La geografía colombiana es fuente de un sinnúmero de recursos socio-económicos y naturales así como también de amenazas a la población, ya que es un territorio propenso a ciertos fenómenos que desencadenan desastres, como inundaciones, deslizamientos, sismos, etc. Sin embargo, el Estado tiene una inmensa responsabilidad en la mitigación del riesgo de desastres que sufre la ciudadanía, pero las instituciones no han tenido la fortaleza para implementar políticas públicas eficientes que eviten que el impacto de estos fenómenos sea mayor. La presente monografía es un estudio de las políticas públicas en materia de desastres implementadas por el Estado, tomando como base los postulados del neo-institucionalismo y la teoría de Levitsky y Murillo sobre la fortaleza de las instituciones, reflejando una baja estabilidad y fuerza de implementación.

This work seeks to reconstruct the dynamics of the agreements and disagreements between the State and the indigenous peoples in Ecuador, emphasising particularly on two key elements: first, the indigenous peoples participation and exercise of their political rights, in particular the right to self-government and autonomy within their jurisdictions; and secondly, indigenous peoples’ degree of direct influence on public policies’ formulation and implementation, specially those directly affecting their territories, including the exploitation of natural resources. In Ecuador, during this historical period, the state has gone through three major moments in its relationship with indigenous peoples: neo - indigenism associated to developmentalism (1980-1984); multiculturalism associated to neoliberalism (1984- 2006) as one of the dominant trends over the period; and the crisis of neoliberalism and the search for national diversity and interculturalism associated to post- neoliberalism (2007-2013). Each has had a particular connotation, as to the scope and methods to respond to indigenous demands. In this context, this research aims to answer the central question: how has the Ecuadorian State met the demands of the indigenous movement in the last three decades, and how has it ensured the validity of their gradually recognized rights? And how and to what extent by doing so, it contradicts and alters the existing economic model based on the extraction of primary resources?

This review provides a classification of public policies to promote healthier eating as well as a structured mapping of existing measures in Europe. Complete coverage of alternative policy types was ensured by complementing the review with a selection of major interventions from outside Europe. Under the auspices of the Seventh Framework Programme's Eatwell Project, funded by the European Commission, researchers from five countries reviewed a representative selection of policy actions based on scientific papers, policy documents, grey literature, government websites, other policy reviews, and interviews with policy-makers. This work resulted in a list of 129 policy interventions, 121 of which were in Europe. For each type of policy, a critical review of its effectiveness was conducted, based on the evidence currently available. The results of this review indicate a need exists for a more systematic and accurate evaluation of government-level interventions as well as for a stronger focus on actual behavioral change rather than changes in attitude or intentions alone. The currently available evidence is very heterogeneous across policy types and is often incomplete.

The current paper presents a study conducted at At-Bristol Science Centre, UK. It is a front-end evaluation for the “Live Science Zone” at At-Bristol, which will be built during the autumn of 2004. It will provide a facility for programmed events and shows, non-programmed investigative activities and the choice of passive or active exploration of current scientific topics. The main aim of the study is to determine characteristics of what kind of techniques to use in the Live Science Zone. The objectives are to explore what has already been done at At-Bristol, and what has been done at other science centres, and to identify successful devices. The secondary aim is mapping what sorts of topics that visitors are actually interested in debating. The methods used in the study are deep qualitative interviews with professionals working within the field of science communication in Europe and North America, and questionnaires answered by visitors to At-Bristol. The results show that there are some gaps between the intentions of the professionals and the opinions of the visitors, in terms of opportunities and willingness for dialogue in science centre activities. The most popular issue was Future and the most popular device was Film.

The thesis is an explanation of the development of pre-school children's services (infant welfare, kindergartens and child care) at local government level in Victoria. The critical framework of analysis focuses on three dimensions of public policy: 1) the socio-historical environment; 2) the political processes involved in the development of the specific children's service; and 3) the major individuals and groups that exerted pressure for children's service, The argument is threefold. Firstly it is argued that the political environment of children's services has been dominated by the practice of separate spheres of public and private, in which the care of children is primarily the role of women. Secondly, it is argued that the political processes surrounding the development of local children's services have involved all levels of government in what is termed a local state. Thirdly, it is argued that the development of these children's services in local government has resulted mainly from the work of women both individually and collectively. Since the three services of infant welfare, kindergartens and child care all became a normal function of children's services at different times, the circumstances that surrounded each development exhibited different aspects of the three major arguments. The periodisation is broken into four phases: 1) the establishment of local government with no children's services in the nineteenth century; 2) the establishment of infant welfare services in local government in the early part of the twentieth century; 3) the incorporation of kindergartens into local government after the second world war; and 4) the incorporation of child care into local government in the 1970s and 1980s. The thesis concludes by arguing that the existence of children's services in local government in Victoria is testimony to the remarkable work of those women who have pursued the issue both individually and collectively. It has been the identification of children's services as a women's issue in Australian politics that has enabled women's groups at different times to influence the policy makers in diverse ways. However, while the establishment of children's services as a legitimate political concern brings the matter onto the public agenda, the separate spheres still remains a contested issue in the public policies of children's services.

Evidence that many students are not being captivated by school science has led to advocacy of revising the science curriculum. However, there need to be accompanying changes in science teacher education. This study is designed to lay foundations for innovation in the pre-service education of secondary science teachers, involving a reconceptualisation of the nature of contemporary science and a course structure that links science teaching with broader science public reform initiatives. We held a series of Focus Groups, built around Government Research Priority areas, which brought together people from industry, government, research organisations, and community groups involved in science and its applications. In the groups the participants discussed how science currently operates in their area, ways in which the area will develop in the coming decade, and what implications there are for the nation and its citizens and for science education. What emerged was a concern for public responses to science at a range of levels, and a very different view of science practice and community involvement with science to that represented in current university and school science courses. This was confirmed in interviews with science graduates working in disparate fields, and also focus groups of school students. The paper will report on the insights generated, and explore the implications for redesigning the pre-service education of science teachers.

This thesis analyses authentication in public key encryption and makes contributions in two areas. Firstly, Compressed Nested PKI is proposed which improves the certificate validation process. Then an implicitly certified encryption scheme, Authenticated Public Key Encryption, which makes keys easier to manage, is introduced.

The Ottawa Charter laid the ground work for a new research and practice agenda by urging health promoters to advocate for healthy public policies. After more than 20 years, it is now time to reflect on the state of policy research in health promotion and to examine how rigorously theories are applied. The review of the literature was
conducted on 11 peer-reviewed journals. The journals were selected for their solid track record in publishing health promotion articles and by using a set of predefined
inclusion and exclusion criteria. The articles, published between January 1986 and June 2006, were searched using Medline and CINAHL databases. The selected papers feature search terms related to ‘politics’, ‘policy’, ‘advocacy’ and ‘coalition’. We examined the theoretical grounding of each paper and whether it focuses on policy content (e.g. nature, impact, evolution of the policy), policy processes (e.g. advocacy capacity building and strategies) or theoretical/methodological issues in policy analysis. This review demonstrates that policy research in health promotion is still largely an a theoretical enterprise. Out of the 119 articles that were found eligible, 39 did apply to some degree a theoretical framework, of which 21 referred to a theoretical framework from political science. We conclude that the field has yet to acknowledge critical concepts that would help to shed light on the policy process, and that validated rigorous theoretical frameworks to inform research and practice are hardly applied. Recommendations are formulated to improve policy research in health promotion.

So-called servant leaders strive selflessly and altruistically to assist others before themselves, work to develop their followers' greatest potential, and seek to benefit the wider community. This article examines the trust-based mechanisms by which servant leadership influences organizational commitment in the Chinese public sector, using data from a survey of civil servants. Quantitative analysis shows that servant leadership strongly influences affective and normative commitment, while having no impact on continuance commitment. Furthermore, we find that affective trust rather than cognitive trust is the mechanism by which servant leadership induces higher levels of commitment. Our findings suggest that in a time of decreasing confidence levels in public leaders, servant leadership behaviour may be used to re-establish trust and create legitimacy for the Chinese civil service.

This paper is a follow up of the study of the evolution of the public policies for education, especially in the areas of improvement in the science and mathematics program, whose main purpose is to qualify teachers is these disciplines. The evaluation of strategies adopted by the Department of education for the implementation and development of the program in the states, which, on a decentralized bases and through its administrative structure is responsible for contracting higher Education Institutions in charge of preparatory courses. It discusses the enforcement of such a strategy and analyses the combined efforts between the federal sphere, represented by the coordination of preparatory courses for Higher Education Personnel (CAPES) and the Departments of Education, Science and Technology of the states, Research Spowsoring Foundations and the Federal Universities, breaking with some governmental traditions. It analyses the greater degree of interaction between the curriculum for public schools and the developments achieved in the many fields of knowledge. It is based on parameters in the proposals disposed by the law of the methods and fundamentals education, methods of curriculum, and national teaching standards, as well as studies carried out in the states that demand the biggest quantity of qualifying projects, trough analyses that are focused on the problems regarding science teaching in the Brazil and the format adopted in the implementation of the program.

Esta dissertação examina o processo de produção de políticas públicas de turismo no Brasil e a institucionalização de instâncias participativas em âmbito federal. Para tanto, toma como objeto de estudo o Conselho Nacional de Turismo e seu funcionamento entre os anos de 2003 e 2006, com o propósito de identificar e analisar sua dinâmica política, considerando suas atribuições e sua representatividade. Com base em parâmetros teórico-conceituais advindos da Ciência Política e da Administração Pública, estabelece seu método de análise em dois pilares: de um lado, o contexto da criação e conformação de instâncias participativas no exercício da democracia e, mais especificamente, do crescimento dos conselhos de políticas públicas como instâncias deliberativas e de outro, as dinâmicas de interação - e competição - dos atores e grupos de interesse sobre a produção das políticas públicas de uma forma geral e, mais enfaticamente, considerando as especificidades das políticas de turismo. A partir da apreciação de tais parâmetros, a pesquisa tem como objetivo construir uma análise sobre as contradições e limitações deste órgão, que se apresenta simultaneamente como um instrumento participativo no contexto da democracia deliberativa e como mecanismo de governança junto à produção das políticas públicas de turismo.

O objetivo principal do estudo foi compreender a efetividade dos instrumentos públicos de subsídios financeiros aplicados no APL Eletroeletrônico de Santa Rita do Sapucaí, MG, pela Financiadora de Estudos e Projetos (FINEP), focando a empresa motriz do APL, Linear - Equipamentos Eletrônicos S/A. No estudo foram identificados os principais modelos de desenvolvimento regional, porém foram enfatizados os modelos de Arranjos Produtivos Locais (APLs) e Pólos de Crescimento, pois são os que mais caracterizam a região estudada. Também foram descritos a Lei da Inovação Tecnológica (LlT), os principais incentivadores de APLs no Brasil, ou seja, os agentes financeiros, bem como os atuais mecanismos e instrumentos de financiamentos da FINEP e como os mesmos são disponibilizados. Baseado nas políticas públicas traçadas, tanto pelo Governo Federal, como pelo Ministério da Ciência e Tecnologia (MCT), ao qual a FINEP se vincula, pode se analisar, no contexto do APL Eletroeletrônico de Santa Rita do Sapucaí, na figura da empresa Linear, a efetividade desses instrumentos de financiamento público estabelecidos para o desenvolvimento do referido APL. Finalmente, como conclusão e em resposta à questão inicial levantada na pesquisa, pode se compreender se houve efetividade dos instrumentos de financiamento público da FINEP no desenvolvimento do APL Eletroeletrônico de Santa Rita do Sapucaí.
