A pesquisa discute as facilidades e dificuldades que são inerentes a implementação de parques urbanos. A questão central da pesquisa é: quais fatores facilitam e dificultam a implementação de um parque urbano em uma área de forte pressão ocupacional? Toma-se como caso de estudo o Parque Ecológico do Município de Belém Gunnar Vingren (PEGV). Para a análise, a pesquisa utiliza as literaturas de participação, governança e governança urbana tendo como ponto central a gestão ambiental de parques urbanos. A pesquisa utiliza, também, a teoria dos stakeholders para melhor entendimento sobre o comportamento dos atores sociais. Metodologicamente, o trabalho assumiu a abordagem qualitativa e utilizou-se da observação direta e entrevistas semiestruturadas com os stakeholders. O estudo apresenta duas principais conclusões: primeiro, que os divergentes modelos de gestão ambiental implementados em Belém durante dois períodos governamentais tiveram direta influencia na participação dos atores sociais na implementação do PEGV e, consequentemente, na forma como eles interagem com os gestores do parque. Segundo, a implementação de dois significativos projetos governamentais (o Projeto da Macrodrenagem da Bacia do Una, em 1998 e o Projeto de Extensão da Avenida Centenário - parte do Projeto Ação Metrópole, em 2010) implantados para o desenvolvimento urbano da cidade, também contribuíram para dificultar a conciliação dos divergentes interesses dos atores urbanos.

O trabalho foi desenvolvido na U.P.A. “Senador Álvaro Adolpho”, Embrapa Amazônia Oriental, Belém, Pará (1º25¢ S 48º26¢ O), local de tipo climático Afi (quente e úmido). O objetivo foi avaliar o uso de sistemas silvipastoris (SSP) como ferramenta de manejo para proporcionar maior conforto térmico a búfalas leiteiras, e incrementar sua eficiência reprodutiva após a utilização da inseminação artificial em tempo fixo. Foram utilizados dois SSP´s, durante dois períodos do ano, onde: Período 1 (Abril a Junho), com maior precipitação pluviométrica e Período 2 (Setembro a Novembro), com menor precipitação pluviométrica. Foram mensuradas a freqüência cardíaca (FC), freqüência respiratória (FR), temperatura retal (TR) e movimentos ruminais (MR), sempre às 9h00min. O índice de conforto animal foi calculado conforme a fórmula: ICA = TR/38,33 + FR/23. Os animais de cada sistema foram tratados com dois diferentes protocolos para sincronização do estro e ovulação, formando os Grupos SSP 1/Ovsynch, SSP 2/Ovsynch (estro sincronizado com Ovsynch), SSP 1/Prog e SSP 2/Prog (estro sincronizado com Ovsynch + 1g de progesterona intravaginal). Os ovários de todas as búfalas foram monitorados por ultra-sonografia no D0, D7 e D9 e as búfalas foram inseminadas no D10 (D0=dia do início da sincronização). As médias de FC foram de 57,35±8,24 bat/min no Período 1 e 62,48 ±7,79 bat/min no Período 2 (P<0,01). A FR média foi de 25,66 ±10,53 mov/min no Período 1 e de 33,38 ±18,23 mov/min no Período 2 (P<0,01). Os animais mantidos no SSP 1 apresentaram TR superior aos do SSP 2 (39,02 ±0,53ºC versus 38,65 ±0,41ºC, P<0,01). As médias do ICA variaram entre 1,89 e 3,55. No Período 1 obteve-se variação de 1,89 a 2,42 e média de 2,12 ±0,46. No Período 2, a média do ICA foi de 2,46 ±0,79, com variação de 1,91 a 3,55. Houve diferença significativa das médias de ICA entre os períodos (P<0,01). O diâmetro do folículo dominante no D9 foi superior para os animais que receberam progesterona (10,40 ±1,22 mm versus 12,21 ±3,42 mm; P=0,05). A taxa de prenhez total foi de 48,21%, sendo que no Período 1 houve 56,66% de fêmeas gestantes, contra 38,46% no Período 2 (SSP1/Ovsynch: 40,0%; SSP2/Ovsynch: 38,46%; SSP1/Prog: 46,66% e SSP2/Prog: 69,23%; P>0,05). Com base nos resultados, ressalta-se a importância do manejo do ambiente físico para a criação de bubalinos na Amazônia Oriental, o que pode evitar gastos energéticos para a termorregulação animal e possibilitar melhores índices reprodutivos.

The mechanical garages do varied types to activities related to the reparation from vehicles such as change from Motor oil, change and cleaning from car pieces, motor rectification, among others. These activities generate different kinds of waste and wastewater that when disposed in an inappropriate way can pollute the environmentand cause risks to the public health. Despite the environmental issues that involves these enterprises, they aren´t object of environmental licensing and there are any rules that regularizes their activities with the goal of these possible environmental impacts mitigation. The environmental diagnosis proposed by the present work has as goal the knowledge of the possible environmental aspects and their effects in the environment, for establishing control measures and from that to generate subsidy for environmental normatization of the sector in the municipal level. Furthermore, it should also define practices as waste production reduction, separation of them at the generator source and convenient final disposal, as well as wastewater production reduction and treatment of them before its launching in the wastewater network. The environmental diagnosis was based on a survey realized in garages from the city of São Carlos – SP, in order to define the more important characteristics of this activity that are related to the environment and public health. From the obtained information from the survey and the interpretation of the data, subsidy for the municipal environment management of the mechanical garages were generated.

Current research analyzes the importance of human resources managers in organizational sustainability through the ack-nowledgement of the external variables and innovatory practices, such as environment management. In fact, the latter is a challenge for organizations and consequently for the human resources’ area. Investigation comprised a revision of the literature: theoretical and empirical articles that deal with the role of human resources’ mana-gement and on the environmental issue which is daily in the news. The essay is divided into three parts: the first section emphasizes the role of human resources’ managers; empirical evidences of the activities of HR managers in international contexts are dealt with in the second part; the third section deals with the environmental ma-nagement issue as a new challenge for HR managers. HR managers should acknowledge and incorporate in human resources practice the environmental dimension from the stages of recruitment, selec-tion and training. If people with attitudes and competences in the environment are rewarded, they will contribute towards an effective environmental management and, consequently, improvements in organizational results will materialize.

Along the southern Brazilian coast, Tijucas Bay is known for its unique muddy tidal flats associated with chenier plains. Previous field observations pointed to very high suspended sediment concentrations (SSCs) in the inner parts of the bay, and in the estuary of the Tijucas River, suggesting the presence of fluid mud. In this study, the occurrences of suspended sediments and fluid mud were examined during a larger-scale, high-resolution 2-day field campaign on 1-2 May 2007, encompassing survey lines spanning nearly 80 km, 75 water sampling stations for near-bottom density estimates, and ten sediment sampling stations. Wave refraction modeling provided qualitative wave energy estimates as a function of different incidence directions. The results show that SSC increases toward the inner bay near the water surface, but seaward near the bottom. This suggests that suspended sediment is supplied by the local rivers, in particular the Tijucas. Near-surface SSCs were of the order of 50 mg l(-1) close to the shore, but exceeded 100 mg l(-1) near the bottom in the deeper parts of the bay. Fluid mud thickness and location given by densimetry and echo-sounding agreed in some places, although being mostly discordant. The best agreement was observed where wave energy was high during the campaign. The discrepancy between the two methods may be an indication for the existence of fluid mud, which is recorded by one method but not the other. Agreement is considered to be an indication of fluidization, whereas disagreement indicates more consolidation. Wave modeling suggests that waves from the ENE and SE are the most effective in supplying energy to the inner bay, which may induce the liquefaction of mud deposits to form fluid mud. Nearshore mud resuspension and weak horizontal currents result in sediment-laden offshore flow, which explains the higher SSCs measured in the deeper parts of the bay, besides providing a mechanism for fine-sediment export to the inner shelf.

Agricultural pesticide use has increased worldwide during the last several decades, but the long-term fate, storage, and transfer dynamics of pesticides in a changing environment are poorly understood. Many pesticides have been progressively banned, but in numerous cases, these molecules are stable and may persist in soils, sediments, and ice. Many studies have addressed the question of their possible remobilization as a result of global change. In this article, we present a retro-observation approach based on lake sediment records to monitor micropollutants and to evaluate the long-term succession and diffuse transfer of herbicides, fungicides, and insecticide treatments in a vineyard catchment in France. The sediment allows for a reliable reconstruction of past pesticide use through time, validated by the historical introduction, use, and banning of these organic and inorganic pesticides in local vineyards. Our results also revealed how changes in these practices affect storage conditions and, consequently, the pesticides’ transfer dynamics. For example, the use of postemergence herbicides (glyphosate), which induce an increase in soil erosion, led to a release of a banned remnant pesticide (dichlorodiphenyltrichloro- ethane, DDT), which had been previously stored in vineyard soil, back into the environment. Management strategies of ecotoxico- logical risk would be well served by recognition of the diversity of compounds stored in various environmental sinks, such as agriculture soil, and their capability to become sources when environmental conditions change.

La Provincia de Río Negro, a través de su Constitución y de leyes específicas, adhiere “a los principios que sustentan el desarrollo sustentable de conformidad con la Carta de Naciones Unidas." En la costa marítima de Río Negro existen poblaciones relativamente densas y en aumento básicamente por la inmigración en busca de nuevos horizontes laborales. Los conflictos ambientales que se presentan son comunes a otras zonas costeras: contaminación de las aguas costeras por insuficiente o falta de servicios de tratamiento de aguas residuales, modificación, para desarrollo urbano, industrial y comercial, de hábitats críticos para el sostenimiento de pesquerías, vida silvestre, desarrollo de infraestructura costera inapropiada o mal diseñada que favorece procesos erosivos acelerados y/o interrumpen procesos ecológicos básicos, ocupación espacial desordenada que impide el acceso público a playas y otros terrenos públicos, manejo inapropiado de desechos sólidos, incumplimiento de la legislación en la zona costera; generación de conflictos intersectoriales, desarrollo desordenado de infraestructura con altos costos socioeconómicos, crecimiento de la frontera agropecuaria, deterioro de los suelos (sobrepastoreo, desertificación), introducción de especies exóticas, etc. En Río Negro se han relevado, aunque a diferente escala y muchas veces en forma discontinua, la mayor parte de los ambientes costeros considerados de mayor interés desde el punto de vista ecológico y/o productivo. Ejemplo de productos de estos estudios son las Areas Naturales Protegidas de Punta Bermeja, Caleta de Loros, Bahía de San Antonio, Complejo Islote Lobos y Puerto Lobos, así como la Reserva Pesquera Golfo San Matías. Sin embargo, la información se halla dispersa, por lo que la mayor parte de las veces no se puede contar con un panorama actualizado y globalizador que permita la toma de decisión en forma ágil y un real manejo de las especies y/o de su ambiente. Por ello se considera necesario g enerar un Plan de Manejo de la Costa Marítima de Río Negro, esto es, una clasificación del territorio de acuerdo a su grado de sensibilidad ecológica, expresado en unidades cartográficas ambientales, y estableciendo pautas de manejo para las mismas. Se optó por un Sistema de Inventario y Planificación de Recursos, adaptado a un método de Planificación Participativa en el que se involucra en forma directa, a través de encuentros y talleres, a los diferentes estamentos provinciales, municipales, centros de investigación, organizaciones no gubernamentales ambientalistas, organizaciones intermedias, especialistas. Para la Evaluación de los Elementos e identificación de Zonas de Mayor Sensibilidad Ecológica se utilizó un Método de Evaluación de Riesgos que permite cartografiar grado de Amenazas, Vulnerabilidad y Riesgo.

Max Bill es un artista lógico. Quince variaciones sobre el mismo tema 1938, podría ser el epítome de la lógica de Bill: la obra como resultado de la aplicación de leyes distintas sobre una estructura de orden. La gran diversidad formal de la obra de Max Bill –entre sus diseños de objetos, su tipografía, su pintura, su escultura o su arquitectura no parece haber líneas formales evidentes- se debe a que, para él, cada tarea es diferente y depende de medios y leyes propios. Una diversidad que podría ser erróneamente interpretada como un tipo de eclecticismo. Su conferencia en el Werkbund suizo de 1948 “belleza de la función, belleza como función”, se aleja del discurso funcionalista al proponer la belleza como una igual al resto de funciones. Cada obra ha de satisfacer la finalidad para la que ha sido construida y cumplir todas las funciones que en ella intervienen pero, además, ha de ser bella. La particularidad de Bill estriba en que, reconociéndose a sí mismo como un artista lógico, incluye la belleza como una más de las funciones a cumplir por cualquier objeto. Su famoso aforismo en relación a la configuración del entorno, desde la cuchara a la ciudad, incluiría la arquitectura en el ámbito de los objetos que han de cumplir esta nueva función. La búsqueda de la belleza será una constante en su obra. No una belleza generalizable y determinada a priori, sino una belleza entendida como predicado singular, individualizada para cada tarea. De este modo, podemos analizar, alternativamente, la belleza lógica de sus construcciones geométricas y la belleza simbólica de sus monumentos; la belleza del espacio sin fin en las superficies de una sola cara y la belleza prefabricada en sus más austeras realizaciones; la belleza elemental de sus esculturas y la belleza corriente con que sus arquitecturas se integran en la ciudad. Podemos plantearnos la posibilidad de una belleza de la estructura y entender simultáneamente la belleza cruda de su obra maestra, los edificios de la Escuela de Ulm. La búsqueda de la belleza nos ayudará a entender que, en la obra de Bill, la razón intuitiva -como modo de conocimiento- toma mayor importancia de la que parece. La forma como suma de todas las funciones en unidad armónica, será el resultado de un adecuado equilibrio entre razón lógica y razón intuitiva. ABSTRACT Max Bill is a logical artist. We could consider “Fitfteen variations on the same theme”, 1938, as the Bill’s logic epitome: the work as a result of the application of different tectonic laws on the order structure. The variety of the form in Bill’s work –his designed objects, his typography, his painting, his sculpture, or his architecture do not seem to have, between them, a direct line connecting the form- is due to the fact that, for him, each task is different and it depends on the own means and tectonic laws. A kind of diversity that could be misinterpreted like certain type of eclecticism. His lecture at the Suisse Werkbund (1948) “beauty from function and as function” is far from the functionalist speech, when proposing beauty as an equal to the rest of functions. In his own words, each work has to satisfy the purpose it was built for and fulfill all functions, and furthermore it has to be beautiful. Seeing himself as a logical artist, Bill however introduces beauty as one more of the functions that any object has to fulfill. His famous aphorism related to the environment management, from the spoon to the city, would include architecture as one more of the objects that have to satisfy this new function. The pursuit of beauty is a constant in his work. It won’t be a general beauty determined in advance, but a singular predicate, individualized for each task. That way, we can analyze, alternatively, the logical beauty of his geometric constructions and the symbolical beauty of his monuments; the beauty of the endless space in the single-sided surfaces and the prefabricated beauty in his most stricts constructions; the elemental beauty of his sculptures and the ordinary beauty with which some of his architectures are integrated in the city. We can also try the possibility of a beauty from the structure and understand, at the same time, the raw beauty of his architectural masterpiece, the buildings of the Ulm School of Design. The pursuit of beauty in Bill’s work will help us to understand that intuitive reason, as a way of knowledge, takes more importance than it seems. Form, as the harmonious expression of the sum of all functions, will be the result of an appropriate balance between logical and intuitive reason.

Esta investigación analiza la capacidad del urbanismo de albergar sistemas emergentes de gestión urbana. El objetivo de esta tesis es describir estos procedimientos informales, realizando un exhaustivo recorrido a través de diversas experiencias de alteración del modo de gestión urbana al uso, para dar lugar a una sistematización de estos procesos que siente las bases para plantear nuevas formas de gestión urbana. Es decir, el fin no es tanto hacer una clasificación de las intervenciones más relevantes en materia urbana, sino descubrir su estructura, un orden para el desorden, una taxonomía en esas actuaciones que permita reformular las formas actuales de gestión de lo público. Se ha tratado de dibujar un mapa de oportunidades posibles en torno a la gestión del espacio urbano. A través de los procesos estudiados, esta investigación analiza los éxitos y fracasos obtenidos en los últimos cinco años de gestión alternativa de espacios vacantes, buscando extraer formulas susceptibles de incorporarse al modo actual de hacer ciudad. Este estudio pretende abordar un aspecto parcial, aunque fundamental del urbanismo, dando prioridad a lo público, sin la intención de negar el resto de formas del espacio urbano. Se concentra en los parámetros relativos a la interpretación de lo público: desatiende al conjunto urbano para descifrar ese fragmento. Así, el interés principal de esta tesis se concentra en la producción del espacio público. Al entender este ámbito como no exclusivo del urbanismo, otras actividades como el arte, la filosofía, la antropología o la sociología han aportado aspectos fundamentales dentro de esta investigación. De esta forma se ofrece un acercamiento poliédrico desde puntos de vista interdisciplinares, tratando de descubrir con rigor las posibilidades contrastadas de mejora del espacio urbano producido por los procesos emergentes de gestión informal de lo público. Mediante un metodología creada ex profeso (una estructura definida por tres líneas estratégicas: Gobernanza, Complejidad y Cohesión Social, que se desglosan en seis conceptos clave cada una) esta investigación analiza los aspectos relativos a la producción informal del espacio público de los sistemas emergentes. En relación con la Gobernanza, una parte de esta tesis se dedica al estudio de la informalidad, la transversalidad, la apropiación, la participación, la transparencia y las redes. La Complejidad se ha estudiado en su relación con la diversidad urbana, el uso sostenible del espacio público, la reactivación, la producción de espacio público, la ecología urbana y los procesos creativos. Para Cohesión Social se ha investigado la innovación en equipamientos, los procesos bottom-up, el rizoma, la identidad, los sistemas líquidos y el empoderamiento. Esta máquina para analizar se prueba en tres soportes urbanos: la escena urbana, los edificios-contenedores y los vacíos urbanos. Se han estudiado cinco situaciones urbanas en la ciudad de Madrid, seleccionados por ser las prácticas urbanas más relevantes de los últimos cinco años. Si bien este análisis nace de estos cincos casos, el modelo podría ser útil para otras investigaciones interesadas en los aspectos informales de la gestión urbana. Esta investigación se propone reclamar otras dimensiones más innovadoras que, si bien se escapan a los modos habituales de trabajar del urbanista, se revelan intensamente en los modos actuales de reclamar y producir espacio urbano. Se ha pretendido descubrir el espacio urbano como contenedor situacional del sentido público, potencial multiplicador de efectos funcionales como la gestión, la temporalidad, la participación, la rehabilitación, la multiplicidad de usos, la corrección del compacidad; efectos perceptuales y estéticos en la escena urbana; efectos políticos, de formación, de adquisición de poder; efectos sociales como la generación de nuevas redes, la creación de identidades. Se pretende que esta investigación arroje conclusiones que puedan tener aplicabilidad en la gestión y planificación del espacio público de ciudades y entornos urbanos inmersos a procesos semejantes. ABSTRACT This research examines the ability of urban planning to accommodate emerging urban management systems. The purpose of this thesis is to describe such informal procedures, by carrying out an exhaustive review across the different approaches to urban management, in order to systematize them as the basis for new ways of urban management. The aim is not, that is, to classify relevant urban interventions, but to recognize the intrinsic structure, an order for disorder, a taxonomy in those proceedings that could help reformulating existing forms of public management. The attempt has been to draw a map of possible opportunities around the management of urban space. Through the processes that have been the object of study, this research analyzes the successes and failures over the last five years of alternative management of vacant spaces, seeking to extract formulas that are likely to join the current way of making city. The focus of this urban study is the interpretation of public concepts, considered as key dimensions, not obliterating the other forms of urban space, but trying to make an in-depth analysis of this fragment within the global urban concept. Other activities intrinsically associated to public space generation, such as art, philosophy, anthropology or even sociology, are also contributing to this research. This interdisciplinary approach tries to enrich the research by recognizing the informal elements participating in emergent public management processes. The ex profeso devised methodology is structured by three main strategies: governance, complexity and Social Cohesiveness. Governance considers elements associated to informality, transversal dynamics, appropriation, participation, transparency and networking. Complexity encompasses elements of urban diversity, sustainable usage of public space, reactivation, urban space production, urban ecology and creative processes. Social Cohesiveness includes elements for equipment innovation, bottom-up processes, rhizome, identity, liquid systems and empowerment. This analyzing machine is tested on three urban scenarios: the urban scene, container buildings and empty spaces. Five relevant urban situations in Madrid have been selected, all of them developed in last five years, thus establishing the basis for other experiences of informal urban management. The result of the research, confirms the relevance of additional dimensions to traditional approaches for urban development. The urban space is recognized as a situational container of public sense and a potential multiplier of functional effects such as public management, temporality, participation, rehabilitation, multiplicity of uses, correction of compactness; perceptual and esthetic effects on the urban scene; politic effects, training, empowerment; social effects as generating new networks and identity creation. To sum up, the purpose of this thesis is to share the conclusions obtained by evaluating reference scenarios that could be applied in similar processes for cities and urban environment management and planning.
