Questions of identity have become increasingly central to the study of foreign policy and security, particularly in constructivist debates. But very few of the resulting insights have been applied to the Korean situation, where discussions about security and inter-Korean relations remain dominated by strategic and geopolitical issues. The main task of this article is to address this shortcoming by examining the experience of North Korean defectors in South Korea and the precedent of German unification. Both of these domains of inquiry reveal that identity differences between North and South persist far beyond the ideological and political structures that created them in the first place. Born out of death, fear, and longing for revenge, these identity patterns lie at the heart of Korea's security dilemmas. Unless taken seriously by scholars and decision makers, the respective tensions between identity and difference will continue to cause major political problems. For Jamaicans throughout the Diaspora, dancehall music has emerged as their most potent cultural symbol demarcating their place of origin and continued sense of national belonging. Due to its unapologetic nature and tendency to tackle divisive issues such as those involving race, class, and sex, dancehall has been unfairly branded as wholly misogynistic and violent. This dissertation attempts to counter some of these assertions by exploring the cultural politics of dancehall music in South Florida's Jamaican community. Information for this study was obtained using participant observation, formal, and informal interviews. Participant observation was conducted over a 2 year period at several dancehall clubs and events throughout South Florida. A total of 24 formal and 30 informal interviews were conducted with listeners of the music and business owners who are directly and indirectly involved with the promotion, production, and distribution of dancehall in South Florida. ^ Results show that dancehall enacts cultural politics in three primary ways in South Florida. First, the music serves as one of several types of materials used in the construction of a "Jamaican identity." This is achieved through the lyrical content of the music where social, economic and political issues affecting the island are often discussed and debated. Second, dancehall operates as a form of cultural politics through its nurturing of nationalistic sensibilities. Evidence of this is apparent in the controversy involving dancehall's homophobic stance. Third, dancehall affords Jamaicans in South Florida the ability to transplant and perpetuate the uptown versus downtown divide. ^ Far from being wholly misogynistic and violent, therefore, dancehall is an important tool that can be used to address a wide variety of issues within the local Jamaican context and throughout the Jamaican diaspora. ^

We reflect on the politics of establishing catchment management agencies in South Africa with a specific focus on the Breede-Overberg Catchment Management Agency (BOCMA), which was recently replaced by the Breede-Gouritz Catchment Management Agency (BGCMA). We do so by applying the framework of adaptive comanagement and its institutional prescriptions: collaboration, experimentation, and a bioregional approach. We start by introducing the history of this catchment management agency (CMA) and then describe the establishment of CMAs in South Africa in general and that of BOCMA in particular. We follow the framework for rule types and types of river basin organizations set out by the editors of this special feature with reference to adaptive comanagement where applicable. We then discuss the politics and strategies involved in the introduction of the CMA concept to the National Water Act and the latest developments around these institutions in South Africa. This is followed by reflections on what can be surmised about BOCMA’s democratic functioning and performance to date. We conclude by reflecting on the future of operations of the new BGCMA and CMAs in South Africa in general. While our research shows that BOCMA’s establishment process has featured several elements of adaptive comanagement and its institutional prescriptions, it remains to be seen to what extent it is possible to continue implementing this concept when further developing and operationalizing the BGCMA and the country’s other CMAs.
