Despite an increasing literary focus on climate change adaptation, the facilitation of this adaptation is occurring on a limited basis (Adger et al. 2007) .This limited basis is not necessarily due to inability; rather, a lack of comprehensive cost estimates of all options specifically hinders adaptation in vulnerable communities (Adger et al. 2007). Specifically the estimated cost of the climate change impact of sea-level rise is continually increasing due to both increasing rates and the resulting multiplicative impact of coastal erosion (Karl et al., 2009, Zhang et al., 2004) Based on the 2007 Intergovernmental Panel on Climate Change report, minority groups and small island nations have been identified within these vulnerable communities. Therefore the development of adaptation policies requires the engagement of these communities. State examples of sea-level rise adaptation through land use planning mechanisms such as land acquisition programs (New Jersey) and the establishment of rolling easements (Texas) are evidence that although obscured, adaptation opportunities are being acted upon (Easterling et al., 2004, Adger et al.2007). Malta, situated in the Mediterranean Sea south of Sicily, is a small island of less than 300 km2. Two hundred years ago Malta was a wet and sodden country. The limestone was like a sponge, with numerous perennial springs, great and small, and so full of water that most flat areas did not drain, but were marsh. Water from springs, rivers and marshes was in ample supply. In the space of two centuries, Malta's rivers have passed from being good, spring-regulated watercourses with a mixed community of clean limewater plants, to the present-day situation where many if not all are on the verge of extinction. This is the result of human impact, not climate change, and is set to continue and increase. Unfortunately the best wetland-type valley communities were scheduled to be destroyed in 1997 but, after a change of Government and vigorous representations, these may now be spared. However, there is at least a great opportunity to prevent further fragmentation of remaining rivers and to reclaim some of the fragmented portions.

Sri Lanka is a comparatively small island (65.584 km²) within the equatorial belt of calms. There are only slight seasonal variations in temperature, air humidity and day length. A description is given of the amphibian and reptile material brought back from the Austrian Indo-Pacific expedition, 1970-71. Some notes on the habitat of the animals are included.

Wind power generation as one of the most popular renewable energy applications is absorbing more and more attention all over the world. However, output power fluctuations of wind farm due to random variations of wind speed can cause network frequency and voltage flicker in power systems. The power quality consequently declines, particularly in an isolated power system such as the power system in a remote community or a small island. This paper proposes an application of superconducting magnetic energy storage (SMES) to minimize output fluctuations of an isolated power system with wind farm. The isolated power system is fed by a diesel generator and a wind generator consisting of a wind turbine and squirrel cage induction machine. The control strategy is detailed and the proposed system is evaluated by simulation in Matlab/Simulink.

While the field known as ‘Whiteness Studies’ has been thriving in Anglophone criticism and theory for over 25 years, it is almost unknown in France. This is partly due to epistemological and political differences, but also to demographic factors — in contrast with the post-plantation culture of the US, for example, whites in Martinique and Guadeloupe are a tiny minority of small island populations. Yet ‘whiteness’ remains a phantasized and a fetishized state in the Antillean imaginary, and is strongly inflected by gender. This article sketches the emergence of ‘white’ femininity during slavery, then examines its representation in the work of a number of major Antillean writers (Condé, Placoly, Confiant, Chamoiseau). In their work, a cluster of recurring images and leitmotifs convey the idealization or, more commonly, the pathologization, of the white woman; these images resonate strongly with Bhabha’s ‘unhomely’, and convey the disturbing imbrication of sex and race in Antillean history.

This paper discusses the competing claims for the sovereignty of the Falkland Islands in the South Atlantic, which led to a war in 1982 between the United Kingdom and Argentina, which given that it was over competing claims for sovereignty over a non-independent territory seemed to be redolent of the nineteenth rather than the late-twentieth century. Post-war developments are outlined whilst the paper considers whether or not the Falkland Islands can ever escape from the Conflict, now more than thirty years ago.

RESUMO: Santa Lúcia pequena ilha de país em desenvolvimento com recursos limitados e é confrontada com uma série de desafios socioeconômicos que exigem soluções criativas e inovadoras. É comprovado que a combinação de recursos entre setores para estabelecer os determinantes social, econômico e ambiental da saúde são uma estratégia útil para melhorar a saúde da população, principalmente a sua saúde mental. Este estudo, o primeiro do seu tipo em Santa Lúcia, procurou examinar até que ponto a disponibilidade de uma política nacional de saúde mental levou a ação intersetorial para o fornecimento de serviços e promoção da saúde mental. Além disso, o estudo examinou o nível de colaboração intersetorial que existe entre as agências que prestam cuidados diretos e serviços de suporte para pessoas com doenças mentais e problemas sérios de saúde mental. O estudo também teve como objetivo identificar os fatores que promovem ou dificultam a colaboração intersectorial e gerar recomendações que possam ser aplicadas para países muito pequenos e com perfis socioeconômicos semelhantes. Os dados gerados a partir de três (3) fontes foram sintetizados para formar uma visão ampla das questões. Uma avaliação da política de saúde mental de 2007, uma avaliação que identifica até que ponto a ação intersetorial atualmente deixa a prestação de serviços de saúde mental e a administração de entrevistas semiestruturadas nas mãos de gestores do programa de diferentes agências em todos os setores. O estudo concluiu que, apesar da disponibilidade de uma política de saúde mental, que articula clara e explicitamente a colaboração intersetorial como área prioritária para ação, quase não existe no sistema de fornecimento atual do serviço. Os provedores de serviços em todos os setores reconhecem que há os benefícios da colaboração intersectorial e com entraves significativos em relação à colaboração intersetorial, que por sua vez, impede uma abordagem nacional para o planejamento e o fornecimento do serviço. A colaboração intersetorial não será possível se os próprios setores dependerem da abordagem direta do setor da saúde ou se a atmosfera geral for ofuscada pela estigmatização das doenças mentais.------------------------------------------------------------------------ABSTRACT: Saint Lucia a small island developing country with limited resources, is faced with a number of socio-economic challenges which require creative and innovative solutions to address. Combining resources across sectors to address the social, economic and environmental determinants of health has proven to be a useful strategy for improving population health in particular mental health. This study, the first of its kind for Saint Lucia sought to examine the extent to which the availability of a national mental health policy led to intersectoral action for mental health promotion and service delivery. In addition the study examined the level of intersectoral collaboration which actually exist between agencies which provide direct care and support services to people with mental illnesses and significant mental health problems. The study also aimed to identify the factors which promote or hinder intersectoral collaboration and generate recommendations which can be applied to extremely small countries with similar socio-economic profiles. Data generated from three (3) sources was synthesized to form a broad picture of the issues. An evaluation of the mental health policy of 2007, an assessment of the extent to which intersectoral action currently exist in mental health service delivery and the administration of semi-structured interviews with program managers from different agencies across sectors to identify implementation issues. The study concluded that despite the availability of a mental health policy which clearly and explicitly articulates intersectoral collaboration as a priority area for action, very little exists in the current service delivery system. Services providers across sectors acknowledge the benefits of intersectoral collaboration and that there are significant barriers to intersectoral collaboration, which in turn hinders a national approach to service planning and delivery. Intersectoral collaboration is not possible if sectors themselves are dependent on a top-down health sector driven and dominated approach, or if the general atmosphere is clouded by stigmatization of mental health illnesses.

While obesity continues to rise globally, the associations between body size, gender, and socioeconomic status (SES) seem to vary in different populations, and little is known on the contribution of perceived ideal body size in the social disparity of obesity in African countries. We examined the gender and socioeconomic patterns of body mass index (BMI) and perceived ideal body size in the Seychelles, a middle-income small island state in the African region. We also assessed the potential role of perceived ideal body size as a mediator for the gender-specific association between SES and BMI. A population-based survey of 1,240 adults aged 25 to 64 years conducted in December 2013. Participants' BMI was calculated based on measured weight and height; ideal body size was assessed using a nine-silhouette instrument. Three SES indicators were considered: income, education, and occupation. BMI and perceived ideal body size were both higher among men of higher versus lower SES (p< .001) but lower among women of higher versus lower SES (p< .001), irrespective of the SES indicator used. Multivariate analysis showed a strong and direct association between perceived ideal body size and BMI in both men and women (p< .001) and was consistent with a potential mediating role of perceived ideal body size in the gender-specific associations between SES and BMI. Our study emphasizes the importance of gender and socioeconomic differences in BMI and ideal body size and suggests that public health interventions that promote perception of healthy weight could help mitigate SES-related disparities in BMI.

L’état actuel des travaux ne rend pas compte de l’ampleur des questions philosophiques et des enjeux moraux suscités par l’apparition sur la scène internationale des réfugiés climatiques. Il est pourtant urgent de leur accorder une protection à travers des accords internationaux. Les philosophes qui se sont penchés sur le sujet ont été induits en erreur tant par la multiplicité des termes employés que leur absence de définitions. Ce travail critique la tendance actuelle des militants écologistes à vouloir englober des populations aux problèmes divers sous le terme de réfugié. Banaliser l’emploi du terme de réfugié n’est pas seulement fallacieux mais également dangereux. A terme, les militants se tourneront vers la Convention de Genève pour revendiquer que les populations déplacées soient considérées comme des réfugiés. Or la Convention de Genève n’est pas un outil adéquat pour remédier au sort de ces populations. De plus, on ne peut élargir le statut de réfugié pour inclure ces populations sans risquer de perdre sa crédibilité et son efficience. Suivre la pente qu’emprunte les militants nous mènerait à accorder le même traitement aux réfugiés climatiques et aux réfugiés politiques, ce qui est une erreur. Notre hypothèse est que les habitants des petits pays insulaires à l’inverse des autres populations ont besoin d’un élargissement de la Convention de Genève. Nous arguerons que nous avons des devoirs et des responsabilités envers eux que nous n’avons pas envers les réfugiés politiques. Pour défendre ce point de vue, il faut définir clairement ce qu’est un réfugié climatique et justifier cette appellation. Nous devrons donc confronter la notion de réfugié climatique à d’autres notions concurrentes. Une fois les termes définis, nous envisagerons les enjeux éthiques à travers le prisme des questions de justice globale. Nous verrons que pour déterminer qui devrait remédier au sort des réfugiés climatique, il ne suffit pas de se référer à la responsabilité causale. Cela nous mènera à arguer que bien que séduisant, le principe pollueur-payeur n’est pas un outil adéquat pour guider la réflexion. Nous serons également amenés à nous interroger sur la pertinence d’une institution environnementale globale.

El calentamiento global es un fenómeno natural que afecta a todo el planeta tierra sin consecuencias severas. Sin embargo el efecto ampliado de este fenómeno si trae consecuencias graves a nivel climático, un ejemplo de éstas es el incremento en el nivel del mar. Frente a este problema existen territorios más vulnerables que otros a los efectos adversos del calentamiento global, este es el caso de los países que por sus condiciones geográficas, poseen territorios costeros de muy baja altitud. Estos países han conformado una alianza llamada AOSIS para de esta manera poder tener una voz en la comunidad internacional y asimismo poder proteger sus intereses en los escenarios de negociación ambiental. Así, este trabajo estudia el rol que AOSIS ha desempeñado desde el año 2005 al 2009, en las negociaciones ambientales de la Convención Marco de las Naciones Unidas sobre el Cambio Climático; para poder evaluar si AOSIS ha tenido éxito en la consecución de sus objetivos.

El interés de esta investigación diagnóstica es evaluar el tema de los refugiados ambientales en las legislaciones internacionales que se encuentran en vigencia actualmente. Es un elemento de análisis pertinente debido a que durante los últimos años el cambio climático y sus efectos adversos han causado estragos en algunas poblaciones, dando origen a lo que se conoce como refugiados ambientales. Así, la falta de inclusión del concepto en la normatividad internacional, representa una problemática, en tanto que estas personas no tienen ningún tipo de apoyo por parte de la Comunidad Internacional. En este trabajo se centra en el caso de las Islas Maldivas y refleja la necesidad de crear un nuevo régimen internacional que cubra a la figura de refugiados ambientales, para así hacer frente a esta problemática internacional.
