Cambodia is one of the poorest countries in the world; much of its population live in rural areas and many live below the local poverty line. The management of common property aquatic resources is of over-riding importance to food security and sustainable rural development in Cambodia. Aquatic resources are utilized principally by subsistence fishers and the landless, for whom aquatic resource use is an important livelihood activity. Subsistence fishers access mainly the rivers, lakes and inundated forests in Tonle Sap provinces, the lower Mekong and Bassac regions and the upper part of the Mekong. Freshwater capture fisheries probably contribute more to national food security and the national economy in Cambodia than in any other country in the world. (PDF contains 52 pages)

Market squid (Loligo opalescens) plays a vital role in the California ecosystem and serves as a major link in the food chain as both a predator and prey species. For over a century, market squid has also been harvested off the California coast from Monterey to San Pedro. Expanding global markets, coupled with a decline in squid product from other parts of the world, in recent years has fueled rapid expansion of the virtually unregulated California fishery. Lack of regulatory management, in combination with dramatic increases in fishing effort and landings, has raised numerous concerns from the scientific, fishing, and regulatory communities. In an effort to address these concerns, the National Oceanic and Atmospheric Administration’s (NOAA) Channel Islands National Marine Sanctuary (CINMS) hosted a panel discussion at the October 1997 California Cooperative Oceanic and Fisheries Investigations (CalCOFI) Conference; it focused on ecosystem management implications for the burgeoning market squid fishery. Both panel and audience members addressed issues such as: the direct and indirect effects of commercial harvesting upon squid biomass; the effects of harvest and the role of squid in the broader marine community; the effects of environmental variation on squid population dynamics; the sustainability of the fishery from the point of view of both scientists and the fishers themselves; and the conservation management options for what is currently an open access and unregulated fishery. Stories are helping us learn more about the livelihoods of the fishers and farmers with whom we work in eastern India. We are engaged with these communities in processes and activities aimed at improving their lives and promoting changes in government policy and service delivery in aquaculture and fisheries. Stories are told in several languages by women and men who fish and farm, about their lives, their livelihoods and significant changes they have experienced. We also record stories as narrated to us by colleague-informants. The written and spoken word, photographs, drawings and films – all are used to document the stories of people’s lives, sometimes prompted by questions as simple as “What do people talk about in the village?” Through the power of language, stories can be an entry point into livelihoods programming, monitoring and evaluation, conflict transformation and ultimately a way of giving life to a rights-based approach to development. Seventy percent of the world's catch of fish and fishery products is consumed as food. Fish and shellfish products represent 15.6 percent of animal protein supply and 5.6 percent of total protein supply on a worldwide basis. Developing countries account for almost 50 percent of global fish exports. Seafood-borne disease or illness outbreaks affect consumers both physically and financially, and create regulatory problems for both importing and exporting countries. Seafood safety as a commodity cannot be purchased in the marketplace and government intervenes to regulate the safety and quality of seafood. Theoretical issues and data limitations create problems in estimating what consumers will pay for seafood safety and quality. The costs and benefits of seafood safety must be considered at all levels, including the fishers, fish farmers, input suppliers to fishing, processing and trade, seafood processors, seafood distributors, consumers and government. Hazard Analysis Critical Control Point (HACCP) programmes are being implemented on a worldwide basis for seafood. Studies have been completed to estimate the cost of HACCP in various shrimp, fish and shellfish plants in the United States, and are underway for some seafood plants in the United Kingdom, Canada and Africa. Major developments within the last two decades have created a set of complex trading situations for seafood. Current events indicate that seafood safety and quality can be used as non-tariff barriers to free trade. Research priorities necessary to estimate the economic value and impacts of achieving safer seafood are outlined at the consumer, seafood production and processing, trade and government levels. This document is part of a series of 5 technical manuals produced by the Challenge Program Project CP34 “Improved fisheries productivity and management in tropical reservoirs”. Inland capture fisheries in India have declined in recent years, leaving thousands of fishers to sink deeper into poverty. Freshwater aquaculture in small water bodies like ponds now contributes 80% of the country¡¯s inland fish production. This manual outlines the use of small reservoir for freshwater aquacultureas a means of providing rural areas with food and livelihoods and protecting aquatic ecosystems, in particular by facilitating the conservation of indigenous fish species. The objectives of these Technical Guidelines are to provide a focus on small-scale fisheries and their current and potential role in contributing to poverty alleviation and food security by expanding on the guidance on small-scale fisheries offered by the Code. The Guidelines are complementary to existing Technical Guidelines for Responsible Fisheries. Most small-scale fishers are in developing countries and many live in communities characterized by poverty and food insecurity. Small-scale fishing communities are faced with an array of serious problems, including overexploitation and depletion of resources, lack of alternative sources of employment, rapid population growth, migration of populations, displacement in coastal areas due to industrial development and tourism, pollution and environmental degradation and conflicts with large commercial fishing operations. However, small-scale fisheries are critical for food security and poverty alleviation in many countries. The first part of the Guidelines discusses the current contribution, role and importance of small-scale fisheries in poverty alleviation and food security. It examines the importance of small-scale fisheries for poverty alleviation at a national, local and household level. It also notes the nutritional qualities of fish and thus the particular role of fish in nutritional aspects of food security. The fact that about half of all fish caught for human consumption comes from small-scale fisheries underlines the importance of this subsector for the world fish supply. In many countries small-scale fisheries contribute to national food security both directly – where fish is a crucial part of the daily diet, and indirectly – by generating foreign exchange earnings that enable the purchase through trade of a range of food products. The second part of the Guidelines explores ways through which the contribution of small-scale fisheries to poverty alleviation and food security could be enhanced. A vision for the future of small-scale fisheries is presented as a goal towards which the subsector should develop. Ensuring greater participation by small-scale fishers and their communities in the formulation of policies, the development of related legislation and regulations, and in management decision-making and implementation processes, is vital to the realization of this vision. The central role of effective fisheries management, the importance of considering cross sectoral uses of fisheries and related resources, the special role of women in fish marketing, processing and value addition, the significant scope for trade, the critical role that adequate financing may have in enabling transitions for effective fisheries management and the role of knowledge in making informed decisions are all discussed in these Guidelines. In accordance with the recommendations of the Committee on Fisheries (COFI), FAO prepared the first draft of the technical guidelines in relation to Fishing Operations, which were submitted to the Technical Consultation on the Code of Conduct for Responsible Fishing, Rome, 26 September to 5 October 1994. The draft was prepared taking into account the Declaration of Cancún, Agenda 21 of United Nations Conference on Environment and Development (UNCED) and the Report of the Expert Consultation on Responsible Fishing Operations, Sidney, British Colombia, Canada, 6 -11 June 1994. Thereafter, the draft was revised taking into account, the negotiations at the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the elaboration of the Code as well as developments at the International Maritime Organization (IMO) with regard to the Protocol to the Torremolinos International Convention on Fishing Vessel Safety and the new International Convention on Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. Technical Guidelines are given in support of the implementation of the Code in relation to fishing operations. These are addressed to States, international organizations, fisheries management bodies, owners, managers and charterers of fishing vessels as well as fishers and their organizations. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

Monthly catches of the Macrobrachium fisheries were recorded at a commercial shrimp landing site on the coasts of Calabar (Nigeria), from April 1997 to August 1998. Catches fluctuated over an annual cycle, with two peaks occurring from May-July and November-December. These peaks represented periods of major activities, reproduction, recruitment or migration. Also, mean catches decreased in the months of February and August, corresponding to the peak of dry season and the so-called 'August break', respectively. Catches from active gears (seine, push net) varied among the moon phases too, with a main peak during full moon, and the minimum catch was recorded during the first moon quarter. However, the catch from passive gear (trap) depicted an inverse relationship, showing a peak during the first moon quarter. Variation in catches at different months and moon phases were significant at P:0.05. Recognize these variations and trends would help in management decisions such as defining closed seasons without adversely affecting the economy of the fishers

Technology generation and dissemination are important components of rural transformation programmes. Nigerian fisheries sub-sector is still hampered by low productivity (especially in aquaculture) and low output (capture fisheries and post-harvest technologies). Research institutions and the Universities have made efforts in developing improved technologies to find solution to these problems, yet the level of adoption of the technologies remain low. This is due to a combination of various factors among which are faulty agricultural policies; institutional framework and unfavourable socio-economic environment. Niger State plays an important role in production in Nigeria and host the only research institute with the mandate in inland fisheries. It is important therefore to know the effectiveness of various extension approaches used in disseminating the technologies developed and their impact on adopters. Forty fishers were randomly selected in Shiroro L.G.A. of the Niger State and interviewed. The study probed into their socio-economic characteristics, traditional practices, extent of awareness and adoption for fisheries technologies and the effectiveness and impact of various approaches used by the extension organizations to disseminate the technologies. The results show that the economically active age group of the fishers was in the range of 20-50 years (87.5%). Males (95%) dominate the fisher population. 47.5% of the respondents have average household size of 6-10 and 57.5% were below primary school in educational attainment. Only 57.5% belonged to cooperative societies, while 90.0% of the fishers have no access to credit other than personal finance. Majority of fish-farmers (60%) operate at homestead level with pond size less than 50 square meter, stock under polyculture fishing methods are at subsistence level, while 67.5% of processors use mud-oven to cure, by smoking, freshly caught fish. Disseminated aquaculture technologies have low level of awareness (5-20%) and adoption (2.5-22.5%). For capture fisheries and post-harvest technologies awareness levels of 47.5-72.5% and adoption levels of 27.5-50.0% were recorded. Method demonstration (87.5%), result demonstration (75.0%) and field days (47.5%) are the major approaches used by the ADP. Respondents were of the opinion that method demonstration (65%), result demonstration (57.5%) and field day (30.0%) are effective. 62.5% of respondents had enhanced income due impact of extension activities

The impact of radio as a medium of communication in all human endeavours cannot be over emphasized. It is the cheapest means of reaching large number of people in illiterate society. Thus, the Kainji Lake Fisheries Promotion Project used radio in reaching fishers around Kainji Lake basin (Nigeria). Two radio stations namely Radio Niger (Koro station in New Bussa) and Federal Radio Corporation (FRCN), Kaduna were used. Open broadcast using Hausa language, which is commonly spoken among the target group, was used for the broadcast.A total of 152 programmes were produced and broadcasted 720 times.After five years of broadcast, impact assessment studies were carried out using focus group discussion method in 25 randomly selected fishing villages out of 309 villages. The paper reports the result of the impact of the radio broadcast on fishing and related activities and how this affects management strategies adopted by the Project

The paper reports on a survey on gear assessment for the three intensive fishing seasons in Lake Chad (Nigeria). These seasons coincide with the flood period (Nov-Feb), the receding (March-June)and the recession period (July-September 2001). During this year the questionnaires were requested to ten fishers in each of the selected fishing islands. In the flood season, identified fishing gears on the lake included baited and un-baited Malian traps which constituted about 35% of the total gears recorded. While Ndurutu and Heri (Kung)traps represented, each, 3.2% of the total. About 15.9% of fishers employed hook lines of various length and sizes: Another 15.9% of fishers mounted fish fences (Dumba) during the season. Those that employ seine net accounted for about 11.1% while 9.5% use gill nets.The species belonging to the Cichilidae, Claridae and Osteoglossidae families dominated fish catches. During the receding period, hook lines and fences (Dumba) (6.20%) were found to be predominantly used on the lake due to reducing water level, followed by gill net and draw net which accounted for 17.9% and 16.1 % respectively. During the lake recession only two groups of active gears were recorded. Sixty percent of fishers use combined seine net with cutlass and scoop net, while 40% use to combine only cutlass with kabara net. Fish fences (Dumma)during the flood season were mounted with giant Malian traps of abut 1.5m by 0.5m diameter, covered with net of mesh size (6.3mm-25mm).Each Dumba contained between 150 and 2000 of such traps. Larger number of species was recorded from seine net followed by gill nets and the l kilometre multi mesh fleet drift net. The use of seine net and cutlass known as Genima was predominant during the lake recession

Fish smoking, as a traditional occupation of fishermen and women in Kainji Lake Area (Nigeria) is done using simple traditional ovens called 'Banda', the fuel for the smoking being almost hundred percent dependent on wood. A simple modification was made to the traditional 'Banda' oven using a damper to prevent burning of the fish. A comparison of the improved and the traditional 'Banda' was made. The results indicate that fuel wood consumption was reduced 52 percent by using the improved 'Banda', which implied that 50 percent of fish processor's income could be saved through the adoption of this technology. The most important advantage of the improved kiln, fuel wood conservation, represents for fishers a problem of an economic importance. Whilst they are aware that it is becoming much more difficult to get the needed fuel wood, the children can still conveniently collect enough wood for both home use and processing activities. The cost of the components of the improved kiln, when compared with the traditional version may be considered quite significant, and hence the reluctance of the fish processors in constructing similar ones. Selected blacksmiths were trained to continue the fabrication of the kiln component. The training was carried out to assure that the improved kiln will be constructed even after the project will end to support the fabrication

Kainji Lake, the first man-made lake in Nigeria is one of the most researched water bodies in Africa. Earlier studies indicated that there was no systematic management of the lake fisheries involving the participation of the fishers in the decision-making processes before 1993. In 1993, the Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) started the introduction of a bottom-up approach in the management of the fishery resources through a random selection of some fishers representatives for the decision making body of the project. The paper traces the democratization process of the management approach to the lake fisheries culminating in the systematic selection, appointment, training and assignment of responsibilities to twenty-four Wakilis covering the 316 fishing communities around Lake Kainji
