Many international business (IB) studies have used foreign direct investment (FDI) stocks to measure the aggregate value-adding activity of multinational enterprises (MNE) affiliates in host countries. We argue that FDI stocks are a biased measure of that activity, because the degree to which they overestimate or underestimate affiliate activity varies systematically with host-country characteristics. First, most FDI into countries that serve as tax havens generate no actual productive activity; thus FDI stocks in such countries overestimate affiliate activity. Second, FDI stocks do not include locally raised external funds, funds widely used in countries with well-developed financial markets or volatile exchange rates, resulting in an underestimation of affiliate activity in such countries. Finally, the extent to which FDI translates into affiliate activity increases with affiliate labor productivity, so in countries where labor is more productive, FDI stocks also result in an underestimation of affiliate activity. We test these hypotheses by first regressing affiliate value-added and affiliate sales on FDI stocks to calculate a country-specific mismatch, and then by regressing this mismatch on a host country's tax haven status, level of financial market development, exchange rate volatility, and affiliate labor productivity. All hypotheses are supported, implying that FDI stocks are a biased measure of MNE affiliate activity, and hence that the results of FDI-data-based studies of such activity need to be reconsidered. This paper examines the relationship between concepts of MNE bargaining power and broader concepts of political power. It notes that the analysis of MNE bargaining power presents a number of puzzles from the perspective of political theory. These puzzles arise, in part, from the fact that the overlap between traditional concepts of MNE bargaining power and broader concepts of political power is only a partial one. Despite these problems, it is suggested that political- theory-based approaches can add realism to our understanding of bargaining power.

This thesis addresses the impacts of public policies on outward foreign direct investment, seeking to contribute to a better understanding of the interplay between pro-internationalisation policies and firm behaviour. Home country measures associated with these policies are explored in terms of use and awareness, as determinants of foreign direct investment, as drivers of policy objectives, in terms of perceived importance and impact in different scenarios of internationalisation. Using a comprehensive database of 441 Portuguese firms, being those that had participated at least in one of the 11 types of public support between 1994 and 2009. The empirical papers presented here reveal a moderating effect of firm capabilities and internationalisation conditions on policy objectives. In fact, firms’ resources and capabilities frame the awareness and use of home country support measures, the existence of public policy determinants of foreign direct investment, the decision to carry out more aggressive modes of entry and the choice of more demanding environments, the impact of policy objectives, and the perceived importance of incentives. In practical terms, the findings of this thesis points that firms’ resources and capabilities are negatively associated with the use of public support, contrasting with awareness, which is found to increase with firms’ resources and capabilities. This insight sheds light on a potential problem of incentives allocation. Our results support the established theorizing about the co-evolution of government and firms' policies, home country measures being found as determinants of foreign direct investment. It is also shown that prointernationalization policies reinforce the firms’ resources and capabilities, which seems to have a positive impact on international growth. An evaluation of public policy, from the foreign direct investor's lens, supports the argument that firms involved in more demanding projects tend to attribute more importance to public supports. Behind the specific and concrete contributions identified in each of the empirical papers, as a whole this thesis makes methodological contributions by introducing the evaluation of impacts of public policies to the field of international business through the firm perspective; these contributions are achieved by taking the pro-internationalisation policies of a small open economy to better understand the impacts of public policies, and by shedding light on co-evolution between resource and institutional-based views.

Muitas são as teorias que sugerem uma explicação para a realização do comércio internacional, tentando justificar porque é que determinados países são mais atrativos para Investimento Direto Estrangeiro (IDE) do que outros. A revisão de literatura realizada no âmbito desta investigação permitiu perceber que, embora sejam muitas as teorias existentes, os autores são unânimes ao afirmar que a internacionalização das empresas, através de IDE, é influenciada por fatores de atração relacionados com as características específicas dos países de acolhimento (meio envolvente contextual e transacional) e por fatores impulsionadores relacionados com características específicas das empresas e do país de origem das mesmas. Apesar do número existente de estudos sobre IDE ser vasto, são poucos aqueles que analisam este tipo de investimento no setor do Turismo e inexistentes os que analisam o IDE no setor do Turismo português. A presente investigação pretende colmatar essa lacuna e tem como objetivo identificar os principais fatores de atratividade para IDE no setor do Turismo português. Para o efeito, foi construído um modelo teórico onde foram considerados como fatores de atração seis fatores relacionados com o meio envolvente de Portugal e cinco fatores relacionados com o setor do Turismo. Como fatores impulsionadores consideraram-se aspetos relativos ao país de origem das empresas estrangeiras e às características endógenas das mesmas. A metodologia utilizada para validar o modelo e respetivas hipóteses assentou, numa primeira fase, na elaboração de entrevistas exploratórias semiestruturadas à Agência para o Investimento e Comércio Externo de Portugal e ao Turismo de Portugal. Numa segunda fase, foram aplicados inquéritos por questionário aos investidores estrangeiros a explorar empreendimentos turísticos e unidades de alojamento local em Portugal continental. Foram considerados válidos para análise 53 questionários, representando 63,9% do universo de investidores estrangeiros em Portugal (subsetor do Alojamento), responsáveis pela exploração de 20.999 camas. Os resultados obtidos no âmbito deste estudo permitem concluir que a localização geográfica de Portugal, a imagem/marca do setor do Turismo português e a oferta turística portuguesa são considerados os fatores de atração mais importantes para IDE. As afinidades culturais e históricas foram consideradas fatores de atração pelos investidores de pequena dimensão, enquanto a procura turística foi considerada atrativa pelos investidores de média/grande dimensão. Este estudo identificou claramente que os maiores entraves ao IDE são a burocracia, a carga fiscal e a atual situação económica do país. Conclui-se, ainda, que os países que mais investem no setor do Turismo português são também os principais emissores de turistas para Portugal e que investidores provenientes de diferentes mercados de origem procuram diferentes regiões em Portugal para investir. Por fim, apresentam-se as principais contribuições da investigação do ponto de vista teórico e prático, indicam-se algumas limitações e sugerem-se recomendações para investigações futuras.

La réduction importante de l'aide internationale au développement et le processus de mondialisation ont fait en sorte que les investissements étrangers directs (IBD) sont considérés de nos jours comme une source importante de capital et de croissance économique dans un pays d'accueil comme la Serbie. Les IBD sont réputés stimuler la concurrence, l'innovation, l'épargne, la création d'emplois et le développement des ressources humaines dans les pays les plus pauvres et ceux en transition. Les institutions internationales encouragent la promotion des IBD dans tels pays et incitent leurs gouvernements à œuvrer à leur promotion active en tant que localité attrayante pour les obtenir. Il existe aussi un consensus selon lequel les investisseurs étrangers sont attirés par les pays dont le système juridique est stable et prévisible et qui réglemente l'économie selon le modèle d'une économie de marché. Si les réformes juridiques sont incontestablement importantes pour attirer les IBD, notre étude cherche à vérifier quel est le véritable impact du droit interne et des institutions étatiques du pays d'accueil sur l'établissement des entreprises étrangères et sur l'exercice de leur activité économique dans ce pays. Il s'agit de voir de quelle manière la présence des investisseurs étrangers contribue à la consolidation de l'État de droit dans le pays d'accueil. Pour analyser ces questions de plus près, nous avons choisi l'étude de cas de la Serbie, dont le système juridique est en chantier depuis le changement de régime en 2000. Notre hypothèse de travail a supposé que l'instauration de l'État de droit était importante pour l'implantation des investisseurs étrangers dans le pays, car les institutions étatiques et juridiques pourraient offrir des garanties pour le bon déroulement de l'activité économique étrangère. Après avoir étudié le cas de la Serbie, il y a lieu de conclure que la réforme du cadre juridique interne joue un rôle important, mais toutefois non déterminant dans le choix de la localisation d'un investissement étranger. Notre étude montre que la motivation en matière d'investissement ne tient généralement pas compte de la normativité juridique comme facteur à considérer, c'est-à-dire parmi les facteurs définis par la théorie du OLI Paradigm de John Dunning. Toutefois, ce facteur joue un rôle politique par le fait qu'il est véhiculé dans le droit international et dans le discours des organisations internationales. Les investisseurs demeurent également attentifs à la législation pouvant influencer leur propre activité économique. Nos entretiens ont révélé l'existence d'une véritable volonté de la part des investisseurs de favoriser les réformes juridiques du pays d'accueil. Leur perception du cadre juridique favorable au plan économique peut éventuellement jouer un certain rôle dans la transformation de l'État de droit et des institutions juridiques du pays d'accueil. Mais les entrepreneurs n'attendent pas un cadre juridique reformé dans le pays d'accueil pour décider d'y investir. En résumé, l'amélioration des institutions de l'État de droit concerne au premier chef des services sociaux de qualité et des meilleures conditions économiques pour ses citoyens. La promotion des IBD dans le pays ne constitue pas un objectif en soi mais s'inscrit dans la politique d'un État de droit en tant qu'outil indispensable de réformes et constitue un facteur favorable au développement économique.

La Inversión Directa en el Exterior representa el proceso más grande hacia la internacionalización de las empresas después de las exportaciones. Tal proceso significa una mejora en la competitividad de las empresas, traducida en mayor penetración en el mercado internacional, acceso a mejores tecnologías, recursos naturales e investigación. Este proyecto de investigación pretende formular una propuesta de instrumentos o servicios de promoción de inversión directa en el exterior, enfocados en encadenamientos productivos. En un primer lugar, se establecerá el marco teórico bajo el cual se desarrollara el proyecto, mediante la recolección de información relevante en teorías de internacionalización y en la descripción de encadenamientos productivos y clúster. En segundo lugar, se presentara el entorno macroeconómico y la evolución de los flujos de inversión directa en el extranjero en Colombia y Latinoamérica. Y finalmente, se hará un estudio comparativo de los servicios prestados por las principales agencias de promoción de inversión, que servirá de base para la posterior formulación de la propuesta de instrumentos de promoción de inversión.
