This course, then, investigates the effects of integration on European citizens as well as the duality of the EU as a competitive and social model. It is sensitive to the involvement of social groups, protest, and domestic politics in the study of market integration. Some of the questions we explore are: What are the effects of regulatory policy-making on social actors, how do such actors’ strategies and behaviors change as a consequence, and how to they overcome their collective action problems? Why is it that the logic of integration has at times followed a logic of “permissive consensus” while at other times it has been described as a “constraining dissensus”? What is the importance of discourse in domestic politics in order to articulate and legitimate Europeanization? How do European identities change as a consequence of policymaking as well as of protest? To what extent do ordinary Europeans matter in terms of accepting and opposing the project of European integration, how do European citizens in core and peripheral EU states experience Europeanization, and how is their involvement in the integration project to be conceptualized?

The drop in Ukraine’s GDP by nearly 18% in the first three months of 2015 (versus the corresponding period in 2014) has confirmed the decline of the country’s economy. Over the last 14 months, the Ukrainian currency was subject to an almost threefold devaluation against the US dollar, and in April 2015 the inflation rate was 61% (year-on-year), which exacerbated the impoverishment of the general public and weakened domestic demand. The main reason behind the crisis has been the destruction of heavy industry and infrastructure in the war-torn Donbas region, over which Kyiv no longer has control, as well as a sharp decline in foreign trade (by 24% in 2014 and by 34% in the first quarter of 2015), recorded primarily in trading volume with Ukraine’s major trade partner, i.e. Russia (a drop of 43%). The conflict has also had a negative impact on the production figures for the two key sectors of the Ukrainian economy: agriculture and metallurgy, which account for approximately 50% of Ukrainian exports. The government’s response to the crisis has primarily been a reduction in the costs of financing the Donbas and an increase in the financial burden placed on the citizens and companies of Ukraine. No radical reforms which would encompass the entire system, including anti-corruption reforms, have been carried out to stop the embezzlement of state funds and to facilitate business activity. The reasons for not initiating reforms have included the lack of will to launch them, Ukraine’s traditionally slow pace of bureaucratic action and growing dissonance among the parties making up the parliamentary coalition. The few positive changes, including marketisation of energy prices and sustaining budgetary discipline (in the first quarter of 2015, budgetary revenues grew by 25%, though partly as a result of currency devaluation), are being carried out under pressure from the International Monetary Fund, which is making the payment of further loan instalments to the tune of US$ 17.5 billion conditional upon reforms. Despite assistance granted by Western institutional donors and by individual states, the risk of Ukraine going bankrupt remains real. The issue of restructuring foreign debt worth US$ 15 billion has not been resolved, as foreign creditors who hold Ukrainian bonds have not consented to any partial cancellation of the debt. Whether Ukraine’s public finances can be stabilised will depend mainly on the situation in the east of the country and on the possible renewal of military action. It seems that the only way to rescue Ukraine’s public finances from deteriorating further is to continue to ‘freeze’ the conflict, to gradually implement wide-ranging reforms and to reach a consensus in negotiations with lenders.

Using data from the UK Census of Production, including foreign ownership data, and information from UK industry input-output tables, this paper examines whether the intensity of transactions linkages between foreign and domestic firms affects productivity growth in domestic manufacturing industries. The implications of the findings for policies promoting linkages between multinational and domestic firms in the UK economy are outlined.

There is increasing empirical and theoretical evidence that foreign direct investment (FDI) may be motivated not by the desire to exploit some competitive advantage possessed by multinationals, but to access the technology of host economy firms. Using a panel of FDI flows across OECD countries and manufacturing sectors between 1984 and 1995, we test whether these contrasting motivations influence the effects that FDI has on domestic total factor productivity. The distinction between technology-exploiting FDI (TEFDI) and technology-sourcing FDI (TSFDI) is made using R&D intensity differentials between host and source sectors. The hypothesis that the motivation for FDI has an effect on total factor productivity spillovers is supported: TEFDI has a net positive effect, while TSFDI has a net negative effect. These net effects are explained in terms of the offsetting influences of productivity spillovers and market stealing effects induced by incoming multinationals.

We develop a taxonomy that relates foreign direct investment (FDI) motivation (technology- and cost-based) to its anticipated effects on host countries domestic productivity. We then empirically examine the effects of FDI into the United Kingdom on domestic productivity, and find that different types of FDI have markedly different productivity spillover effects, which are consistent with the conceptual analysis. The UK gains substantially only from inward FDI motivated by a strong technology-based ownership advantage. As theory predicts, inward FDI motivated by technology-sourcing considerations leads to no productivity spillovers.

The impact of the shadow economy on entrepreneurial entry across countries is analyzed utilising 1998-2005 individual-level Global Entrepreneurship Monitor data and national macro-economic variables. A simple correlation coefficient suggests a positive relationship between the size of the shadow economy and the likelihood of entrepreneurial entry. However, this masks more complex relationships, if, as argued, the shadow economy is an embedded social phenomenon. With appropriate controls and instrumenting for potential endogeneity, the impact of the shadow economy on entry in a linear specification is found to be negative. Further, there is evidence of a U-shaped relationship: entrepreneurial entry is least likely when the shadow economy amounts to about a quarter of gross domestic product (GDP). At the individual level, an extensive shadow economy has a more negative impact on respondents who are risk averse. In addition, in the economies where property rights are stronger, the negative impact of the shadow economy is weaker. © 2012 Blackwell Publishing Ltd.

A mögöttünk hagyott két évtizedben – tetszik, vagy sem – a magyar gazdaság 1992. évi mélypontról történő kilábalásában, majd új növekedési pályára állásában meghatározó szerepe volt a hazai forrásokat kiegészítő külföldi befektetéseknek. Ennek természetesen ára volt: a tevékenységi struktúra (termékszerkezet) módosulása, a tulajdonosi összetétel radikális átalakulása, a külgazdasági kapcsolatok irányultságának változása, a lakosság önfoglalkoztatási célú vállalkozásainak szaporodása, a gazdaságfejlesztés irányának és ütemének cikk-cakkos mozgása, az állami szerepkör fokozatos leépülése. Írásunk célja annak áttekintése, hogy a nemzetközi tőkeáramlás tendenciáinak módosulását követően – a Magyarországra érkező külföldi tőkebefektetések jelentős csökkenéséből fakadóan – a kizárólagos és többségi hazai tulajdonú szereplők (kiemelten a hazai közép- és kisvállalkozások) milyen mértékben lehetnek alkalmasak a kieső teljesítmények pótlására, illetve a gazdasági válság lecsengését követően milyen ütemű növekedést képesek biztosítani a magyar gazdaság számára. A válaszok nagy valószínűséggel az Új Széchenyi Terv szempontjából sem közömbösek. The economic restructuring and changes in market relations took place during the first decade, while new – mostly foreign – investment groups entered the new market. As a result the economy was stabilized and was put on a new growth path. But after the millennium the foreign investment based economy development strategy was no more adequate. The new engine for the growth should have been the domestic small and medium enterprise sector (SME), but despite the subsidies this sector was not strengthened enough to take this role.

A rendszerváltás utáni időszak gazdasági teljesítményei a beteljesült remények és a megvalósulatlan várakozások egymást követő hullámzásait takarják. A mögöttünk hagyott két évtized első felét a gazdasági szerkezetváltás, a piaci kapcsolatok módosulása, valamint új – többségében külföldi – befektetői csoportok megjelenése jellemezte, amelyek együttes hozadéka volt a gazdaság stabilizálódása, majd az új növekedési pályára állás. Az ezredfordulót követő évtized első felére azonban a külföldi befektetésekre alapozott gazdaságfejlesztési stratégia erejét vesztette, s a helyettesítésre szánt hazai kkv-szektor – a kiemelt támogatások és a kedvezmények ellenére – nem tudott a növekedés motorjává válni. Szerzőnk – a BCE tudományos kutatója és az APEH korábbi elnöke – a versenyszektor 2000–2008. évi pénzügyi beszámolói alapján a hazai vállalkozások demográfiai, teljesítményi és eredményességi jellemzőit vizsgálja, s két részből álló tanulmányában arra keresi a választ, hogy a várakozásoktól elmaradó működési eredményekben milyen szerepe lehet a gazdaságfejlesztési stratégia hiányának, a vállalkozási teljesítmények elégtelenségének, a tőkehiánynak, illetve a pénzügyi rendszer torzulásainak. Szerkesztőségünk a tanulmányt olyan vitaindítónak tekinti, ami széles érdeklődésre tarthat számot, s szívesen vállalkozunk arra, hogy közreadunk minden jobbító szándékú gondolatot. _______ The economic performance during the transition period was characterized by the alternations of fulfilled hopes and unrealized expectations. The author – the researcher of BCE, and the ex-president of APEH – analyses the characteristics of the domestic business demography, performance and effectiveness, based on the 2000–2008 annual financial statements of the business sector. The two-part study seeks the reason for the disappointing operation results. What role take in this phenomena the absence of economic strategy, the deficiency of business performance, the lack of capital and the financial distortions of the system. Our editorial intend this study as a debate for the public, and we would publish the ideas which improves this relevant topic.
