire que Montréal est une ville résiliente. En effet, l’organisation du milieu communautaire permet, malgré quelques lacunes dans les stratégies de promotions et de répartitions des tâches, un soutien adéquat aux entrepreneurs. Du travail reste à faire afin de valoriser l’entrepreneuriat comme métier auprès de la population et encourager les universitaires à auto-entreprendre.

Die vorliegende Arbeit macht Vorschläge zur Einbindung der Öffentlichkeit in Planungsbestrebungen vor Ort, wobei vor allem Methoden empirischer Sozialforschung und deren Anwendbarkeit in landschaftsplanerischen Vorhaben näher betrachtet werden. Hiermit finden insbesondere Wertezuweisungen durch die Bürger stärkere Berücksichtigung. Es wird angenommen, dass, um eine zukunftsweisende Landschaftsplanung zu etablieren, Planer und Fachleute lernen müssen, wie die lokale Bevölkerung ihre Umwelt wahrnimmt und empfindet und welche Ideen sie für die zukünftige Entwicklung der Landschaft haben. Als empirische Grundlage werden Fallstudien aus Bad Soden am Taunus, Hamburg-Wilhelmsburg und Kassel-Rothenditmold präsentiert und verglichen. Rothenditmold und Wilhelmsburg zeichnen sich durch hohe Einwohneranteile mit Migrationshintergrund aus, weisen relativ hohe Arbeitslosenquoten auf und sind als soziale Brennpunkte bekannt – zumindest für Außenstehende. Beide Stadtteile versuchen ihr Image aufzuwerten. In Wilhelmsburg wird dieses Vorhaben in die großräumigen Veränderungen eingebunden, die von verschiedenen Hamburger Großprojekten ausstrahlen. In Rothenditmold ist vor allem Eigeninitiative durch den Stadtteil selbst gefragt. In Bad Soden gibt es ebenfalls viele Menschen mit ausländischen Wurzeln. Sie gehören allerdings mehrheitlich der gesellschaftlichen Mittel- und Oberschicht an. Bad Soden verfügt über ein insgesamt positives Image, das aller kulturellen Veränderungen zum Trotz beibehalten werden soll. Entsprechende Initiativen gehen hier ebenfalls von der Gemeinde selbst aus. An allen Standorten hat es drastische Landschaftsveränderungen und speziell deren Erscheinung gegeben. Bad Soden und Wilhelmsburg haben dabei Teile ihres vormals ländlichen Charakters zu bewahren, während in Rothenditmold vor allem Zeugnisse aus der Zeit der Industrialisierung erhalten sind und den Ort prägen. Die Landschaften haben jeweils ihre einzigartigen Erscheinungen. Zumindest Teile der Landschaften ermöglichen eine Identifikation, sind attraktiv und liefern gute Erholungsmöglichkeiten. Um diese Qualitäten zu bewahren, müssen sie entsprechend gepflegt und weiter entwickelt werden. Dazu sind die Interessen und Wünsche der Bewohner zu ermitteln und in Planungen einzuarbeiten. Die Arbeit strebt einen Beitrag zur Lebensraumentwicklung für und mit Menschen an, die mittels ausgewählter Methoden der empirischen Sozialforschung eingebunden werden. Dabei wird gezeigt, dass die vorgestellten und erprobten Methoden sinnvoll in Projekte der Landschaftsplanung eingebunden werden können. Mit ihnen können ergänzende Erkenntnisse zum jeweiligen Landschaftsraum gewonnen werden, da sie helfen, die kollektive Wahrnehmung der Landschaft durch die Bevölkerung zu erfassen, um sie anschließend in Planungsentwürfe einbinden zu können. Mit der Untersuchung wird in den drei vorgestellten Fallstudien exemplarisch erfasst, welche Elemente der Landschaft für die Bewohner von besonderer Bedeutung sind. Darüber hinaus lernen Planer, welche Methoden zur Ermittlung emotionaler Landschaftswerte verfügbar sind und auf welcher Ebene der Landschaftsplanung sowie bei welchen Zielgruppen sie eingesetzt werden können. Durch die Verknüpfung landschaftsplanerischer Erfassungsmethoden mit Methoden der empirischen Sozialwissenschaft (Fragebogen, Interviews, „Spaziergangsinterviews“, gemeinsame Erarbeitung von Projekten bis zur Umsetzung) sowie der Möglichkeit zur Rückkoppelung landschaftsplaneri-scher Entwürfe mit der Bevölkerung wird eine Optimierung dieser Entwürfe sowohl im Sinne der Planer als auch im Sinne der Bürger erreicht. Zusätzlich wird die Wahrnehmung teilnehmender Bevölkerung für ihre Umwelt geschärft, da sie aufgefordert wird, sich mit ihrer Lebensumgebung bewusst auseinander zu setzen. Die Ergebnisse dieser Untersuchung sind Beitrag und Beleg zu der Annahme, dass ergänzende Methoden in der Landschaftsplanung zur stärkeren Interessenberücksichtigung der von Planung betroffenen Menschen benötigt werden. Zudem zeigen die Studien auf, wie man dem planungsethischen Anspruch, die Öffentlichkeit einzubeziehen, näher kommt. Resultat sind eine bessere Bewertung und Akzeptanz der Planungen und das nicht nur aus landschaftsplanerisch-fachlicher Sicht. Landschaftsplaner sollten ein Interesse daran haben, dass ihre Entwürfe ernst genommen und akzeptiert werden. Das schaffen sie, wenn sie der Bevölkerung nicht etwas aufplanen, sondern ihnen entsprechende Einflussmöglichkeiten bieten und Landschaft mit ihnen gemeinsam entwickeln.

LocalGIS cuenta con el respaldo de la FEMP, Catastro, MAP e IGN, entre otros organismos, y facilita realizar la gestión municipal de forma georreferenciada, al ser un Sistema de Información Geográfica, permitiendo también ofrecer servicios de información on-line a los ciudadanos utilizando la cartografía de la entidad local. Con base en la revisión de la literatura realizada acerca de los roles directivos y del rol de uno en particular que es el CIO, y tomando como referencia la información suministrada por los directivos de tecnologías de Información de las organizaciones Alpina, Banco de Bogotá y Grupo AVAL, el trabajo de investigación hace una descripción del contenido del rol de CIO e identifica las habilidades requeridas para el ejercicio de este rol en dichas organizaciones. Se espera que los resultados del presente estudio generen un valioso aporte como retroalimentación para la academia y las empresas acerca de la formación de los futuros CIO.

This paper uses spatial economic data from four small English towns to measure the strength of economic integration between town and hinterland and to estimate the magnitude of town-hinterland spill-over effects. Following estimation of local integration indicators and inter-locale flows, sub-regional social accounting matrices (SAMs) are developed to estimate the strength of local employment and output multipliers for various economic sectors. The potential value of a town as a 'sub-pole' in local economic development is shown to be dependent on structural differences in the local economy, such as the particular mix of firms within towns. Although the multipliers are generally small, indicating a low level of local linkages, some sectors, particularly financial services and banking, show consistently higher multipliers for both output and employment. In this working paper we discuss current attempts to engage communities in planning policy formulation in the UK. In particular we focus on the preparation of Community Strategies (CS) in England to inform local public policy and the wider proposals recently published by the UK government to move towards enhanced community engagement in planning (DTLR, 2001). We discuss how such strategies could be operationalised with a conceptual framework developed following ideas derived from ANT (cf. Murdoch, 1997, 1998; Selman, 2000; Parker & Wragg, 1999; Callon, 1986, 1998) and the ‘capitals’ literature (Lin, 2002; Fine, 2001; Selman, 2000; Putnam, 1993). We see this as an expression of neo-pragmatic planning theory, (Hoch, 1996; Stein & Harper, 2000) to develop a form of ‘pre-plan mapping’.

Some 50% of the people in the world live in rural areas, often under harsh conditions and in poverty. The need for knowledge of how to improve living conditions is well documented. In response to this need, new knowledge of how to improve living conditions in rural areas and elsewhere is continuously being developed by researchers and practitioners around the world. People in rural areas, in particular, would certainly benefit from being able to share relevant knowledge with each other, as well as with stakeholders (e.g. researchers) and other organizations (e.g. NGOs). Central to knowledge management is the idea of knowledge sharing. This study is based on the assumption that knowledge management can support sustainable development in rural and remote regions. It aims to present a framework for knowledge management in sustainable rural development, and an inventory of existing frameworks for that. The study is interpretive, with interviews as the primary source for the inventory of stakeholders, knowledge categories and Information and Communications Technology (ICT) infrastructure. For the inventory of frameworks, a literature study was carried out. The result is a categorization of the stakeholders who act as producers and beneficiaries of explicit and indigenous development knowledge. Stakeholders are local government, local population, academia, NGOs, civil society and donor agencies. Furthermore, the study presents a categorization of the development knowledge produced by the stakeholders together with specifications for the existing ICT infrastructure. Rural development categories found are research, funding, agriculture, ICT, gender, institutional development, local infrastructure development, and marketing & enterprise. Finally, a compiled framework is presented, and it is based on ten existing frameworks for rural development that were found in the literature study, and the empirical findings of the Gilgit-Baltistan case. Our proposed framework is divided in four levels where level one consists of the identified stakeholders, level two consists of rural development categories, level three of the knowledge management system and level four of sustainable rural development based on the levels below. In the proposed framework we claim that the sustainability of rural development can be achieved through a knowledge society in which knowledge of the rural development process is shared among all relevant stakeholders.

This thesis consists of a summary and four self-contained papers. Paper [I] Following the 1987 report by The World Commission on Environment and Development, the genuine saving has come to play a key role in the context of sustainable development, and the World Bank regularly publishes numbers for genuine saving on a national basis. However, these numbers are typically calculated as if the tax system is non-distortionary. This paper presents an analogue to genuine saving in a second best economy, where the government raises revenue by means of distortionary taxation. We show how the social cost of public debt, which depends on the marginal excess burden, ought to be reflected in the genuine saving. We also illustrate by presenting calculations for Greece, Japan, Portugal, U.K., U.S. and OECD average, showing that the numbers published by the World Bank are likely to be biased and may even give incorrect information as to whether the economy is locally sustainable. Paper [II] This paper examines the relationships among per capita CO2 emissions, per capita GDP and international trade based on panel data spanning the period 1960-2008 for 150 countries. A distinction is also made between OECD and Non-OECD countries to capture the differences of this relationship between developed and developing economies. We apply panel unit root and cointegration tests, and estimate a panel error correction model. The results from the error correction model suggest that there are long-term relationships between the variables for the whole sample and for Non-OECD countries. Finally, Granger causality tests show that there is bi-directional short-term causality between per capita GDP and international trade for the whole sample and between per capita GDP and CO2 emissions for OECD countries. Paper [III] Fundamental questions in economics are why some regions are richer than others, why their growth rates differ, whether their growth rates tend to converge, and what key factors contribute to explain economic growth. This paper deals with the average income growth, net migration, and changes in unemployment rates at the municipal level in Sweden. The aim is to explore in depth the effects of possible underlying determinants with a particular focus on local policy variables. The analysis is based on a three-equation model. Our results show, among other things, that increases in the local public expenditure and income taxe rate have negative effects on subsequent income income growth. In addition, the results show conditional convergence, i.e. that the average income among the municipal residents tends to grow more rapidly in relatively poor local jurisdictions than in initially “richer” jurisdictions, conditional on the other explanatory variables. Paper [IV] This paper explores the relationship between income growth and income inequality using data at the municipal level in Sweden for the period 1992-2007. We estimate a fixed effects panel data growth model, where the within-municipality income inequality is one of the explanatory variables. Different inequality measures (Gini coefficient, top income shares, and measures of inequality in the lower and upper part of the income distribution) are examined. We find a positive and significant relationship between income growth and income inequality measured as the Gini coefficient and top income shares, respectively. In addition, while inequality in the upper part of the income distribution is positively associated with the income growth rate, inequality in the lower part of the income distribution seems to be negatively related to the income growth. Our findings also suggest that increased income inequality enhances growth more in municipalities with a high level of average income than in municipalities with a low level of average income.

A popularização dos conselhos de políticas públicas setoriais foi fortemente ampliada na década de 1990, decorrente principalmente das estratégias de descentralização da Constituição de 1988. Os municípios brasileiros tiveram as responsabilidades federativas ampliadas, especialmente no que tange a questão ambiental e o desenvolvimento urbano. O trabalho analisa como as correntes ambientais e de planejamento urbano se fundem no desenvolvimento da cidade a partir do estudo de caso sobre o município de São Sebastião, litoral norte de São Paulo tendo atenção especial à gênese do Conselho Municipal de Meio Ambiente e Desenvolvimento Urbano como arena de planejamento, conflito e negociação dos distintos interesses locais. Procurou-se discutir, a luz da teoria democrática, os conceitos de participação e deliberação, como alguns dos elementos essenciais ao funcionamento dos conselhos como instrumento de planejamento público e, dessa forma, apontar os limites que o objeto estudado apresenta na gestão compartilhada das políticas públicas locais.

A monografia e uma análise histórico-dialética, de 1535 a 1976, procurando mostrar como o Estado do Espírito Santo formou-se e consolidou-se como região periférica e subdesenvolvida e como ele se integraria agora ao capital ismo nacional, a partir da implantação, em seu território, de alguns projetos industriais de vulto os chamados Grandes Projetos de Impacto. Partindo de uma análise sobre a formação do Centro Ocidental e do Estado brasileiro visa a entender o processo de transformação do Espírito Santo. Mostra, então, as formações do Centro Ocidental e do Estado Nacional. Para o primeiro, evidencia a viagem do sistema capital ista, da democracia 1iberal e do liberalismo econômico ao pluralismo político e à estrutura econômica oligopolica. Na formação do segundo, fica patenteada a evolução do Estado intervencionista/autoritário brasileiro, enxertado pela tentativa liberal da Repúb ica Velha e pela tentativa de implantação de um Estado Racional-Legal no Estado Novo. Assim, fica explícita a especificidade dependente-associada do capital ismo brasileiro, da fase primário-exportadora à fase industrial, e pode-se concluir que o Espírito Santo reproduziu as fases centrais, articulando-se sempre defasadamente aos centros nacionais e internacionais. Tornando patente a interdependencia do Estado do Espírito Santo em relação aos centros inter e in tra nacionais, a monografia passa a descrever o seu processo de formação econômica, social e política, procurando dar conta de suas peculiaridades. Chega à conclusão que a histórica capixaba pode ser dividida em quatro fases. Essencialmente baseadas numa economia de subsistência e, posteriormente, numa economia primário-exportadora, as três fases chamadas regionais litoranea, serrana e pioneina - configuram o ritmo e a direção da ocupação e degradação do território estadual e a marcha do café. A fase atual é de mudanças. são previstas, principalmente, a partir do momento em que os Grandes Projetos começarem a operar, transformações rápidas e desconcertantes, em função dos seis bilhões de dólares de investimentos que serão efetuados num Estado em que o orçamento não cobre sequer as despesas de pessoal. Na medida em que a implantação destes Grandes Projetos poderia reforçar o potencial de ingerência do Governo Federal na esfera estadual, além de trazer para o palco um novo foco de poder, o das corporações estrangeiras envolvidas, contribuir-se-ia para a marginalização dos poderes público e privado capixabas e o Espírito Santo correria o risco de perder sua já reduzida autonomia. Assim, seria configurado um processo iminente de marginalização estadual, tratado na monografia como processo de desautonomia relativa. O trabalho caracteriza esse processo com a análise das transformações potenciais que advirão'em decorrência da operação dos empreendimentos, indicando os riscos que o Estado enfrentará. Segundo ele, as principais mudanças dizem respeito à elevação substancial da Renda Interna Estadual, ao agravamento da concentração individual, espacial e setorial da renda, ao excessivo' adensamento demográfico na area metropolitana da Grande Vitória e ao estímulo à implantação de inúmeras indústrias complementares e satélites.

A instruçio p~blica no Maranhão sofreu certas mudanças, a partir do Ato Adicibnal (1834), que coiocou sob a responsabilidade das Administrações provinciais a direção do ensino p~blico, primario e secundario no Brasil. No s~culo passado, (XIX), no final dos anos 30 e durante os decênios de 40 e 50, houve, no Maranhão, um certo esforço do Estado, no sentido de exercer um contróle maior sobre a instrução provincial e de desenvolver ~ uma. maior clientela o ensino elementar. Nessa época, foram. pr~:))lr?v1dos pela Administração local os primeiros incentivos ã di fusão do ensino t~cnico e agrIcola; e reorganizado o ensino securidirio com a criação do Liceu Maranhense. Nas ~ltimas d~cadas do Imperio, entretanto, o Estado demonstrou um gra~ de desinteresse pelo desenvolvimento da educação escolar no Maranhão. As realizações oficiais dessa ~po~a, nos diver sos nIveis, ' foram insignificantes. A Administração Local, decretando o livre exeycIcio do ensino, em 1874, demonstrou legalmente o descaso a que relegou a instrução p~blica pr~ vincial. As tendências verificadas no ensino p~blico maranhense, nesse perIodo (1834-1889), for~m sobretudo, por particularidades do processo determinadas, polItico-econô mico marannense da ~poca. Nos primeiros decênios (final .de 30 : ê : · d~ca.das 40 ~. 50)', a sit~ação pó'Útiêa . ~aranhens.e · ;'.ar.act.eri:za·v~-. se por um grande empenho dos fazendeiros (fração da classe dominante no poder) em garantir a ordem e buscar a nia. No âmbito econômico, destacava-se um afã por hegem2. reformas materiais, visando ao soerguimento da economia mercantil. Ji nos Gltirnos dec~nios analisados, a situação p61Itico-ec2. n~mica traduzia-se por um maior fortalecimento do poder Político dos fazendeiros, mas com uma grave crise econômica. As condições sociais maranhenses nas primeiras décadas favo receram, pois, o surgimento de uma maior preocupação do Es tado pela educação escolar, enquanto que, na última fase, a situação político-econômica maranhense desestimulou um interesse maior do Estado pelo desenvolvimento do ensino público no Maranhão.
