Australia’s Future Tax System Review, headed by the then head of the Australian Treasury, and the Productivity Commission’s Research Report on the not for profit sector, both examined the state of tax concessions to Australia’s not for profit sector in the light of the High Court’s decision in Commissioner of Taxation v Word Investments Ltd. Despite being unable to quantify with any certainty the pre- or post-Word Investments cost of the tax concessions, both Reports indicated their support for continuation of the income tax exemption. However, the government acted in the 2011 Budget to target the not for profit income tax concessions more precisely, mainly on competitive neutrality grounds. This article examines the income tax exemption by applying the five taxation design principles, proposed in the Australia’s Future Tax System Review, for assessing tax expenditure. The conclusion is that the exemptions can be justified and, further, that a rationale for the exemption can be consistent with the reasoning in the Word Investments case.

In this article, Brian Hudson relates how he came to write the paper published in the journal Antipode, for which he gained recognition as a radical geographer in the late 1970's. It is a tale of a journey in which the loves of his life, geography, history, travel and his wife of over 40 years, came together through living in a number of different places: the United Kingdom, Ghana, Hong Kong, and Jamaica. After leaving UWI, Brian and his family settled in Brisbane, Australia where he taught at Queensland University of Technology until his retirement.

Bushfire responsive design and management strategy at the bioregion scale. 248 Page document containing text, original designs, photographs, masterplans and critique - created as an alternative community-based strategy for risk mitigation and management reponse to bushfire in the Point Henry and Bremer Bay region of Western Australia. Document drafted as an alternative to a local government commissioned plan which had many shortcomings. It was presented as a 'powerpoint' presentaion at a public meeting in Bremer Bay on 7th April 2014 and disseminated to local community members and councillors to encourage public debate and feedback to the Shire of Jerramungup, WA.

Existing field data for Rangal coals (Late Permian) of the Bowen Basin, Queensland, Australia, are inconsistent with the depositional model generally accepted in the current geological literature to explain coal deposition. Given the apparent unsuitability of the current depositional model to the Bowen Basin coal data, a new depositional model, here named the Cyclic Salinity Model, is proposed and tested in this study.

In life cycle assessment studies, greenhouse gas (GHG) emissions from direct land-use change have been estimated to make a significant contribution to the global warming potential of agricultural products. However, these estimates have a high uncertainty due to the complexity of data requirements and difficulty in attribution of land-use change. This paper presents estimates of GHG emissions from direct land-use change from native woodland to grazing land for two beef production regions in eastern Australia, which were the subject of a multi-impact life cycle assessment study for premium beef production. Spatially- and temporally consistent datasets were derived for areas of forest cover and biomass carbon stocks using published remotely sensed tree-cover data and regionally applicable allometric equations consistent with Australia's national GHG inventory report. Standard life cycle assessment methodology was used to estimate GHG emissions and removals from direct land-use change attributed to beef production. For the northern-central New South Wales region of Australia estimates ranged from a net emission of 0.03 t CO2-e ha-1 year-1 to net removal of 0.12 t CO2-e ha-1 year-1 using low and high scenarios, respectively, for sequestration in regrowing forests. For the same period (1990-2010), the study region in southern-central Queensland was estimated to have net emissions from land-use change in the range of 0.45-0.25 t CO2-e ha-1 year-1. The difference between regions reflects continuation of higher rates of deforestation in Queensland until strict regulation in 2006 whereas native vegetation protection laws were introduced earlier in New South Wales. On the basis of liveweight produced at the farm-gate, emissions from direct land-use change for 1990-2010 were comparable in magnitude to those from other on-farm sources, which were dominated by enteric methane. However, calculation of land-use change impacts for the Queensland region for a period starting 2006, gave a range from net emissions of 0.11 t CO2-e ha-1 year-1 to net removals of 0.07 t CO2-e ha-1 year-1. This study demonstrated a method for deriving spatially- and temporally consistent datasets to improve estimates for direct land-use change impacts in life cycle assessment. It identified areas of uncertainty, including rates of sequestration in woody regrowth and impacts of land-use change on soil carbon stocks in grazed woodlands, but also showed the potential for direct land-use change to represent a net sink for GHG.

Suomen sisällissodassa keväällä vuonna 1918 syntyi useita vankileirejä, jotka oli tarkoitettu valkoisten vangitsemia punaisia varten. Yksi vankileireistä sijaitsi Oulun Raatinsaaressa. Tässä tutkimuksessa olen tarkastellut Oulun vankileirin vankeja, vartijoita ja leirin oloja sekä valtiorikosoikeuden toimintaa ja leirin kuolleisuutta. Oulun vankileiri toimi Valloitettujen alueiden turvaamisosastoon kuuluneen sotavankilaitoksen alaisuudessa. Vankileiri oli tarkoitettu lähinnä Oulun ja Lapin läänin punavankeja varten. Myös asevelvollisuuskutsuntoja vältelleitä ja asevelvollisuudesta kieltäytyneitä oli vangittujen joukossa. Vankien määrä oli suurimmillaan hieman yli 800. Vangit kuuluivat pääsääntöisesti työväenluokkaan. Vangittuina oli myös naisia, joista suurin osa oli pidätetty venäläisten kasarmeilta. Venäläisiä sotilaita, joita oli noin 1000, pidettiin vangittuina omilla kasarmeillaan, ennen kuin heidät kotiutettiin toukokuun lopussa. Vartijoina toimivat aluksi Oulun ja lähikuntien suojeluskuntajoukot ja toukokuun lopusta lähtien asevelvollisuusjoukot. Erityisesti asevelvollisjoukkoja pidettiin vartiointitehtävään sopimattomina. Sotilaat suhtautuivat tehtäviinsä välinpitämättömästi ja vankeihin myötämielisesti. Heistä suurin osa oli kotoisin samoilta paikkakunnilta, mistä punavangitkin ja he kuuluivat suurimmalta osaltaan myös työväenluokkaan. Asevelvollisjoukot olivat myös ylityöllistettyjä ja sotilaskuri oli olematonta, joten ei ollut ihme, että heinäkuun alussa useat asevelvollissotilaat karkasivat riveistä. Vangit asuivat leirillä ahtaasti ja saivat vain niukasti ruokaa. Leirillä vankeja hoitivat lääkäri ja kaksi sairaanhoitajaa. Sairaanhoito oli hankalaa, koska sairastuneita ja heikkoja vankeja oli paljon. Vankien hengellisestä huollosta oli vastuussa kasvatusosasto, jonka johdossa oli pappi apunaan kaksi kasvatusapulaista. Kesäkuun aikana Oulussa toimintansa aloitti kaksi valtiorikosoikeuden osastoa, jotka langettivat tuomioita samanlaisen linjan mukaisesti kuin muuallakin maassa. Punaisena lankana näyttää olleen työväenliikkeen poliittinen nujertaminen. Kuolleisuuden suhteelliseen alhaisuuteen oli osasyynä se, että vartijat eivät olleet kiinnostuneita tehtäviään kohtaan. He eivät estäneet yhteydenpitoa vankien ja heidän omaistensa välillä. Vartijat eivät myöskään syyllistyneet vankileiriterroriin, vaan suhtautuivat vankeja kohtaan pääsääntöisesti maltillisesti. Vangeilla oli mahdollisuuksia ulkopuoliseen ruoansaantiin omaisten kautta ja työskennellessään leirin ulkopuolella eri työtehtävissä. Vankeja käytettiinkin vankileirin ulkopuolisiin työtehtäviin paljon. Koska työnantajat oli velvoitettu kustantamaan työssäkäyvien vankien ruoan, he saivat lisäravintoa ohi vankileiriorganisaation. Siten vangit olivat tarpeeksi vastustuskykyisiä tarttuvia tauteja kohtaan. Oulun vankileirissä kuolleisuus jäikin suhteellisen alhaiseksi hieman alle kuuteen prosenttiin. Henry Marx was born in Michelstadt/Hessen and emigrated to New York with his family in early 1937 when he was nine years old. He went to school but also delivered newspapers and shined shoes to help his family financially as his father only worked whatever odd jobs he could during the war years. Going from store to store shining shoes on weekends was Henry's main source of income. He had to wake up early in order to reserve the spot shown in this photograph, competing with a father and two sons who traveled from Brooklyn to Washington Heights to shine shoes.
