This thesis deals with the integration of the manpower criterion with the strategic decision making processes of technological projects in developing countries. This integration is to be achieved by ensuring the involvement of the actors, who have relevant roles and responsibilities along the whole life cycle of the project, in the strategic decision making phases of the project. The relevance of the actors is ascertained by the use of a responsibility index which relates their responsibility to the project's constituent stages. In the context of a technological project in a typical centrally-planned developing environment, the actors are identified as Arbiters, Planners, Implementors and Operators and their roles, concerns and objectives are derived. In this context, the actors are usually government and non-government organisations. Hence, decision making will involve multiple agencies as well as multiple criteria. A methodology covering the whole decision-making process, from options generation to options selection, and adopting Saaty's Analytical Hierarchy Process as an operational tool is proposed to deal with such multiple-criteria, multipleagency decision situations. The methodology is intended to integrate the consideration of the relevant criteria, the prevailing environmental and policy factors, and the concerns and objectives of the relevant actors into a unifying decision-making process which strives to facilitate enlightened decision making and to enhance learning and interaction. An extensive assessment of the methodology's feasibility, based on a specific technological project within the Iraqi oil industry is included, and indicates that the methodology should be both useful and implementable.

Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.

A moratorium on further bivalve leasing was established in 1999–2000 in Prince Edward Island (Canada). Recently, a marine spatial planning process was initiated explore potential mussel culture expansion in Malpeque Bay. This study focuses on the effects of a projected expansion scenario on productivity of existing leases and available suspended food resources. The aim is to provide a robust scientific assessment using available datasets and three modelling approaches ranging in complexity: (1) a connectivity analysis among culture areas; (2) a scenario analysis of organic seston dynamics based on a simplified biogeochemical model; and (3) a scenario analysis of phytoplankton dynamics based on an ecosystem model. These complementary approaches suggest (1) new leases can affect existing culture both through direct connectivity and through bay-scale effects driven by the overall increase in mussel biomass, and (2) a net reduction of phytoplankton within the bounds of its natural variation in the area.

There is broad agreement that marine spatial planning (MSP) should incorporate transboundary considerations, reflecting the cross-border nature of marine and coastal ecosystem dynamics and maritime resources and activities. This is recognised in the European Union's recent legislation on MSP, and experience in transboundary approaches is developing through official processes and pilot studies.

O tema desta tese relaciona-se com a qualificação das estratégias de desenvolvimento municipais. A emergência do planeamento territorial estratégico, como alternativa ou suplemento ao planeamento físico tradicional, reintroduziu o debate sobre a capacidade de o planeamento territorial influenciar trajectórias de desenvolvimento descentralizadas. A investigação segue, em termos teóricos e empíricos, duas linhas de inquirição: uma, relativa aos desafios colocados pelas premissas metodológicas e operativas da abordagem estratégica em planeamento territorial; a outra, diz respeito às implicações da actualização da agenda que acompanharam a emergência da abordagem estratégica, incidindo designadamente sobre a questão da competitividade territorial. A primeira lida com a validade intrínseca da abordagem estratégica e a forma como esta confronta as práticas tradicionais dominantes no planeamento territorial, em particular em Portugal. É feita uma análise do debate e dos resultados de experiências recentes em planeamento territorial estratégico e uma reflexão sobre a forma como estas podem influenciar o estabelecimento de novos referenciais para a intervenção dos sistemas de planeamento. A segunda pretende aprofundar o conhecimento sobre as competências necessárias ao planeamento, para a gestão de processos descentralizados de promoção da competitividade, e avaliar o alcance dos resultados obtidos até agora e as limitações associadas à concretização daquele objectivo. Argumenta-se que algumas das mais significativas exigências conceptuais da perspectiva estratégica de intervenção sobre o território são tratadas com ligeireza, ao mesmo tempo que, no contexto da definição de um quadro de avaliação do planeamento territorial estratégico, se espera contribuir para uma reavaliação do papel que cabe ao plano, enquanto instrumento de referência e de motivação para a acção em planeamento. Na outra parte da investigação, relativa à actualização da agenda de planeamento, é feita uma análise crítica da noção de competitividade Territorial. Usando contributos disciplinares da economia regional, da geografia económica, da sociologia económica e dos sistemas territoriais de inovação desenvolve-se um quadro conceptual que procura pôr em evidência a convergência entre as capacidades de uma prática qualificada de planeamento territorial estratégico e as necessidades e requisitos dos processos de desenvolvimento local. A análise de um conjunto de experiências municipais de concepção e implementação de planos estratégicos, representando realidades locais bastante heterogéneas em termos de dinâmica económica e de capacidades institucionais, é usada para avaliar alguns dos principais aspectos levantados em cada uma das linhas sob investigação.

Débat public, participation, délibération, autant de termes utilisés pour parler de normes et de dispositifs qui participeraient au nouvel « impératif délibératif » (Blondiaux et Sintomer 2002). Ce mémoire présente une analyse du débat public sur le plan d'urbanisme de Montréal avec un schéma d'analyse inspiré de celui de Simard et Fourniau (2007). Notre discussion du processus de débat porte non seulement sur la phase formelle des audiences publiques, mais aussi sur les étapes de concertation en amont et sur divers processus plus ou moins publicisés en aval. Ceci permet une réflexion d'ordre procédural plus riche qui considère la diversité des dispositifs dans une perspective de complémentarité. Pour chercher des effets du débat public sur le plan d'urbanisme, nous adoptons le parti de la congruence (Offner 1993), ce qui nous amène à une analyse de l'interaction entre des dynamiques contextuelles et des mobilisations des participants au débat. Certaines de ces congruences concordent avec des modifications au plan d'urbanisme. Notre étude propose aussi des implications du contexte particulier de la nouvelle ville de Montréal (avec la création des arrondissements) sur le contenu du débat public, sur certaines de ses manifestations procédurales ainsi que sur sa portée. Notre dernier chapitre montre que la dynamique du débat public en aval, dans la phase de mise en oeuvre du plan d'urbanisme, se déploie beaucoup plus dans les débats sur les grands projets que sur les mécanismes prévus à cette fin, qui comportent des embûches de par leur faible publicité et le caractère technique du processus réglementaire. Dans l'ensemble, notre étude met en lumière l'importance du contexte : autant le processus de débat que ses effets s'inscrivent dans des dynamiques contextuelles.
