Purpose: This document identifies the challenges and opportunities in applying the ontology technology in the Human Resources domain. Target users: A reference for both the HR and the ontology communities. Also, to be used as a roadmap for the OOA itself, within the HR domain. Background: During the discussion panel at the OOA kick-off workshop, which was attended by more than 50 HR and ontology experts, the need for this roadmap was realized. It was obvious that the current understanding of the problem of semantics in HR is fragmented and only partial solutions exist. People from both the HR and the ontology communities speak different languages, have different understandings, and are not aware of existing solutions.

The strategic integration of the human resource (HR) function is regarded as crucial in the literature on (strategic) human resource management ((S)HRM). Evidence on the contextual or structural influences on this integration is, however, limited. The structural implications of unionism are particularly intriguing given the evolution of study of the employment relationship. Pluralism is typically seen as antithetical to SHRM, and unions as an impediment to the strategic integration of HR functions, but there are also suggestions in the literature that unionism might facilitate the strategic integration of HR. This paper deploys large-scale international survey evidence to examine the organization-level influence of unionism on this strategic integration, allowing for other established and plausible influences. The analysis reveals that exceptionally, where the organization-level role of unions is particularly contested, unionism does impede the strategic integration of HR. However, it is the predominance of the facilitation of the strategic integration of HR by unionism which is most remarkable.

Purpose – The HRM literature provides various typologies of the HR managers’ roles in organizations. The purpose of this paper is to examine how the roles and required competencies of HR managers in Slovenian multinational companies change when these companies enter the international arena. Design/methodology/approach – The authors explored the total population of 25 Slovenian multinational companies (MNCs) operating in Serbia. In these companies the authors conducted interviews with 16 expatriates working in branches in Serbia, sent questionnaires to the CEOs, and conducted a survey of 50 HR managers and interviews with 15 of them. The authors used a triangulation approach and analyzed the results by multivariate methods and content analysis. Findings – The authors found that the complexity of HR managers’ roles, and expectations of their competencies, increases with an increasing level of internationalization of companies. Orientation to people and conflict resolution are seen as elementary competencies needed in all stages of internationalization. The key competence is seen to be strategic thinking that, according to CEOs and expatriates, goes hand in hand with cultural sensitivity, openness to change and a comprehensive understanding of the international environment and business processes. Practical implications – These results can potentially be used for assessing the HRM roles and competencies in different stages of company internationalization, especially MNCs operating in the ex-communist states of Europe, and will help HR managers to support expatriates, CEOs and other employees working in branches abroad more efficiently. Originality/value – This study contributes to the review and evaluation of the quite limited research on HR managers’ roles and competencies in MNCs. It focuses on MNCs and outward internationalization in the Central and Eastern European region. It contributes to studies of the HR managers’ roles and competencies and is the first study to establish a set of roles and competencies for HR managers in Slovenian MNCs.

This study provides an innovative perspective on empirically assessing HR by focusing on the duality of HR professionals’ experiences as both implementers and recipients or internal customers of HR practices given that they are also employees of the organization. We hypothesize that HR professionals experience HR practices more favorably from an implementer perspective as compared to an internal customer perspective. These differences in experiences are likely to be influenced by HR professionals’ hierarchical position in the HR department. Our analyses of 1,271 HR professionals employed by Indian Railways revealed a number of differences between the two types of experience. Some practices (recruitment and selection, training, and employee welfare) were viewed more negatively from the implementer perspective, whereas others (compensation, benefits, and employment relations) were rated more negatively from the internal customer perspective. Those holding more senior HR positions reported more positive experiences of training and employment relations from an internal customer perspective. Overall our contributions draw on the attribution theory and concepts of intraorganizational power and voice, and have implications concerning the effectiveness of HR practices. © 2015 Wiley Periodicals, Inc.

Purpose – Outsourced information technology (IT) workers establish two different employment relationships: one with the outsourcing company that hires them and another with the client organization where they work daily. The attitudes that an employee has towards both organisations may be influenced by the interpretations or attributions that employees make about the reasons behind the human resource (HR) management practices implemented by the outsourcing company. This paper aims to propose that commitment‐focused HR attributions are positively and control‐focused HR attributions are negatively related to the affective commitment to the client organization, through the affective commitment to the outsourcing company. Design/methodology/approach – These hypotheses were tested with a sample of 158 highly skilled outsourced employees from the IT sector. Data were analyzed with structural equation modeling (SEM). Findings – The paper's hypotheses were supported. It can conclude that, if an employee interprets the HR practices as part of a commitment‐focused strategy of the outsourcing company, it has clear attitudinal benefits. The study found that the relationship between HR attributions and the commitment to the client organization is mediated by the commitment to the outsourcing company. Practical implications – These findings hint at the critical role of outsourcing companies in managing the careers of these highly marketable employees. Originality/value – This paper is the first to apply the concept of HR attributions to contingent employment literature in general and to outsourced IT workers in particular.

Studien ämnar till att skapa en profil för tre olika empirinära perspektiv, vilka alla spelar en roll före, under och efter en nedskärningsprocess. Dessa tre perspektiv är: ledningsperspektivet, perspektivet för kvarvarande anställda och uppsagda arbetare. Författaren lägger tyngd på den tidigare vetenskapliga forskningen som får agera likt en mall för hur en optimal hantering ska ske under en nedskärningsprocess. Syftet med studien är att detektera bristande överrensstämmelser mellan perspektiven som förhindrar att hanteringen blir optimal för alla parter, samt kunna se om teorin används i det praktiska utövandet.Ledarskapsperspektivet är representerat i två underkategorier: sekundärintervjuer och expertintervjuer. I sekundärintervjuerna så presenteras svar från auktoriteter inom området som förmedlar den erfarenhetsbaserade kunskapen; medan i expertintervjuerna presenteras svar från fyra olika, representerade, företag inom olika branscher i Borlänge. Perspektivet för kvarvarande anställda representeras av en enkätundersökning och en djupare intervju med en kvarvarande anställd. Det tredje empirinära perspektivet, för uppsagda arbetare, representeras av en enkätundersökning och en djupare intervju med en uppsagd arbetare.I resultatet så visar det sig att författaren har kunnat detektera bristande överrensstämmelser på flera punkter, främst inom den uppfattade kommunikationen, mellan perspektiven. Detta tolkas som att de framlagda teorierna inte följs av praktiken och därför råder det ingen optimal situation för något av de representerade perspektiven.

Denna undersökning syftar till att med hjälp av intervjuer undersöka ett antal pedagogers uppfattning av kvalitet, likvärdighet och ansvar i en skola samt hur skolans arbetssätt påverkar kvalitet och likvärdighet för eleverna. De parametrar som finns definierade av skolans ledning som strategiska mål, framgångsfaktorer och nyckelmått på pedagogisk utveckling återkommer inte spontant hos de intervjuade pedagogerna, det räcker inte att tala om kvalitet för att kunna mäta och utveckla den. Den huvudsakliga slutsats som kan dras av undersökningen är att det saknas en gemensam syn på kvalitet och vad kvalitet konkret innebär i det pedagogiska arbetet och det pedagogiska ledarskapet för att skapa och säkerställa kvalitet och likvärdighet inom skolans alla funktioner; kvalificerande, socialiserande och subjektifierande.
