BACKGROUND: Living related kidney transplantation (LRT) is underutilized, particularly among African Americans. The effectiveness of informational and financial interventions to enhance informed decision-making among African Americans with end stage renal disease (ESRD) and improve rates of LRT is unknown. METHODS/DESIGN: We report the protocol of the Providing Resources to Enhance African American Patients' Readiness to Make Decisions about Kidney Disease (PREPARED) Study, a two-phase study utilizing qualitative and quantitative research methods to design and test the effectiveness of informational (focused on shared decision-making) and financial interventions to overcome barriers to pursuit of LRT among African American patients and their families. Study Phase I involved the evidence-based development of informational materials as well as a financial intervention to enhance African American patients' and families' proficiency in shared decision-making regarding LRT. In Study Phase 2, we are currently conducting a randomized controlled trial in which patients with new-onset ESRD receive 1) usual dialysis care by their nephrologists, 2) the informational intervention (educational video and handbook), or 3) the informational intervention in addition to the option of participating in a live kidney donor financial assistance program. The primary outcome of the randomized controlled trial will include patients' self-reported rates of consideration of LRT (including family discussions of LRT, patient-physician discussions of LRT, and identification of a LRT donor). DISCUSSION: Results from the PREPARED study will provide needed evidence on ways to enhance the decision to pursue LRT among African American patients with ESRD.

Harris R. and Trainor M. (2007) Impact of government intervention on employment change and plant closure in Northern Ireland, 1983-97, Regional Studies 41, 51-63. Financial assistance to manufacturing industry is an important element of the industrial development policy in Northern Ireland. This paper uses the individual plant-level records of the Annual Respondents Database (ARD) for the Northern Ireland manufacturing sector (1983-97) matched to the plant-level details of financial support provided by the Industrial Development Board to examine the effect of selective financial assistance (SFA) on employment change and plant closure. It is found that SFA concentrated on protecting existing, rather than new, enterprises in terms of employment change. Using a hazard model, it is found that the receipt of SFA significantly reduced the probability of plant closure by, on average, between 15 and 24%.

Cette recherche exploratoire a pour objet d’étude la mise en œuvre des interventions d’activation pour l’emploi auprès des prestataires de l’assistance sociale en situation de grande vulnérabilité au Québec. Elle cherche à décrire les pratiques mises en œuvre par des intervenants de la première ligne (« street-level ») au sein des organismes communautaires œuvrant en employabilité, dans le cadre des mesures et programmes de l’agence Emploi- Québec, dans un contexte de contractualisation et partenariat entre le gouvernement et le secteur à but non lucratif. Le mémoire cherche à identifier les processus qui peuvent influencer les pratiques de la première ligne de services lors de l’interaction avec les destinataires du système intégré d’aide financière de dernier recours et d’aide à l’emploi, de même qu’à comprendre les rapports de force en présence lors de la mise en œuvre des interventions. L’on veut répondre aux deux questions suivantes : Quel est le poids relatif du cadre institutionnel du système d’activation et du pouvoir discrétionnaire des intervenants de la première ligne travaillant directement avec les prestataires les plus vulnérables, au sein des organismes communautaires en employabilité? Plus précisément, comment ces deux types de processus interagissent-ils entre eux, pour produire la politique telle que mise en œuvre? On se base sur des approches théoriques sur la mise en œuvre des politiques inspirées des perspectives de « street level bureaucracy » (Lipsky, 1971, 1980; Smith et Lipsky, 1993 ; Hupe & Hill, 2007 ; Brodkin, 2007, 2011, 2012, 2015; Rice, 2012), du néo-institutionnalisme discursif (Schmidt, 2008, 2010) et de l’Ethnographie institutionnelle (Smith, 1999, 2006; Campbell & Gregor, 2008). On considère que la mise en œuvre de la politique d’activation entraîne non seulement une « appropriation » du cadre institutionnel et systémique par les intervenants de première ligne, mais aussi une co-construction de la politique dans un contexte de gouvernance spécifique. La stratégie de recherche est qualitative et s’inspire de l’approche de l’ethnographie institutionnelle en sociologie, qui propose une méthodologie pour retracer les effets des institutions sur les travailleurs dans leur vie quotidienne (Smith, 2005, 1999, 1987; Campbell and Gregor, 2008). Elle comprend : i) des entretiens avec des intervenants communautaires qui fournissent des services d’aide et d’accompagnement pour l’intégration en emploi portant sur certains dossiers de prestataires du système; ii) des entretiens avec des coordinatrices d’organismes communautaires œuvrant en employabilité, et iii) une collecte et une analyse de la documentation institutionnelle et du cadre de réglementation pour la mise en œuvre du système d’activation. L'analyse aborde le discours institutionnel d'une part et, d'autre part, le discours des répondants du secteur communautaire en employabilité concernant leurs interventions auprès des prestataires dans le cadre des programmes et mesures d’E-Q, et leurs « explications » des pratiques quotidiennes.

Without corrective measures, Greek public debt will exceed 190 percent of GDP, instead of peaking at the anyway too-high target ratio of 167 percent of GDP of the March 2012 financial assistance programme. The rise is largely due to a negative feedback loop between high public debt and the collapse in GDP, and endangers Greek membership of the euro area. But a Greek exit would have devastating impacts both inside and outside Greece. A small reduction in the interest rate on bilateral loans, the exchange of European Central Bank holdings, buy-back of privately-held debt, and frontloading of some privatisation receipts are unlikely to be sufficient. A credible resolution should involve the reduction of the official lending rate to zero until 2020, an extension of the maturity of all official lending, and indexing the notional amount of all official loans to Greek GDP. Thereby, the debt ratio would fall below 100 percent of GDP by 2020, and if the economy deteriorates further, there will not be a need for new arrangements. But if growth is better than expected, official creditors will also benefit. In exchange for such help, the fiscal sovereignty of Greece should be curtailed further. An extended privatisation plan and future budget surpluses may be used to pay back the debt relief. The Greek fiscal tragedy highlights the need for a formal debt restructuring mechanism

This article examines an under-investigated area in relationship banking, i.e. the use of bank advice and support and its impacts on the financial conditions of small and medium-sized enterprises (SMEs). The findings indicate that the characteristics of businesses and entrepreneurs, among other factors, have determinant effects on the use of bank support by SMEs when they make financial decisions. SMEs can alleviate the severity of their financial problems significantly by using bank support more fully, through developing long-term relationships with banks as primary network partners. The article further recognises the value of advice from banks as a substitute for entrepreneurial human capital, especially when bankers use private information to determine the nature and level of financial and non-financial assistance that they are prepared to supply to their clients.

I denna kvalitativa studie har vi valt att undersöka hur man på enheten för ekonomiskt bistånd arbetar förebyggande för att motverka att det långvariga biståndstagandet går i socialt arv mellan föräldrar och barn. För att ta reda på detta har vi intervjuat socialsekreterare med erfarenhet och kompetens inom området. Det insamlade materialet har analyserats utifrån den sociala inlärningsteorin som ett försök till att förstå hur det sociala arvet kan föras vidare mellan generationer. Som ett komplement till teorin används även barnperspektivet i analysen då barnen har stor del i studien. Denna studie visar och bekräftar att långvarigt ekonomiskt biståndstagande kan komma att gå i socialt arv mellan föräldrar och barn. Studien visar även på vilket sätt förebyggande arbete för dessa familjer sker på enheten för ekonomiskt bistånd.

In line with the current global trend of economic and social restructuring, it has become essential to address the issue of poverty and social protection for the poorer segment of the population who are not covered by formal social protection mechanisms. Micro finance institutions (MFIs) in developing countries have been working towards poverty alleviation and enhancing social protection for the last few decades. MFI’s provision of financial assistance to the poor has been instrumental in improving the overall quality of the impoverished. Based on an in-depth qualitative study conducted across three different types of NGOs (Non Governmental Organization) in the Philippines, this study found a relationship between micro finance programs and improved social protection. The study reveals that MFIs have the ability to make a positive impact on areas such as entrepreneurship, education, housing, job security and income generation.

The central notion of this chapter is that every person has the right to an elemental standard of social life, as a citizenship entitlement. However, segments of our society, such as women who rely on government payments as their primary source of income, do not enjoy full social citizenship entitlements and are instead socially excluded. Using data from in-depth qualitative interviews, I outline participants’ experiences of stigma, marginalisation and exclusion. I posit that these experiences are the result of policy failure as financial assistance policies fail to fully provide these women with their social citizenship entitlements.

This paper reports an empirical study of the factors affecting burden sharing among OECD's 22 DAC members in 'bankrolling' the multilateral aid agencies. Annual data over 1970–2000, pooled across the donor countries, form the basis for the empirical estimation of each donor's share in the ODA aid receipts for each multilateral agency. Our findings suggest the existence of reverse exploitation, i.e., the financial burden of the agencies is disproportionally carried by the smaller donors. The study also finds that factors such as inherent donor generosity, donor concern for domestic egalitarianism, and the extent to which donors are pro-poor in their bilateral aid policies have an impact on their readiness to support multilateral agencies financially. Size of the donor government and its budgetary balance positively influence burden sharing of contributions to other multilateral agencies. But neither the phase of economic cycle nor the rate of economic growth affects the burden-sharing responsibility of donors. It was also observed that contributions by EU members to the EC do not appear to crowd-out their contributions to other multilateral aid agencies and that right-wing donor governments are generally more parsimonious with regard to financial assistance to multilateral aid agencies. The preferred alternative, particularly among EU member countries, appears to be the EC.

The financial support available to students on social work qualifying programmes appears to be a neglected topic in published social work research. This article draws on a literature review and secondary data analysis of an existing dataset to discuss what is known about this topic and specifically considers the impact of a financial incentive to undertake social work qualifying education in England, the social work bursary. In the context of major changes to the funding of higher education in England, it suggests that the introduction of the social work bursary has helped increase the number of students enrolling on social work qualifying programmes in England and supported some students whose personal and financial circumstances might have prevented them from undertaking social work qualifying education. While students report their appreciation of financial assistance in the form of the bursary, many have additional needs in the form of support for children and other dependants, and for help in defraying the costs of travel while undertaking practice placements. The paper concludes that attention needs to be paid to the specific needs of social work students when considering the impact of changes to funding higher education.

China hosts some 55 ethnic minority groups, which together account for 8.41% of the Chinese population. These populations reside in predominantly Ethnic Minority Villages presenting great value and culture of their heritage, with living landscape, festivals, architecture and costumes, but the actual living conditions are very poor. Since the 1990s, China has adopted French concept 'ecomuseum', for the conservation of some ethnic villages to relieve the conflict between poverty and heritage conservation. ln short, this concept involves the creation of open-air museums keeping buildings and people in their original sites, with local communities serving as curators managing their own sites, which necessitates democracy in the conservation and interpretation processes. The concept seems ideal for the Chinese government, with its bilateral objectives of heritage conservation and poverty alleviation, without necessitating the relocation of any or buildings. However, does this concept really work? It remains unanswered and the subject of little academic research. In order to examine how successfully these ecomuseums are being managed, two projects has been selected for case studies - the Suojia Ecomuseum and the Nandan Ecomuseum. In-depth field studies have been conducted at the two ecomuseums, involving the methodologies of site observation, documentation and semi-structured interviews. This paper reviews the ecomuseum development in China, and then provides detailed critiques and overviews of the Suojia Ecomuseum and the Nandan Ecomuseum in terms of their backgrounds, management structures, programs and activities as well as pertinent issues. Based upon these descriptions, it is·identified that the two cases have different management structures and focuses: 1) the Suojia Ecomuseum has been under the management of government authorities whilst the Nandan Ecomuseum has been operated by local villagers, and 2) the focus of the Suojia Ecomuseum has been improving living conditions for the residents, while in Nandan Ecomuseum cultural inheritance has been operated as a core program. However, there is a lack of financial support in both cases. All these issues lead to a discussion that the Nandan Ecomuseum has made greater achievement in terms of being community-based. The conclusions are hence drawn as to the suggestions to Chinese ecomuseums--the sustainability and success requires local villagers as curators as well as external financial assistance. In addition, another and more urgent need is to pass the ethnic cultures and their values to the next generation.

Dr. Hadi Winarto is an Indonesian who studied at the University of Sydney on two occasions; in 1965-1969, and in 1972-1979. He studied in Australia on a Colombo Plan scholarship, and was also awarded a Fellowship by the university which provided additional financial assistance and allowed his family to stay with him in Australia during his second period of study. He completed a Bachelor of Aeronautical Engineering during his first period of study, and went on to complete both a Masters degree and a PhD in the same field during his second period of study. The interview was conducted in Indonesian on 23 December 2013 by Dr. Ahmad Suaedy of the Abdurrahman Wahid Centre for Inter-faith Dialogue and Peace at Universitas Indonesia. This set comprises: an interview recording, a transcript of the interview, and a trancript of the interview translated into English.

Although up to 90% of women who have had a mastectomy use breast prostheses, significant gaps exist around current breast prosthesis services for Australian women. These gaps include the timeliness and quality of information provision, the disparity in financial assistance, and the lack of knowledge regarding the determinants of what constitutes a "quality" breast prosthesis. Revised policy initiatives are central to addressing these gaps to ensure equitable access to quality breast prosthesis services.

The study aims to evaluate the quality of the work processes of the teams from the Family Health Strategy regarding the comprehensive health care for children, in the view of users in the state of Rio Grande do Norte. This is a cross-sectional observational evaluative research with quantitative approach. The primary data are part of the External Review from the Program of Improving Access and Quality of Primary Care (PMAQ) in 2012. 190 women were interviewed. The inclusion criteria was the presence in the clinic at the time of the survey, have attended the service in the last 12 months and be a mother or companion of a child up to two years old. A research protocol was developed in the dimensions of Growth and Development, Breastfeeding and nutrition, and health problems and its variables. The results revealed that mothers / companions who responded to the questionnaire 71% were aged between 18 and 35 years, 92.1% were literate, 96.3% had a monthly income and 62.6% received financial assistance from the government. As for the children, 39.4% were aged between 13 to 24 months. In promotion and prevention actions for children, 64.2% had consultation up to the 7th day of life, 91.1% underwent the screening test, 95.3% had a health handbook, 98.9% had a vaccine, 17.9% breastfed or breastfeed from 6 to 24 months. As for link and continuity of care, 86.8% of the children were accompanied by the same professional staff and 59.5% left with next consultation scheduled. In acute situations 42.4% of the children went to the health unit and 64% of these were attended. It is concluded that the actions involving prevention and health promotion of children in RN, are evaluated positively by the service users and meet the requirements of MS, as well as link and continuity of care. The weakness in access and reception of users is evident, indicating the need to adapt the service to the demand of health and planning actions to welcome all who seeks basic health unit-UBS
