The neighboring regions of Xinjiang and Central Asia, linked historically on the famous Silk Road, later developed separately as a result of the incorporation of the former into China and the latter into the Russian Empire and Soviet Union. Thus, interaction between Xinjiang and Central Asia has been constrained by the nature of the Sino-Russian or Sino-Soviet relationship. However, the demise of the Soviet Union--which resulted in the independence of five Central Asian states--and the recent economic reforms in the People's Republic of China suggest dramatic new possibilities for interregional cooperation.^ In this thesis, an historical and comparative approach is employed to study Chinese policies in Xinjiang and Soviet policies in Central Asia, and concludes that despite several decades of separate development, the common ethnic and religious origins of the indigenous peoples and their former ties will facilitate greater interaction between the two regions. ^

Changes in the extent of glaciers and rates of glacier termini retreat in the eastern Terskey-Alatoo Range, the Tien Shan Mountains, Central Asia have been evaluated using the remote sensing techniques. Changes in the extent of 335 glaciers between the end of the Little Ice Age (LIA; mid-19th century), 1990 and 2003 have been estimated through the delineation of glacier outlines and the LIA moraine positions on the Landsat TM and ASTER imagery for 1990 and 2003 respectively. By 2003, the glacier surface area had decreased by 19% of the LIA value, which constitutes a 76 km(2) reduction in glacier surface area. Mapping of 109 glaciers using the 1965 1:25,000 maps revealed that glacier surface area decreased by 12.6% of the 1965 value between 1965 and 2003. Detailed mapping of 10 glaciers using historical maps and aerial photographs from the 1943-1977 period, has enabled glacier extent variations over the 20th century to be identified with a higher temporal resolution. Glacial retreat was slow in the early 20th century but increased considerably between 1943 and 1956 and then again after 1977. The post-1990 period has been marked by the most rapid glacier retreat since the end of the LIA. The observed changes in the extent of glaciers are in line with the observed climatic warming. The regional weather stations have revealed a strong climatic warming during the ablation season since the 1950s at a rate of 0.02-0.03 degrees Ca-1. At the higher elevations in the study area represented by the Tien Shan meteorological station, the summer warming was accompanied by negative anomalies in annual precipitation in the 1990s enhancing glacier retreat. However, trends in precipitation in the post-1997 period cannot be evaluated due to the change in observational practices at this station. Based on anthropological fieldwork between 2008 and 2011, this article focuses on how people in Tajikistan's eastern Pamirs conceptualize well-being through the establishment of peace and harmony. An exploration of the interactional use of the terms ‘peace’ and ‘harmony’ in Kyrgyz and Tajik (tynchtyk, yntymak, tinji, and vahdat) makes manifest that the meanings of these terms are connected to the fields of ‘family’, ‘leadership’, and ‘state’. Basing their reasoning on the officially promoted analogy between family and state, people in the eastern Pamirs distinguish between social spaces that are related to well-being and those that are not. As a factor of distinction, and crucial to the establishment of peace and harmony, the moral quality of leadership plays an important role. Positive experiences of such leadership as balanced and morally pure are mainly identified and witnessed within families and neighbourhoods and only occasionally in state institutions. This discrepancy raises the question of where to locate boundaries between good and bad, moral and immoral, harmonious and conflictual. Thus, this article contributes not only to the study of local concepts of well-being in Central Asia but also to the study of local concepts of ‘ill-being’ which challenge them.

El interés de la presente monografía es evaluar las implicaciones geopolíticas que ha tenido la política exterior energética China dentro la región de Asia Central. De esta manera, se analiza el papel de los recursos energéticos en las dinámicas geopolíticas que se están dando en la región centroasiática, al igual que la influencia de grandes potencias en esta zona. Así, teniendo en cuenta la teoría geopolítica de Saúl Bernard Cohen se sostiene que el acercamiento de China, a través de su política exterior energética, ha ayudado a transformar a Asia Central en un shatterbelt debido a su intención de ejercer influencia y control sobre los recursos de la región.

El interés del presente estudio de caso es analizar la estrategia de securitización implementada por el Presidente de la Republica de Uzbekistán Islam Karimov sobre el Movimiento Islámico de Uzbekistán. Se describe y se explica cómo desde las lógicas históricas y étnicas acontecidas en Asia Central, se pueden comprender los alcances internacionales de la confrontación antagónica ejercida entre uzbekos al apoyar ideas de corte secular e islamista. Así, siguiendo los parámetros establecidos por Barry Buzan con respecto a la securitización, se puede llegar a identificar la creación de una agenda de seguridad uzbeka en la región de Asia Central, cuyos logros permitieron disminuir el riesgo de la amenaza insurgente.

La presente monografía pretende analizar en qué medida el co-liderazgo sino-ruso de la Organización de Cooperación de Shanghái puede condicionar la hegemonía estadounidense en Asia Central. Esta investigación defiende que los objetivos del co-liderazgo sino-ruso de la OCS - garantizar un orden multipolar del Sistema Internacional; obtener el acceso, control y explotación de los recursos (naturales, minerales e hídricos); disminuir la influencia política y militar de Estados Unidos en dicho pivote geopolítico - evidencian una contraposición al código geopolítico estadounidense en Asia Central, lo cual genera un limitante a su proyecto de hegemonía en la región. Para sustentar lo anterior se utilizan categorías analíticas propias de la Geopolítica de autores como Zbigniew Brzezinski, Saul Cohen y Peter Taylor, las cuales se contrastan con las estrategias de Rusia, China y Estados Unidos en Asia Central.

Esta monografía tiene como objetivo explicar cómo las migraciones transnacionales se han convertido en una amenaza para la seguridad de las ex repúblicas soviéticas de Asia central durante las últimas dos décadas dando lugar a un Complejo de Seguridad Regional (CSR). Mediante la teoría crítica del CSR elaborada por Barry Buzan, se buscará probar que estos flujos migratorios transnacionales han configurado una amenaza compartida para la seguridad de la región debido a su asociación con grupos extremistas islámicos asociados con el terrorismo. La materialización de dicho CSR se manifiesta en la creación de organizaciones regionales con una agenda de seguridad compartida tales como la Organización del Tratado de Seguridad Colectiva y la Organización de Cooperación de Shanghai con el fin de neutralizar estas nuevas amenazas de carácter transnacional.

Esta monografía se centra en evaluar mediante un enfoque constructivista, y a partir de una serie de hechos históricos, cómo la identidad construida por Rusia y Georgia fue el detonante de la Guerra de Osetia del Sur en 2008. Para tal objetivo, se partirá del supuesto que este conflicto fue el resultado de las diferencias entre ambos actores que desarrollaron una serie de políticas antagónicas, enmarcadas en una cultura de anarquía hobbesiana la cual se configuró tras la Revolución de las Rosas y la posterior llegada de Mijaíl Saakashvili al poder, puesto que Georgia se convertiría en el principal aliado de occidente en el Cáucaso, basado en un rol anti ruso y disidente de la influencia del Kremlin en la zona, divergiendo con el liderazgo de Rusia el cual se fundamenta en una identidad construida a raíz de su pasado imperial y hegemónico.

The impact of the Tibetan Plateau uplift on the Asian monsoons and inland arid climates is an important but also controversial question in studies of paleoenvironmental change during the Cenozoic. In order to achieve a good understanding of the background for the formation of the Asian monsoons and arid environments, it is necessary to know the characteristics of the distribution of monsoon regions and arid zones in Asia before the plateau uplift. In this study, we discuss in detail the patterns of distribution of the Asian monsoon and arid regions before the plateau uplift on the basis of modeling results without topography from a global coupled atmosphere–ocean general circulation model, compare our results with previous simulation studies and available biogeological data, and review the uncertainties in the current knowledge. Based on what we know at the moment, tropical monsoon climates existed south of 20°N in South and Southeast Asia before the plateau uplift, while the East Asian monsoon was entirely absent in the extratropics. These tropical monsoons mainly resulted from the seasonal shifts of the Inter-Tropical Convergence Zone. There may have been a quasi-monsoon region in central-southern Siberia. Most of the arid regions in the Asian continent were limited to the latitudes of 20–40°N, corresponding to the range of the subtropical high pressure year-around. In the meantime, the present-day arid regions located in the relatively high latitudes in Central Asia were most likely absent before the plateau uplift. The main results from the above modeling analyses are qualitatively consistent with the available biogeological data. These results highlight the importance of the uplift of the Tibetan Plateau in the Cenozoic evolution of the Asian climate pattern of dry–wet conditions. Future studies should be focused on effects of the changes in land–sea distribution and atmospheric CO2 concentrations before and after the plateau uplift, and also on cross-comparisons between numerical simulations and geological evidence, so that a comprehensive understanding of the evolution of the Cenozoic paleoenvironments in Asia can be achieved.
