Cette thèse jette un œil sceptique sur plusieurs théories courantes de l’état d’urgence. La plupart de ces théories de l’état d’urgence présupposent que la notion d'une « urgence » est claire, conceptuellement et pratiquement. J'argue que ceci n'est pas le cas et que cette certitude mal placée produit des problèmes pratiques et conceptuels avec ses théories. De plus, cette thèse démontre que cette certitude mal placée dans la clarté du concept de l'urgence mène les autorités gouvernementales à agir arbitrairement plutôt que selon des principes libéraux et démocratiques pendant des états d’urgence. Contre cette certitude mal placée et contre plusieurs théories contemporaines influentes des états d'urgence, j'offre une théorie rigoureuse et analytique du concept de l’« urgence. » Une fois que le concept de l'urgence est défini, et que cette conception est défendue, la thèse démontre les diverses manières dont les malentendus du concept, mènent aux utilisations arbitraires (de la puissance monopole de l'état) en situation d’urgence. En considérant les états d’urgences, comme événements rares, la thèse évite la tentation de les considérer comme événements exceptionnels capable de fragmenter l'ordre politique établi (comme d’autres théories le font). La thèse argue que les mesures prises par le gouvernent pendant l’état d’urgence devraient être compatibles plus généralement avec les valeurs démocratiques et libérales. En rejetant l'idée que les états d'urgence sont des événements exceptionnels, la thèse crée un espace conceptuel dans lequel des propositions plus constructives concernant la gestion des états d'urgence peuvent être entendues. De plus, en analysant les diverses manières dont les autorités gouvernementales utilisent leur forces de façon arbitraire pendant les états d’urgence, la thèse argue clairement pour la supervision institutionnelle accrue en ce qui concerne les procédures d’urgence et leur déploiement pendant des états d'urgence. En conclusion, la thèse argue que les démocraties libérales n'ont pas besoin de craindre les états d’urgences tandis que les démocraties libérales ont déjà les ressources requise pour administrer les états d’urgence. Contrairement à ce que d’autres théories l’état d'urgence recommandent, les démocraties libérales ont déjà les ressources institutionnelles et conceptuelles pour administrer les états d’urgences.

Lorsque les ouragans entrent en contact avec l'environnement bâti et naturel, les autorités publiques n'ont parfois d'autre choix que de déclarer l'évacuation obligatoire de la population située en zone à risque. En raison de l'imprévisibilité du déroulement d'une catastrophe et des comportements humains, les opérations d'évacuation sont confrontées à une incertitude significative. Les expériences passées ont montré que les technologies de l'information et des communications (TIC) ont le potentiel d'améliorer l'état de l'art en gestion des évacuations. Malgré cette reconnaissance, les recherches empiriques sur ce sujet sont à ce jour limitées. La présente étude de cas de la ville de New York explore comment l'intégration des TIC dans la planification opérationnelle des organisations ayant des responsabilités en matière de transport peut améliorer leurs réponses aux événements et influencer le succès global du système de gestion des catastrophes. L'analyse est basée sur les informations recueillies au moyen d'entretiens semi-dirigés avec les organisations de transport et de gestion des catastrophes de la ville de New York ainsi qu’avec des experts du milieu universitaire. Les résultats mettent en lumière le potentiel des TIC pour la prise de décision en interne. Même s’il est largement reconnu que les TIC sont des moyens efficaces d'échanger de l'information en interne et entre les organisations, ces usages sont confrontés à certaines contraintes technologique, organisationnelle, structurelle et systémique. Cette observation a permis d'identifier les contraintes vécues dans les pratiques usuelles de gestion des systèmes urbains.

O presente artigo resume uma dissertação de Mestrado em Segurança e Higiene do Trabalho. Foi feito um estudo da implementação das Medidas de Autoproteção (MAP) contra incêndio, numa escola de ensino básico e secundário, cujo edifício é isolado, com três pisos e comporta 952 pessoas. Teve como objetivos contribuir para a melhoria dos resultados em situações de emergência, da cultura de segurança e da resiliência. A concretização deste estudo implicou reuniões com o Delegado de Segurança (DS) da instituição, visitas de reconhecimento às instalações, análise de documentação existente, elaboração de documentação auxiliar, programação de ações de sensibilização e de simulação, com envolvimento de meios. A metodologia baseou-se na observação participante, com recurso a gravações de vídeo das atividades desenvolvidas, para posterior análise. No fim do estudo, concluiu-se que os Agentes de Segurança (AS) não estariam, à partida, capacitados para desempenhar as respetivas funções nas MAP. Verificou-se, ainda assim, ser possível desenvolver-lhes algumas competências, mediante informação, formação e treino, que vieram iniciar os AS em matérias de combate ao incêndio, evacuação e primeiros socorros, bem como sensibilizar para as consequências a que se podem expor, para a necessidade de controlo emocional e comunicação eficaz, em situação de emergência. / This article summarizes a master course thesis in Health and Safety at Work. A study was made about the implementation of Measures of Fire Self-Protection (MAP) in a school of basic and secondary education, whose building is isolated, with three floors and accommodates 952 persons. The study aimed to improve results in emergency situations, safety culture and resilience. Such objectives required meetings with the School Safety Officer (DS), reconnaissance visits to facilities, analysis of existing documentation, preparation of auxiliary documentation and awareness-raising actions programming and simulation, as well as the allocation of their resources. The methodology was based on participant observation, with the use of video recordings of activities for later analysis. At the end of the study it was found that the Safety Agents (AS), at the beginning, would not be able to carry out their functions in the MAP. Still, it was found to be possible to develop in them some skills, through information, education and training, which initiated the agents in matters of fire fighting, evacuation and first aid, as well as raised their awareness of the consequences to which they may be exposed, to the need for emotional control and effective communication, in an emergency situation.

Planos de emergência bem sucedidos devem ser funcionais, realistas, amigos do utilizador e inteligíveis. Este estudo descritivo tem como objetivo analisar a implementação de Medidas de Autoproteção (que passou a ser obrigatória, em Portugal, desde 2009) durante um período de cinco anos, num grande complexo escolar ocupado por 500 funcionários e 3000 crianças/alunos. Este estabelecimento de ensino consiste em vários edifícios desde a creche ao ensino secundário e está classificado numa categoria de risco de incêndio muito elevada. Desde 2009 até 2012 foram realizadas sessões de formação destinadas aos alunos e funcionários, bem como ações de formação sobre combate a incêndios e evacuação para as equipas de segurança. Como os exercícios de evacuação são cruciais para testar o plano de emergência e familiarizar o pessoal com as tarefas, todos os anos são realizados Simulacros de Incêndio. A fim de avaliar a sua eficácia foram recolhidos dados através de observação não participante, fotos e vídeos. A gestão de emergência neste estabelecimento escolar evidenciou ir para além das exigências legais e, ao dar um bom exemplo, tanto na escola como na comunidade, contribuiu para aumentar a segurança dos alunos e das suas famílias. / Successful emergency plans must be functional, realistic, user-friendly and understandable. This descriptive study aims to analyse the implementation of Fire Self-Protection Measures (which became mandatory, in Portugal, since 2009) during a five-year period in a large school compound occupied by 500 employees and 3000 children/students. This educational facility consists of several buildings from nursery school to high school and it’s classified in a very high fire risk category. Since 2009 until 2012 we carried out training sessions for students and school staff, as well as training courses about fire fighting and evacuation, for safety teams. Because evacuation drills are crucial for testing the emergency plan and to familiarize personnel with tasks, each year we do properly conducted fire drills. In order to evaluate it’s effectiveness, we collected data through non-participant observation, photos and videos. The school emergency management has proven to go beyond the legal requirements and by setting a good example both in school and community, it enhances the safety of students and their families.

Body Sensor Networks (BSNs) have been recently introduced for the remote monitoring of human activities in a broad range of application domains, such as health care, emergency management, fitness and behaviour surveillance. BSNs can be deployed in a community of people and can generate large amounts of contextual data that require a scalable approach for storage, processing and analysis. Cloud computing can provide a flexible storage and processing infrastructure to perform both online and offline analysis of data streams generated in BSNs. This paper proposes BodyCloud, a SaaS approach for community BSNs that supports the development and deployment of Cloud-assisted BSN applications. BodyCloud is a multi-tier application-level architecture that integrates a Cloud computing platform and BSN data streams middleware. BodyCloud provides programming abstractions that allow the rapid development of community BSN applications. This work describes the general architecture of the proposed approach and presents a case study for the real-time monitoring and analysis of cardiac data streams of many individuals.

This article describes a prototype system for quantifying bioassays and for exchanging the results of the assays digitally with physicians located off-site. The system uses paper-based microfluidic devices for running multiple assays simultaneously, camera phones or portable scanners for digitizing the intensity of color associated with each colorimetric assay, and established communications infrastructure for transferring the digital information from the assay site to an off-site laboratory for analysis by a trained medical professional; the diagnosis then can be returned directly to the healthcare provider in the field. The microfluidic devices were fabricated in paper using photolithography and were functionalized with reagents for colorimetric assays. The results of the assays were quantified by comparing the intensities of the color developed in each assay with those of calibration curves. An example of this system quantified clinically relevant concentrations of glucose and protein in artificial urine. The combination of patterned paper, a portable method for obtaining digital images, and a method for exchanging results of the assays with off-site diagnosticians offers new opportunities for inexpensive monitoring of health, especially in situations that require physicians to travel to patients (e.g., in the developing world, in emergency management, and during field operations by the military) to obtain diagnostic information that might be obtained more effectively by less valuable personnel.

Molntjänster har blivit ett intressant fenomen i IT-världen. Molntjänster har skapat möjligheter för företag och individer att effektivisera sin verksamhet för en minimal avgift istället för att driftsätta egna servrar. Detta blir möjligt genom att erbjuda flera olika tjänster på varierande distributionsmodeller. Till följd av detta fenomen förekommer serviceförfrågningar av molntjänster kontinuerligt bland svenska privata företag och myndigheter. De privata företagen har ingen skyldighet att följa lagar som begränsar dem från att använda molntjänster, i motsats till krisberedskapsmyndigheterna och deras utvecklings- och testverksamhet. Detta examensarbete kommer fokusera på att analysera de möjligheter som finns för svenska krisberedskapsmyndigheters och deras utvecklings- och testverksamheter att använda molntjänster Examensarbetet genomfördes som en kvalitativ studie med hjälp av intervjuer och litteraturstudier som datainsamlingsmetoder. Intervjuerna genomfördes på anställda i en krisberedskapsmyndighet för att ge en bild av hur dessa anställda med varierande befattningar tolkar molntjänster samt dess för- och nackdelar. Litteraturstudien användes för att spegla andra nationers synpunkter på molntjänster i myndigheter, samt vilka svenska lagar och regelverk som kan förhindra molntjänster i en krisberedskapsmyndighet. Resultatet av examensarbetet visade att det existerar möjligheter för användning av molntjänster i en krisberedskapsmyndighet. Detta görs möjligt genom att analysera informationen som skall distribueras på en molntjänst.

Fire-related accidents often result in injuries and sometimes death, which can be prevented through fire safety training. To estimate the extent to which fire safety training should be provided, it is essential to assess the current level of fire safety knowledge within the general community. Thus the objectives of the present study were to explore: (a) the level of fire safety knowledge among people of different age groups and investigate its relationship to the level of fire safety training, and (b) the manner in which people from different age groups would respond to a fire based on their fire safety training. Data from 158 participants aged between 18 and 80 years showed that fire safety training increases: (a) the level of fire safety knowledge and, (b) the accuracy of response to a fire. The results also show that middle-aged individuals would respond more accurately to a fire than younger and older adults. The findings demonstrate the importance of fire safety training in enhancing people's fire safety knowledge and their response in the event of a fire which could lead to a reduction in the rate of fire casualties. There are implications for incorporating fire safety training as part of health improvement programs to reduce the number of fire-related injuries and fatalities.

Since fighting fires can pose a great risk to the lives of firefighters, it is important to understand how they perceive risks in dynamic wildfire situations. The aim of the current study was to determine whether career and volunteer firefighters differ in their perception of the risk of a going vs. contained fire and whether descriptions of a fire as either going or contained affected perceptions of risk. It was expected that career firefighters would rate a contained fire as significantly riskier than would volunteer firefighters. The sample consisted of 55 career and 84 volunteer CFA Victorian firefighters (134 males and 5 females). An ambiguous wildfire scenario was presented and described as either going or contained and risk ratings were recorded. Two-way ANOVA results showed that career firefighters rated a going fire as equally risky as a contained fire. On the other hand, volunteer firefighters perceived a fire described as contained to be significantly less risky than a fire described as going, despite the fact that the same fireground conditions were described in both cases. It was concluded that a framing effect had occurred and that career firefighters demonstrated a higher level of situation awareness than volunteer firefighters due to their heightened levels of risk perception when exposed to contained wildfire scenarios. A practical implication of the current research is that those conducting firefighting briefings need to be aware of possible framing effects in the way information is presented to firefighters and need to ensure that all briefings make risks cognitively salient to firefighters.
