Nesta edição de 2014 do Panorama Social da América Latina se apresentam as medições realizadas pela CEPAL da pobreza por renda e se analisa a pobreza a partir de uma ótica multidimensional. A aplicação destes dois enfoques aos dados sobre os países da região permite reforçar a ideia de que, para além dos avanços alcançados na última década, a pobreza persiste como um fenômeno estrutural que caracteriza a sociedade latino-americana. Com o objeto de contribuir a uma formulação mais abrangente das políticas públicas para superar a pobreza e a desigualdade socioeconômica, ademais de examinar as tendências recentes do gasto social, o documento se aprofunda na análise de brechas em três âmbitos: juventude e desenvolvimento, desigualdade de gênero no mercado de trabalho e segregação residencial urbana.

This book reflects on the public policies, programmes and regulatory frameworks that are taking a rights-based approach to expanding social protection coverage and benefits in Latin America, with a view to achieving universal coverage. The book’s discussion of the policy tools and programmes pursued in the region aims to provide the reader with technical and programmatic insights for assembling and coordinating public policies within consistent and sustainable social protection systems. The combination of normative orientations and stock of technical knowledge, together with advances regarding the rights-based approach to social protection within a life cycle framework, afford the reader not only a tool box of specific social protection instruments, but also an in-depth examination of related political economy aspects.

Although an essential condition for the occurrence of human development, economic growth is not always efficiently converted into quality of life by nation-states. Accordingly, the objective of this study is to measure the social efficiency-the ability of a nation-state to convert its produced wealth into quality of life-of a set of 101 countries. To achieve this goal, the Data Envelopment Analysis method was used in its standard, cross-multiplicative and inverted form, by means of a new approach called 'triple index'. The main results indicated that the former Soviet republics and Eastern European countries stood out in terms of social efficiency. The developed countries, notwithstanding their high social indicators, did not excel in efficiency; however, the countries of south of Africa, despite having the worst social conditions, were also the most inefficient.
