This study evaluates the level of behavior problems in a previously little studied group—children with founded cases of abuse and neglect receiving child welfare services in their own homes. A sample of 149 maltreated children, living at home, were evaluated on the CBCL as they entered a service program to which they were referred by a large public child protective service system. These children were found to have elevated levels of behavior problems, with 43.6% scoring in the problematic range, a rate similar to children entering foster care. Practice and policy implications of these findings are discussed and highlighted.

This article examines the predictors of placement following IFPSfor a sample of child mental health service recipients and their families. Risk and protective factors vary depending on the time frame under consideration. Immediately following service, children 's level of Social/Legal functioning, a previous group home placement, and the presence of mental health problems for other family members increase risk of placement, while the number of follow-up services serves to lessen risk. Three to six months after service, the presence of a child behavior presenting problem and a projected placement in foster care serve as protective factors, while two service targets, alcohol monitoring and time management, serve to increase risk. Appropriate use of results for program design and for structuring access to services is discussed.

Congress has restored the authority of the U.S. Department of Health and Human Services to issue “waivers” from rules restricting the use of some funds under Title IV-E of the Social Security Act. The waivers allow funds now restricted to foster care to be used for prevention, family preservation and other services as well. This paper discusses the benefits of waivers and estimates the amount of money that a waiver would cover in each state.

This qualitative study of one midwestern state’s child protective services addresses whether an income support measure for poor biological caregivers reduces the length of time that their children spend in foster care. The overall findings suggest that workers do value the worker-family relationship. However, some view the immediate worker-client relationship as secondary to the inclusion of extended familial supports particularly as related to sustained more long-term outcome achievement. Most workers additionally agree that client involvement during all phases of the reunification process is critical.

This article reports the results of a qualitative study that sought the perspectives of birth parents and adoptive parents following reunification or adoption of children from foster care. Using a participatory action design that actively involved young adults formerly in foster care and parents in the design and implementation of the study, the study focused on the consumers’ perspectives on several issues related to permanency. The article reports findings from interviews with a subset of 27 birth and adoptive families in New York City who were asked about their post-permanency experiences and from interviews with 38 child welfare professionals who were asked to respond to the parents’ perspectives. The article offers directions for child welfare practice and program development.

This study was designed to determine if the professional social work education provided by Title IV-E stipends leads to better case outcomes for children serviced by a southern state in the U.S. Desired case outcomes included lower levels of recurrence of child maltreatment, lower levels of foster care re-entries, greater stability of foster care placements, more reunifications with families within 12 months of placement in foster care, and more adoptions within 24 months of being placed in foster care. Data were obtained from the state’s case outcome records. The findings from the study indicate that Title IV-E stipend workers had significantly better outcomes than Non-Title IV-E workers in two areas: reunifications within twelve months and finalized adoptions within twenty-four months. In addition, non-Title IV-E workers with social work degrees were significantly more likely to achieve positive outcomes regarding recurrence of maltreatment, stability of foster care placement, and length of time to achieve adoption. The study recommends that state child protective service (CPS) agencies continue to offer Title IV-E child welfare training programs and hire degreed social workers. CPS should also continue to support the Title IV-E program and encourage employees to participate in the program. In addition, it is recommended that jobs be restructured to maximize activities that positively impact case outcomes and that the salaries of CPSworkers be increased. Additional research should also be conducted to contribute to a better understanding of other factors that positively impact case outcomes.

Today there are approximately 581,000 children in the United States foster care system. Children of color, one special population group, are disproportionately represented in the foster care system. Family preservation, a program that aims to improve family functioning and thus decrease the need for foster care, has been examined closely. Some researchers believe that family preservation programs have failed partly due to practitioners' inability to target appropriate families (Feldman, 1990; Schuerman, Rzepnicki & Littell, 1994). Additionally, research confirms that children of color are not the target of family preservation services (Denby, Curtis, & Alford, 1998). Improvements in the effectiveness of family preservation will require many types of reform both internal and external to the program. Among the types of internal reform needed is accurate "targeting of services. " Given the overrepresentation of children of color in the foster care system, this group must be among those who are targeted for services. The results of a national survey of 254 family preservation workers reveal a "profile" of the worker who is likely to target special populations, including children of color, for family preservation services. A case is made for service improvements and training to facilitate the "profiled" workers' competencies.

This article presents themes from a qualitative study of 58 African American female kinship caregivers in San Francisco. Core concepts that emerged describe various paths along which children move into kin homes, and caregivers' mixed emotional reactions to becoming surrogate parents. Women also discussed multiple family roles they assumed after taking in children. Responses highlight three primary reasons for becoming caregivers that center on providing for and protecting these children—particularly from the perceived threat of the public foster care system—and ultimately preserving the family unit. Paradoxically, caregivers' reasons mirror the stated goals of the public foster care system, which they view as a threat to family stability. We discuss the problems of implementing practice and policy recommendations for permanency and family preservation and how to bridge the gap between the deeply held negative beliefs of African American caregivers towards the public system and begin to build trust.

here are currently hundreds of thousands of children in the US foster care system who are all in need of a stable and predictable home with parents on whom they can depend. Recently, there has been an increased interest in adoption from gay couples who want to start a family. Because the majority of children in the foster care system have some sort of abuse or neglect history, a large number of them present with difficulties such as oppositional behavior, mood dysregulation, and other kinds of mental health problems. This paper addresses the unique situation of gay couples who adopt children who have been abused. Kohut's self psychology theory is utilized to help identify strengths and potential problems that could arise from this type of situation. Particular attention is given to the three selfobject needs that are central in self psychology: mirroring, idealization, and twinship. Additionally, ideas for interventions are posed for potential adoptive parents and mental health professionals to use to help the adoption process progress more smoothly and to hopefully lead to long-term, healthy placements.

According to the Statute of Children and Adolescents (1990) children and adolescents are conceived as subjects of rights, with absolute priority and development peculiar condition. Thus, if these rights were violated or threatened, will be applied protection measures. Within these measures, in that Statute, the foster institutional is proposed, with transitional and exceptional character. When the child goes out from family and community life, and she is upheld in an institution, the child is placed in a new development context, therefore, with new people, new places, and new relationships. According with Socio-Historical Psychology, theoretical support of this study, each context presents specific demands of socialization that influence child development and her subjectivity is constituted through the relations that the subject establishes in each context. These contexts bring challenges and proposals for the child and she needs to respond these. Then, whereas he is in relation to the other, in this moment, the subject is constituted, the interactions established during the foster institutional will be of paramount importance to the child. Among these interactions, we can cite situations involving aspects of moral development, specifically those that can ask (or not) the exercise of the virtues. About the intersection between these actions can then arise care actions beyond those involving the attending of an emerging need. The objective of this study is to investigate the presence of relation everyday permeated by care actions among children in foster institutional. For the scope of the objective three children were participated, with three years old and in foster care measure. The research is qualitative and the procedure for building the corpus was, mainly, the participant observation. Procedures with video and history in books were also used as supplementary procedures. The analysis of the corpus was made through Thematic Content Analysis, the episodes were grouped into analysis categories pre-and post-established. The preestablished were care actions related to body care, care actions related to socio affective aspects, and care actions related to body care and socio affective aspects simultaneously. The two post-established categories were dismemberment of the preceding categories, called care actions developed in child-child interaction, without the intervention of an adult, and care actions developed in child-child interaction, with direct intervention of the educator. The analysis indicated that in the everyday interaction between foster children, they identify the physical and emotional needs of each other foster member, and they are willing to help them in whatever way they can, emphasizing the importance of play and playful moments like mediators about these interactions. The care actions observed are based on children´s concepts and interpretations made from their experiences and largely refer to maternal care. The condition of being away from their family life can be an element that enables these actions. Finally, this study reaffirms the importance of designing the foster institution as a socialization and care space. It follows the importance of valuing and strengthening the positive aspects that arise in the relationships established by the children in this context, including the care actions, the research objective, which are components of the subjectivity of these children

© 2014 Elsevier Ltd.Parental substance use is a risk factor for child maltreatment. Family drug treatment courts (FDTCs) have emerged in the United States as a policy option to treat the underlying condition and promote family preservation. This study examines the effectiveness of FDTCs in North Carolina on child welfare outcomes. Data come from North Carolina records from child protection services, court system, and birth records. Three types of parental participation in a FDTC are considered: referral, enrolling, and completing an FDTC. The sample includes 566 children who were placed into foster care and whose parents participated in a FDTC program. Findings indicate that children of parents who were referred but did not enroll or who enrolled but did not complete had longer stays in foster care than children of completers. Reunification rates for children of completers were also higher. Outcomes for children in the referred and enrolled groups did not differ in the multivariate analyses. While effective substance use treatment services for parents may help preserve families, future research should examine factors for improving participation and completion rates as well as factors involved in scaling programs so that more families are served.

O principal objectivo deste estudo centra-se na compreensão das relações entre autonomia, satisfação com a vida e a satisfação com a instituição em jovens institucionalizados. Analisaram-se estes três conceitos nas suas relações com a idade, sexo e tipo de resposta social, incidindo a atenção nas diferenças existentes num acolhimento em lar de infância e juventude [LIJ] e apartamento de autonomização [AA]. Participaram neste estudo 181 jovens, de ambos os sexos, com idades compreendidas entre os 13 e os 21 anos. Em LIJ estavam acolhidos 155 jovens e 26 em AA. Para avaliar a autonomia utilizou-se o Questionário de Autonomia dos Adolescentes e para a satisfação com a vida a Escala de Satisfação com a Vida. Foi elaborado um questionário com o intuito de avaliar a satisfação com a instituição. De uma forma geral, os resultados indicam-nos que a satisfação com a vida está relacionada positivamente com a autonomia, na sua forma geral, com a dimensão autonomia funcional e com a satisfação com a instituição. A autonomia funcional encontra-se igualmente relacionada positivamente com a satisfação com a instituição. Os rapazes manifestam-se mais satisfeitos com a vida e com a instituição, assim como se sentem mais autónomos do que as raparigas. Os jovens mais velhos mostram-se mais autónomos que os mais novos, e a nível da resposta social é nos AA que se verifica maior autonomia, satisfação com a vida e com a instituição. Podemos salientar que os jovens institucionalizados apresentam níveis de satisfação com a vida baixos, sejam eles jovens mais novos ou mais velhos. Verificámos também que a satisfação com a vida destes jovens é influenciada positivamente pela percepção de competência face à escolha de uma estratégia e sua concretização para atingir um objectivo. Finalmente, podemos perceber que os jovens acolhidos em AA se mostram menos insatisfeitos com a vida e com a instituição, assim como manifestam uma percepção de autonomia superior, aos acolhidos em LIJ. / The main objective of this study focuses on understanding the relationship between autonomy, life satisfaction and institution satisfaction for institutionalized youngters. The analysis was based in these three concepts related to their age relations, sex and type of social care, focuses the attention on the differences between residential care and apartment care. In this study participated 181 youngsters, of both sexes, aged between 13 and 21 years old. Of the 181 youngsters, 155 were placed in residential care and 26 in the apartments care (apartments focused in autonomy development). In order to evaluate autonomy was used the Adolescent Autonomy Questionnaire, for evaluate life satisfaction was used the Students’ Life Satisfaction Scale. To access satisfaction with the institution, was developed a questionnaire, Satisfaction with the Institution Scale. In a general way, the results indicate that life satisfaction is positively related to autonomy, in its general form, with functional autonomy dimension and satisfaction with the institution. Functional autonomy is also positively related to satisfaction with the institution. The boys manifest, themselves, more satisfied with life and the institution as well as feel more autonomous than girls. The older youngsters appear to be more autonomous than younger ones. Analyzing the type of care, is in the apartment care that appear to be greater autonomy, satisfaction with life and with the institution. We point out that institutionalized youngsters have low life satisfaction, low levels whether they be younger or older youngsters. We also observed that life satisfaction of these youngsters is positively influenced by the perception of competence given the choice of a strategy and its implementation to achieve a goal. Finally, we can observe that youngsters in apartment care are less dissatisfied with life and the institution as well as express a greater sense of autonomy to those living in residential care.
