This paper aims to explore a Tongan notion of development –'fakalakalaka' – in light of Western notions of development. Two case studies of international development aid schemes illustrate the impact of Tongan development ideas in practice. Drawing on a number of ethnographers' work on Tonga, 'fakalakalaka' appears broader than the Western notion of development. The latter is characterised by influential ideals of controllability and industrialisation. The notion of development among Tongans, on the other hand, tends to be directed by an underlying persistence that, for instance, reflects Tongan core values regarding social organisation. The production of textile 'koloa', controlled by women, emerges as central to the accomplishment of this three-dimensional development notion of intertwined physical, mental and spiritual aspects. The importance attributed to this specific kind of textile has increased in recent years and found two additional roles, or development strategies, in Tongans' contemporary transnational world.

Consequences of role taking: the ”I”, the ”me” and individuality This paper analyzes the tendency of taking the ”I” and the ”me” in G. H. Meads theory of role taking as two separate, qualitatively different parts of human personality, the ”I” being of individual origin, the ”me” of social. In the original Meadian sense role taking gives rise to both the ”I” and the ”me”. They are dialectically united rather than dualistically separated aspects. They refer to the joint functional power of the subject, finding itself as an object, mediated by the Other. As a consequence, the link between body and the social world becomes theoretically more stringent, as the body is given its place as a cognitive social object among others, this by contrast to interpretations where the body is left as an object mainly outside the human social experience and as a source of agency sui generis, a conception which is in opposition to Meads. The stress on the ”I”-phase, as related to body and concrete action in combination with its direct relation to the ”me”-phase, actualizes Mead as a forerunner in modern biologic/neurologic research on human perceptual, motivational and intentional capacity.Swedish Mead interpreters are critically analyzed. Interpretations of Charon, Giddens, Joas and Habermas are partly scrutinized. The author defines the conceptual pair in terms of activity, subjectivity, temporal relativity and distance.

This is the first study to present empirical data describing the social organisation and breeding biology of the White-browed Treecreeper (Climacteris affinis). The species is typical of many small Australian passerines in that it has high annual survival (~80%), small clutches (mean = 1.95 ± 0.05), long breeding seasons (eggs laid August to November) and long incubation (17–18 days) and nestling periods (25–26 days), corrected for body weight. Reproductive effort is modified in response to variation in climatic conditions by adjusting the commencement of breeding and number of clutches laid per season, which is facilitated by an extended breeding season. White-browed Treecreepers occupied relatively large (mean = 8.4 ± 0.8 ha), all-purpose territories throughout the year. However, unlike many group territorial birds, territory size was not related to the number of occupants. The role of food limitation and climatic variability in relation to territory dispersion and life-history traits is explored. Facultative cooperative breeding was confirmed. Cooperative groups were formed through male philopatry, with usually only one, but up to three, male helpers present in a moderate fraction (35%) of breeding units. Thus, all species of Climacteris are now confirmed as facultative cooperatively breeding species, which provides further evidence for the aggregation of cooperative breeders at the generic level in mixed (i.e. cooperative and pair breeders) phylogenetic clades. In C. affinis, males may attain breeding positions through inheritance of their natal territory or by filling vacancies in nearby territories. Females obtained breeding positions by ‘floating’ as non-breeding residents in established territories, waiting for a vacancy to arise.

The concept of a construction accident is extending from the traditional construction operation accident to contain all non-construction operation accidents in personnel's safety and health, global and local environment, and the insufficient facility planning for security and emergency. Construction accidents may cause human, social and sustainable tragedies directly, and indirectly delay construction progresses and adversely affect the reputation of construction industry. In order to reduce all possible construction accidents, lots of non-construction operation regulations are constituted according to the authoritative regulations and previous construction experiences. However, these non-construction operation regulations are not integrated with the construction production or process planning. This may cause that some of these non-construction operation regulations ,are disregarded in the practical construction progress. The aim of this research is to explore the possibility, methodology and techniques in practice in order to identify and specify the non-construction operation regulations for every individual construction production and process. Therefore, the construction planning does not only represent the time and resources of each construction product or process, but also its non-construction operation regulations. The main outcomes of this research are a systematic identification of non-construction operation regulations, and the potential techniques for integrating them with the construction planning.

This article reviews the precautionary principle as an approach in addressing decisions with far reaching environmental consequences under scientific uncertainty. The precautionary principle is intended to assist with structuring environmentally risky decisions toward sustainable development. It responds to the lack of scientific evidence of a potential environmental problem. There is currently no framework to assist with the process indicating the areas of importance and stages of decisionmaking. This paper suggests a framework to assist with the process of decision-making for complex environmental problems. The main areas of concern are the issues relating to the costs, risks, and benefits assessments. The main stages of the framework includes; definition of the problem, analysis of the potential environmental risks, assessments of specific anticipated legal, social, economic, political, and technological impacts, review of the key players (social, organisation and government) obligations, comparison of alternatives available, determination of accountability, implementation, decision making, monitoring and control processes.

This historical sociological analysis of the training of horses for competition in early modernity draws from the sociology of the body to suggest that animals as we know them are constructed through human social processes. Contemporary horse-care publications are used to demonstrate how equine bodies were shaped through an application of humoral physiological theory. That is, they were made suitable for the human requirements of the time through preparatory procedures informed by models of somatic functioning used widely to understand humans and animals alike. The broader issue canvassed here is that ‘embodiment’ should include animal as well as human bodies. Through selective breeding, raising and care, animals have bodies that are shaped to human requirements – they embody human social processes.

This study explores the notion of contestation in environmental education. Contestation is a process in which self-interested individuals and groups in a social organisation cooperate, compete and negotiate in a complex interaction aimed at solving social problems. A "framework for critique" is developed, comprising technicist, liberalorganisational strategies aimed at initiating or improving environmental education; (c) educational practices conducted in the name of environmental education; and (d) within perspectives between these domains. The thesis argues, secondly, that the presently dominant techniqist models of innovation expressed in the organisation of environmental education are part of an hegemonic relationship which acts to "technologise" the innovation: they provide an organisational strategy for establishing environmental and educational progress without offering a theory for self-reflection and ideology-critique. The incompatibility of certain contesting perspectives and practices is masked, thus contributing to continuity, rather than reform. The thesis characterises this "educational problem of environmental education" as a series of theory-practice gaps at all levels, where "theory" is the set of beliefs and assumptions held by individual practitioners, and in. terms of which they understand their educational practices. An educational problem exists because these theory-practice gaps exist; the educational problem continues because these theory-practice gaps exist unacknowledged within the infrastructure of environmental education due to the effects of false consciousness and hegemony. The thesis addresses the issue of which of several contesting forms of educational research offers the most coherent response to the educational problem of environmental education, and argues that, for the time being, approaches grounded in the critical social sciences are both the best justified and most promising approaches . to educational research for environmental education.

In the first part of the twentieth century early modern dancers created both a new art form and the forms of group social organisation that were its condition of possibility. This paper critically examines the balletic and disciplinary ‘training’ model of dancer formation and proposes that the assumption of training in dance can obscure other ways of understanding dance-making relationships and other values in early modern dance. An ‘artisanal’ mode of production and knowledge transmission based on a non-binary relationship between ‘master’ and apprentice and occurring in a quasi-domestic and personalised space of some intimacy is proposed as a more pertinent way to think the enabling conditions of modern dance creation.

Historic architectural heritage is important to sustainable urban planning policy, particularly in cities that have heritage sites and/or themselves have ancient archaeological value. Delhi is one of the oldest living cities in the world. However, the vision of its planning policy is limited to valuing heritage for itself and for its economic value instead of also exploring the ways in the city’s heritage might contribute to the social organisation and utilisation of the urban public space. Particularly, like most national policy documents on heritage, it ignores the heritage/gender nexus, which has implications for the identity and status of women in Delhi, community development and ecological preservation. But twenty women practioners and scholars of development in Delhi referred to heritage as a challenge as well as opportunity for gender and urban sustainability when asked for their perspectives on the most important sustainability issues in the city. I argue that Delhi’s urban planning strategies must acknowledge the gender/heritage nexus to enable holistic and gender-inclusive urban development for the present and future generations of its citizens, which is an important thrust of the sustainability agenda.

This research report was based on 163 survey responses and 29 interviews with Victorian rural and regional legal practitioners, as well as 8 human service organisation representatives. Peak law profession organisations including the Legal Services Board, Law Institute of Victoria, the Federation of Community Legal Centres and Victoria Legal Aid were also interviewed for the research. The principal objective of the research was to examine how conflict of interested is manifested in rural and regional settings and how effectively the current conflict of interest rules are applied within those settings. The report includes a number of recommendations for better responding to issues of conflict of interest within a rural and regional context.

This work proposes an animated pedagogical agent that has the role of providing emotional support to the student: motivating and encouraging him, making him believe in his self-ability, and promoting a positive mood in him, which fosters learning. This careful support of the agent, its affective tactics, is expressed through emotional behaviour and encouragement messages of the lifelike character. Due to human social tendency of anthropomorphising software, we believe that a software agent can accomplish this affective role. In order to choose the adequate affective tactics, the agent should also know the student’s emotions. The proposed agent recognises the student’s emotions: joy/distress, satisfaction/disappointment, anger/gratitude, and shame, from the student’s observable behaviour, i. e. his actions in the interface of the educational system. The inference of emotions is psychologically grounded on the cognitive theory of emotions. More specifically, we use the OCC model which is based on the cognitive approach of emotion and can be computationally implemented. Due to the dynamic nature of the student’s affective information, we adopted a BDI approach to implement the affective user model and the affective diagnosis. Besides, in our work we profit from the reasoning capacity of the BDI approach in order for the agent to deduce the student’s appraisal, which allows it to infer the student’s emotions. As a case study, the proposed agent is implemented as the Mediating Agent of MACES: an educational collaborative environment modelled as a multi-agent system and pedagogically based on the sociocultural theory of Vygotsky.

Este trabalho - As imagens do povo e o espaço vazio da arte - educação - é o desenvolvimento de uma reflexãos sobre a arte, suas condições de produção e o seu conteudo, na busca de subsídio para o desenvolvimento da educação artística no contexto da Educação Formal. Esta refleção se fundamenta no pressuposto de que a arte não ê um momento separado da praxis humana, mas que se constitui num objeto de apropriação do real, que ao expressá-lo cria uma realidade humano-social e a ela se integra, estabelecendo uma rede de interações. A metodologia empregada para as verificações concernentes aos pressupostos teóricos, situa-se no que se convencionou denominar "estudo de caso". Analisa-se a produção do artista plástico, Antônio Poteiro, ceramista e pintor, de origem popular, procurando nela instâncias de crítica e renovação social. Do ponto de vista da apresentação, este estudo se constitui de quatro partes. Na primeira parte, introdutória, sao abordados aspectos teóricos da arte em sua relação com a realidade social. Enfatiza-se o problema da fruição nas artes figurativas.A segunda é dedicada à vida do artista. Faz-se transcrição da história de vida, segue-se um comentário evidenciando aspectos da capacidade criadora do artista. A terceira é dedicada a sua obra, pintura e escultura. Procede-se o deciframento de um conjunto de obras, a partir de um tema recorrente. Numa fase final, reunem-se as questões concernentes a produção do artista, para que venham contribuir para a educação, supondo-se que a arte ocupe nos processos educacionais, um espaço que leve ao desenvolvimento da sensibilidade humana.

o presente trabalho tem como objetivo a avaliação da capacidade do behaviorismo radical skinneriano'para fundamentar aplicações práticas dotadas de efetiva relevância humana e social, assim definidas em' função do caráter politicamente progressista e democratizante que se lhes possa imprimir. Essa avaliação é desenvolvida através de dois distintos, mas interrelacionados, procedimentos acadêmicos: uma argumentação discursiva baseada em pesquisa bibliográfica pertinente, que se complementapor um estudo empírico de campo a nível exploratório. A apreciação discursiva do behaviorismo radical é inicialmente conduzida sob uma perspectiva histórico-acadêmica, cujo foco contínuo de referência é o próprio agente individual basicamente responsável pelo gradativo processo de constituição desse sistema científico - B. F. Skinner. Em uma da etapa, o behaviorismo radical vem a ser discutido deforma mais impessoalizada, contra os sucessivos panos de fundo da filosofia da ciência, das relações sociais humanas e da ética implicada nas intervenções práticas sobre tais relações. O estudo exploratório, que então-se segue, consiste no julgamento da utilidade potencial de um instrumento de educação política popular, elaborado previamente a partir dos princípios behavioristas radicais básicos e seus desdobramentos psicossociológicos, e destinado a uma clientela sócio-economicamente desprivi1egiada, constituída de indivíduos adultos, de ambos os sexos, com escolaridade 'em torno do 19 grau completo. A avaliação dessa Cartilha de Contracontole Social através de entrevistas semi-estruturadas e um breve questionário objetivo, por quatorze lnformantes - qualificados em termos de sua 1iderança e/ou militância em associações de moradores de bairros e de favelas, sindicatos de trabalhadores, núcleos comunitários re1igiosos, entidades assistenciais autônomas e associações de servidores em organizações de trabalho - vem a apresentar, em linhas gerais, resultados muito positivos. A iniciativa é considerada extremamente séria e responsável; e o conteúdo da Carti1ha, bastante compatível com os objetivos desses movimentos populares, assim como muito útil para dotar as suas atividades de uma maior eficácia social. Evidencia-se, não obstante, uma restrição generalizada quanto à possibilidade de compreensão do texto por parte da população-alvo; o que deve, portanto, ensejar sua reformu1ação para o emprego em futuros projetos de prosseguimento dessa linha de pesquisa. Conclui-se, enfim, que a tese em seu todo parece apta a contribuir, se suficientemente divulgada, para a promoção de um maior interesse pelo behaviorismo de Skinner no âmbito acadêmico do Rio de Janeiro, bem como para a produção de um exercício mais eficaz de contracontro1e sobre as atuais práticas aversivas e/ou exploratórias de controle social.
