In the 1990s, the appearance of women in leadership roles in local economic development organisations in small south-west Victorian towns heralded a change in gender relations in rural Australia. This paper contributes to an understanding of this process by investigating the actions and motives of women in leadership roles in small rural towns in south-west Victoria. The paper begins by establishing a framework of analysis based upon a notion of ‘paradigms in progress’. The argument is that in an increasingly interconnected world broader economic, social and political concerns encroach upon local cultures. In this process, older social paradigms or popularly accepted models for how the world works are either transformed, discarded or replaced on different levels. The different levels to which this paper refers are the macromodels of patriarchy, the mesomodels of economic development and the micromodels of leadership. It is the way that these levels intersect and how they are being changed that informs the explanation of women and leadership in south-west Victoria. The paper applies this framework to an analysis of interviews with 15 women in small towns in south-west Victoria. The paper concludes that women in the south-west have been able both to feminise the politics of local economic development as well as reposition the feminine in local social discourses.

The Victorian government (in Australia) intends to mandate that all registered building practitioners (RBP) undertake a minimum level of Continuing Professional Development (CPD) as part of the registration process. The introduction of CPD increases the travel costs for construction practitioners; due to the necessity to undertake a minimum level of training. This places an increased burden on construction companies' especially small regional-based firms that are not in a position of financial strength. This research is based on study of training needs of 73 construction companies in Victoria, Australia. The results show that training costs are being unequally weighted towards small regional-based firms; suggesting that the location of the company is a major contributing factor to their ability to meet registration requirements. Regional companies have comparatively high costs for training compared to metropolitan-based firms. Company location is a limiting factor that impacts on the ability of regional firms to implement training programs. This research investigates the notion that increasing registration requirements will improve outcomes for all participants.

Los autores de este trabajo toman como marco de estudio e interacción el espacio físico, social y cultural mediterráneo para, en primer lugar, analizar descriptiva y comparativamente los logros obtenidos en educación, salud, recursos económicos e igualdad de género que indican su nivel de desarrollo socio-cultural y de bienestar humano, y que unen y separan a sus poblaciones. En segundo lugar, se verifica la existencia en los distintos países mediterráneos de profundos desequilibrios demográficos y de desiguales niveles de desarrollo y bienestar que son algunos de los factores que favorecen, aunque no de forma única, los movimientos migratorios.

This paper develops an Internet geographical information system (GIS) and spatial model application that provides socio-economic information and exploratory spatial data analysis for local government authorities (LGAs) in Queensland, Australia. The application aims to improve the means by which large quantities of data may be analysed, manipulated and displayed in order to highlight trends and patterns as well as provide performance benchmarking that is readily understandable and easily accessible for decision-makers. Measures of attribute similarity and spatial proximity are combined in a clustering model with a spatial autocorrelation index for exploratory spatial data analysis to support the identification of spatial patterns of change. Analysis of socio-economic changes in Queensland is presented. The results demonstrate the usefulness and potential appeal of the Internet GIS applications as a tool to inform the process of regional analysis, planning and policy.

This study investigates the impact of FDI and trade openness on ICT diffusion in the Asia-Pacific and Middle East regions from 1996-2005. The results indicate that while dissimilarities exist between the economies included in this study in terms of their level of socio-economic and political development, education and the growth of GDP have had a positive impact on ICT diffusion in both regions. However, while FDI has generally had a positive and significant impact on ICT diffusion in Asia-Pacific economies, its impact on Middle Eastern economies has been detrimental. The results of this study also show that trade-openness has had, in general, a positive and significant impact on ICT diffusion. Copyright © 2010, IGI Global.

This thesis examines two ongoing development projects that received financial support from international development organizations, and an alternative mining tax proposed by the academia. Chapter 2 explores the impact of commoditization of coffee on its export price in Ethiopia. The first part of the chapter traces how the Ethiopian’s current coffee trade system and commoditization come to be. Using regression analysis, the second part tests and confirms the hypothesis that commoditization has led to a reduction in coffee export price. Chapter 3 conducts a cost-benefit analysis on a controversial, liquefied natural gas export project in Peru that sought to export one-third of the country’s proven natural gas reserves. While the country can receive royalty and corporate income tax in the short and medium term, these benefits are dwarfed by the future costs of paying for alternative energy after gas depletion. The conclusion is robust for a variety of future energy-price and energy-demand scenarios. Chapter 4 quantifies through simulation the economic distortions of two common mining taxes, the royalty and ad-valorem tax, vis-à-vis the resource rent tax. The latter is put forward as a better mining tax instrument on account of its non-distortionary nature. The rent tax, however, necessitates additional administrative burdens and induces tax-avoidance behavior, both leading to a net loss of tax revenue. By quantifying the distortions of royalty and the ad-valorem tax, one can establish the maximum loss that can be incurred by the rent tax. Simulation results indicate that the distortion of the ad-valorem tax is quite modest. If implemented, the rent tax is likely to result in a greater loss. While the subject matters may appear diverse, they are united by one theme. These initiatives were endorsed and supported by authorities and development agencies in the aim of furthering economic development and efficiency, but they are unlikely to fulfill the goal. Lessons for international development can be learnt from successful stories as well as from unsuccessful ones.

Background: Heat-related mortality is a matter of great public health concern, especially in the light of climate change. Although many studies have found associations between high temperatures and mortality, more research is needed to project the future impacts of climate change on heat-related mortality. Objectives: We conducted a systematic review of research and methods for projecting future heat-related mortality under climate change scenarios. Data sources and extraction: A literature search was conducted in August 2010, using the electronic databases PubMed, Scopus, ScienceDirect, ProQuest, and Web of Science. The search was limited to peer-reviewed journal articles published in English up to 2010. Data synthesis: The review included 14 studies that fulfilled the inclusion criteria. Most projections showed that climate change would result in a substantial increase in heat-related mortality. Projecting heat-related mortality requires understanding of the historical temperature-mortality relationships, and consideration of the future changes in climate, population and acclimatization. Further research is needed to provide a stronger theoretical framework for projections, including a better understanding of socio-economic development, adaptation strategies, land-use patterns, air pollution and mortality displacement. Conclusions: Scenario-based projection research will meaningfully contribute to assessing and managing the potential impacts of climate change on heat-related mortality.

Esta tese de doutoramento apresenta contribuições conceituais e metodológicas de análises sistêmicas, envolvendo ciências sociais e ciências naturais, ao debate sobre a aplicabilidade do desenvolvimento sustentável no território costeiro amazônico. O principal desafio é a utilização de um referencial teórico inovador que articula sistemas sócio-ecológicos - SES e resiliência – à análise de dados primários e secundários. O universo da pesquisa abrange a região costeira bragantina, contemplando os sistemas sociais (comunidades de pescadores) e ecológicos (manguezal) como área amostral. O programa, Dinâmica e Manejo em Áreas de Manguezais – MADAM, totalizando dez anos de pesquisas interdisciplinares serve como principal fonte de informação. Com base nos conceitos do SES e da resiliência, são analisadas as relações entre o uso dos recursos naturais e a organização e estruturação sócio-econômica local. O objetivo é analisar a resiliência do sistema sócio-ecológico costeiro paraense, com base em processos contínuos de desenvolvimento sócio-econômico, identificando quais as mudanças geradas, e como o sistema costeiro reage e se adapta, a partir de novas configurações. O objetivo é fornecer alternativas para o correto desenvolvimento da referida área. O resultado reflete um panorama das condições atuais da zona costeira bragantina. Constatou-se, neste trabalho, que os principais fatos que contribuem para aumentar e diminuir a resiliência sócio-ecológica dessa região, entendida como a capacidade de se adaptar e se reorganizar frente a mudanças e distúrbios, são, particularmente, as forças motrizes endógenas, especialmente, o capital social e o Conhecimento Ecológico Local - CEL, este fornece um potencial reflexivo para um planejamento sustentável no contexto do litoral amazônico.

Este estudo trata do crescimento econômico de um setor que consome recursos naturais não-renováveis, o setor minerometálico, e do processo de desenvolvimento sustentável na Amazônia oriental, no estado do Pará. Desde os anos 1980, o segmento minerometálico do Pará vem crescendo de forma acelerada. As empresas ali instaladas - Companhia Vale do Rio Doce (CVRD), Mineração Rio do Norte (MRN) e Alumínio Brasileiro S.A. (Albras) - são líderes globais nas suas respectivas áreas de atuação e necessitam estar ajustadas às normas socioambientais; por isso, quase todas são certificadas social e ambientalmente. A conquista dessas certificações é um forte indício de que essas empresas compartilham dos preceitos da sustentabilidade. Dessa forma, o objetivo deste estudo é verificar a relação entre essas certificações e o processo de desenvolvimento sustentável das áreas onde essas empresas estão instaladas, considerando-se que são regiões carentes. A partir dos fundamentos conceituais do desenvolvimento sustentável e de uma perspectiva espacial e setorial, a pesquisa apresenta os principais indicadores do segmento minerometálico do Pará, além do perfil socioambiental de suas mais importantes empresas. É feito ainda um breve histórico da recente evolução do processo de certificações socioambientais no Brasil. A partir de uma série de indicadores, é discutido não apenas se essas certificações contribuem para o desenvolvimento sustentável, mas se também se são importantes para que essas organizações se mantenham competitivas. A conclusão é que os aspectos positivos dessas ações ainda são muito mais visíveis no desempenho econômico das empresas do que no desenvolvimento socioeconômico do entorno delas. Da mesma forma, é verificado que as certificações socioambientais inspiradas no desenvolvimento sustentável ainda têm um viés muito mais ecológico do que social.
