Este estudo aborda participação da sociedade na gestão pública local, através do entendimento do funcionamento dos Conselhos Municipais, concebidos como espaços privilegiados para prática da democracia cidadã. Investigação interpretativa de caráter qualitativo, os conhecimentos construídos são marcados pela subjetividade pela interatividade em vários níveis: do pesquisador/cidadão com campo empírico com outros sujeitos envolvidos no processo, do pesquisador/cidadão com os autores que discutem este assunto do pesquisa dor/cidadão consigo mesmo. Permeado pela interdiscursividade, tematiza os conhecimentos teóricos respeito de participação, cidadania, democracia, descentralização, sociedade civil conselhos gestores de políticas públicas, ressignificando conceitos necessários ao processo participativo interativo entre sociedade civil Estado, articulando práticas e discursos em contextos históricos, políticos, culturais econômicos. Com estes pressupostos, busca conhecer, analisar evidenciar entendimentos intencionalidades formas de agir/gerenciar praticadas pelos Conselhos Municipais na fornulação, implementação avaliação das políticas públicas suas relações com gestão pública local, no período de 1989-2000, no município gaúcho de Ijuí. Mapeando variáveis, estabelece tipologias classificatórias nas quais enquadra os conselhos de Ijuí e, analisando/interpretando documentos, normas entrevistas narrativas, aborda as diversas características dos mesmos. experiência dos conselhos em Ijuí mostra que envolvimento da população, seja diretamente (como nas assembléias dos conselhos distritais) seja através de representantes das principais entidades da sociedade civil, além de garantir um caráter mais democrático gestão pública, possui potencial para interferir no modus operandi da máquina pública dos governos municipais. Aponta também para necessidade de ampliar espaços de participação informais, não institucionalizados, autônomos, abertos à participação de todos os cidadãos, constituindo-se cm processo educativo para construção de espaços potencializadores da cidadania interativa.

Alguns autores têm chamado a atenção para a importância da administração cambial nos processos de desenvolvimento econômico no que vem sendo conhecido como um ¿development approach¿ para taxas de câmbio. O nível do câmbio real teria forte impacto na acumulação de capital na medida em que afetaria as trajetórias de consumo, investimento e poupança agregados de uma economia via definição do nível do salário real. O setor de bens comercializáveis não tradicional estimulado por um câmbio competitivo destacar-se-ia pelo seu dinamismo e potencial de inovações tecnológicas, contribuindo para aumentos de produtividade necessários ao processo de desenvolvimento econômico. Estímulos ao setor de exportações contribuiriam também para a redução da vulnerabilidade a crises externas. Inúmeros estudos têm destacado a ocorrência de crises no balanço de pagamentos por problemas de sobrevalorização cambial ou desalinhamento. Com o objetivo de contribuir para essa discussão, o trabalho a ser apresentado trata das relações existentes entre nível do câmbio real e o processo de desenvolvimento econômico. Tem como objetivo mais específico analisar a hipótese de que haveria uma relação negativa entre nível do câmbio real e taxas de crescimento per capita. Câmbios reais relativamente desvalorizados seriam benéficos para processos de desenvolvimento econômico enquanto que níveis excessivos de apreciação cambial seriam nocivos.

The main objective of this paper was to visualize the relation between government spending on basic education and the human capital accumulation process, observing the impacts of this spending on individual investments in higher education, and on economic growth. It is used an overlapping-generations model where the government tax the adult generation and spent it in basic education of the next generations. It was demonstrated that the magnitude of the marginal effect of government spending in basic education on growth crucially depends on public budget constrains. The paper explains why some countries with a lot of public investment in basic education growth at low rates. In that sense if a country has only a lot of public investment in basic education without investment in higher education it may growth at low rates because the taxation can cause distortions in the agents incentives to invest in higher education.

This paper explores the distortions on the cost of education, associated with government policies and institutional factors, as an additional determinant of cross-country income differences. Agents are finitely lived and the model takes into account life-cycle features of human capital accumulation. There are two sectors, one producing goods and the other providing educational services. The model is calibrated and simulated for 89 economies. We find that human capital taxation has a relevant impact on incomes, which is amplified by its indirect effect on returns to physical capital. Life expectancy plays an important role in determining long-run output: the expansion of the population working life increases the present value of the flow of wages, which induces further human capital investment and raises incomes. Although in our simulations the largest gains are observed when productivity is equated across countries, changes in longevity and in the incentives to educational investment are too relevant to ignore.

In this paper, we investigate the nature of income inequality across nations. First, rather than functional forms or parameter values in calibration exercises that can potentially drives results, we estimate, test, and distinguish between types of aggregate production functions currently used in the growth literature. Next, given our panel-regression estimates, we perform several exercises, such as variance decompositions, simulations and counter-factual analyses. The picture that emerges is one where countries grew in the past for different reasons, which should be an important ingredient in policy design. Although there is not a single-factor explanation for the difference in output per-worker across nations, inequality, followed by distortions to capital accumulations and them by human capital accumulation.

This paper argues that monetary models can and usually present the phenomenon of over-banking; that is, the market solution of the model presents a size of the banking sector which is higher than the social optima. Applying a two sector monetary model of capital accumulation in presence of a banking sector, which supplies liquidity services, it is shown that the rise of a tax that disincentives the acquisition of the banking service presents the following impacts on welfare. If the technology is the same among the sectors, the tax increases welfare; otherwise, steady-state utility increase if the banking sector is labor-intensive compared to the real sector. Additionally, it is proved that the elevation of inflation has the following impact on the economy's equilibrium: the share on the product of the banking sector increases; the product and the stock of capital increases or reduces whether the banking sector is capital-intensive or laborintensive; and, the steady-state utility reduces. The results were derived under a quite general set up - standard hypothesis regarding concavity of preference, convexity of technology, and normality of goods - were required.

Esta tese é uma coleção de quatro artigos em economia monetária escritos sob a supervisão do Professor Rubens Penha Cysne. O primeiro desses artigos calcula o viés presente em medidas do custo de bem-estar da inflação devido a não se levar em conta o potencial substitutivo de moedas que rendem juros, como depósitos bancários.[1] O segundo se concentra na questão teórica de se comparar os escopos dos tradicionais modelos money-in-the-utility-function e shopping-time através do estudo das propriedades das curvas de demanda que eles geram.[2] O terceiro desses trabalhos revisita um artigo clássico de Stanley Fischer sobre a correlação entre a taxa de crescimento da oferta monetária e a taxa de acumulação de capital no caminho de transição.[3] Finalmente, o quarto diz respeito à posição relativa de cada uma de seis medidas do custo de bem-estar da inflação (uma das quais é nova) em relação às outras cinco, e uma estimativa do erro relativo máximo em que o pesquisador pode incorrer devido a sua escolha de empregar uma dessas medidas qualquer vis-à-vis as outras.[4] This thesis collects four papers on monetary economics written under the supervision of Professor Rubens Penha Cysne. The first of these papers assesses the bias occuring in welfare-cost-of-inflation measures due to failing to take into consideration the substitution potential of interest-bearing monies such as bank deposits.[1] The second one tackles the theoretical issue of comparing the generality of the money-in-the-utility-function- and the shopping-time models by studying the properties of the demand curves they generate.[2] The third of these works revisits a classic paper by Stanley Fischer on the correlation between the growth rate of money supply and the rate of capital accumulation on the transition path.[3] Finally, the fourth one concerns the relative standing of each one of six measures of the welfare cost of inflation (one of which is new) with respect to the other five, and an estimate of the maximum relative error one can incur by choosing to employ a particular welfare measure in place of the others.[4] [1] Cysne, R.P., Turchick, D., 2010. Esse trabalho objetiva avaliar as consequências da adoção de cotas para acesso às universidades públicas sobre o aprendizado em idade escolar. A literatura sobre o tema é controversa; há autores que argumentam teórica e empiricamente que os incentivos ao acumulo de capital humano diminuem com esse tipo de ação afirmativa, mas há também aqueles que sustentam o oposto. No Brasil, há poucos estudos, especialmente teóricos. As evidências empíricas são normalmente restritas a um ou dois estados e esse pode ser um dos motivos que levam a essa divergência. O modelo teórico apresentado neste trabalho explicita condições para que as duas situações (aumento ou diminuição do esforço) ocorram, mostrando ainda que as consequências das cotas podem ser heterogêneas, dependendo das características dos indivíduos afetados. As evidências empíricas apresentadas parecem comprovar essa possibilidade, pois mostram que o desempenho tanto dos negros quanto dos brancos pode melhorar ou piorar.

Progress was an idea of the 18th century; development, a project of the 20th century that continues into the 21st century. Progress was associated with the advance of reason, development with the fulfillment of the five political objectives that modern societies set for themselves: security, freedom, economic well-being, social justice and protection of the environment. Today we can view progress and development as equivalent. Both were products of the capitalist revolution, and of the economic development that began with it. Economic development or growth, in its turn, is the process of capital accumulation with the incorporation of technical progress that, mainly through productive sophistication and the increase of the value of labor, increases wages and improves standards of living. The five objectives that define development, as well as the three social instances existing in society change in an interdependent way.

This paper analyzes the impact of profit sharing on the incentives that individuals face to set up their own business. It presents a model of capital accumulation in which individuals are equally skilled to be workers but differ in their abilities to manage a firmo It is shown that profit sharing can inhibit entrepreneurial initiatives, reducing the number of firms in operation, the aggregate output and the economy's long run capital stock.

This paper analyses an overlapping generations model with absolute bequest motive. It is shown that the widely accepted criterion to verify dynamic efficiency does not apply to this case. In our model the social planner maximizes welfare by choosing a capital stock larger than the golden role and a real rate of interest smaller than the rate of growth of the economy.

This paper generates and organizes stylized facts related to the dynamics of selfemployment activities in Brazil. The final purpose is to help the design of policies to assist micro-entrepreneurial units. The 'first part of the paper uses as a main tool of analysis transitional data constructed from household surveys. The longitudinal information used covers three transition horizons: 1-month, 12-month and 5-year periods. Quantitative flows analysis assesses the main origins, destinies and various types of risks assumed by microentrepreneurial activities. Complementarily, logistic regressions provides evidence on the main characteristics and resources of micro-entrepreneurial units. In particular, we use the movements from self-employment to employer activities as measures of entrepreneurial success. We also use these transitions as measures of employment creation intensity within the self-employed segment.The second part of the paper explores various data sources. First, we attempt to analyze the life-cycle trajectories and determinants of self-employment. We use cohort data constructed from PME and qualitative data on financial and work history factors related to the opening of small bussiness from the informal firms survey implemented during 1994. Second, we apply a standart Mincerian wage equation approach to self-employment profits. This exerci se attempts to capture the correlation patterns between micro-entrepreneurial performance and a variety of firms leveI variables present in the 1994 Informal Survey. Finally, we use a a survey on the poor enterpreneurs of Rocinha favela as a laboratory to study poor entrepreneurs resources and behavior.In sum, the main questions pursued in the paper are: i) who are the Brazilian selfemployed?; ii) in particular: what is relative importance among the self-employed of subsistence activities versus those activities with growth and capital accumulation potential?; iii) what are the main static and dynamic determinants ofmicro-entrepreneurial success?; iv) what is the degree ofrisk associated with micro-entrepreneurial activities in Brazil?; v) What is the life-cycle profile of self-employment?; vi) what are the main constraints on poor entrepreneurs activities?.

Employing a embodied technologic change model in which the time decision of scrapping old vintages of capital and adopt newer one is endogenous we show that the elasticity of substitutions among capital and labor plays a key role in determining the optimum life span of capital. In particular, for the CD case the life span of capital does not depend on the relative price of it. The estimation of the model's long-run investment function shows, for a Panel data set consisting of 125 economies for 25 years, that the price elasticity of investment is lower than one; we rejected the CD specification. Our calibration for the US suggests 0.4 for the technical elasticity of substitution. In order to get a theoretical consistent concept of aggregate capital we derive the relative price profile for a shadow second-hand market for capital. The shape of the model's theoretical price curve reproduces the empírical estimation of it. \lVe plug the calibrate version of the long-run solution of the model to a cross-section of economies data set to get the implied TFP, that is, the part of the productivity which is not explained by the model. We show that the mo dei represent a good improvement, comparing to the standard neoc!assical growth model with CD production function and disembodied technical change, in accounting the world diversity in productivity. In addition the model describes the fact that a very poor economy can experience fast growth based on capital accumulation until the point of becoming a middle income economy; from this point on it has to rely on TFP increase in order to keep growing.

Employing the two sector model of capital accumulation in an open economy, the impact on the path of the following variables: exchange rate, wages, investment, saving, and consequently externaI debt and capital stock afier a permanent and non expected elevation of the economy productivity is determinated. Afier this positive shock, saving rate decreases, current transaction deteriorates and the exchange rate appreciates. Those are equilibrium phenomena from 3D intertemporaI point of view due to the permanent income raise and to the domestic good excess demand that follows the productivity increase. Assuming that the stabilization programa augment the economy productivity, the model could rationalize qualitatively the stylized facts witnessed after those programa.
