Economic relations between Latin America and the Caribbean and the Republic of Korea: Advances and opportunities

This document was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) for the official visit of Geung-hye Park, President of the Republic of Korea, to several countries in the region. The Republic of Korea’s success in economic and social development offers many lessons for Latin America and the Caribbean and the developing world as a whole. From being one of the poorest countries in the world in the early 1960s, in six short decades the Republic of Korea has succeeded in transforming itself into a high-income economy, a major manufacturing, scientific and export power and a highly cohesive society with impressive levels of educational achievement.

Cetacean sightings around the Republic of the Maldives, April 1998

In April 1998, as part of a project to collect biopsy samples of putative pygmy blue whales (Balaenoptera musculus brevicauda) in the waters around the Republic of the Maldives, Indian Ocean, incidental sightings of cetaceans encountered were recorded. Using modified line-transect methods and handheld binoculars, a total of 267 sightings of 16 species of whales and dolphins were recorded during 20 at-sea days in the northeastern part of the atoll. Significant results include the following: (1) cetaceans were abundant and species diversity was high, including nearly every pantropical species of pelagic cetacean; (2) the spinner dolphin (Stenella longirostris) was by far the most common species encountered (56 sightings) and also had the largest mean school size ( = 50.3 individuals); (3) blue whales were rare; only four individuals were sighted; (4) a large concentration of Bryde’s whales (28 sightings in two days) was apparently feeding in nearshore waters; (5) this paper reports the first records for the Maldives of Cuvier’s beaked whale (Ziphius cavirostris), Blainville’s beaked whale (Mesoplodon densirostris) and the dwarf sperm whale (Kogia sima): the latter was particularly common (17 sightings); (6) the spotted dolphin (Stenella attenuata) was rare and almost always associated with yellowfin tuna (Thunnus albacares), spinner dolphin, or seabirds, as has been reported in the eastern Pacific and western Indian oceans.

The State as Part of the Republic

The State as Part of the Republic The main objective of this article is to analyze an ideal of civic life, the Republic, based on the form of the sovereign state. Historically, the convergence between Republic and sovereign state has been truncated by the former's commitment to the thesis of royal absolutism. However, as the democratic issue (translated in the values of equality and pluralism) was absorbed by sovereignism, such convergence became more plausible. As viewed in this article, the theoretical bridge of that passage is the concept of political representation. The issue is thus to show in what way a certain vision of the political form (that of the state) can fit into a theory of political representation that contemplates the above-mentioned values.

Drug-Use Amongst Teenagers in Romania and the Republic of Moldavia"

Drug-use among teenagers in two ex-communist countries, Romania and the Republic of Moldova, was studied both in isolation and on a comparative basis. The group carried out a psycho-social study, gaining data from two representative samples of teenagers (N=713 in Romania and N=760 in Moldova). Teachers, parents and experts were also interviewed, using focus groups, questionnaires and 3 individual interviews. Aspects of the phenomenon investigated were the extent of drug use (frequency of consumption, kinds of drugs used, and categories of teenage consumers, by age, gender, residential areas, occupational status, marketplaces and traffickers); internal and external stimulating and inhibiting factors, the attitude of all four categories of subjects to drug abuse in teenagers, and strategies for combating this and other such problems.
