O Programa Comunidade Ativa foi criado pela Comunidade Solidária como uma estratégia para induzir o Desenvolvimento Local Integrado e Sustentável em pequenos municípios brasileiros por meio da formação de fóruns comunitários e da capacitação desses fóruns. O Programa pretende favorecer que as pessoas se tornem mais ativas, participantes e responsáveis pela resolução de seus problemas comuns e incentivar a valorização das culturas locais. O presente estudo investiga as possibilidades e as limitações de o Programa Comunidade Ativa favorecer que os membros das comunidades em que atua apropriem-se de sua liberdade, assumindo a responsabilidade pela construção de sua realidade social. A fim de responder a esta questão recorreu-se neste estudo ao pensamento de Martin Heidegger e de Hanna Arendt. O referencial teórico desta dissertação está dividido em duas partes. Na primeira parte são abordados os seguintes temas: reforma do Estado e políticas sociais; cidadania; desenvolvimento local; espaços públicos de participação; formação humana; e capital social. A segunda parte do referencial teórico apresenta a Fenomenologia Existencial e suas concepções sobre conhecimento, homem, mundo, liberdade, política e educação. A metodologia de investigação inclui coleta e tratamento dos dados provenientes de estudo de documentos e de palestra e de trinta e sete entrevistas realizadas com atores situados desde o âmbito nacional até a esfera local. No último capítulo os dados coletados são interpretados segundo o referencial teórico adotado - o que permite apontar diversas limitações e algumas possibilidades do Programa Comunidade Ativa favorecer que os membros da comunidade em que atua apropriem-se de sua liberdade - e são realizadas reflexões sobre o papel, os desafios e as possibilidades do Estado indutor.

The present work aimed the elaboration of an environmental study focused on the hotel sector in order to present an analysis of the environmental aspects of Ponta Negra Beach, in Natal, RN, Brazil and also the aspects of the small and medium hotels existing in this area. By means of this work, it is possible to elaborate a model of a simplified System of Environmental Management which can attend to the exigencies required by NBR ISO 14001: 2004, as well as to present economical viability and possibility to be implemented in a way that hotels may converge to the sustainable environmental development of the tourism in Ponta Negra Beach. The research methodology presents itself divided into three items: execution of the environmental characterization of Ponta Negra Beach, by way of technical visits and interpretation of satellite images and cartograms of the main environmental characteristics of the region; execution of the work already made concerning the development, application and interpretation of the evaluation of the environmental aspects of each hotel, considering the hotels and the period of data collection, these used in evaluation, research instrument and a description of the procedure utilized for the analysis of the collected data and the utilized methodology for the elaboration of a model of a simplified System of Environmental Management. In a general way, it has been concluded that the practices executed by hotels in Ponta Negra Beach are impact-like and harmful to the environment. The simple implementation of analysis procedures and control of the environmental aspects could suggestively contribute to the reduction of environmental impacts promoted by the hotel section at this beach and in the nearby areas. It had been noticed that the study contributed to the sensitization of managers concerning the environmental problems since, in many other times, the detected problem was, in fact, the non-acquaintance about the environmental aspects and impacts from those hotels administrators, because of the lack of surveys and studies about the theme. It had also been noticed the arousing of a possible environmental attitude from some managers

A relação entre crescimento econômico e desenvolvimento sustentável é a problemática deste estudo que propõe analisar esta por meio do uso do Índice de Desenvolvimento Sustentável Local. Nesse sentido, a categoria de análise usada foi à região que é definida como um sistema formado por e a partir da conjunção de elementos internos e externos. O objeto de análise selecionado foi a região do Araguaia paraense que se localiza no Estado do Pará – Brasil, essa escolha ocorreu porque, ao longo dos últimos 40 anos, essa região tem assumido expressão econômica nesse estado e, ao mesmo tempo, tem sido foco de questionamentos quanto ao modelo de desenvolvimento econômico empregado no passado e os seus resultados no presente. O objetivo central deste estudo é analisar, por meio dos elementos internos e externos de uma região considerada como fronteira de recursos, se o cenário de crescimento econômico contribuiu para o desenvolvimento sustentável. A seleção de um estudo de caso foi à estratégia de investigação e os instrumentos de levantamento de dados foram: a aplicação de questionários, a análise da evolução de dados secundários e a construção de um Índice de Desenvolvimento Sustentável (IDLS) que foi usado para dimensionar de forma integrada o desempenho social, ambiental, econômico e institucional da região pesquisada em relação ao contexto regional paraense. O principal resultado, deste estudo, foi à constatação de que crescimento econômico das regiões paraenses até a atualidade não mediou processos favoráveis ao desenvolvimento na perspectiva da sustentabilidade. Observou-se que a região do Araguaia, encontra-se em estado de alerta no IDLS, seguindo a mesma tendência de outros espaços regionais que cresceram economicamente no Estado do Pará. Para cada região do Estado do Pará, uma dimensão diferente comprometeu a sustentabilidade regional, no caso da Região do Araguaia a dimensão ambiental foi a que mais comprometeu o seu IDSL. Tal resultado comprova vários estudos que afirmaram que os impactos ambientais comprometem o desenvolvimento sustentável dessa região. Apesar disso, essa região obteve o terceiro melhor desempenho na dimensão social da sustentabilidade, dado mais importante para o desenvolvimento sustentável que este estudo se propôs medir. Por conseguinte, duas conclusões principais podem ser apontadas. A primeira é que atualmente houve uma melhora no padrão social das regiões paraense como um todo, em alguns casos as áreas centrais dos grandes investimentos superaram o desempenho social de outras regiões que não foram focos dos investimentos promovidos nas décadas anteriores. Apesar de alguns estudos apontarem que os investimentos governamentais não se revestiram em benefícios sociais. A segunda é que os elementos externos às regiões contribuíram para a mudança do quadro social descrito, mas não para alteração do quadro ambiental regional, pois criou institucionalidades que direcionassem as forças internas na produção dos resultados do quadro econômico, social, institucional e ambiental. Portanto, tanto a elevação do padrão social quanto a piora do quadro ambiental da região do Araguaia paraense são o resultado de um conjunto de políticas nacionais que, provavelmente, se somaram aos cenários de ação e decisão dos atores locais.

The goal of this study is to present and test a conceptual framework that describes the technical aspects (TA), human/organizational aspects (HOA) of the adoption of green product development (GPD) practices and the effect of these practices on firms'environmental (EP), operational (OP) and market performance (MP). To this end, after reviewing the literature on these themes, a conceptual framework with 5 hypotheses is proposed. These hypotheses were tested on 62 Brazilian companies through structural equation modeling using SmartPLS 2.0M3. The main results of this study are as follows: (a) in general, the proposed framework obtained adequate goodness of fit statistics (GoF); (b) technological factors are shown to have an influence on the adoption of GPD practices, and those practices are related to company EP, OP and MP, thus confirming 4 hypotheses of the study; and (c) one of the study's hypotheses is not validated, indicating that the relationship of human/organizational aspects to GPD must be further analyzed. This work extends the literature because: (a) the conceptual framework tested in this study establishes several concepts that have been only partially tested in the previous literature; (b) this work presents evidence about Brazil, where the themes addressed herein have not been yet been thoroughly investigated; and (c) the non-validation of the hypothesis regarding the relationship between human/ organizational aspects with respect to the adoption of product-related environmental practices requires attention. ABSTRACT: This thesis report illustrates the applications and potentials of biogenic methane recovery in Nebraska’s agricultural and industrial sectors and as a means for increasing sustainable economic development in the state’s rural communities. As the nation moves toward a new green economy, biogenic methane recovery as a waste management strategy and renewable energy resource presents significant opportunities for Nebraska to be a national and world leader in agricultural and industrial innovation, advanced research and development of renewable energy technology, and generation of new product markets. Nebraska’s agricultural economy provides a distinct advantage to the state for supporting methane recovery operations that provide long-term economic and environmental partnerships among producers, industry, and communities. These opportunities will serve to protect Nebraska’s agricultural producers from volatile energy input markets and as well as creating new markets for Nebraska agricultural products. They will also serve to provide quality education and employment opportunities for Nebraska students and businesses. There are challenges and issues that remain for the state in order to take advantage of its resource potential. There is a need to produce a comprehensive Nebraska biogenic methane potential study and digital mapping system to identify high-potential producers, co-products, and markets. There is also a need to develop a web-based format of consolidated information specific to Nebraska to aid in connecting producers, service providers, educators, and policy-makers.

Cities are key locations where Sustainability needs to be addressed at all levels, as land is a finite resource. However, not all urban spaces are exploited at best, and land developers often evaluate unused, misused, or poorly-designed urban portions as impracticable constraints. Further, public authorities lose the challenge to enable and turn these urban spaces into valuable opportunities where Sustainable Urban Development may flourish. Arguing that these spatial elements are at the centre of SUD, the paper elaborates a prototype in the form of a conceptual strategic planning framework, committed to an effective recycling of the city spaces using a flexible and multidisciplinary approach. Firstly, the research focuses upon a broad review of Sustainability literature, highlighting established principles and guidelines, building a sound theoretical base for the new concept. Hence, it investigates origins, identifies and congruently suggests a definition, characterisation and classification for urban “R-Spaces”. Secondly, formal, informal and temporary fitting functions are analysed and inserted into a portfolio meant to enhance adaptability and enlarge the choices for the on-site interventions. Thirdly, the study outlines ideal quality requirements for a sustainable planning process. Then, findings are condensed in the proposal, which is articulated in the individuation of tools, actors, plans, processes and strategies. Afterwards, the prototype is tested upon case studies: Solar Community (Casalecchio di Reno, Bologna) and Hyllie Sustainable City Project, the latter developed via an international workshop (ACSI-Camp, Malmö, Sweden). Besides, the qualitative results suggest, inter alia, the need to right-size spatial interventions, separate structural and operative actors, involve synergies’ multipliers and intermediaries (e.g. entrepreneurial HUBs, innovation agencies, cluster organisations…), maintain stakeholders’ diversity and create a circular process open for new participants. Finally, the paper speculates upon a transfer of the Swedish case study to Italy, and then indicates desirable future researches to favour the prototype implementation.

This article presents an empirical interdisciplinary study of an extensive participatory process that was carried out in 2004 in the recently established World Natural Heritage Site “Jungfrau–Aletsch– Bietschhorn” in the Swiss Alps. The study used qualitative and quantitative empirical methods of social science to address the question of success factors in establishing and concretizing a World Heritage Site. Current international scientific and policy debates agree that the most important success factors in defining pathways for nature conservation and protection are: linking development and conservation, involving multiple stakeholders, and applying participatory approaches. The results of the study indicate that linking development and conservation implies the need to extend the reach of negotiations beyond the area of conservation, and to develop both a regional perspective and a focus on sustainable regional development. In the process, regional and local stakeholders are less concerned with defining sustainability goals than elaborating strategies of sustainability, in particular defining the respective roles of the core sectors of society and economy. However, the study results also show that conflicting visions and perceptions of nature and landscape are important underlying currents in such negotiations. They differ significantly between various stakeholder categories and are an important cause of conflicts occurring at various stages of the participatory process.

Facing the frequent failure of projects in rural areas with top-down approaches, there has been a promotion of participation of the local people in decisions that affect their territories (bottom-up approach) to promote sustainable regional development (Chambers, 1997; Lusthaus et al., 1999; Horton, 2004; Vazquez-Barquero, 2000). In fact participation was deemed necessary to ensure the success and sustainability of projects (UNDP, 2006; WRI, 2008; Davies, 2009). Hence, the progressive strengthening of the local population should be promoted so that they can acquire a range of skills and knowledge that allow them to manage resources properly and undertake productive activities in their territory (Contreras, 2000). These are intangibles and therefore difficult to measure. Hence, in this research a model of integration of intangibles in rural development projects management is proposed. The model designed supplements and enriches the conceptual framework ?Working with People? WWP (Cazorla et al, 2013).

This paper argues that historical works in pharmacy are important tools for the clinician as well as the historian. With this as its operative premise, delineating the tripartite aspects of pharmacy as a business enterprise, a science, and a profession provides a conceptual framework for primary and secondary resource collecting. A brief history and guide to those materials most essential to a historical collection in pharmacy follows. Issues such as availability and cost are discussed and summarized in checklist form. In addition, a glossary of important terms is provided as well as a list of all the major U.S. dispensatories and their various editions. This paper is intended to serve as a resource for those interested in collecting historical materials in pharmacy and pharmaco-therapeutics as well as provide a history that gives context to these classics in the field. This should provide a rationale for selective retrospective collection development in pharmacy.
