The paper presents a protocol for ‘A Randomized Controlled Trial of Functional Family Therapy (FFT): An Early Intervention Foundation (EIF) Partnership between Croydon Council and Queen's University Belfast’. The protocol describes a trial that uses FFT as an alternative intervention to current use of the youth justice system and local authority care with the aim of reducing crime/recidivism in young people referred to Croydon Council. The trial will take place over a period of 36 months and will involve up to 154 families. Croydon Council will employ a team of five Functional Family Therapists who will work with families to promote effective outcomes. The Centre for Effective Education at Queen’s University Belfast will act as independent evaluators of outcomes for families and young people. Since the financial crash of 2008 monetary policy has been in a state of stasis – a condition in which things are not changing, moving, or progressing, but rather appear frozen. Interest rates have been frozen at low levels for a considerable period time. Inflation targets have consistently been missed, through phases of both overshooting and undershooting. At the same time, a variety of unconventional monetary policies involving asset purchases and liquidity provision have been pursued. Questions have been raised from a variety of sources, including various international organizations, covering distinct BIS and IMF positions about the continuing validity and sustainability of existing monetary policy frameworks, not least because inflation targeting has ceased to act as reliable guide for policy for over six years. Despite this central banks have been reluctant to debate moving to a new formal policy framework. This article argues that as an apex policy forum only the G20 leaders’ summits has the necessary political authority to call their central banks to account and initiate a wide ranging debate on the future of monetary policy. A case is made for convening a monetary policy working group to discuss a range of positions, including those of the BIS and IMF, and to make recommendations, because the G20 has been most effective in displaying international financial leadership, when leaders have convened and made use of specialist working groups.

The increased construction and reconstruction of smart substations has exposed a problem with version management of substation configuration description language (SCL) files due to frequent changes. This paper proposes a comparative approach for differentiation of smart substation SCL configuration files. A comparison model for SCL configuration files is built in this method, which is based on the SCL structure and abstract model defined by IEC 61850. The proposed approach adopts the algorithms of depth-first traversal, sorting, and cross comparison in order to rapidly identify differences of changed SCL configuration files. This approach can also be utilized to detect malicious tampering or illegal manipulation tailoring for SCL files. SCL comparison software is developed using the Qt platform to validate the feasibility and effectiveness of the proposed approach.

We consider the problem of the exercise of authority within social production organizations, embedding the decision makers into a structure of formal authority relationships. We distinguish two types of behavior. First, we introduce an equilibrium notion implementing latent authority under which subordinates submit themselves to authority even though such authority is not en- forced explicitly. Second, we compare this with a non-cooperative equilibrium concept describing explicit exercise of authority. We show that for low enough enforcement costs both forms of authority will be exercised in equilibrium, but for higher enforcement costs latent authority will be exercised while explicit authority will not.

Prominent normative theories for accommodating minority national groups appeal to the value of national cultures and/or the psychology of group recognition. This article aims to show that an argument from political authority provides a better justification. Building on Joseph Raz's theory of authority, the article argues that members of minority national groups are disadvantaged in relation to their majority counterparts under standard democratic institutions; such institutions do not provide minority national groups with comparable access to the conditions for legitimate political authority. Constitutional arrangements for accommodating minority national groups—such as territorial self-government or power-sharing—are justified insofar as they might offset this disadvantage.

This paper relates to work supported by the Joseph Rowntree Foundation which examines the way Scottish Local Authorities have approached budget cuts (Asenova, et. al., 2013). Starting with a discussion of notions of social risk, we discuss the heightened challenges faced by local authorities. We note that the literature on public sector innovation predict such pressures would cause local authorities to engage in short term decision making and adopt a static coping approach to risk mitigation which is likely to stifle innovation and obstruct the creation of more coherent and resilient localities. Although we find this to have happened in some areas, we discuss two cases where these challenges have promoted innovative and inclusive approaches to service re-design and delivery.

This paper provides a contemporary examination of policy making and participatory practice in the context of devolving governance in the UK. The paper takes Northern Ireland as its focus and is particularly timely considering the context of devolved governance, the ongoing transition from conflict to relative peace and the potential for rejuvenating democracy through participatory
governance. The paper concentrates on one particular policy process, namely the attempted designation of a national park in the Mournes Area of Outstanding Natural Beauty. A thematic analysis of qualitative data is drawn upon to analyse the structural factors that framed the policymaking process, in particular the role of power in determining how consultation processes were 2 initiated, designed and undertaken. Using Lukes’ model) as an analytical framework, power is shown to manifest at multiple levels within the policy-making process to influence policy outcomes. The paper reveals how the persistence of a top-down approach to policy development combined with a highly parochial political outlook undermined attempts to designate a Mourne National Park. The paper concludes that, given the immaturity of recently devolved government in
Northern Ireland, in this instance, the democratising intentions of devolved governance have not been met. This has implications for Northern Ireland’s recent reform of public administration which devolves certain planning powers to local authority level and the management of the internationally significant Mournes landscape.

In this paper we report a study conducted in Mongolia on the scope of morality, that is, the extent to which people moralize different social domains. Following Turiel’s moral-conventional task, we characterized moral transgressions (in contrast to conventional transgressions) in terms of two dimensions: authority independence
and generality of scope. Different moral domains are then defined by grouping such moral transgressions in terms of their content (following Haidt’s classification of morally relevant domains). There are four main results of the study. First, since all five Haidtian domains were moralized by the Mongolian participants, the study provides
evidence in favour of pluralism about moral domains. However, the study also suggests that the domain of harm can be reduced to the fairness domain. Furthermore, although the strong claim about reduction of all moral domains to the domain of fairness seems not to hold, a significant number of participants did indicate considerations of fairness across domains. Finally, a significant amount of participants moralized conventional transgressions a la Turiel, but it did not reach a statistical significance.

Transitional justice is concerned with the legal and social processes established to deal with the legacy of violence in post-conflict and post-authoritarian contexts. These processes are essentially “creatures of law” – they are established by statute, their work is molded and shaped by lawyers, and their outcomes are benchmarked against what is or is not acceptable in domestic and international law. Concerns have mounted in recent years about the dominance of legalism within the field and the instrumentalization of those most directly affected by past violence. A commonly prescribed – but as yet largely empirically untested – corrective is that transitional justice theory and practice must become more open to interdisciplinary insights and perspectives. The interview – in different guises, contexts and settings – is at the heart of most transitional justice processes. As a historian now working in a School of Law I reflect in this article on the theoretical and practical intersections between law, history, and the interview. Drawing on more than 200 interviews concerning the Northern Ireland conflict and six other international case studies I concentrate in particular on interview-based initiatives that purport to be “victim-centered”. Having identified three interrelated risks - the manipulation of victim voice by vested interests, the affording of authority to particular voices, and the reification or “freezing” of identity - and having related these to the constraints of legal mechanisms and a wider failure to manage victims’ expectations, I argue that a greater familiarity with oral history theory and praxis can usefully illuminate the tensions between legal and historical approaches to engaging voice, and ultimately offer guidance to the shared challenge of victim-centered transitional justice.

Das Ziel dieser Arbeit ist es, ein Konzept für eine Darstellung der Personennamendatei(PND) in den Sprachen Resource Description Framework (RDF), Resource DescriptionFramework Schema Language (RDFS) und Web Ontology Language (OWL) zu entwickeln. Der Prämisse des Semantic Web folgend, Daten sowohl in menschenverständlicher als auch in maschinell verarbeitbarer Form darzustellen und abzulegen, wird eine Struktur für Personendaten geschaffen. Dabei wird von der bestehenden Daten- und Struktursituation im Pica-Format ausgegangen. Die Erweiterbarkeit und Anpassbarkeit des Modells im Hinblick auf zukünftige, im Moment gegebenenfalls noch nicht absehbare Anwendungen und Strukurveränderungen, muss aber darüber hinaus gewährleistet sein. Die Modellierung orientiert sich an bestehenden Standards wie Dublin Core, Friend Of A Friend (FOAF), Functional Requirements for Bibliographic Records (FRBR), Functional Requirements for Authority Data (FRAD) und Resource Description and Access (RDA).

In einem Artikel der Zeitschrift Die Zeit wird die Generation Y, die Generation deren Angehörige derzeit zum Großteil ihre akademische Ausbildung beenden und sich dem Arbeitsmarkt zuwenden, auch als Generation Pippi, angelehnt an Astrid Lindgrens Kinderbuchheldin Pippi Langstrumpf, bezeichnet (Bund et al., 2013: 1). Individualität, eine ausgeprägte Abneigung gegenüber Autoritätspersonen, der Wunsch nach Spaß und Abwechslung sowie das Bestreben, sich selbst zu verwirklichen, charakterisieren Pippi Langstrumpf (Bund et al., 2013: 1). Diese Charakterbeschreibungen werden z. T. auf die Generation Y übertragen und stellen Unternehmen vor eine Herausforderung: Um Arbeitnehmer der Generation Y affektiv zu binden, so dass sich in diese getätigte und noch zu tätigenden Investitionen rentieren, müssen neue Strategien entwickelt werden. Innerhalb dieser Bachelorarbeit konnten erste Erkenntnisse dahingehend gewonnen werden, dass u. a. Work-Life-Balance Maßnahmen, (gesundheitsorientierte) Führung, ein positives Arbeitsklima und Mitbestimmung als Auslöser affektiven organisationalen Commitments der Generation Y fungieren können. Bei der nachfolgend dargestellten Arbeit handelt es sich um eine überarbeitete Version der gleichnamigen Bachelorarbeit, die von Prof. Dr. Sven Litzcke sowie von Prof. Dr. Dr. Daniel Wichelhaus betreut wurde.
