We compare the strategies of manufacturing and service multinational enterprise (MNE) subsidiaries in South East Asia to investigate whether they follow global versus regional strategy. We examine foreign direct investment (FDI) motives, types of FDI, product and service offerings, and sales strategies of these two groups. Using a unique primary data set of 101 British MNE subsidiaries in six South East Asian countries over the five-year period (2003–2007), we find that manufacturing and service subsidiaries pursue regional strategies. Both groups have a strong regional focus in their sales. We explore the possible reasons for the relative lack of global strategy of these subsidiaries.

A statistical–dynamical regionalization approach is developed to assess possible changes in wind storm impacts. The method is applied to North Rhine-Westphalia (Western Germany) using the FOOT3DK mesoscale model for dynamical downscaling and ECHAM5/OM1 global circulation model climate projections. The method first classifies typical weather developments within the reanalysis period using K-means cluster algorithm. Most historical wind storms are associated with four weather developments (primary storm-clusters). Mesoscale simulations are performed for representative elements for all clusters to derive regional wind climatology. Additionally, 28 historical storms affecting Western Germany are simulated. Empirical functions are estimated to relate wind gust fields and insured losses. Transient ECHAM5/OM1 simulations show an enhanced frequency of primary storm-clusters and storms for 2060–2100 compared to 1960–2000. Accordingly, wind gusts increase over Western Germany, reaching locally +5% for 98th wind gust percentiles (A2-scenario). Consequently, storm losses are expected to increase substantially (+8% for A1B-scenario, +19% for A2-scenario). Regional patterns show larger changes over north-eastern parts of North Rhine-Westphalia than for western parts. For storms with return periods above 20 yr, loss expectations for Germany may increase by a factor of 2. These results document the method's functionality to assess future changes in loss potentials in regional terms.

In this paper we address three challenges. First, we discuss how international new ventures (INVs) are probably not explained by the Uppsala model as there is no time for learning about foreign markets in newly born and small firms. Only in the longer term can INVs develop experiential learning to overcome the liability of foreignness as they expand abroad. Second, we advance theoretically on previous research demonstrating that the multinationality−performance relationship of INVs follows a traditional S-shaped relationship, but they first experience a ‘born global illusion’ which leads to a non-traditional M curve. Third, using a panel data analysis for the period 1994–2008 we find empirically that Spanish INVs follow an inverted U curve in the very short term, where no learning takes place, but that experience gained over time yields an M-curve relationship once learning takes place.

A statistical–dynamical downscaling (SDD) approach for the regionalization of wind energy output (Eout) over Europe with special focus on Germany is proposed. SDD uses an extended circulation weather type (CWT) analysis on global daily mean sea level pressure fields with the central point being located over Germany. Seventy-seven weather classes based on the associated CWT and the intensity of the geostrophic flow are identified. Representatives of these classes are dynamically downscaled with the regional climate model COSMO-CLM. By using weather class frequencies of different data sets, the simulated representatives are recombined to probability density functions (PDFs) of near-surface wind speed and finally to Eout of a sample wind turbine for present and future climate. This is performed for reanalysis, decadal hindcasts and long-term future projections. For evaluation purposes, results of SDD are compared to wind observations and to simulated Eout of purely dynamical downscaling (DD) methods. For the present climate, SDD is able to simulate realistic PDFs of 10-m wind speed for most stations in Germany. The resulting spatial Eout patterns are similar to DD-simulated Eout. In terms of decadal hindcasts, results of SDD are similar to DD-simulated Eout over Germany, Poland, Czech Republic, and Benelux, for which high correlations between annual Eout time series of SDD and DD are detected for selected hindcasts. Lower correlation is found for other European countries. It is demonstrated that SDD can be used to downscale the full ensemble of the Earth System Model of the Max Planck Institute (MPI-ESM) decadal prediction system. Long-term climate change projections in Special Report on Emission Scenarios of ECHAM5/MPI-OM as obtained by SDD agree well to the results of other studies using DD methods, with increasing Eout over northern Europe and a negative trend over southern Europe. Despite some biases, it is concluded that SDD is an adequate tool to assess regional wind energy changes in large model ensembles.

A procedure (concurrent multiplicative-additive objective analysis scheme [CMA-OAS]) is proposed for operational rainfall estimation using rain gauges and radar data. On the basis of a concurrent multiplicative-additive (CMA) decomposition of the spatially nonuniform radar bias, within-storm variability of rainfall and fractional coverage of rainfall are taken into account. Thus both spatially nonuniform radar bias, given that rainfall is detected, and bias in radar detection of rainfall are handled. The interpolation procedure of CMA-OAS is built on Barnes' objective analysis scheme (OAS), whose purpose is to estimate a filtered spatial field of the variable of interest through a successive correction of residuals resulting from a Gaussian kernel smoother applied on spatial samples. The CMA-OAS, first, poses an optimization problem at each gauge-radar support point to obtain both a local multiplicative-additive radar bias decomposition and a regionalization parameter. Second, local biases and regionalization parameters are integrated into an OAS to estimate the multisensor rainfall at the ground level. The procedure is suited to relatively sparse rain gauge networks. To show the procedure, six storms are analyzed at hourly steps over 10,663 km2. Results generally indicated an improved quality with respect to other methods evaluated: a standard mean-field bias adjustment, a spatially variable adjustment with multiplicative factors, and ordinary cokriging.

Circadian rhythms generated by the suprachiasmatic nucleus (SCN) are modulated by photic and non-photic stimuli. In rodents, direct photic stimuli reach the SCN mainly through the retinohypothalamic tract (RHT), whereas indirect photic stimuli are mainly conveyed by the geniculohypothalamic tract (GHT). In rodents, retinal cells form a pathway that reaches the intergeniculate leaflet (IGL) where they establish synapses with neurons that express neuropeptide Y (NPY), hence forming the GHT projecting to the SCN. In contrast to the RHT, which has been well described in primates, data regarding the presence or absence of the IGL and GHT in primates are contradictory. Some studies have suggested that an area of the pregeniculate nucleus (PGN) of primates might be homologous to the IGL of rodents, but additional anatomical and functional studies on primate species are necessary to confirm this hypothesis. Therefore, this study investigated the main histochemical characteristics of the PGN and the possible existence of the GHT in the SCN of the primate Cebus, comparing the distribution of NPY immunoreactivity, serotonin (5-HT) immunoreactivity and retinal terminal fibers in these two structures. The results show that a collection of cell bodies containing NPY and serotonergic immunoreactivity and retinal innervations are present within a zone that might be homologous to the IGL of rodents. The SCN also receives dense retinal innervations and we observed an atypical distribution of NPY- and 5-HT-immunoreactive fibers without regionalization in the ventral part of the nucleus as described for other species. These data may reflect morphological differences in the structures involved in the regulation of circadian rhythms among species and support the hypothesis that the GHT is present in some higher primates (diurnal animals). The aim of this paper is to evaluate the performance of two divergent methods for delineating commuting regions, also called labour market areas, in a situation that the base spatial units differ largely in size as a result of an irregular population distribution. Commuting patterns in Sweden have been analyzed with geographical information system technology by delineating commuting regions using two regionalization methods. One, a rule-based method, uses one-way commuting flows to delineate local labour market areas in a top-down procedure based on the selection of predefined employment centres. The other method, the interaction-based Intramax analysis, uses two-way flows in a bottom-up procedure based on numerical taxonomy principles. A comparison of these methods will expose a number of strengths and weaknesses. For both methods, the same data source has been used. The performance of both methods has been evaluated for the country as a whole using resident employed population, self-containment levels and job ratios for criteria. A more detailed evaluation has been done in the Goteborg metropolitan area by comparing regional patterns with the commuting fields of a number of urban centres in this area. It is concluded that both methods could benefit from the inclusion of additional control measures to identify improper allocations of municipalities.

Delineation of commuting regions has always been based on statistical units, often municipalities or wards. However, using these units has certain disadvantages as their land areas differ considerably. Much information is lost in the larger spatial base units and distortions in self-containment values, the main criterion in rule-based delineation procedures, occur. Alternatively, one can start from relatively small standard size units such as hexagons. In this way, much greater detail in spatial patterns is obtained. In this paper, regions are built by means of intrazonal maximization (Intramax) on the basis of hexagons. The use of geoprocessing tools, specifically developed for the processing ofcommuting data, speeds up processing time considerably. The results of the Intramax analysis are evaluated with travel-to-work area constraints, and comparisons are made with commuting fields, accessibility to employment, commuting flow density and network commuting flow size. From selected steps in the regionalization process, a hierarchy of nested commuting regions emerges, revealing the complexity of commuting patterns.

Normative regionalism has been largely overlooked and ignored; and
normative questions concerning regionalization are deemed unimportant,
idealist and irrelevant to Asia. This is mainly due to the domination of
realism, pragmatism and functional approaches, thus inhibiting the substantial
progress of regionalism in East Asia. It is time that scholars and
policy-makers take normative orders of regionalism seriously.
This chapter examines the state of normative regionalism and its impact
in East Asia through an overview of the historical evolution of the
concept of regionalism, the meanings of and variations in Asian regionalism,
and the impact of all these on regional cooperation in East Asia.
It examines the old pan-Asianism, the advocacy of "re-Asianization" in
Japan, Mahathir's idea of neo-Asianism in Malaysia and the ideas of
regionalism developed in Korea and China. This examination provides the
basis for a discussion of the normative order of East Asian regionalism
by addressing a set of questions concerning national sovereignty, nationalism,
democracy and regional identities.
In particular, this chapter will examine how Asian nationalist and statist
normative thinking influences various ideas of regionalism and constrains
the development of genuine regionalism in East Asia.

This chapter raises the following main points:
• Regions are groupings of states that share either geographic proximity or have sufficient cultural/historic ties that bind them together.
Regionalization occurs within a region as interdependence is developed among the regional states.
• The development of regionalism is dependent on the support of the regional great power(s), the extent of reciprocity that exists in the relations of the states in the region, and the level of strategic reassurance that exists among these states.
Regionalization is not a lineal process, that is, it can increase or decrease.
• The pace of regionalism is different in each region but a basic pattern exists where economic integration precedes political and security integration.
• Regional threats to security can be divided into four categories. The first two comprise traditional military threats such as balance of power contests between regional powers and ‘grass fire’ conflicts between smaller powers or over more localized issues. The
third category includes, for example, intra-state conflicts for ethnic, religious, nationalist or ideological, issues. Finally, transnational threats such as environmental degradation or resource scarcity can also cause regional instability and conflict.

Youth, Media and Culture in the Asia Pacific Region presents an analysis of youth media activities in a diverse, but geographically connected Asia Pacific region. The region, which is spatially connected by its colonial and imperial past, is becoming a significant player in the globalized world. In this context, youth situated in these economically, politically and socially structured communities are redefining their locales through their patterns of media use. The discourse of ‘youth’ in this disparate region is manifest in the media through their identity articulations and social activism. The book illustrates that these ‘youth subcultures’ in the Asia Pacific are part of the well marketed global consumerism culture, and yet at other times independent of the commodifying impetus of global capital. It draws on case studies to examine some of the media practices youth in the region are engaged in and elucidates the process of social change taking place in some Asia Pacific nations.

'This book contributes to the important and growing field of youth media studies. The regionalization of media research is necessarily recuperated here, bringing large populations of media users into a frame of reference that allows critical reflection on the new waves of use and sociality in the Asia Pacific region.'

Marsupials are believed to be the only non-primate mammals with both trichromatic and dichromatic color vision. The diversity of color vision systems present in marsupials remains mostly unexplored. Marsupials occupy a diverse range of habitats, which may have led to considerable variation in the presence, density, distribution, and spectral sensitivity of retinal photoreceptors. In this study we analyzed the distribution of photoreceptors in the common brushtail possum (Trichosurus vulpecula). Immunohistochemistry in wholemounts revealed three cone subpopulations recognized within two spectrally distinct cone classes. Long-wavelength sensitive (LWS) single cones were the largest cone subgroup (67-86%), and formed a weak horizontal visual streak (peak density 2,106 ± 435/mm2) across the central retina. LWS double cones were strongly concentrated ventrally (569 ± 66/mm2), and created a "negative" visual streak (134 ± 45/mm2) in the central retina. The strong regionalization between LWS cone topographies suggests differing visual functions. Short-wavelength sensitive (SWS) cones were present in much lower densities (3-10%), mostly located ventrally (179 ± 101/mm2). A minority population of cones (0-2.4%) remained unlabeled by both SWS- and LWS-specific antibodies, and may represent another cone population. Microspectrophotometry of LWS cone and rod visual pigments shows peak spectral sensitivities at 544 nm and 500 nm, respectively. Cone to ganglion cell convergences remain low and constant across the retina, thereby maintaining good visual acuity, but poor contrast sensitivity during photopic vision. Given that brushtail possums are so strongly nocturnal, we hypothesize that their acuity is set by the scotopic visual system, and have minimized the number of cones necessary to serve the ganglion cells for photopic vision.

A pesquisa objetiva: a) compreender o novo papel dos Estados subnacionais, especialmente de nível regional, no contexto de globalização, fragmentação, enfraquecimento do estado-nação e emergência de instâncias supranacionais de poder; b) suprir a carência de estudos atuais voltados para a regionalização da gestão da saúde - dado que a ênfase vem recaindo sobre o processo de municipalização; c) analisar experiências inovadoras visando subsidiar a formulação de propostas de reforma que levem em conta as mudanças recentes no padrão de relacionamento estado-sociedade e as novas formas de provisão dos serviços de saúde, as quais demandam um maior esforço de coordenação ao nível regional. É analisado o papel desempenhado pela Secretaria de Estado da Saúde na implantação dos Programas "Municípios Saudáveis" e "Consórcios de Saúde" no Estado do Paraná, o primeiro de corte municipal e o segundo, intermunicipal, a partir de 1995. A escolha justifica-se dada a boa colocação deste Estado em termos de políticas públicas e indicadores, conforme dados do Ministério da Saúde. O programa Municípios Saudáveis, por sua vez, contribui com a visão intersetorial, o de Consórcios de Saúde, inova em termos de regionalização. Ambos possuem o município como protagonista, embora uma atuação mais efetiva do nível estadual no espaço de gestão tenha se mostrado estratégica.

É analisado o papel desempenhado pela Secretaria de Estado da Saúde na experiência de delegação da prestação direta dos serviços de saúde e implantação de um sistema de regulação no Estado da Bahia. A escolha justifica-se dada o pioneirismo deste Estado em termos de políticas públicas inovadoras no contexto de descentralização, municipalização e mudança no papel dos vários níveis da federação.

A proposta de 'Sistemas Microrregionais de Serviços de Saúde' por sua vez, contribui com a visão intersetorial e inova em termos de regionalização. O referido programa possue o município como protagonista, embora uma atuação mais efetiva do nível estadual no espaço de gestão tenha se mostrado estratégica.
