En el archipiélago Sabana-Camagüey, Cuba, y sus áreas marino-costeras, se ha logrado un avance importante en la implementación del Manejo Integrado Costero(MIC) a través del establecimiento de Programas Demostrativos de implementación al nivel de municipios. Para ello fue decisiva la ejecución del proyecto PNUD/GEF Ecosistema Sabana-Camagüey durante casi 20 años. Se describen logros destacados, estrategias y acciones aplicadas, lecciones aprendidas y la importancia de estas para la protección y uso sostenible de la biodiversidad y el enfrentamiento de los peligros de la variabilidad del clima y el cambio climático. Fueron claves: (1) una intensa y sistemática educación, concienciación y capacitación de los actores claves, en temas pertinentes al MIC y a la biodiversidad, desde el comienzo del proyecto, a nivel nacional, provincial y municipios involucrados; (2) la inserción de la ejecución del proyecto dentro del tejido institucional del país; y (3) una fuerte participación de los actores claves (gobiernos, sectores productivos, instituciones científicas y docentes, comunidades y organizaciones no gubernamentales). El proceso de gobernanza de MIC se basó en la concepción y metodología de ECOCOSTAS/Coastal Resource Center-University of Rhode Island,incluyendo la aplicación del conocido ciclo de generación de MIC, los cuatro órdenes de resultados, y el apoyo en los resultados de la ciencia y en el mejor conocimiento general disponibles. Se brindan los resultados recientes de la aplicación, por el proyecto PNUD/ GEF Ecosistema Sabana-Camagüey, de un formulario de autoevaluación anual de desempeño operativo de MIC. La misma se realizó de manera participativa en siete Programas demostrativos de Manejo Integrado Costero para el Ecosistema Sabana-Camagüey, cuyas áreas de intervención fueron declaradas y certificadas por el Ministerio de Ciencia, Tecnología y Medio Ambiente, como “Zonas bajo régimen de Manejo Integrado Costero”. Cada programa de MIC estuvo conducido por el gobierno local y tuvo su estructura particular de composición e de integración. ABSTRACT: In the Sabana-Camagüey archipelago, Cuba, and its coastal marine areas, advances in the implementation of Integrated Coastal Management have been achieved through the establishment of Demonstrative Programs among other actions. For that, the execution of the “Sabana Camagüey Ecosystem” UNDP/ GEF Project during 20 years was decisive. Outstanding outcomes, applied strategies and actions, lessons learned, and their importance for protecting and sustainably use of biodiversity and for facing threats of both climate change and variability are described herein. Key actions were: (1) an intense and systematic stakeholder education, awareness and capacity building to key stakeholders about issues related to ICM and biodiversity since the beginning of the Project, at the involved national, province and municipality levels; as well as (3) a strong participation of key stakeholders (government, productive sectors, scientific and teaching institutions, communities, and non-governmental organizations). The governance process was based on the ECOCOSTAS/Coastal Resource Center-University of Rhode Island conception and methodology, including the application of the known MIC generation cycle, the four result orders, and the support from science and the best available knowledge. Recent results are provided about the application, by the UNDP/GEF Sabana-Camagüey Ecosystem Project, of an annual ICM operative performance self-assessment form. This was carried out in a participative way in seven ICM demonstrative Programs for the Sabana-Camagüey Ecosystem, which intervention areas were declared and certified as “Zones under Integrated Coastal Management Regime”. Each ICM program was led by the local government and had it particular composition and integration structure.

This article examines regulatory governance of the post-initial training market in The Netherlands. From an historical perspective on policy formation processes, it examines market formation in terms of social, economic, and cultural factors in the development of provision and demand for post-initial training; the roles of stakeholders in the longterm construction of regulatory governance of the market; regulation of and public providers; policy responses to market failure; and tripartite division of responsibilities between the state, social partners, commercial and publicly-funded providers. Historical description and analysis examine policy narratives of key stakeholders with reference to: a) influence of societal stakeholders on regulatory decision-making; b) state regulation of the post-initial training market; c) public intervention regulating the market to prevent market failure; d) market deregulation, competition, employability and individual responsibility; and, e) regulatory governance to prevent ‘allocative failure’ by the market in non-delivery of post-initial training to specific target groups, particularly the low-qualified. Dominant policy narratives have resulted in limited state regulation of the supply-side, a tripartite system of regulatory governance by the state, social partners and commercial providers as regulatory actors. Current policy discourses address interventions on the demand-side to redistribute structures of opportunity throughout the life courses of individuals. Further empirical research from a comparative historical perspective is required to deepen contemporary understandings of regulatory governance of markets and the commodification of adult learning in knowledge societies and information economies. With the final purpose of adding value to Amorim Turismo, several papers were analysed, key stakeholders were heard, competitors were studied and so was the market. After this evaluation, it was concluded that there is a chance to consolidate the quality of the service offered and it was with this goal in mind that several recommendations were given. However, such recommendations suffer a cost restriction, which was not neglected, and should be considered into further complementary research activity. Risk assessment was also conducted so that future issues can be anticipated and dealt with preventively.

Any movement towards sustainable tourism is dependent not only upon the industry and other key stakeholders but also the demand side, namely the tourists. Yet, there is a limited literature from the demand point of view. In this area, contributions to an understanding of tourists’ support to sustainable development are necessary. This paper analyzes the main determinants in tourist behavior regarding the environmental considerations when they are making decisions about their holiday plans. General literature on this issue highlights the need to consider socio-economic variables of the individual as well as the attributes related of their style of living. If the econometric model takes into account all these variables simultaneously, then the linkage between contextual changes and tourists´ behaviour is enriched and it may be estimated more accurately. In this sense, a multilevel approach using a random-intercept logistic models is proposed, since tourists belong to a country are affected by the same contextual variables. The analysis comprises a joint dataset composed by microdata belong to the survey Attitudes of Europeans Towards Tourism, which corresponds to Flash Eurobarometer 281, macrodata from Eurostat (GDP in pps and GDP growth) and additional variables profiles from the 2005 Environmental Sustainability Index. Country-specific effects are calculated across the EU-27 countries, which corroborated that attitudes to the sustainable tourism are heterogeneous geo-graphically. The higher the level of GDP, the lower the level of tourists´ support. These results could be explained because tourists of richer countries already have to pay more tax for envi-ronmental protection. Age, gender and educational attainment are relevant. Motivations for travelling, size of the community, type of the destination, and environmental sustainability indi-cators of the place of residence are also important factors.

Considérant la « nouveauté » du phénomène de dénonciation auprès des policiers et l’utilisation croissante du concept social de « crime motivé par la haine », peu d’études ont été réalisées au Canada sur l’incidence de ces crimes pour les personnes comme pour la société. Cette recherche exploratoire a comme objectif de comprendre la façon dont ce type de crime se distingue des autres manifestations de conflits ou d’incidents et de comprendre les impacts de ce type de victimisation pour les homosexuels en particulier. Plus spécifiquement, ce mémoire vise à approfondir la compréhension du stigmate homosexuel et son impact sur la reportabilité des événements de victimisation criminelle aux autorités judiciaires. Pour ce faire, cinq intervenants communautaires, deux policiers, un avocat et quatre victimes considérant avoir vécu des événements de violence homophobe ont été interviewés. Cet échantillon diversifié a permis de mieux comprendre le phénomène de sous-déclaration des incidents de violences homophobes de la part des victimes et d’obtenir une vue d’ensemble des perceptions des acteurs clés qui peuvent être confrontés au phénomène. L’analyse des entretiens suggère d’importantes lacunes sur le plan de la formation des divers intervenants qui entrainent des difficultés à reconnaître une violence homophobe. Les intervenants confient ne pas se sentir pas suffisamment outillés pour intervenir auprès d’une victime de violence homophobe, n’estiment pas tous posséder les compétences et une compréhension suffisante des réalités des minorités sexuelles, de l'homophobie et de l'hétérosexisme, en somme, l’ensemble des savoirs ultimement nécessaires à une assistance et un accompagnement efficaces pour la déclaration aux autorités d’une telle violence vécue par les victimes. Du côté des victimes de violence(s) homophobe(s), il ressort que la discrimination basée sur l’orientation sexuelle est encore prégnante dans leurs interactions quotidiennes. De leur point de vue, la banalisation et l’impunité de certains comportements homophobes par les instances judiciaires viennent renforcer l’idée chez les victimes et la société d’une forme d’infériorité de l’orientation homosexuelle. L’apposition d’une étiquette homosexuelle paraît ainsi avoir de multiples conséquences psychologiques et sociales sur les victimes, notamment sur leur développement identitaire et sexuel. L’intégration des stigmates homosexuels et l’autostigmatisation, qui les poussent à se déprécier, voire à déprécier l’ensemble de la communauté homosexuelle, surgissent de leur perception de la présence de forts stéréotypes homosexuels, d’une société majoritairement hétérosexiste et de l’opérationnalisation sociale d’une distanciation entre le « nous » hétérosexuel et le « eux » homosexuel. Par leur marginalisation, leur mise en infériorité historique, l’ambiguïté du concept de « crimes motivés par la haine », la noncompréhension de la violence et des répercussions qu’ont les intervenants communautaires et judiciaires de la situation et partant, dans bien des cas, de la prise en charge inadéquate qui en découle pour les victimes des violences homophobes, il est possible de comprendre les appréhensions mentales que les victimes entretiennent ainsi que leur réticence à solliciter de l’aide et encore plus à rapporter la victimisation vécue aux autorités judiciaires.

The literature clearly links the quality and capacity of a country’s infrastructure to its economic growth and competitiveness. This thesis analyses the historic national and spatial distribution of investment by the Irish state in its physical networks (water, wastewater and roads) across the 34 local authorities and examines how Ireland is perceived internationally relative to its economic counterparts. An appraisal of the current status and shortcomings of Ireland’s infrastructure is undertaken using key stakeholders from foreign direct investment companies and national policymakers to identify Ireland's infrastructural gaps, along with current challenges in how the country is delivering infrastructure. The output of these interviews identified many issues with how infrastructure decision-making is currently undertaken. This led to an evaluation of how other countries are informing decision-making, and thus this thesis presents a framework of how and why Ireland should embrace a Systems of Systems (SoS) methodology approach to infrastructure decision-making going forward. In undertaking this study a number of other infrastructure challenges were identified: significant political interference in infrastructure decision-making and delivery the need for a national agency to remove the existing ‘silo’ type of mentality to infrastructure delivery how tax incentives can interfere with the market; and their significance. The two key infrastructure gaps identified during the interview process were: the need for government intervention in the rollout of sufficient communication capacity and at a competitive cost outside of Dublin; and the urgent need to address water quality and capacity with approximately 25% of the population currently being served by water of unacceptable quality. Despite considerable investment in its national infrastructure, Ireland’s infrastructure performance continues to trail behind its economic partners in the Eurozone and OECD. Ireland is projected to have the highest growth rate in the euro zone region in 2015 and 2016, albeit that it required a bailout in 2010, and, at the time of writing, is beginning to invest in its infrastructure networks again. This thesis proposes the development and implementation of a SoS approach for infrastructure decision-making which would be based on: existing spatial and capacity data of each of the constituent infrastructure networks; and scenario computation and analysis of alternative drivers eg. Demographic change, economic variability and demand/capacity constraints. The output from such an analysis would provide valuable evidence upon which policy makers and decision makers alike could rely, which has been lacking in historic investment decisions.

El objetivo del presente artículo es profundizar en los conceptos de liderazgo responsable y responsabilidad social empresarial, basándose en un marco referencial y bibliográfico pertinente para la investigación. Para ello, se realizó una exhaustiva búsqueda de referencias bibliográficas, tales como artículos científicos, publicaciones académicas y estudios de caso, que ayudaron a dar un acercamiento conceptual al tema principal. Se encontraron diferentes aproximaciones conceptuales sobre el liderazgo responsable y la importancia que tiene en términos de responsabilidad social, algunas teorías del liderazgo, estilos de liderazgo responsable, la satisfacción laboral y por ultimo una serie de casos empresariales que ponen estos conceptos en práctica.

This research aims at contributing to a better understanding of changes in local governments’ accounting and reporting practices. Particularly, ‘why’, ‘what’ and ‘how’ environmental aspects are included and the significance of changes across time. It adopts an interpretative approach to conduct a longitudinal analysis of case studies. Pettigrew and Whipp’s framework on context, content and process is used as a lens to distinguish changes under each dimension and analyse their interconnections. Data is collected from official documents and triangulated with semi-structured interviews. The legal framework defines as boundaries of the accounting information the territory under local governments’ jurisdiction and their immediate surrounding area. Organisational environmental performance and externalities are excluded from the requirements. An interplay between the local outer context, political commitment and organisational culture justifies the implementation of changes beyond what is regulated and the implementation of transformational changes. Local governments engage in international networks to gain access to funding and implement changes, leading to adopting the dominant environmental agenda. Key stakeholders, like citizens, are not engaged in the accounting and reporting process. Thus, there is no evidence that the environmental aspects addressed and related changes align with stakeholders’ needs and expectations, which jeopardises its significance. Findings from the current research have implications in other EU member states due to the harmonisation of accounting and reporting practices and the common practice across the EU in using external funding to conceptualise and implement changes. This implies that other local governments could also be representing a limited account related to environmental aspects.

Science communication. including extension services. plays a key role in achieving sustainable native vegetation management. One of the pivotal aspects of the debate on sustainable vegetation management is the scientific information underpinning policy-making. In recent years. extension services have Shifted their focus from top-down technology transfer to bottom-up participation and empowerment. I here has also been a broadening of communication strategies to recognise the range of stakeholders involved in native vegetation management and to encompass environmental concerns. This paper examines the differences between government approaches to extension services to deliver policy and the need for effective communication to address broader science issues that underpin native vegetation management. The importance of knowing the learning styles of the stakeholders involved in native vegetation management is discussed at a time of increasing reliance on mass communication for information exchange and the importance of personal communication to achieve on-ground sustainable management. Critical factors for effective science-management communication are identified Such as: (i) undertaking scientific studies (research) with community involvement, acceptance and agreed understanding of project objectives (ii) realistic community consultation periods: (iii) matching communication channels with stakeholder needs; (iv) combining scientific with local knowledge in in holistic (biophysical and social) approach to understanding in issued and (v) regional partnerships. These communication factors are considered to be essential to implementing on-ground natural resource management strategics and actions, including those concerned with native vegetation management.

Mosquito-borne diseases such as dengue fever, chikungunya or malaria affect millions of people each year and control solutions are urgently needed. An international research program is currently being developed that relies on the introduction of the bacterial endosymbiont Wolbachia pipientis into Aedes aegypti to control dengue transmission. In order to prepare for open-field testing releases of Wolbachia-infected mosquitoes, an intensive social research and community engagement program was undertaken in Cairns, Northern Australia. The most common concern expressed by the diverse range of community members and stakeholders surveyed was the necessity of assuring the safety of the proposed approach for humans, animals and the environment. To address these concerns a series of safety experiments were undertaken. We report in this paper on the experimental data obtained, discuss the limitations of experimental risk assessment and focus on the necessity of including community concerns in scientific research.

The disintegration of the USSR brought the emergence of a new geo-energy space in Central Asia. This space arose in the context of a global energy transition, which began in the late 1970s. Therefore, this new space in a changing energy world requires both new conceptual frameworks of analysis and the creation of new analytical tools. Taking into account this fact, our paper attempts to apply the theoretical framework of the Global Commodity Chain (GCC) to the case of natural resources in Central Asia. The aim of the paper is to check if there could be any Central Asia’s geo-energy space, assuming that this space would exist if natural resources were managed with regional criteria. The paper is divided into four sections. First an introduction that describes the new global energy context within natural resources of Central Asia would be integrated. Secondly, the paper justifies why the GCC methodology is suitable for the study of the value chains of energy products. Thirdly, we build up three cases studies (oil and uranium from Kazakhstan and gas from Turkmenistan) which reveal a high degree of uncertainty over the direction these chains will take. Finally, we present the conclusions of this study that state that the most plausible scenario would be the integration of energy resources of these countries in GCC where the core of the decision-making process will be far away from the region of Central Asia. The present work discusses the effects of university culture and structure on university-business relations, focusing on knowledge transfer activities. It puts forward the thesis that when links between university and business are introduced into the university system as a turn-key proposition rather than as developmental process, the prevailing university culture and structure will exert resistance against change and will oppose the creation of appropriate structures to promote them, with deleterious effects for the university.

Summary This dissertation explores how stakeholder dialogue influences corporate processes, and speculates about the potential of this phenomenon - particularly with actors, like non-governmental organizations (NGOs) and other representatives of civil society, which have received growing attention against a backdrop of increasing globalisation and which have often been cast in an adversarial light by firms - as a source of teaming and a spark for innovation in the firm. The study is set within the context of the introduction of genetically-modified organisms (GMOs) in Europe. Its significance lies in the fact that scientific developments and new technologies are being generated at an unprecedented rate in an era where civil society is becoming more informed, more reflexive, and more active in facilitating or blocking such new developments, which could have the potential to trigger widespread changes in economies, attitudes, and lifestyles, and address global problems like poverty, hunger, climate change, and environmental degradation. In the 1990s, companies using biotechnology to develop and offer novel products began to experience increasing pressure from civil society to disclose information about the risks associated with the use of biotechnology and GMOs, in particular. Although no harmful effects for humans or the environment have been factually demonstrated even to date (2008), this technology remains highly-contested and its introduction in Europe catalysed major companies to invest significant financial and human resources in stakeholder dialogue. A relatively new phenomenon at the time, with little theoretical backing, dialogue was seen to reflect a move towards greater engagement with stakeholders, commonly defined as those "individuals or groups with which. business interacts who have a 'stake', or vested interest in the firm" (Carroll, 1993:22) with whom firms are seen to be inextricably embedded (Andriof & Waddock, 2002). Regarding the organisation of this dissertation, Chapter 1 (Introduction) describes the context of the study, elaborates its significance for academics and business practitioners as an empirical work embedded in a sector at the heart of the debate on corporate social responsibility (CSR). Chapter 2 (Literature Review) traces the roots and evolution of CSR, drawing on Stakeholder Theory, Institutional Theory, Resource Dependence Theory, and Organisational Learning to establish what has already been developed in the literature regarding the stakeholder concept, motivations for engagement with stakeholders, the corporate response to external constituencies, and outcomes for the firm in terms of organisational learning and change. I used this review of the literature to guide my inquiry and to develop the key constructs through which I viewed the empirical data that was gathered. In this respect, concepts related to how the firm views itself (as a victim, follower, leader), how stakeholders are viewed (as a source of pressure and/or threat; as an asset: current and future), corporate responses (in the form of buffering, bridging, boundary redefinition), and types of organisational teaming (single-loop, double-loop, triple-loop) and change (first order, second order, third order) were particularly important in building the key constructs of the conceptual model that emerged from the analysis of the data. Chapter 3 (Methodology) describes the methodology that was used to conduct the study, affirms the appropriateness of the case study method in addressing the research question, and describes the procedures for collecting and analysing the data. Data collection took place in two phases -extending from August 1999 to October 2000, and from May to December 2001, which functioned as `snapshots' in time of the three companies under study. The data was systematically analysed and coded using ATLAS/ti, a qualitative data analysis tool, which enabled me to sort, organise, and reduce the data into a manageable form. Chapter 4 (Data Analysis) contains the three cases that were developed (anonymised as Pioneer, Helvetica, and Viking). Each case is presented in its entirety (constituting a `within case' analysis), followed by a 'cross-case' analysis, backed up by extensive verbatim evidence. Chapter 5 presents the research findings, outlines the study's limitations, describes managerial implications, and offers suggestions for where more research could elaborate the conceptual model developed through this study, as well as suggestions for additional research in areas where managerial implications were outlined. References and Appendices are included at the end. This dissertation results in the construction and description of a conceptual model, grounded in the empirical data and tied to existing literature, which portrays a set of elements and relationships deemed important for understanding the impact of stakeholder engagement for firms in terms of organisational learning and change. This model suggests that corporate perceptions about the nature of stakeholder influence the perceived value of stakeholder contributions. When stakeholders are primarily viewed as a source of pressure or threat, firms tend to adopt a reactive/defensive posture in an effort to manage stakeholders and protect the firm from sources of outside pressure -behaviour consistent with Resource Dependence Theory, which suggests that firms try to get control over extemal threats by focussing on the relevant stakeholders on whom they depend for critical resources, and try to reverse the control potentially exerted by extemal constituencies by trying to influence and manipulate these valuable stakeholders. In situations where stakeholders are viewed as a current strategic asset, firms tend to adopt a proactive/offensive posture in an effort to tap stakeholder contributions and connect the organisation to its environment - behaviour consistent with Institutional Theory, which suggests that firms try to ensure the continuing license to operate by internalising external expectations. In instances where stakeholders are viewed as a source of future value, firms tend to adopt an interactive/innovative posture in an effort to reduce or widen the embedded system and bring stakeholders into systems of innovation and feedback -behaviour consistent with the literature on Organisational Learning, which suggests that firms can learn how to optimize their performance as they develop systems and structures that are more adaptable and responsive to change The conceptual model moreover suggests that the perceived value of stakeholder contribution drives corporate aims for engagement, which can be usefully categorised as dialogue intentions spanning a continuum running from low-level to high-level to very-high level. This study suggests that activities aimed at disarming critical stakeholders (`manipulation') providing guidance and correcting misinformation (`education'), being transparent about corporate activities and policies (`information'), alleviating stakeholder concerns (`placation'), and accessing stakeholder opinion ('consultation') represent low-level dialogue intentions and are experienced by stakeholders as asymmetrical, persuasive, compliance-gaining activities that are not in line with `true' dialogue. This study also finds evidence that activities aimed at redistributing power ('partnership'), involving stakeholders in internal corporate processes (`participation'), and demonstrating corporate responsibility (`stewardship') reflect high-level dialogue intentions. This study additionally finds evidence that building and sustaining high-quality, trusted relationships which can meaningfully influence organisational policies incline a firm towards the type of interactive, proactive processes that underpin the development of sustainable corporate strategies. Dialogue intentions are related to type of corporate response: low-level intentions can lead to buffering strategies; high-level intentions can underpin bridging strategies; very high-level intentions can incline a firm towards boundary redefinition. The nature of corporate response (which encapsulates a firm's posture towards stakeholders, demonstrated by the level of dialogue intention and the firm's strategy for dealing with stakeholders) favours the type of learning and change experienced by the organisation. This study indicates that buffering strategies, where the firm attempts to protect itself against external influences and cant' out its existing strategy, typically lead to single-loop learning, whereby the firm teams how to perform better within its existing paradigm and at most, improves the performance of the established system - an outcome associated with first-order change. Bridging responses, where the firm adapts organisational activities to meet external expectations, typically leads a firm to acquire new behavioural capacities characteristic of double-loop learning, whereby insights and understanding are uncovered that are fundamentally different from existing knowledge and where stakeholders are brought into problem-solving conversations that enable them to influence corporate decision-making to address shortcomings in the system - an outcome associated with second-order change. Boundary redefinition suggests that the firm engages in triple-loop learning, where the firm changes relations with stakeholders in profound ways, considers problems from a whole-system perspective, examining the deep structures that sustain the system, producing innovation to address chronic problems and develop new opportunities - an outcome associated with third-order change. This study supports earlier theoretical and empirical studies {e.g. Weick's (1979, 1985) work on self-enactment; Maitlis & Lawrence's (2007) and Maitlis' (2005) work and Weick et al's (2005) work on sensegiving and sensemaking in organisations; Brickson's (2005, 2007) and Scott & Lane's (2000) work on organisational identity orientation}, which indicate that corporate self-perception is a key underlying factor driving the dynamics of organisational teaming and change. Such theorizing has important implications for managerial practice; namely, that a company which perceives itself as a 'victim' may be highly inclined to view stakeholders as a source of negative influence, and would therefore be potentially unable to benefit from the positive influence of engagement. Such a selfperception can blind the firm from seeing stakeholders in a more positive, contributing light, which suggests that such firms may not be inclined to embrace external sources of innovation and teaming, as they are focussed on protecting the firm against disturbing environmental influences (through buffering), and remain more likely to perform better within an existing paradigm (single-loop teaming). By contrast, a company that perceives itself as a 'leader' may be highly inclined to view stakeholders as a source of positive influence. On the downside, such a firm might have difficulty distinguishing when stakeholder contributions are less pertinent as it is deliberately more open to elements in operating environment (including stakeholders) as potential sources of learning and change, as the firm is oriented towards creating space for fundamental change (through boundary redefinition), opening issues to entirely new ways of thinking and addressing issues from whole-system perspective. A significant implication of this study is that potentially only those companies who see themselves as a leader are ultimately able to tap the innovation potential of stakeholder dialogue.
