The present study examines the type of NTMs, especially the quality regulations and safety standards encountered by the marine product exports of Kerala in its major import markets of the EU, the US and Japan. An analysis of whether the safety and quality standards prescribed by these developed countries on the imported fish and fishery products are purely based on risk assessment and scientific evidence or are they erected as disguised barriers to trade is attempted

Fish and fishery products are regarded as healthy foods and there has been a significant increase in their global trade. Besides that, trade liberalization policies, globalization of food systems and technological innovations have furthered the increase in international trade in fish and fishery products.Fish and fishery product exports have a significant place in the export basket of India. Export earnings of India from fishery products increased from ` 4 crores in 1960-61to ` 12901.47 crores in 2010-11(MPEDA, 2012). The share of export earnings from fish and fishery products as a percentage of total agricultural exports of India increased from a low of 1.76 percent in 1960-61 to a high of 25.06 percent in 1994-95. But its share declined to 16.60 percent in the following year. Though its share in agricultural exports of the country has declined since then, in 2010-11, marine product exports accounted for 9.61 percent of total agricultural exports of India representing a significant share.

Recent years have seen an emerging civil society in an authoritarian China. The authoritarian embrace of civil society challenges the conventional wisdom that civil society is closely linked to democracy. In Beijing, the rhetoric of civil society linked less to democracy than to modernization. However, does civil society development have any impact on democratization in authoritarian regimes? The thesis tries to provide a tentative answer by studying civil society and democratization in post-Mao China. As a result of economic development and political reforms, gradual political liberalization has marked a shift of state-society relations that gives rise to a certain degree of democratization and a growing civil society. The thesis uses a statistical correlation study to examine the relations between grassroots democratization and civil society development. The study concludes that civil society development may have contributed to democratization at the grassroots level but not on the national level. The impact of civil society on democratization depends on the political structure of the state and will remain limited unless the government allows for further state-led democratic openings.

Sanitary and phytosanitary matters have acquired greater significance in the region's trade, as reflected in the significant number of complaints brought before the various dispute settlement mechanisms pertaining to the regional integration schemes. This may be attributed to the importance of the Latin American countries in world agricultural trade and to different phytosanitary and zoosanitary standards required by each. Given the multiplication of bilateral and plurilateral agreements in Latin America and the Caribbean, convergence on the sanitary standards required under such accords is crucial for the trade integration of a region that is an agro-exporter par excellence. Convergence is essential to facilitate market access and expedite trade flows. This bulletin assesses convergence of standards in the bilateral and plurilateral trade agreements signed by the countries of the region, the treatment afforded to the principles contained in the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) and the progress the region has made relative to that Agreement.
