Resumo:
Most considerations of knowledge management focus on corporations and, until recently, considered knowledge to be objective, stable, and asocial. In this paper we wish to move the focus away from corporations, and examine knowledge and national innovation systems. We argue that the knowledge systems in which innovation takes place are phenomenologically turbulent, a state not made explicit in the change, innovation and socio-economic studies of knowledge literature, and that this omission poses a serious limitation to the successful analysis of innovation and knowledge systems. To address this lack we suggest that three evolutionary processes must be considered: self-referencing, self-transformation and self-organisation. These processes, acting simultaneously, enable system cohesion, radical innovation and adaptation. More specifically, we argue that in knowledge-based economies the high levels of phenomenological turbulence drives these processes. Finally, we spell out important policy principles that derive from these processes.

The challenges in the business environment are forcing Australian firms to be innovative in all their efforts to serve customers. Reflecting this need there have been several innovation policy statements both at Federal and State government level aimed at encouraging innovation in Australian industry. In particular, the innovation policy statement launched by the Queensland government in the year 2000 primarily intends building a Sman State through innovation. During the last few decades the Australian government policy on innovation has emphasized support for industry R&D. However industry stakeholders demand a more firm-focused policy of innovation. Government efforts in this direction have been hindered by a lack of a consistent body of knowledge on innovation at the firm level. In particular the Australian literature focusing on firm level antecedents of innovation is limited and fragmented. This study examines the role of learning capabilities in innovation and competitive advantage. Based on a survey of manufacturing firms in Queensland the study finds that both technological and non·technological innovations lead to competitive advantage. The findings contribute to the theory competitive advantage and firm level antecedents of innovation. Implications for firm level innovation strategies and behaviour are discussed. In addition, the findings have important implications for Queensland government's current initiatives to build a Smart State through innovation.

Computer Science is a subject which has difficulty in marketing itself. Further, pinning down a standard curriculum is difficult-there are many preferences which are hard to accommodate. This paper argues the case that part of the problem is the fact that, unlike more established disciplines, the subject does not clearly distinguish the study of principles from the study of artifacts. This point was raised in Curriculum 2001 discussions, and debate needs to start in good time for the next curriculum standard. This paper provides a starting point for debate, by outlining a process by which principles and artifacts may be separated, and presents a sample curriculum to illustrate the possibilities. This sample curriculum has some positive points, though these positive points are incidental to the need to start debating the issue. Other models, with a less rigorous ordering of principles before artifacts, would still gain from making it clearer whether a specific concept was fundamental, or a property of a specific technology. Research reports prepared by three Australian preservice teachers--Paula Shaw, Chris Sharp and Scott McDonald--undertaking their teacher education practicum in Canada, form the basis of this paper. The reports provide critical insights into three aspects of education for young people in both Canada and Australia. They also provide critical insight into the ways in which a practicum research project, along with the opportunities afforded through an international experience, enabled the preservice teachers to broaden their understanding of the curriculum for young people, of issues relevant to the diverse needs of young people, and of themselves and their priorities as teachers. The preservice teachers investigated three topics: attempts to reduce homophobia in schools; the presence or absence of Aboriginal content in the school curricula in British Columbia and Queensland; and "schools-within-schools" as a means to meet the needs of diverse student populations. It is known the power of ideas is tremendous. But there are employees in many companies who have good ideas but not put them into practice. On the other hand, there are many others who have good ideas and are encouraged to contribute their ideas for innovation in the company. This study attempts to identify factors that contribute to success in managing ideas and consequent business innovation. The method used was the case study applied to two companies. During the investigation, factors considered essential for the success of an idea management program were identified, of which we highlight, among others, evidences the results, involvement of the top management, establishment of goals and objectives; recognition; dissemination of good results. Companies with these implemented systems, capture the best ideas from their collaborators and apply them internally. This study intends to contribute to business innovation in enterprises through creation and idea management, mainly through collecting the best ideas of their own employees. The results of this study can be used to help improving deployed suggestions systems, as well as, all managers who wish to implement suggestions systems/ideas management systems.

The use of Mobile and Wireless Information Technologies (MWIT) for provisioning public services by a government is a relatively recent phenomenon. This paper evaluates the results of MWIT adoption by IBGE (The Brazilian Institute of Geography and Statistics) through a case study. In 2007, IBGE applied 82,000 mobile devices (PDAs) for data gathering in a census operation in Brazil. A set of challenges for a large scale application of MWIT required intensive work involving innovative working practices and service goals. The case reveals a set of outputs of this process, such as time and cost reductions in service provision, improved information quality, staff training and increased organizational effectiveness and agility.

This paper examines a series of strategic initiatives that have been undertaken by Tourism Queensland (TQ), a State Tourism Organization in Australia, to develop tourism and in particular to develop networks in tourism destinations. This paper firstly examines the nature of sustainable urban tourism (SUT) and discusses approaches to defining it. It suggests that developing SUT requires a generic approach to improving sustainable tourism operations amongst all suppliers in an urban area. Further, this approach suggests that best practice in marketing and policy development can be adopted to attract tourists to a SUT destination and examples of this approach are provided.

RESUMO: O presente estudo teve como objectivo investigar os principais impedimentos que ocorrem nos estabelecimentos de ensino relativamente à aplicabilidade dos Programas Nacionais de Educação Física (PNEF). Considerando as particularidades do grupo disciplinar, as instalações da escola ou o meio cultural envolvente, pretende-se perceber as razões para que no panorama nacional, a grande maioria das escolas resista a esse processo de mudança, não criando condições para o desenvolvimento de iguais oportunidades na disciplina de educação física no currículo de todos os alunos. Este estudo ambiciona ser um contributo para que a educação física (EF) dê um passo no desenvolvimento qualitativo da realidade educativa, ao destacar os pontos comuns e mais importantes reunidos nas escolas de referência que aplicam os PNEF. A metodologia desenvolvida apresenta duas fases na análise de dados, sendo que a primeira extrai os pontos em comum e personalizados do grupo de professores entrevistados pertencentes ao grupo A, constituído pelos autores dos PNEF e por uma especialista na área de desenvolvimento curricular. A segunda fase, segue a lógica anterior para o grupo B, grupo que reúne professores em contacto directo no dia-a-dia das escolas. A consciência e o conhecimento dos problemas apresentados nas escolas que não seguem os programas, torna-se importante pois possibilita a procura de soluções para esses mesmos problemas. Desta forma será possível desenvolver as inovações escolares, proporcionando aos alunos a oportunidade de crescer no seio das inúmeras qualidades que a disciplina de educação física pode oferecer e desenvolver. Um crescimento baseado na autonomia, na cooperação e no desenvolvimento de hábitos de vida saudável enquanto futuros cidadãos. ABSTRACT: This study aimed to investigate the main issues that prevent the physical education programs to be applied on the Portuguese schools. Considering the disciplinary group particularities, the school facilities or the environment, we intend to understand the reasons that may explain why the majority of the Portuguese schools resist to this change process, not creating conditions for the development of equal opportunities on the physical education of every student. This study intend to be a contribute for the physical education development on the educational reality, highlighting the common factors of the reference schools that apply the physical education programs. The method integrates two phases of development: the first one extracts the common and custom factors between the Group A professors, consisting of physical education programs authors and one expert in the field of curriculum development. The second phase follows the previous logic for the Group B, a group that meets professors with direct contact of schools day-to-day. The consciousness and knowledge about the existing problems in schools that don‟t apply physical education programs it‟s important, because it enables the search for solutions. This will allow innovations development, giving students the opportunity to grow within the many qualities that the discipline of physical education can provide and develop. Growth based on autonomy, cooperation and development of healthy lifestyle habits as future citizens.

Communities of Practice are places which provide a sound basis for organizational learning, enabling knowledge creation and acquisition thus improving organizational performance, leveraging innovation and consequently increasing competitively. Virtual Communities of Practice (VCoP‟s) can perform a central role in promoting communication and collaboration between members who are dispersed in both time and space. The ongoing case study, described here, aims to identify both the motivations and the constraints that members of an organization experience when taking part in the knowledge creating processes of the VCoP‟s to which they belong. Based on a literature review, we have identified several factors that influence such processes; they will be used to analyse the results of interviews carried out with the leaders of VCoP‟s in four multinationals. As future work, a questionnaire will be developed and administered to the other members of these VCoP‟s
