This paper prese nts the validation of the Performance Indicator System for Projects under Construction - SIDECC. The goal was to develop a system of performance indicators from the macroergonômica approach, con sidering criteria of usefulness , practicality and applicabilit y and the concept of continuous improveme nt in the construction industry . The validation process SIDECC consisted of three disti nct models . Modeling I corresponded to the theoretical development and valid ation of a system of indicators . Modeling II concern s the development and valida tion of multi - indicator system . For this modeling, we used the Mother of Use and Importance and Multivariate Analysis . Modeling III correspo nded to the validation situated , which consisted of a case study of a wo rk of construct ion of buildings , which were applied and anal yzed the results of modeling II . This work resulted in the development of an applied and tested for the construction of an integrated system of per formance indicators methodology , involving aspects of production , quality , e nvironmental, health and safety . It is inferred that the SIDECC can be applied, in full or in part , the construction companies as a whole, as we ll as in other economic sectors .

A política habitacional teve importante avanço na década de 2000, principalmente com a criação do Ministério das Cidades. A estruturação do Plano Nacional de Habitação ocasionou inclusão do tema na agenda governamental, permitindo a produção de habitação de interesse social voltada à população em situação vulnerável, através do Programa Minha Casa Minha Vida (PMCMV). Assim, a presente dissertação tem como objetivo compreender atributos de gestão social para a organização comunitária em empreendimentos da faixa 1 do Programa. Para tanto, realizou-se pesquisa quantitativa, por meio da aplicação de formulários, e qualitativa, por meio de grupo focal, ambos com beneficiários do Programa. No tocante aos resultados, observou-se debilidade do papel do Estado, caracterizado principalmente pelos frágeis Projetos Técnicos de Trabalho Social. Os elementos de gestão social igualmente foram frágeis, distanciando os empreendimentos de condições ideias de habitabilidade e convívio coletivo. A ausência de compreensão da relevância de bem-estar coletivo e a precariedade da esfera pública, conduzem ao afastamento da finalidade emancipatória da gestão social. Destacou-se, ainda, o papel de associações de moradores e de iniciativas de trabalho coletivo no atendimento de demandas sociais da comunidade.

The setting up of wind power enterprises at Permanent Preservation Areas reflects the obvious conflict and necessary convergence between free market and energy security on the one hand, and the promotion of environmental quality on the other. From the perspective of energy sustainability, and in order to achieve development (in its complex meaning, which converges economic, social, environmental and cultural aspects), the harmonization between free market and an ecologically sustainable environment is required. This work aims to identify the link between the protection system of the Permanent Preservation Areas and the current constitutional order, by analyzing the implementation of wind power enterprises in these protected zones focusing on the proportionality aspects. A legal and purposeful research was developed, from a theoretical method, followed by collecting and analyzing both primary and secondary data. From these data, the law, the legal literature and judicial decisions were cross-examined, under the light of the Constitution and guided by the theory of proportionality and related development imperatives. In this context, the present study identified the link between the principles of the economic order, environment and energy law, finding their basis under the Federal Constitution and development. By reproducing this interrelationship and by means of post-crisis institutional reforms, the guiding objectives of the Brazilian electric sector began to corroborate the precepts of development, although issues regarding its sustainability still persist. The appraisal of proportionality indicates that the Permanent Preservation Areas protection system is insufficient to materialize the right to a healthy quality of life upon the implementation of wind projects at Permanent Preservation Areas, albeit seeking the harmonization between free market and environmental protection.

The central research question was to search for data to ratify the theory and discourse of the so-called practitioners of economic solidarity, by defending the substantive rationality should guide the principles of economic solidary, designing the space economy incidental and not the primacy of relations in determining social as well, reflecting the predominance of dimensions of social management in administrative practices of ESS's. For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The study aimed to understand how the methodology of hatching contributes to the sustainability of economic enterprises in solidarity. For analysis, we developed a study on the social economy and the incubation methodology, based on the program of teaching, research and extension - Technological Incubator of Popular Cooperatives and Entrepreneurship Solidarity (PITCPES), and as the survey of the Cooperative of Fruit of Abaetetuba - COFRUTA. We started from the exploratory-descriptive approach in a qualitative and quantitative, in order to demonstrate the process of sustainability under the dimensions of different kinds such as: the economic dimension, social dimension, the political dimension, size and scale management training. Based on the analysis of these different dimensions was reached results as: first the recognition that the incubator contributes to the sustainability of COFRUTA, especially with regard to planning, control and the need to diversify production. However, there was suggestion of cooperative for training and technical assistance is continued, to the extent that the performance of projects under the base leaves gaps for the learning and application of social technologies required to the Incubator. It also concluded that the dissertation contributes to the team of the incubator can assess their strengths and weaknesses in their performance

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

Este trabalho resulta de estudos realizados no Laboratório de Planejamento Urbano e Regional no Departamento de Geografia, inserido no Núcleo Fortaleza do projeto nacional: “Observatório das Metrópoles: Território, Coesão Social e Governança”. A linha de pesquisa que este trabalho se insere é o “estudo comparativo sobre o papel das atividades imobiliário-turísticas na transformação do espaço social das metrópoles nordestinas” que objetiva as análises turísticas na produção dos espaços litorâneos metropolitanos do Nordeste brasileiro pelo viés do mercado imobiliário, investimentos públicos e privados e políticas públicas direcionadas ao planejamento turístico. A Região Metropolitana de Fortaleza é uma destas metrópoles que se destacam no contexto nordestino quanto às atividades turísticas. A RMF é composta por 15 municípios, dos quais 5 são litorâneos e os fluxos turísticos metropolitanos concentram-se principalmente nos municípios litorâneos de Fortaleza, Aquiraz e Caucaia, e os outros municípios litorâneos de São Gonçalo do Amarante e Cascavel possuem menores fluxos que os primeiros, mas possuem relevância no contexto turístico. Desta forma, a partir das análises das políticas públicas, os agentes imobiliários, os fluxos turísticos e as tipologias dos empreendimentos hoteleiros e turísticos buscam-se a compreensão das relações socioespaciais das atividades turísticas nos espaços litorâneos metropolitanos de Fortaleza.

Este trabalho analisa a dinâmica geográfica e econômica instaurada no processo de apropriação de capital e domínio do espaço, efetivada por parte dos grandes empreendimentos turísticos de Florianópolis, utilizando o caso do Condomínio Residencial Costão Golf como objeto de estudo. Também é destacada a participação comunitária no caso Il Campanário Villaggio Resort e no caso Porto da Barra. São identificados os Princípios do Direito Ambiental, a Legislação Ambiental do Brasil, as fases de urbanização em Florianópolis, o surgimento dos grandes empreendimentos turísticos na capital catarinense, e suas relações com as comunidades locais onde atuam. Ao final, são analisadas as relações dos grandes empreendimentos turísticos de Florianópolis com o Poder Público, que afrontam os Princípios do Direito Ambiental e a Legislação Ambiental do Brasil, possibilitando impactos socioambientais como a contaminação do Aqüífero Ingleses com o manejo do gramado de um campo de golfe.

Este artigo apresenta análises iniciais sobre o contexto que envolve as propostas de sustentabilidade da Companhia Energética de Minas Gerais (CEMIG), particularmente em três empreendimentos hidrelétricos localizados no baixo curso do Rio Araguari, envolvendo os municípios de Uberlândia, Indianópolis e Araguari no Estado de Minas Gerais. O objetivo final deste artigo será o de analisar e avaliar o tipo de sustentabilidade materializada no espaço geográfico das referidas localidades, particularmente nas comunidades atingidas, tanto a montante quando a jusante, das barragens hidrelétricas. Este artigo apresenta o contexto dessas localidades na questão energética nacional bem como estadual e aponta para os referenciais teóricos para o tratamento dos dados que serão coletados nas localidades e comunidades citadas.Resumen: En este artículo se presenta el análisis inicial del contexto que rodea a la propuesta de las políticas de sostenibilidade de la Companhia Energética de Minas Gerais (Cemig), em particular em três proyectos hidroeléctricos ubicados en el curso inferior del río Araguari, com la participación de los municipios de Uberlândia, Indianópolis y Araguari em la província de Minas Gerais-Brasil El objetivo final será la de analizar e evaluar el tipo de sostenibilidad incorporados em el espacio geográfico de estas localidades, especialmente em las comunidades afectadas, tanto los que viven águas arriba y los que estan aguas abajo de las represas hidroeléctricas. El artículo presenta el contexto de estos lugares em el problema de la energia nacional, así como em la província y los puntos a los marcos teóricos para hacer frente a los datos que se recogerán a partir de las localidades y comunidades mencionadas.
