A Política Nacional de Resíduos Sólidos, instituída pela Lei n.º 12.305/2010, determinou que os municípios brasileiros elaborassem e entregassem seus respectivos Planos de Gerenciamento de Resíduos Sólidos até 2012, impondo a erradicação dos “chamados” lixões até o ano de 2014. A referida lei estabelece responsabilidade compartilhada durante o ciclo de vida do produto (produção, comercialização, consumo e destino das embalagens). O Censo IBGE 2011 e pesquisas posteriores, embora fragmentadas, mostraram uma situação complexa e com baixa probabilidade de cumprimento das exigências no prazo estabelecido. Observa-se no cenário nacional a existência de programas iniciados e interrompidos devido à falta de educação ambiental, à ineficiência das campanhas de conscientização, à dificuldade de aceitação da norma pela comunidade e, tendo sido implantada a coleta seletiva, à falta de locais apropriados para triagem e estocagem. Nesse contexto, este artigo, a partir de uma pesquisa exploratória, bibliográfica e documental, analisou o quadro atual dos municípios brasileiros e, em especial, as políticas adotadas no Estado de São Paulo, com destaque para três municípios da região do Grande ABC. Constatou-se, a partir dos dados apresentados, uma grande distância a ser percorrida para o atendimento dos principais quesitos da Política Nacional de Resíduos Sólidos.

The integrated management of municipal solid waste in Brazil is held legally responsible by the city council administration. This is done since the year 2010 with the publication of the National Solid Waste Policy term. According to the policy and law, each city must encourage the implementation of selective collection and the participation of waste picker´s entities aiming social inclusion. However, these actions haven’t yet reached its legal aims. These workers are considered regarding collection actions but are stripped of certain basic labor rights not in conformation with the Decent Work concept. This type of work, according to International Labour Organization, must be seen as work that is properly paid for and must be done regarding conditions of freedom, equity, security and able to provide workers with a dignified life conditions. Thus, this work aims to investigate the implementation process regarding the Solid Waste National Policy in Natal-Rio Grande do Norte in Brazil. This is done considering socio-productive insertion of recyclable material collectors. The research is substantiated by a qualitative approach as well as documental and bibliographical research. A field research considering the cooperatives as well “in locco" observation and semi-structured interviews were carried out between the time span of 2013 and 2014. In order to investigate decent daily working conditions the research emphasized municipal management actions in Natal towards social inclusion that aim to reflect on the progress and difficulties experimented. It is seen that even when these cooperatives receive government support there are still important struggles that need to be overcome. The worker´s tasks are risky, the work environment in not safe or is adequate in terms of health issues. There is the stigma of it being considered an occupational task, the low individual income distancing the activity regarding parameters of the Green Employment and Decent Work concept. On the other hand, the survey showed potential as the relentless pursuit on behalf of the cooperatives that still search better work condition improvement.

Os desafios que catadores e catadoras de materiais recicláveis enfrentam no seu dia a dia já são inúmeros e a introdução de tecnologias que queimam resíduos sólidos para captar energia significa outro fator que põe em risco a sobrevivência desta população. Seguindo a lógica da globalização econômica, grandes empresas multinacionais de saneamento ambiental estão entrando no mercado da gestão de resíduos sólidos nos países em desenvolvimento. Coleta, separação, transformação e venda de materiais recicláveis por grupos organizados de catadores geram trabalho e renda: trata-se de capital social e humano. Nos países da América Latina e da Ásia, em particular, milhares de pessoas dependem desse setor. Essa atividade oferece oportunidades para a inclusão social com resgate da cidadania. A implantação de incineradores significa uma ameaça a estes postos de trabalho, sem mencionar os problemas ambientais gerados pelos gases e cinzas tóxicas eliminados durante o processo da queima. A presente pesquisa-ação utiliza métodos participativos e analisa dados secundários, tendo como objetivos desconstruir a lógica tecnocrata de gestão de resíduos sólidos e apontar a importância do compromisso social e ambiental dos governantes e da sociedade com a coleta seletiva e a reciclagem, aumentando desta forma a sustentabilidade social, econômica e ecológica.

Considerando-se o extenso leque de direitos sociais, o Poder Judici??rio passa a ser tamb??m demandado em quest??es pol??ticas mais espec??ficas, previstas ou n??o em pol??ticas p??blicas, o que gera in??meras possibilidades de atua????o para esta esfera de poder. O presente caso analisa, portanto, a tens??o na defini????o de compet??ncias entre os Poderes Judici??rio e Executivo, no que se refere ?? coleta de lixo no munic??pio de Cambuquira, Minas Gerais. Ele aborda dois direitos sociais: o direito ?? sa??de e ao meio ambiente saud??vel. O estudo suscita, portanto, o debate sobre a exist??ncia de uma pol??tica p??blica, que passa a ser questionada no Poder Judici??rio, debatendo-se quais seriam os reais limites da democracia

Os autores propuseram para o município de Aparecida, vale do Rio Paraíba, SP, região endêmica do Tityus serrulatus, um programa de controle do escorpionismo. Foram estudados a presença de focos do escorpião no campo e na cidade, as alterações ambientais periféricas à zona urbana e os novos ambientes de procriação e dispersão destes artrópodes. Além disso, foram avaliados os problemas básicos de infra-estrutura, tais como o acondicionamento e a coleta do lixo urbano público e domiciliar, o saneamento básico (esgotos e galerias pluviais) e a situação dos terrenos baldios e as construções da zona urbana. Após estudo epidemiológico, foram propostas medidas educativas, que constaram da confecção e distribuição de folhetos, de mutirões de limpeza, de visitas domiciliares e do engajamento de professores e alunos da rede de ensino pública e privada na campanha. Nos locais onde existiam focos de alto risco, em especial nas pré-escolas, foi proposto o emprego do controle químico. Dentro das normas sanitárias vigentes para a zona urbana, foi proposto ainda, o uso de predadores naturais no combate. Os autores concluem que as ações devem ser integradas e continuadas de forma ininterrupta por vários anos e propõem ação conjunta com a campanha da dengue. A instituição de uma semana por ano dedicada ao estudo do escorpionismo nas escolas dos municípios onde ocorre o problema seria uma medida educativa que viria contribuir sobremaneira para a prevenção dos acidentes e controle do escorpionismo.

The present study was concerned with checking the water quality, the recovery of the riparian vegetation and vegetation around the springhead of stream Bandeirantes, such as the inadequate disposal of waste along this stream, which is located in Rio Claro, SP, in the period from March to July of 2010. Aiming to propose mitigation measures to reverse the degradation processes and develop activities to help a better awareness of the population directly related to this water resource. The water quality was analyzed by performing monthly sampling in three different points along the stream. The first point of sampling is in the spring of the stream, the second at the region called estradão and the third near its mouth, when it flows into the Ribeirão Claro, a tributary of the right bank of the Corumbataí river. It was calculated from the Water Quality Index (WQI) developed by Cetesb. The results were compared with current law. The riparian vegetation, which is responsible for the protection of rivers and streams, was observed and examined during the field work. The results indicated the stream as class 2 and the WQI has been classified, in the most of the analysis, such as a water of good quality. However, some parameters showed a worrying situation and highlighted the current situation, with waste deposits, furniture and animal waste into the pit of the stream studied

The issue of solid waste disposal and urban growth are conflictive, since the areas where old uncontrolled refuse disposal were away from the city today are incorporated to the urban area population. Thus, now population is closer to the degradation of contaminants coming from waste disposal, and, in some cases, these areas become housing subdivisions. This work aims to support the diagnosis of a former landfill in the municipality of Rio Claro (SP), using geophysical methods through resistivity anomalies. In order to develop the diagnostic, it was utilized water and soil analysis of a preliminary report and techniques of vertical electrical sounding and electrical profiling. The areas influenced by the garbage presented less resistivity than the one of the natural subsoil. Through the interpretation of results, the local potentiometric map was elaborated, as well as a map of calculated resistivity. The interpretation of these products indicated a disagreement between the groundwater flow and the current topography, leading to an identification of a preferential direction of the contamination plume in the NE-SW. These observations prove the applicability of geoelectrical methods in areas of former waste disposal with little information.

The actual work broaches a study about the collection and treatment of sanitary sewage from the municipality of Ubatuba in its operational aspects and the tariff policy from the service. Themes related to the subject like the history of collection and treatment of sewage, its development in Brazil and its importance for public health and environmental preservation, as well as historical and geographical aspects of Ubatuba/SP, are present in the literature review. The methodology consists in guided visit in the colletion and treatment of sewage facilities and interview with technical managers. With the technical data obtained, it is made a discussion of the results and possible recommendations

The collection of prices for basic goods supply is very important for the population, based on the collection and processing of these data the CLI (Cost Living Index) is calculated among others, helping consumers to shop more rationally and with a clearer view of each product impact of each product on their household budget, not only food, but also cleaning products and personal hygiene ones. Nowadays, the project of collection of prices for basic goods supply is conducted weekly in Botucatu - SP through a spreadsheet. The aim of this work was to develop a software which utilized mobile devices in the data collection and storage phase, concerning the basic goods supply in Botucatu -SP. This was created in order to eliminate the need of taking notes in paper spreadsheets, increasing efficiency and accelerating the data processing. This work utilized the world of mobile technology and development tools, through the platform".NET" - Compact Framework and programming language Visual Basic".NET" was used in the handheld phase, enabling to develop a system using techniques of object oriented programming, with higher speed and reliability in the codes writing. A HP Pavilion dv3 personal computer and an Eten glofish x500+ handheld computer were used. At the end of the software development, collection, data storing and processing in a report, the phase of in loco paper spreadsheets were eliminated and it was possible to verify that the whole process was faster, more consistent, safer, more efficient and the data were more available.
